Emergency Meeting on Child Road Safety 13.10.2025
Today, Kyzylorda Region Akim Nurlybek Nalibayev held an emergency meeting on child road safety. Representatives of law enforcement agencies, heads of regional departments and agencies, and city and district akims participated.The regional Akim sharply criticized the accident involving a private kindergarten vehicle due to inadequate coordination between the heads of the responsible departments and ordered appropriate action.«I have previously issued multiple instructions to city and district akims, the police department, and the education department regarding transportation at private and public kindergartens and schools, as well as child road safety. However, this work has still not been properly organized.The violations that occur during transportation at private kindergartens indicate insufficient police oversight.We must strengthen the work of the Operational Control Centers, especially the patrol police, opened in Kyzylorda and all districts, and keep the child safety situation under strict control!We urgently need to conduct a comprehensive inspection of the state of transportation at all educational institutions in our region, identify any non-compliant conditions, and take action.Strictly monitor road safety, including on the grounds of educational institutions, and conduct regular raids», - said N. Nalibayev.Head of the regional police department, Serik Ergeshov, noted that, according to an order approved by the Ministry of Internal Affairs, vehicles transporting children must have two doors, a restraint system, and a yellow flashing light with the inscription «Children Transported».During the investigation into the implementation of this order, administrative protocols were drawn up under Article 474 of the Criminal Procedure Code of the Republic of Kazakhstan against 29 legal entities, 75 vehicles were fined, and state registration plates were confiscated from 58 vehicles. Since the beginning of the year, approximately 800 administrative violations have been identified. Appropriate measures have been taken against drivers who violated transportation regulations. Kazakhstan plans to open ‘Islamic windows’ in its universal banks 13.10.2025
The new Banking Law is designed to create conditions for development of the Islamic finance.Madina Abylkassymova, Chairperson of the Agency for Regulation and Development of the Financial Market, made this statement at a presentation to the Majilis of Parliament of the draft laws ‘Banks and Banking Activities in the Republic of Kazakhstan’ and ‘Changes and Amendments to Certain Legislative Acts of the Republic of Kazakhstan on the Regulation and Development of the Financial Market.’ The draft laws were developed for the purpose to implement the 2024 and 2025 Addresses of the Head of State.Currently, Islamic banking in Kazakhstan is permitted only through establishment of a separate Islamic bank. Currently, two Islamic banks operate in Kazakhstan. these are foreign bank Abu Dhabi Commercial Bank and Kazakhstan-based bank Zaman Bank. Their aggregate assets and loan portfolio account for less than 0.5% of the banking system."The Draft Law provides for an opportunity to grant universal banks a right to conduct Islamic banking operations through 'Islamic windows' within their existing license. Vilnius, 17 September 2025 – A photo exhibition titled “Nuclear Non-Proliferation and Disarmament: The Path of Kazakhstan” was opened at the Seimas (Parliament) of the Republic of Lithuania. The exhibition is dedicated to Kazakhstan’s anti-nuclear history and the tragic legacy of the Semipalatinsk Nuclear Test Site.The event was organized by the Embassy of Kazakhstan in Lithuania in cooperation with the Seimas’ Friendship Group with Kazakhstan. The Compulsory Enforcement Committee uncovered violations amounting to 4.4 billion tenge. 13.10.2025
During monitoring, the Committee for Compulsory Enforcement of the Ministry of Justice of the Republic of Kazakhstan identified violations in 42,000 enforcement proceedings totaling 4.4 billion tenge, where funds received by creditors were unreasonably withheld.Following the Committee's intervention, violated rights were restored in 34,000 enforcement proceedings totaling 2.4 billion tenge. This included securing the collection of approximately 279 million tenge for the state, accounting for 81% of the total number of violations identified.For these violations, 699 private enforcement officers were subject to various types of disciplinary action.The analysis revealed that in most cases, the violations arose due to improper application of the law, where bailiffs withheld payment for their services from the seized funds. This practice contradicts the law, which allows a collection order to be issued only once and strictly within the amount of the debt. To prevent similar violations in the future, the Committee has begun work to automate the process of transferring funds to creditors. New functionality (similar to online banking) is being developed in the AIS OIP system, allowing for the transfer of funds through the infrastructure of JSC Kazpost.This will ensure timely and targeted transfers directly to creditors, as well as transparency in the movement of funds, eliminating human error and delays.Separately, work is underway to legislatively establish the deadlines for transferring funds to creditors as part of the draft law "On Amendments and Supplements to Certain Legislative Acts of the Republic of Kazakhstan on Improving Enforcement Proceedings," which is currently under consideration by the Majilis of Parliament.In turn, the Committee will continue to work to prevent the risks of unjustified infringement of the legitimate interests of parties to enforcement proceedings.Source : https://www.gov.kz/memleket/entities/adilet-sko/press/news/details/1069573?lang=kk
The regional competition "Kitap oku koshbasshysy – 2025" was held 13.10.2025
At the initiative of the Saken Seifullin Central Library of the Zhetysu region, the regional competition "Kitap oku koshbasshysy – 2025" ("Leader in Book Reading – 2025") was held among the libraries of the region. The purpose of the competition was to widely promote Kazakh children's literature, increase interest in reading, and foster a culture of reading.Thirteen students aged 12–13 from district and city schools, skilled in the art of expressive reading, participated in the competition.The competition consisted of three stages:Stage I – writing a short composition or essay using 10 words related to the nature of Zhetysu.Stage II – participants were given two excerpts from literary works and had to identify the works they were taken from.Stage III – a task called "Caravan of Questions", in which participants selected hidden cells containing 5 questions each based on the works of 10 different authors. The panel of judges included Zhetysu poets, writers, and journalists: Esbolat Aydabosyn, Madi Alzhanbai, Aidyn Kalimkhan, Kazakh language and literature teacher Anar Dospaiqyzy from Secondary School-Lyceum No. 18 named after Baktibai Zholbarysuly, and Deputy Director of the Saken Seifullin Central Library, Madina Baimendinova.Based on the results of the competition:First place diploma and valuable prizes were awarded to Aisha Altynbek, a student of Abai Secondary School in the village of Almaly, Karatal district.Second place diploma – Enlik Saulebai, a student of the secondary school named after Nikolai Ostrovsky, Sarkand district.Third place diploma – Ulzhan Zhanarkyzy, a student of the secondary school named after Kabylisa Zhyrau in the village of Kainarly, Eskeldi district.All participants and their mentors received letters of appreciation and special recognition awards. Public procurement is not a one—time action, but a whole process consisting of successive stages. To ensure that budget money is spent transparently and efficiently, each purchase goes through the same lifecycle — from planning to contract execution. Planning It all starts with a need. An organization (school, hospital, akimat) determines exactly what it needs: food, medicines, equipment, repair services, or construction. These needs are included in the annual procurement plan, which is published in the system. Purchase Announcement When the time comes, the customer places an ad on the public procurement portal. It specifies: the subject of the purchase, the terms of participation, and the deadline for submitting applications. From now on, any company or sole proprietor can review the documents and prepare for participation. Acceptance and consideration of applications Suppliers submit their proposals electronically. Applications are reviewed by the commission or the system automatically (depending on the purchase method). At this stage, it is checked: whether the participant meets the requirements, whether the documents are drawn up correctly, and to what extent the offer meets the customer's needs.
