Meeting with entrepreneurs and the population of the Zhetisu region to explain the new Tax Code 13.10.2025
On September 17, 2025, in the city of Taldykorgan, in preparation for the entry into force of the new Tax Code of the Republic of Kazakhstan, an on-site explanatory seminar for entrepreneurs and residents of the Zhetisu region was held with the participation of Deputy Chairman of the State Revenue Committee Nurzhanov Zhanybek and representatives of the National Chamber of Entrepreneurs Atameken.The new code, signed by President Kassym-Jomart Tokayev on July 18, 2025, is aimed at radically transforming the tax system, introducing transparency principles and adapting to modern economic realities. As the Head of State noted, the key goal of the reform is not only to change the norms, but also to form a new mentality of taxpayers.The new Tax Code will become an important tool for the development of the economy of Zhetisu, where the main focus is on agriculture, tourism and entrepreneurship. Its main goals are to reduce the shadow economy, simplify work with tax authorities and increase the efficiency of tax administration.Major changes:Differentiation of the tax burden. Socially significant industries such as medicine and education will pay a reduced corporate tax of 5% in 2026. A progressive scale of individual income tax is being introduced, which is aimed at a fair distribution of the tax burden, 10% for incomes up to 8,500 MCI (about 33.5 million tenge) and 15% for higher incomes.Simplification of tax regimes. There are three main modes left. Reducing the number of special tax regimes to three will simplify the system for local entrepreneurs. Regimes for the self-employed, based on a simplified declaration, and for peasant (farm) farms (KFH) will become the basis for doing business, especially in the agricultural sector, which is dominant in the economy of Zhetisu.Fight against business fragmentation. The VAT rate is increased to 16%, and the registration threshold is lowered. This will help bring large enterprises out of the shadows and create fair competition.The luxury tax. Destruction of counterfeit products under the "StarLine" trademark 13.10.2025
On September 17, 2025, the Intellectual Property Rights Department of the Kostanay Region Department of Justice, together with the Interdistrict Territorial Enforcement Department of Kostanay, destroyed counterfeit products under the "StarLine" trademark in a total of 8 units in the amount of 123 000 tenge.Counterfeit products were seized as a result of verification measures, according to a representative of the StarLine company. Kazakhstan–Vatican partnership in the medical field reaches a new milestone 13.10.2025
On September 16, 2025, the University Medical Center (UMC) Corporate Foundation in Astana hosted a meeting with a delegation from the Vatican’s «Bambino Gesù» Pediatric Hospital, led by its President Tiziano Onesti.«Bambino Gesù» the Vatican’s pediatric hospital is the largest pediatric clinical and research center in Europe. The hospital provides comprehensive care across all areas of pediatric medicine. It also serves as Italy’s national center for «Orphanet» the most extensive international database on rare diseases.The delegation from «Bambino Gesù» visited Kazakhstan at the invitation of UMC leadership and to participate in the VIII Congress of Leaders of World and Traditional Religions, taking place in the capital on September 17-18.Cooperation between UMC and «Bambino Gesù» is being developed within the framework of a Memorandum of Understanding signed in 2022.During the visit the delegation toured pediatric departments, as well as units specializing in transplantology, oncology, neurology, surgery, anesthesiology and intensive care. By order dated August 29, 2025, the Minister of Justice amended the Rules for the Participation of Legal Advisers in the Provision of State-Guaranteed Legal Aid Organized by Chambers of Legal Advisers.This amendment clarifies that state-guaranteed legal aid in the form of legal consultations is provided by a legal adviser directly at the time of an individual's request or through a unified legal aid information system in electronic format.Before providing state-guaranteed legal aid in the form of legal consultations, the legal adviser recommends that the individual seeking legal advice use an automated legal assistant.If legal assistance cannot be provided immediately after an individual's request, it must be provided within three business days. The individual is informed of the appointment date and time by the legal adviser in an accessible manner.Legal consultations are provided at the individual's location if, due to a serious illness, a first or second degree disability associated with mobility difficulties, or other circumstances, the individual is unable to appear at the appointment location designated by the legal adviser. A meeting was held at the Ministry of National Economy of the RK between Vice-Minister Yerlan Sagnayev and the head of the International Co-operative Alliance for the Asia-Pacific region, Balasubramanian Iyer, with the participation of representatives of state bodies, national institutions, and industry associations.Opening the meeting, Yerlan Sagnayev emphasized that cooperatives play a special role in the economy: they involve citizens in entrepreneurial activity, create jobs, support small and medium-sized businesses, and also act as a link between society and the state.One of the key issues was the development of a product certification system. Kazakhstan already has accredited laboratories that meet international requirements. Joint work to bring their activities in line with the standards of the Asia-Pacific region countries will expand the export potential of domestic producers.The prospect of localizing the production of international companies in Kazakhstan on the basis of cooperative projects was discussed separately. Such an approach will open access to advanced technologies and create new opportunities for integration into global value chains.The vice-minister also noted that for Kazakhstan, transport connectivity remains a key factor in the development of cooperation. Prison Industry Reinvented: Inmates Master New Types of ProductionNew horizons of industrial activity are opening up in the penal institutions of Kazakhstan. The Penal Enforcement Committee (KUIS) has reported an expansion in the areas of inmate labor, and this is more than just an attempt to keep people busy — prison production is becoming increasingly competitive on the market. These facilities can do things others cannot.The majority of inmates are able-bodied men who not only want to work but also have a real opportunity to earn money, pay off legal claims, and support their families.“There are over 300 registered business entities operating in the colonies where inmates are employed. The wages start from 85,000 tenge and higher. In settlements, inmates can earn even more, especially if the work is done outside the institution,” the Committee reported.However, inmates do not receive “cash in hand” — the funds are deposited into a personal account, from which they can transfer money to family members, pay off legal debts, or cover prison expenses.A New Industrial Wave: From Boots to YurtsWhereas prison labor used to be limited to metal and woodworking, the range and geography of production have significantly expanded. A vivid example is the new footwear workshop in the Zhambyl Region, where inmates manufacture men’s, women’s, and children’s shoes.“Entrepreneurs purchased 27 specialized sewing machines. The soles are made on-site. The quality is excellent, and there is already demand for these boots,” KUIS noted.More than 40 inmates work in the workshop. It’s not just a job, but a chance to acquire a profession that will be useful after release. Such projects are supported by the state-owned enterprise "Enbek", whose main goal is to provide employment for inmates.A Win-Win for Business: Inmates Are Disciplined and MotivatedCooperating with prison production is becoming increasingly attractive for businesses. KUIS emphasizes that colonies are capable of producing quality goods: violations are rare, staff turnover is minimal, and the products are in demand even beyond the region.Across the country, inmates manufacture concrete slabs, furniture, gates, soap, pasta, sunflower oil, juices, workwear, benches for urban beautification — and even traditional Kazakh yurts.Greenhouses, Modular Facilities, Training: Production Sites Are Being ModernizedOne of the success stories is a greenhouse complex in Ekibastuz, where over 100 inmates work. They grow vegetables year-round. To address the issue of outdated production facilities, several institutions have begun constructing modern modular hangars that meet sanitary and technological standards.“Not everyone has experience, but the main thing is the desire to work. If needed, we provide training, and people adapt quickly,” says KUIS.Skills for the Future: Prison Production as a Second ChanceThe main goal of these transformations is not merely to keep inmates occupied, but to offer them a real chance at a normal life after release. A press conference dedicated to the new Tax Code, which will enter into force on January 1, 2026, was held at the site of the Regional Communications Service of the East Kazakhstan Region. Sairankan Kabysh, Deputy Head of the State Revenue Department of East Kazakhstan Region, noted that the new Code introduces large-scale changes to the taxation system, including new rules for tax payment and measures for debt collection. Gulmira Sabralimova, head of the Office of Advocacy and Contact Center, spoke about the introduction of a progressive scale of individual income tax. Income up to 8,500 MCI (33.4 million tenge per year) will be taxed at a rate of 10%, while income exceeding this amount will be taxed at a rate of 15%. She stressed that this measure would increase tax fairness and reduce the burden on low-income citizens. In addition, the standard deduction has been increased from 14 to 30 MCI, and the deduction for disabled persons of groups I–II has been increased to 5,000 MCI. Azamat Zhakiyanov, Head of the Debt Management Department, focused on debt collection measures. According to him, property can be seized if the debt exceeds 45 MCI, and a restriction on travel abroad can be imposed for a debt over 27,000 MCI. On 8-17 September, 2025, professional development courses for preschool educators were held in Ust-Kamenogorsk city. The courses were organized by the Institute for Early Childhood Development of the Ministry of Education of the Republic of Kazakhstan and Örken East Kazakhstan Regional Scientific and Methodological Center for Informatization and Education Development of Education Administration of East Kazakhstan region.                                            A total of 120 preschool educators from across the region participated in the training courses and enhanced their professional competencies.During the theoretical part of the course, the participants attended lectures delivered by experts from the Institute for Early Childhood Development. Practical workshops were hosted by Specialized Valeological School Complex for Gifted Children of Education Administration of East Kazakhstan region, Balapan Kindergarten-Nursery No. 1, Balbobek Kindergarten-Nursery No. 1, Rakhat Kindergarten-Nursery No. 15 of Education Department of Ust-Kamenogorsk city of Education Administration of East Kazakhstan region. Currently, the entire public procurement process (from planning to payment) is carried out electronically on the web portal www.goszakup.gov.kz . This ensured full automation of all business processes.The electronic format covers all procedures: procurement, conclusion and registration of contracts, use of electronic bank guarantees, registration of acts of delivery of goods, performance of works and provision of services, electronic invoices and invoices for payment.The wide integration of the web portal with the information systems of government agencies makes it possible to automatically check potential suppliers for compliance with qualification requirements, the presence or absence of tax and court debts, as well as participation in the register of unscrupulous suppliers. Registration at outpatients` clinic can be made online via eGov.kz and eGov Mobile 13.10.2025
The annual campaign for registration at medical organizations in Kazakhstan will take place from September 1 to November 1. During this period, citizens may change their outpatients` clinic. The procedure is available fully online through the eGov.kz portal or the eGov Mobile application, eliminating the need to visit a medical institution in person.The service enables attachment to an outpatients` clinic, selection of a primary care doctor, and access to information about the assigned medical service area number. The results of the campaign take effect on January 1 of the following calendar year. De-registration from the previous medical organization is carried out automatically once the new application has been confirmed.Citizens may also change their medical organization outside the campaign period in the event of relocation to another settlement, change of employment or place of study, or in cases of reorganization or closure of an outpatients` clinic. In 2024, the service was used more than 3.6 million times, of which 2,905,013 applications were submitted via the eGov.kz portal and 722,198 through the eGov Mobile application. In 2025 (as of July inclusive), 1,135,628 applications have already been submitted through the portal and 1,046,354 through the mobile application.The peak activity is traditionally recorded during the campaign period. Obtaining a permit for technical inspection has become easier: the service for issuing permits to operators is now fully automated and available on the elicense.kz portal. It only takes an online application.Technical inspection is a mandatory requirement for all the vehicles registered and operating on the territory of Kazakhstan. This rule also applies to foreign vehicles and trailers to ensure safety on public roads.Previously, inspection operators only needed to submit a notification on the commencement or termination of their activities to start work. However, recent legislation requires obtaining an official permit, which is issued by the territorial bodies of the Motor Transport and Transport Control Committee under the Ministry of Transport of the Republic of Kazakhstan.To get the service, the user needs to:sign in to the elicense.kz portal and go to the «Transport» - «Permits» section;select the service «Issuance of a permit for the technical inspection operator» and fill-in the relevant information;mark the required subtypes of activity;fill-in the required data;sign an application using one of the available signing methods.To obtain the permit, the operator must attach an education certificate or a technical inspection specialist certificate, an identity document, information about the equipment, and 10 photos of the building’s interior and exterior.   On the launch of an onlineplatformforregistration of borderinsurancecontractsin the Republic of Azerbaijan On July3 of thisyear, an online platform was launched in the Republic ofAzerbaijan(hereinafter-AR)tpl.azdevelopedinorder to simplify the registration of borderinsurancecontractsforowners of vehiclesregisteredinothercountrieswho are notprovided with a GreenCard.The platformprovides an opportunity for vehicleowners to sign an insurancecontractonlineevenbeforeenteringthecountry.Thisallows you to significantlyreduce the registrationtime,avoidwaitinginqueuesandmakepaymentselectronically.Currently, borderinsurancecontracts are executed by employees of insurancecompaniesatcheckpoints(hereinafter referred to as checkpoints) of the stateborder.However, starting fromOctober1 of thisyear, the registration of contractsat the checkpoint will besuspended.It will be possible to conclude border insurance contracts only in advance – through the online platform. tpl.az or by contacting insurance companies operating in the Territory of the Republic of Azerbaijan.
