We are delighted to share another bright achievement in the sports sphere of the Beskaragai district.At the World Championship in kettlebell lifting, held in the city of Bishkek, Kyrgyz Republic, our fellow countrywoman, a student of the Malo-Vladimirovskaya secondary school, Lenard Victoria, showed a high result and took the prize-winning II place. She honorably defended the honor of the country and won a silver medal.More than 300 athletes from 15 countries took part in this prestigious competition, where young men and women aged 16–18 competed against each other. Achieving success in competitions of such a high level and being among the best is the result of great hard work.I would like to note that her coach, Ardak Smagulov, played a significant role in this achievement.I wholeheartedly congratulate Lenard Victoria and her coach, I wish them further success and new victories! Deputy Chairman of the Central Election Commission of the Republic of Kazakhstan Mukhtar Yerman held a meeting with the Director of the OSCE Office for Democratic Institutions and Human Rights Maria Telalian 28.04.2026
       As part of the visit of ODIHR Director Maria Telalian to Kazakhstan, a meeting was held at the Central Election Commission of the Republic of Kazakhstan. Deputy Chairman of the CEC Mukhtar Yerman welcomed the members of the delegation and noted the importance of continuing working contacts with the ODIHR Office.      During the discussion, the foreign guests were briefed on the results of the referendum held on the adoption of the new Constitution of the Republic of Kazakhstan. Mukhtar Yerman informed his counterparts about the ongoing political reforms and emphasized that the new Constitution is aimed at enhancing the institutional stability of the state and strengthening mechanisms for the protection of citizens’ rights.       The ODIHR delegation showed particular interest in information on the activities of electoral bodies related to organizing observation by public organizations, interaction with the media, and ensuring accessibility for persons with disabilities on voting day. The Deputy Chairman noted that the CEC carefully analyzes the recommendations contained in the final reports of ODIHR missions and regularly submits them for discussion by the Expert Council under the CEC of the Republic of Kazakhstan. In this regard, the Kazakh side expects to receive a separate report following the assessment of the referendum held on 15 March of this year.        In turn, Maria Telalian emphasized the importance of the ongoing constitutional changes and the significance of continuing dialogue between Kazakhstan and the OSCE. In 2025, compared with the previous year, there was an increase in consumption in all major food groups.Per capita consumption of certain types of food products for the average month of 2025 was: potatoes – 3.8 kg, wheat bread from flour of the 1st grade – 2.4 kg, beef – 2.1 kg, apples – 1.6 kg, granulated sugar – 1.5 kg,  rice- 1,4 kg, raw milk – 1.1 l, kefir – 1 l, eggs – 17,6 pieces,  macaroni - 0,9 kg, fresh or chilled fish -0,8 kg, black tea – 0,1 kg.Food consumption data obtained from a sample survey of 12 000 households bu standart of living.Per capita consumption of main foodstuff is - a number of foods (particularly by every type of foods) averagely consumed by a household member during a surveyed period. It is calculated by dividing the consumption of the specific type of foods into existing household members. Special jobs are jobs created and/or equipped by an employer, taking into account the individual capabilities and needs of persons with disabilities (for visual, hearing, and musculoskeletal disorders) using government support measures. The program can include:• employers of all forms of ownership;• individual entrepreneurs;• legal entities operating in the territory of the Republic of Kazakhstan.What kind of government support is provided?1. Subsidizing the cost of creating and equipping a workplaceThe Labor Mobility Center compensates the employer's expenses for the purchase of special equipment and equipping the workplace, taking into account the individual characteristics of an employee with a disability. 2. Subsidizing wagesOn the basis of the contract, a part of the salary of an employed person with a disability is subsidized by the state on a monthly basis.:• the first 12 months — 70% of the salary, but not more than 30 MCI;• from 13 to 24 months — 65%, but not more than 30 MCI;• from 25 to 36 months — 60%, but not more than 30 MCI.The order of the employer's participation1. Contact a Career Center and apply for a special workplace.2. Fill out the cost estimate and get the approval of the Labor Mobility Center.3. Create a special workplace according to the approved cost estimates and provide supporting documents.4. Conclude an agreement with the Labor Mobility Center on subsidizing wages for a period of 3 years.5. Conclude an employment contract with a person with a disability.6. Provide monthly information to the Labor Mobility Center about persons employed in special jobs (report card).7. Trusting intermediaries offering services for accessing pension savings is dangerous!Social media and online classifieds continue to be flooded with offers to provide intermediary services for accessing pension savings above the minimum sufficiency threshold (MST) for any category of citizens, in exchange for a fee, which is required as an advance payment for the alleged services.The Unified Pension Fund (UAPF) once again warns: lump sum pension payments are made without intermediaries or commissions.By agreeing to participate in dubious schemes, you will not only lose your money but also jeopardize the security of your personal data, which may subsequently be used for other fraudulent activities.We also remind you: accessing pension savings is only possible in cases strictly defined by the Social Code of the Republic of Kazakhstan. These include, first and foremost, reaching retirement age, permanent disability of Groups 1 or 2, permanent residence, and inheritance. The following individuals may use pension savings to improve their housing conditions and/or medical treatment, subject to legally established conditions:Contributors with savings exceeding the minimum sufficiency threshold (up to the amount above the minimum monthly wage);Retirees whose pension is at least 40% of their lost income (previously received wages) – they can use up to 50% of their remaining savings in the account;Retirees with years of service (up to 100% of their savings);Contributors with a pension annuity agreement (up to 100% of their savings).The targeted use of pension savings for housing or medical treatment is possible only through authorized operators – second-tier banks. Accordingly, the services of intermediaries are not required. On April 23, 2026 KazAID Chairman of the Board A. Arystanov had a working meeting with the Country Engagement Lead of the Global Partnership for Education (GPE) Ms. T. Voluntary pension contributions: how to make contributions and when can you receive them? 28.04.2026
"Topical questions about the UAPF"Please tell us more about voluntary pension contributions.  Kazakhstan's funded pension system includes the following types of contributions: compulsory contributions (10% of an employee's salary, deducted monthly by the employer), compulsoryoccupational pension contributions (5% of the income of workers in hazardous occupations, paid by the employer from their own budget), and employer’scompulsory pension contributions (ECPC) starting in 2024 for all employees born in 1975 and later (from 1.5% in 2024, gradually increasing to 5% in 2028). There are also voluntary pension contributions (VPC), which can be made by both individuals and legal entities. Individuals contribute for themselves and/or their loved ones from their own income, while legal entities contribute for their employees and/or third parties. It's worth noting that citizens pay VPC voluntarily, independently determining the amount and frequency of contributions. This is one of the advantages of this type of contribution. Please tell me how I can make voluntary pension contributions? Can my employer do this? Voluntary pension contributions (VPC) can be made by both individuals and legal entities. Individuals contribute for themselves and/or their dependents from their own income, while legal entities contribute for their employees and/or third parties. Voluntary pension contributions can be transferred through second-tier banks or by submitting an application to the employer, who will then transfer the contributions to the UAPF for the stated benefit. An IPSA for VPC accounting is opened automatically without an application based on:- lists of individuals submitted by agents to the UAPF when transferring VPC;- an initial contribution received by the UAPF from an individual for themselves or for a third party when transferring VPC. How and when can I start receiving benefits through voluntary pension contributions?Pension benefits through the VPC can be received before reaching retirement age, starting at age 50. This innovation optimizes pension payments from the VPC and eliminates the risk of unclaimed pension savings from the VPC by individuals who have reached the generally established retirement age and who have not previously applied to the UAPF for payment due to reaching the age of fifty or disability.Pension benefits from the VPC will be made in a lump sum if the amount of pension savings from the VPC does not exceed twelve times the minimum pension established by the law on the republican budget and in effect as of January 1 of the corresponding financial year (in 2026 – 828,588 tenge (12 * 69,049)) or until the pension savings are depleted, according to a monthly schedule, combined with payments from mandatory contributions. However, the recipient may apply to the UAPF to change the terms of VPC payments. Are voluntary pension contributions inherited? In the event of the death of an individual with pension savings, including those from voluntary pension contributions, they are inherited in accordance with the procedure established by Kazakhstan law. Specifically, pension savings are inherited by will or by law. If there is no will or if the will only determines the fate of the entire inheritance, as well as in other cases, then inheritance by law takes effect. 6) Are voluntary pension contributions invested? Can they be transferred to investment portfolio managers?Voluntary pension contributions, like all types of compulsory contributions, are invested and generate income for contributors. By default, pension assets are managed by the National Bank of the Republic of Kazakhstan. However, contributors have the right to transfer pension savings to investment portfolio managers (IPMs), which offer various investment strategies with varying levels of return and risk. Nauryz Celebration Held at the Vienna Philharmonic 28.04.2026
Vienna, April 24, 2026 – A gala concert dedicated to Nauryz Meyrami, the principal spring holiday, took place in the Brahms Hall of the world-renowned Vienna Philharmonic. Khabar Agency JSC, in collaboration with the team of NITEC JSC, has released the documentary “Digital Revolutionaries: 20 Years of eGov”, dedicated to the development and evolution of Kazakhstan’s e-Government, one of the key digital projects of independent Kazakhstan.The film tells the story that transformed the everyday lives of millions of Kazakhstani citizens. Today, public services are accessible in just a few clicks, whereas 20 years ago obtaining even a simple certificate meant long queues, paperwork, and visits to multiple government offices.The documentary takes viewers back to the early 2000s, when the idea of e-Government was just beginning to take shape.
