Current questions about UAPF Payments of pension savings from UAPF according to the schedule: how they are calculated and where to apply 1) Who is entitled to receive scheduled pension benefit payments from UAPF?In accordance with the Social Code of the Republic of Kazakhstan, monthly pension payments from compulsory pension contributions and (or) compulsory occupational pension contributions (hereinafter referred to as COPC) according to the established schedule from UAPF are made to persons who have pension savings in UAPF:- who have reached retirement age (men - 63 years old, women - 61 years old (since 2028, the age will increase annually by 6 months until reaching 63 years old in 2031));- upon reaching 55 years of age, for which COPC have been paid in total for at least 84 calendar months at the time of applying for pension benefit payment, subject to termination of employment in jobs with harmful working conditions, the professions of which are provided for in the list of industries, jobs, professions of workers approved by the authorized state body;- who have a disability of group 1 or 2, established indefinitely,Payments from UAPF are made in the manner determined by the Government of the Republic of Kazakhstan. How are scheduled pension benefits calculated? Payments are calculated according to the schedule as follows: in the first year of receiving payments, the amount of pension savings is multiplied by the pension savings payment rate of 6.5% and divided by 12. In subsequent years, the amount of the monthly pension benefit is increased by the pension payment indexation rate of 5%. In this case, the monthly pension payment from the UAPF is made in the amount of at least 70% of the subsistence minimum (hereinafter - SM) established for the relevant financial year by the law on the republican budget (in 2025, the SM is 46,228 tenge).For beneficiaries of certain categories: persons with disabilities of groups 1 or 2, established indefinitely, as well as those who worked in harmful and hazardous industries, whose savings are formed through compulsory occupational pension contributions in total for at least sixty months, the Methodology provides for correction factors that increase the amount of the monthly pension benefit. For persons who meet more than one of the above conditions, the adjustment factor with the highest value is applied.When calculating and making pension benefit payments to persons who have reached the age of 55 and paid COPC for them for at least 84 months in total:- the threshold of at least 70% of the minimum wage for making a pension benefit payment is not applied;- adjustment factors are not applied;- the balance on the individual pension savings account in the amount of less than 70% of the minimum wage is not subject to payment together with the amount of the next pension benefit.It should be noted that pension payments from UAPF are made until the pension savings are exhausted.If the amount of pension savings on the date of payment from UAPF does not exceed twelve times the minimum pension established by the law on the republican budget for the relevant financial year (in 2025, 753,252 tenge = 62,771 x 12), the payment is made in a lump sum. Where and when to apply for payment of pension savings from UAPF in connection with reaching retirement age? To assign pension benefits from the UAPF at the expense of mandatory types of pension contributions in connection with reaching the retirement age, as well as the assignment of a basic and solidarity pension from the state budget, beneficiaries must promptly contact the State Corporation "Government for Citizens" (CSC) at their place of residence. This can be done 10 days before reaching the retirement age. All types of pension benefits by age are made from the date of application. In this case, the day of application is considered to be the day of registration of the application and the necessary documents in the CSC, provided that the recipient has reached the retirement age, if he applied earlier - the day of application is considered to be the day of reaching the retirement age. Timely application is especially important for receiving benefits from the budget, for the assignment of which it is necessary to verify the work experience based on the documents submitted by the beneficiary. Pension benefits at the expense of budget funds are made for life, and from the UAPF - until the depletion of the benefiary's pension savings.Is there a service for advance reminders about timely registration of pension benefits? Future pensioners (potential beneficiaries), whose phone numbers are registered in the egov mobile citizens database, receive an SMS notification from number 1414 2 months before reaching retirement age about the possibility of timely contacting the nearest branch of the State Corporation to receive services for the appointment of pension benefits with a link to the list of documents on the egov.kz website. That is, government agencies send out relevant notifications to process pension benefits within the specified timeframes, since payments are not assigned for the missed period. It is also worth noting that in order to provide a proactive service for making pension benefit payments from UAPF to persons who have reached retirement age, have pension savings in UAPF and have not applied for their payment, UAPF conducts an annual reconciliation together with the State Corporation for the presence of assigned pension benefits by age and state basic pension benefit at the expense of budgetary funds for these citizens. An innovative electronic tabulation system has been introduced in the Almaty region, already delivering significant results!Now, kindergartens are equipped with technology that allows parents and staff to track attendance through QR codes and Face ID. This advancement has not only improved transparency and convenience but also resulted in substantial savings for the regional budget.As part of operational optimization and improved accountability, 29 private kindergartens have been closed. Previously, more than 2 billion tenge were allocated annually to fund these institutions.Within just a few months of launching the system, 1.2 billion tenge in budget funds have already been saved. The expected annual savings may exceed 2 billion tenge.The new system operates on the principle of full digital transparency: every child’s attendance is recorded automatically, data is available to parents in real time, and manual input is eliminated. Fraud is virtually impossible thanks to biometric identification.“This is not just a technological innovation — it’s a tool for restoring order. The system enables real-time attendance monitoring and eliminates any manipulation. HIGH-SPEED INTERNET COVERAGE IN ALL COUNTRIES 07.07.2025
Residents of the settlements of Shymkent "Shanyrak", "Turdyabad", and "Bazarkakpa" can now use high-speed Internet, digital television, and high-quality cellular communications thanks to advanced GPON technology. One of the main advantages of GPON (Gigabit passive Optical Network) is a stable data rate, as well as protection from external interference. Thanks to this, the Internet works quickly and uninterruptedly even in remote areas. The technology allows data to be transmitted over fiber at speeds of up to 1 Gbit/s. Today, about 1,500 houses in the “Shanyrak”, “Turdyabad” and “Bazarkakpa” microdistricts in Shymkent have been connected to the technology, covering more than 7,150 residents. Work on providing fiber-optic internet to remote settlements of Shymkent began in 2021. Of the 81 settlements connected to the city from South Kazakhstan, now Turkestan region, 52 are located there. This year, fiber-optic internet is planned to be provided in 20 settlements, and next year in 25 settlements. Thus, remote settlements will be provided with fast internet. It should be noted that no funds were used from the local budget for the construction of optical Internet. "All work is financed by private investors. Memorandums have been signed with six providers that will provide high-quality Internet access, and we will help overcome infrastructure issues and administrative obstacles. On July 5, the XXXVI Spartakiad of the Beimbet Mailin district took place. 07.07.2025
This time the best athletes of the district were received by the May rural district. The district's premier sporting event brought together over 200 of the region's top athletes who competed in 11 sports. The opening of the competition began with the solemn release of the referee team and participants from 9 rural districts. All those gathered were greeted by the akim of the Kaisar Murzhakupov district. The diplomas of the akim of the district were awarded to: chess instructor Asylbek Akhmetov, coach for toқyz қәmalaқ Orynbay Turaly, as well as an active participant in all competitions of the district Ivan Anisov. The theatrical prologue "The Great Steppe - the Spirit of Victory" performed by the artists of the House of Culture was one of the opening moments. The right to light the fire of the Olympics was given to the best athletes: Pavel Brode, Tatyana Kitibaeva, Olga Gankevich and Valery Vakulenko. On the day of the country's capital's birthday, as well as on the National Dombra Day, the "Үкілі Dombyra" national music festival was held in the village of Tobol on the "Ұлт рухы" alley near the dombra monument. 07.07.2025
For centuries, this musical instrument has been a symbol of the rich spiritual history and traditions of the Kazakh people. Dombra singing has been included in the list of the World's Intangible Cultural Heritage. The deputy akim of the village of Tobol, Baybol Khasenov, welcomed everyone present. According to the organizers, the main goal of the festival is to promote the national Kazakh musical instrument, which has become a true brand of the country. The event was organized by the Yelubay Umurzakov District House of Culture and the Duman House of Culture in the village of Tobol. Kazakh Foreign Minister Discusses Economic Partnership Prospects with Brazilian Business Communities 07.07.2025
Rio de Janeiro, July 6, 2025 – As part of his working visit to Brazil, Deputy Prime Minister – Minister of Foreign Affairs of the Republic of Kazakhstan Murat Nurtleu held a series of bilateral meetings with the leadership of Brazil’s major industrial associations and prominent corporations, including Embraer, Tramontina, Vale, Marcopolo, and Amazul.During meetings with Ricardo Alban, President of the National Confederation of Industry of Brazil, and Gilberto Petry, Vice-President of the Confederation and Co-Chair of the Kazakhstan-Brazil Business Council, the Kazakh side expressed appreciation for their contribution to strengthening bilateral ties and explored ways to deepen economic engagement. Minister Nurtleu emphasized the importance of attracting Brazilian investors to Kazakhstan and invited the country’s business representatives to participate in the fourth meeting of the Business Council, to be held later this year in Kazakhstan.Guinter Leonardo Brinkmann, Regional Director of Tramontina, informed of the company’s intention to open a representative office in Almaty in the near future, underscoring its keen interest in the Kazakh market.In his meeting with Francisco Gomes Neto, President of the aerospace corporation Embraer, prospects for the company’s expanded presence in Central Asia were discussed, including the possibility of establishing a regional aircraft maintenance service center in Kazakhstan.With Sami Arap, Executive Vice-President of Vale, an agreement was reached to organize a company delegation visit to Kazakhstan to explore potential cooperation in the raw materials sector. The company also expressed a strong interest in entering the local market.With Mauro Gilberto Bellini, Vice-President of Marcopolo, focus was on possible cooperation in the localization of passenger vehicle manufacturing, including a project to assemble buses in Kazakhstan.Particular attention was given to the peaceful uses of nuclear energy during discussions with Newton de Almeida Costa Neto, President of the state defense-industrial enterprise Amazul. The parties reached a mutual understanding to work on partnership mechanisms with Kazatomprom, Kazakhstan’s national atomic company.Throughout the meetings, the Kazakh Foreign Minister highlighted the advantages of Kazakhstan’s regulatory environment for foreign investment and reaffirmed the Government’s commitment to supporting international businesses entering the national market. The country’s favorable logistics, participation in global transport corridors, and active trade policy were noted as factors enabling the development of export chains with the involvement of Brazilian enterprises.Minister Nurtleu also encouraged partners from Latin America to actively engage in the Kazakhstan-Brazil Business Council and use its platform to advance economic cooperation and implement joint initiatives.As part of the visit, a roundtable titled “Brazil-Kazakhstan: Prospects for Cooperation” was held with the participation of major sectoral associations and companies of Brazil. Rio de Janeiro, July 5, 2025 — On the sidelines of the BRICS Summit of Member and Partner States, Deputy Prime Minister and Minister of Foreign Affairs of the Republic of Kazakhstan Murat Nurtleu met with Minister of Foreign Affairs of the Federative Republic of Brazil Mauro Vieira.The Kazakh Foreign Minister expressed his gratitude to the Brazilian side for the warm welcome and the high level of organization of the BRICS events under Brazil’s presidency. He also wished Brazil success in preparing for and hosting the 30th United Nations Climate Change Conference (COP30), which will take place in November 2025 in Belém.During the meeting, the parties discussed a wide range of issues related to bilateral cooperation, interaction within international organizations, as well as current regional and global agendas, including mutual support for initiatives and candidacies in the international arena.Both sides emphasized the importance of intensifying political dialogue, expanding mutual high- and top-level visits, enhancing interparliamentary cooperation, and deepening trade and economic partnerships, including through the activities of the Kazakhstan–Brazil Business Council.
