18 июля 2025 года Глава государства подписал новый Налоговый кодекс и сопутствующий закон с поправками в налоговое законодательство.Новый кодекс предусматривает масштабное упрощение налогового администрирования:на 30% меньше отчётности, на 20% меньше налогов,оптимизация налоговых льгот и сборов,новые подходы к налоговому администрированию: камеральный контроль будет носить предупредительный и поэтапный характер, упрощены процедуры взыскания налоговой задолженности, предоставления отсрочки и рассрочки. При незначительных суммах задолженности не будут блокироваться счета бизнеса. Уведомления и меры будут применяться поэтапно в зависимости от суммы долга.Ключевые изменения:НДС: базовая ставка – 16%, сниженные ставки:5% с 2026 года и 10% с 2027-го – для лекарств и медуслуг,10% – для реализации отечественных периодических изданий,освобождение от НДС – для ГОБМП, ОСМС, археологии, книгопечатания.порог по обязательной регистрации по НДС снижен до 10 тыс. МРП (40 млн тенге).Индивидуальный подоходный налог:освобождение пенсионных выплат из ЕНПФ,введение прогрессивной шкалы – 15% на доходы граждан выше 8 500 МРП в год и 15% – для дивидендов физ.лиц и доходов предпринимателей выше 230 000 МРП в год.увеличение социального вычета для лиц с инвалидностью – с 882 до 5 000 МРП,для фермеров с учетом сохранения льготы -70% на доходы свыше 230 000 МРП в год налог составит 4,5%.Снижен транспортный налог для авто старше 10 лет.Корпоративный подоходный налог:Базовая ставка – 20%,Повышенные ставки:25% – для банков (за исключением кредитования МСБ) и игорного бизнеса,5% - с 2026 года и 10% с 2027-го – для организаций соцсферы,3% – сохраняется для сельхозпроизводителей.Налоги для бизнеса и инвесторов:сохраняются льготы по доходам от дивидендов по биржевым ценным бумагам,доходы от ценных бумаг холдинга «Байтерек» освобождены от КПН до 2031 года,предусмотрены льготы для переработки полезных ископаемых и геологоразведки, включая нулевой НДПИ на 5 лет для новых проектов.Налог на роскошь Вводится 10% акциз на дорогостоящие товары: автомобили стоимостью свыше 75 млн тенге, самолеты, яхты и катера — от 100 млн тенге, дорогой алкоголь и сигары. Повышается налог на имущество, если стоимость всех объектов недвижимости превышает 450 млн тенге. The Department of State Revenue for the Mangystau region recalls that the deadline for paying the personal property tax for 2024 expires on October 1, 2025.In accordance with the Tax Code of the Republic of Kazakhstan, the personal property tax for 2024 is due no later than October 1, 2025. What is the object of taxation? The property tax in Kazakhstan in 2025 combines two taxes — the real estate tax and the land tax. This is due to their credulity, insufficient digital literacy and limited access to verified information.Fraudsters use various schemes: calls on behalf of banks, law enforcement agencies or relatives, messages about non-existent compensation, offers to take out loans or invest in "profitable" investments. Fraudsters call mobile or landline phones, as well as in messengers, pretending to be bank or police employees. They may claim that a suspicious transaction is allegedly being made from a bank account and convince to transfer money to a "safe account", install a remote access application or dictate codes from an SMS.Psychological pressure methods are often used, for example, calls with a message about an emergency that has happened to a relative.To protect against such actions, elderly people are recommended not to provide personal and banking information over the phone, including card number, its expiration date, CVV code, SMS codes and online banking logins. Never follow instructions of strangers, even if they introduce themselves as employees of official structures.Remember: banks, law enforcement agencies and government services never request personal data or financial information over the phone. According to the Constitution and the Tax Code of the Republic of Kazakhstan, individuals are responsible for independently calculating and paying their vehicle tax by April 1 of the year following the reporting year. This means that in 2025, the tax for 2024 is due.Tax charges are prepared by the tax authorities between February and March and are communicated to taxpayers through:personal account ongov.kz;eGov, e-Salyq Azamat;applications Kaspi andDespite these measures, the region remains heavily indebted. As of June 30, 2025, transport tax arrears from 12,494 individuals in East Kazakhstan amounted to 498.9 million tenge. This figure represents 97% of all local tax arrears.In case of non-payment, a notice of tax arrears is sent, a fine is imposed, and the case is also transferred to private bailiffs, who can:- seize property;- block the cards;- limit travel and right to drive a vehicle.Since the beginning of 2025, 447 raids have been conducted, resulting in 582 debtors voluntarily settling their debts. Over 10.9 million tenge has been recovered.
