Amendments to the Law "On the Prevention of Offences" 02.07.2025
Ensuring public safety is one of the priorities of the State. In this regard, the Law "On the Prevention of Offenses" is being amended to prohibit the wearing of items of clothing in public places that interfere with facial recognition. The purpose of this measure is to increase the effectiveness of identification of persons and strengthen preventive mechanisms for the protection of public order.Practice shows that hiding a person with clothes significantly complicates identification when committing illegal acts. Participants in mass riots or fights, including football fans, often cover their faces with scarves or masks, which makes it difficult to identify them even with modern video surveillance systems. So, there were incidents between fans of the football clubs "Kairat" and "Aktobe", "Astana" and "Zhenis", when people hid their appearance with the help of paraphernalia and subsequently participated in mass brawls, damage to monuments, property of citizens and transport. Similar cases are also recorded during major cultural, sporting and festive events, where thefts, acts of vandalism or hooliganism are committed. Similar legislative measures have already been implemented in a number of foreign countries, including neighboring countries. For example, a similar rule applies in Uzbekistan and Kyrgyzstan. In addition, such restrictions have been implemented in European countries. In France, since 2010, there has been a ban on wearing face-covering clothing in public places, with established liability measures. In Belgium, a similar ban has been in place since 2011 and was confirmed by the European Court of Justice in 2017. Pension savings of Kazakhstanis reached KZT23.34 trillion tenge: growth over the year - 21.3% 02.07.2025
        The volume of pension savings of Kazakhstanis as of 01.06.2025 amounted to KZT23.34 trillion, showing growth over the year by KZT4.10 trillion tenge or 21.3%.Pension savings due to compulsory pension contributions (CPC) as of June 1, 2025 reached KZT22.25 trillion, having increased by 19.9% ​​over 12 months.The amount of pension savings due to compulsory occupational pension contributions (COPC) amounted to KZT666.33 billion, having increased by 10.7% over 12 months.The most significant annual increase was demonstrated by savings on voluntary pension contributions (VPC) - by 37.5%, as of 01.06.2025 their volume amounted to KZT8.45 billion.As of June 1, 2025, the amount of pension savings due to employer's compulsory pension contributions (ECPC), received from January 1, 2024 to the pension accounts of contributors (beneficiaries), amounted to KZT418.45 billion. IncomesThe growth of savings is provided by the receipt of pension contributions, as well as investment income. Over the year, KZT1,301.01 bln of contributions were received into individual and conditional pension accounts of depositors, which is 20.4% (or KZT220.26 bln) more than the same period last year.KZT1,070.38 bln were received into individual pension savings accounts (IPSA) for recording the CPC from the beginning of the year as of 01.06.2025 (compared to the same period last year, the volume of CPC increased by 12.1%), COPC - KZT57.24 bln (an increase of 21.1%), VPC - KZT1.21 bln. Contributions from the ECPC for the first 5 months of 2025 amounted to KZT172.18 bln.Benefits and transfersPayments for all types of contributions and transfers to insurance organizations from the UAPF for 5 months of 2025 amounted to KZT646.05 bln, which exceeds the volume of payments of last year's indicator by 75.9% or KZT278.68 bln.Most of the payments are lump sum pension benefit payments (LSPBP) for improving housing conditions and medical treatment - KZT374.68 bln. At the same time, the volume of payments for alternative purposes increased by 41.25% compared to last year's indicator.Age-related benefits as of 01.06.2025 increased by 22.21% over 12 months and amounted to KZT98.08 bln. It should be noted that the amount of the average monthly pension benefit according to the schedule from the UAPF in connection with reaching retirement age was 35,668 tenge.From the beginning of the year to 01.06.2025, inheritance payments were also made - KZT28.96 bln, payments in connection with leaving for permanent residence outside the Republic of Kazakhstan - KZT15.24 bln, payments to persons with disabilities - KZT1.32 bln, funeral payments - KZT4.48 bln. Geneva, July 1, 2025 – During its 59th session, the UN Human Rights Council unanimously approved the Report of the Working Group on the Universal Periodic Review on the human rights situation in Kazakhstan.Presenting updated information and statistics since the Universal Periodic Review (UPR) on January 23, 2025, the head of the Kazakh delegation, Permanent Representative of the Republic of Kazakhstan to the UN Office in Geneva Yerlan Alimbayev briefed the main UN human rights body about improving legislation and law enforcement practices related to women's rights, anti-discrimination policies, labour relations, trade union activities, journalists' rights, measures against torture, large-scale amnesty, judiciary reform, including the establishment of independent cassation courts, and much more.In their observations, the HRC member states and observers, as well as representatives of international non-governmental organisations, expressed their support for ongoing reforms in Kazakhstan. Last year, the object of drilling exploration and operation wells in the settlements of Saken Seifullin and Inkardariya was financed from the local budget, and these objects were fully adopted. Over the past 2 years, 92.1 million tenge has been allocated from the local budget. 9 water towers were purchased for the tenge and newly installed in the villages of Terenozek, Shagan, Inkardariya, S.
