2026 — a “Clean Slate” The government is easing tax administration for micro and small businesses during the transition to the new Tax Code.Starting 1 January 2026, tax relief measures will be introduced for tax obligations relating to periods before 1 January 2026.What is changing:1️. Fewer audits for past yearsdesk (cameral) audits (automatic reviews of tax reports) will not be conducted;tax audits for these periods will not be initiated.Exceptions:These measures do not apply to:tax reports submitted after 17 December 2025 (including reports for Q4 and the second half of 2025);obligations involving non-residents;cases involving criminal proceedings or requests from the prosecutor’s office;audits initiated based on complaints filed by the entrepreneurs themselves.2️. Court actions will be discontinuedno lawsuits will be filed to invalidate transactions concluded before 2026;no lawsuits will be filed to invalidate the registration or re-registration of businesses carried out before 2026.3️. Simplified liquidationTermination of business activities under a simplified procedure for tax periods before 1 January 2026 will be carried out without desk tax control.4️. Write-off of penalties and finesIf a micro or small business fully repays the principal tax debt outstanding as of 1 January 2026 during the period from 1 January to 31 March 2026, the following will be written off:all penalties accrued on this debt;tax fines outstanding as of 1 January 2026;penalties and fines on taxes and payments for which payment deadlines had previously been extended (including within rehabilitation and bankruptcy procedures), provided that all obligations are fully fulfilled by 1 April 2026.⚠️ It is important to note that the write-off applies only to penalties and fines — the principal tax amount must be paid in full.5️. GDP growth forecasts for 2026 reviewed by the Government 29.12.2025
The Government, chaired by Deputy Prime Minister and Minister of National Economy Serik Zhumangarin, discussed forecasts of socio-economic development and GDP growth parameters for 2026. It is expected that the main contribution to economic growth next year will be provided by the manufacturing industry, construction, transport and warehousing, trade, food and beverage production.In the manufacturing industry, the physical volume index is expected to grow by 6% by the end of 2025. In 2026, as part of the National Development Plan of the Republic of Kazakhstan until 2029, the target is set at 6.2%.Production growth in metallurgy, the main processing driver, is expected to reach 3% in 2026. The increase in output is expected primarily due to reaching the design capacity of the plants launched this year and last year by Kyzyl Aray Copper, EkibastuzFerroAlloyse, KazferroLimited, Shagala Mining, etc. It is planned to increase production of ferroalloys, steel, flat rolled products and cast iron in ferrous metallurgy, and gold, copper, aluminum, and zinc in non–ferrous metallurgy.In mechanical engineering, the planned growth rate is set at 13.4% in 2026. This indicator will be achieved by increasing the production of passenger cars by 17%, due to the introduction of Astana Motors Manufacturing Kazakhstan LLP and KIA Qazaqstan LLP this year. In addition, it is planned to increase the output of agricultural machinery by 5%.It is worth noting that by the end of 2025, 436.5 thousand units of household appliances are expected to be produced, which is more than 1.5 times more than in 2024. Household appliances – televisions, washing machines, stoves, etc. – are manufactured in Kazakhstan by Silk Road Electronics LLP, Almaty Turmystyk Machinery Plants LLP and DS Multimedia CA LLP. It is planned to produce 1.5 times more household appliances in 2026 than in 2025.In the chemical industry, production growth is expected to reach 7% in 2026. It will be provided with the introduction of new capacities: sulfuric acid, sodium cyanide, hydrogen peroxide and liquid glass.In the production of building materials, the share of domestic producers in the domestic market has reached 70% this year. In 2026, the IFO is expected to grow by 6% in this sector. The drivers will be an increase in the production of Portland cement, ceramic tiles, precast concrete and ready-mixed concrete. Among the reserves are a new ceramic tile factory in Shymkent and a cement plant. A record volume of cement production is expected in 2025, and growth will continue in 2026 as enterprises reach their design capacity.In trade, by the end of 2025, trade turnover is projected to grow to 108.9% in nominal terms – about 80.3 trillion tenge (+14.6%). The meeting reviewed the draft district budget for 2026-2028, as well as the report of the Mendykara District Education Department "On the Organization of Preschool Education."The draft budget was presented by N.V. Timashova, Head of the Department of Economics and Budget Planning of the Mendykara District. Overall, the requirements of the Budget Code of the Republic of Kazakhstan were met in the formation of the district budget for 2026-2028. The budget has a social focus. Priority areas such as road repairs, landscaping, lighting of populated areas, etc. have been retained. Members of the Public Council received comprehensive reports on all questions posed. The District Public Council has no comments, suggestions, or amendments to the draft budget. The budget has been recommended for consideration at a session of the district maslikhat.A.M. Galiyeva, Preschool Education Methodologist of the District Education Department, reported on the organization of preschool education. Council members noted that there is a positive trend in the organization of preschool education in the district. In addition to kindergartens, all schools operate mini-centers, both full- and part-time. According to the Department of Education, preschool education covers 100% of children aged 3 to 6. Experienced teachers and educators are engaged in the education process. Over 3 million public services delivered to Kazakhstani citizens via eLicense.kz portal in 2025 29.12.2025
In 2025, the e-Licensing platform continued to expand its capabilities for citizens and businesses. Since the beginning of the year, users have obtained over 3 million licenses and permits, while the portal’s daily audience has exceeded 30.000 users, demonstrating strong interest in digital services and their high demand in the licensing sector.The "e-Licensing" state database is one of the core components of the e-Government of the Republic of Kazakhstan. The system covers the entire lifecycle of licenses and permit documents – from application submission to receipt of the final result – and ensures transparency of procedures, shorter application processing times, and reduced administrative burden.Efforts to expand the capabilities of the "e-Licensing" state database are carried out on an ongoing basis. In 2025, eight new public services were added to the platform. Licensing procedures for educational activities across all levels, from primary and secondary to higher and postgraduate education, were digitized. In addition, notification-based services related to the commencement and termination of activities in the field of supplementary education for children have been implemented.The expansion of the range of services also affected other sectors. During the year, users gained access to online services for licensing the export of domestic raw materials and obtaining permits for the activities of technical inspection operators. Additionally, the platform introduced an SMS notification service that allows users to receive timely alerts about upcoming license and permit expirations, further enhancing the convenience of using the system.The most popular services on the eLicense.kz platform include:Notification of commencement of activity as an individual entrepreneur – 684.689 services provided;                            Issuance of a phytosanitary certificate for the export of quarantine-controlled products outside the Republic of Kazakhstan – 360.169 services provided;Issuance of a specialist certificate for admission to clinical practice – 306.228 services provided;  Moreover, in 2025, five public services on the eLicense.kz portal were moved to a proactive format, allowing documents to be renewed automatically without any action from government agencies or applicants. This approach allows users to receive results quickly and conveniently.Additionally, the portal now features an auto-signing option for 12 types of public services. The system encompasses sectors including foreign economic activity, commodity exchange licensing, accreditation of legal entities and organizations in construction and technical oversight, project management, sports and physical culture activities, as well as regulation of natural resources and agricultural assets. With auto-signing, applicants can obtain the service outcome immediately upon submitting all the necessary documents, without any action needed from government agencies.The active expansion of services went hand in hand with sustained user growth: by the end of 2025, over 4.2 million users were registered on the elicense.kz system, including 4 million individuals and 250.000 legal entities. Over the year, 420.000 new users joined the platform, with a total of 3.5 million public services provided via the portal. On average, about 30.000 people use the platform’s services daily, confirming the high demand for digital public services.The eLicense.kz platform keeps improving, addressing both user needs and the goals of government regulation. The Unified Accumulative Pension Fund (the UAPF, or Fund) offers contributors a wide range of services for building their pension capital and is actively working to expand their offerings and improve service quality. The 24/7 availability of the Fund's services on its website and mobile app is an important factor in increasing contributor interest in their savings.From January 1, 2025, to November 30, 2025, the Fund provided 39.5 million services to the population. Of these, 24.4 million were provided electronically, and 13.8 million were automated. Thus, the share of services provided automatically, electronically, and remotely amounted to 97.8% of the total. 858,100 services were provided in person, including 835,600 directly at the Fund's offices.As a reminder, all pension savings accounts are opened in the UAPF automatically upon receipt of the first contribution. Targeted requirements are also automatically accrued to citizens of the Republic of Kazakhstan under the age of 18, and targeted savings accounts (TSAs) are opened to record and pay out targeted savings to adult recipients under the National Fund for Children program.In total, during the reporting period, the total number of automatically opened individual pension savings accounts (IPSA) for all types of individual pension contributions, as well as notional pension savings accounts (NPSA) for recording employer’s compulsory pension contributions (ECPC) transferred by the employer from their own funds, and target savings accounts (TSA, opened for recording and paying recipients of target savings under the National Fund for Children program) amounted to 1.4 million units..The most popular service is receiving statements from IPSA, NPSA, and TSA. Since the beginning of the year, 26.5 million statements have been issued for all types of accounts, 22.4 million of which were issued electronically and 3.5 million automatically. UAPF reminds that accessing account status information through your personal account is the most convenient, reliable, and efficient way to monitor your pension savings. The service operates online 24/7, allowing you to receive up-to-date information at any time and from anywhere. Account status information is available not only through the UAPF mobile app and your personal account on the UAPF website, but also through the egov.kz portal or the e-government mobile app. This provides additional convenience for users who prefer to interact with government services through a unified platform. UAPF notes that, starting in 2025, the annual automatic mailing of statements will no longer be carried out. However, receiving information on the status of pension savings by mail is still possible by submitting a request to the UAPF address.In addition to receiving statements in their personal account on the website and in the mobile app, contributors (beneficiaries) can use services such as making changes and additions to their details, obtaining a certificate of account availability, submitting an application for permanent pension benefits due to the establishment of Group 1 or 2 disability or upon reaching the age of 50 through voluntary pension contributions, tracking the status of a payment application, transferring a portion of pension savings to an investment portfolio manager (IPM), projecting a future pension using a pension calculator, creating a personal pension plan, and more. For example, since the beginning of the year, 75,400 contributor applications for the transfer of a portion of their pension savings to the IPM trust management have been accepted, 72,700 of which were submitted electronically.Over the 11 months since the beginning of 2025, 123,100 applications for changes to account details were received, 115,200 of which were submitted at the Fund's offices. When seeking services from UAPF specialists, contributors typically receive additional consultations and advice on savings management. The Fund is actively educating the public about the importance of pension savings. As part of its outreach efforts, 47,700 road shows were held, attended by 983,200 people. The number of materials published in the media based on UAPF announcements amounted to 39,300. The number of inquiries received from contributors and beneficiaries through feedback channels (call center, website consultations, instant messaging, social media, and other communication channels) amounted to 473,600.As a reminder, any company can request an on-site presentation and consultation on the funded pension system. The founder and shareholder of the UAPF is the Government of the Republic of Kazakhstan represented by the State Institution Committee of State Property and Privatization of the Ministry of Finance of the Republic of Kazakhstan. Trust management of UAPF pension assets is carried out by the National Bank of the Republic of Kazakhstan. In accordance with the pension legislation, the UAPF attracts compulsory pension contributions, employer’s compulsory pension contributions, compulsory occupational pension contributions, voluntary pension contributions, as well as carries out enrollment and accounting of voluntary pension contributions formed at the expense of the unclaimed amount of guaranteed compensation for the guaranteed deposit, transferred by the organization carrying out mandatory guarantee of deposits, in accordance with the Law of the Republic of Kazakhstan "On mandatory guarantee of deposits placed in second-tier banks of the Republic of Kazakhstan", ensures the implementation of pension benefits. SMS notifications from elicense.kz help Kazakhstani citizens renew their permits and licenses on time 29.12.2025
A new feature has been implemented on the elicense.kz portal to notify users about the expiration of their permits and licenses. The system now automatically sends SMS notifications to users 30 days prior to the expiration of their documents. This allows users to prepare in advance and avoid potential delays in their activities.Previously, users had to monitor the expiration dates of their permits and licenses on their own. The new notification service improves the efficiency of using public e-services, allowing users to take action to renew their documents in advance without delays or interruptions to their activities.The automatic SMS notifications are available only for services involving permits and licenses that have a defined expiration date. Messages are sent from the short number 1414 via the e-Government SMS Gateway.Example message: “Dear user, your permit/license No. (unique ID number) will expire in 30 days. Check your personal account for more details.”NOTE! Please note: SMS messages are official notifications from the elicense.kz portal.Please note that messages are sent to the phone number the user provided when submitting their application. The phone number is first verified using the data validation service with the Mobile Citizens Database (MCD). This allows users to keep their permits and licenses up to date on the elicense.kz portal.Besides SMS notifications, the portal offers public services that provide for the re-issuance of permit documents in a proactive format. The process is carried out automatically, without the involvement of government agencies and without any additional actions required from the user. Proactive re-issuance is applied in cases where key information about the license holder changes, such as a change of full name or the organization’s name.
