Rights and benefits for persons with disabilities 28.11.2025
In the Republic of Kazakhstan, the state establishes a set of rights and benefits for individuals with disabilities aimed at compensating for disabilities, creating equal opportunities, and integrating them into society. The primary regulatory document is the Social Code of the Republic of Kazakhstan.Individuals with disabilities of groups 1, 2, and 3 are entitled to state social benefits. The amount of benefits depends on the disability group.Employed individuals with disabilities may receive additional payments from the State Social Insurance Fund if insurance contributions have been made on their behalf.Individuals with disabilities of group 1 who have mobility difficulties are provided with the services of a personal assistant.Benefits are available for caregivers of individuals with disabilities of group 1.Signature interpreter assistance is provided for individuals with hearing impairments as part of a rehabilitation program.Individuals with disabilities have the right to a medical and social assessment and the development of an individual habilitation and rehabilitation program (hereinafter referred to as an HARP), which are issued by medical and social assessment departments.As part of social rehabilitation, individuals with disabilities are provided with prosthetic and orthopedic assistance, special mobility aids, and technical assistive devices (deaf and blind, hygiene products).Spa treatment, rehabilitation centers, and the services of a personal assistant and a sign language specialist are also available.Individuals with disabilities are provided with social services and technical rehabilitation aids throughout the year, according to a priority list based on the date of application submitted and registered in the E-Social Services automated information system.To improve the quality of social services and the provision of rehabilitation aids, the Social Services Portal (hereinafter referred to as the Portal) was launched on January 1, 2021. This automated system enables individuals with disabilities to independently purchase rehabilitation aids and social services directly from suppliers at state-guaranteed prices. The Portal also offers the opportunity to purchase more expensive goods and services, subject to an additional payment by the individual upon their selection.The local budget provides the following additional assistance to individuals with disabilities:A monthly allowance of 8 MCI is paid to children with disabilities studying and being raised at home during their studies (September-May).A one-time social assistance is provided to individuals with disabilities of all groups to reimburse expenses related to:- travel to and from rehabilitation centers in the amount of 3 MCI;- the purchase of medications in the amount of actual costs, no more than 30 MCI;- surgical treatment in the amount of 50 MCI.Since last year, individuals with Group I disabilities and children with disabilities have been receiving social assistance to reimburse the costs of accompanying persons for spa treatment once a year in the amount of actual costs for accommodation and meals, but no more than 70% of the guaranteed amount.As part of the vocational rehabilitation of individuals with disabilities in the district, a quota of jobs is established annually at enterprises in the district, regardless of ownership. For those with more than 50 employees, the figure is 2%, for those with more than 100 employees, 3%, and for those with more than 250 employees, 4% of the total number of jobs, as approved by a resolution of the Akimat of the Kostanay Region.As part of employment promotion measures, individuals with all disabilities are entitled to a grant to start their own business in the amount of 400 MCI.Tax incentives:Individuals with disabilities, as well as parents (guardians, adoptive parents) of children with disabilities, and individuals recognized as "persons with disabilities from childhood," are not exempt from paying the personal income tax. A meeting of the anti-terrorist District Commission under the akimat of the district was held under the chairmanship of Akim of the district Berik Sarmenbayev. Supervision of ongoing construction and repair works in Töretam settlement 28.11.2025
Today, the district akim Zhandos Erkinbek made a working trip to the settlement of Töretam and inspected the progress of important infrastructure facilities.First, the district head checked the pace of repair work at the Töretam railway station. During his working trip, the district akim Zhandos Erkinbek visited facilities in the Akai rural district and the city of Baikonur to inspect the progress of ongoing work.First, the district head monitored the medium repair carried out on Tole Bi, Zhanqozha Batyr and K.Kunshygarov streets in Akai village. The repair began in October of this year and has now been fully completed. Currently, road signs are being installed on these streets.The district akim also reviewed the operations of the Sports and Wellness Complex of the Akai rural district. At present, 212 students regularly practice various sports at the complex, including basketball, volleyball, taekwondo, table tennis, and others. Simplification of procedures and acceleration of trade turnover: how customs administration works in KazakhstanThe movement of goods across the border of the Eurasian Economic Union (EAEU) requires mandatory customs administration.The priority task of the customs authorities is to create favorable conditions for the rapid and unhindered movement of goods across the border.Since 2018, Kazakhstan has been operating the ASTANA-1 electronic customs declaration system, which has greatly simplified this process. The declaration can be submitted electronically from anywhere in the country, at any time of the day, both independently and through customs representatives.Customs controls are carried out selectively, using a risk management system (RMS) based on the international practice of "green," "yellow" and "red" corridors. The "green" corridor means automatic release of goods without physical control, which minimizes the processing time. The "yellow" corridor involves documentary control, which takes up to 4 hours. The "red" corridor provides for customs inspection.So, according to the TP "Families of the TSC" for 10 months of 2025: out of 6091 declarations for goods (DT), 78.5% (4785) were issued along the "green" corridor, 20.1% (1229) - along the "yellow" and 1% (56) - along the "red."Control can be carried out by various units of customs authorities, including the Main Dispatch Directorate of the State Revenue Committee, territorial departments and customs posts, depending on the triggered risk profiles. The information system automatically determines the scope and degree of control, which reduces the time of export-import operations.The State Revenue Committee of the Republic of Kazakhstan on an ongoing basis pays special attention to improving the administration and provision of public services. Pension savings grew by almost 20% over the past 12 months 28.11.2025
As of November 1, 2025, Kazakhstani pension savings totaled 25.84 trillion tenge, an increase of 4.27 trillion tenge, or 19.8%, over the past 12 months.Savings from compulsory pension contributions (CPC) totaled 24.46 trillion tenge as of November 1, 2025, an 18.0% increase year-on-year. Pension savings from compulsory occupational pension contributions (COPC) reached 727.11 billion tenge, an increase of 14.7% year-on-year. Voluntary pension contributions (VPC) demonstrated the largest increase over the past 12 months: their amount increased by 30.0% to 9.56 billion tenge.As of November 1, 2025, the amount of pension savings from employer’s compulsory pension contributions (ECPC), received from 1 January 2024 into the pension accounts of contributors (beneficiaries), amounted to 642.07 billion tenge. IncomesThe increase in savings is driven by pension contributions and investment income.Pension contributions to contributors' accounts for the first 10 months of 2025 totaled 2.64 trillion tenge (an increase of 17.2%, or 385.86 billion tenge, compared to the same period last year).Individual pension savings accounts (IPSAs) using the CPC system have received 2,157.36 billion tenge since the beginning of the year as of November 1, 2025 (a 9.5% increase compared to the same period last year), COPC accounts have received 111.11 billion tenge (an increase of 17.6%), and VPC accounts have received 1.96 billion tenge. Contributions from the ECPC system for the first 10 months of 2025 totaled 365.22 billion tenge. Pension benefits and transfersPayments for all types of contributions and transfers to insurance organizations from the UAPF for the first 10 months of 2025 totaled 1,539.97 billion tenge, exceeding the previous year's payment volume by almost 1.6 times, or 550.06 billion tenge.Old-age benefit payments as of November 1, 2025, increased by 18.5% over the 12 months to 203.37 billion tenge. The average scheduled monthly payment from the UAPF upon reaching retirement age was 35,728 tenge.From the beginning of the year through November 1, 2025, lump sum pension benefit payments (LSPBPs) totaling 919.55 billion tenge were made for housing improvements and medical treatment, inheritance payments totaling 54.14 billion tenge, payments related to permanent residence outside the Republic of Kazakhstan totaling 36.57 billion tenge, payments to persons with disabilities totaling 2.60 billion tenge, and funeral payments totaling 8.87 billion tenge. A total of 314.87 billion tenge was transferred to insurance companies. Number of pension savings accountsThe total number of pension savings accounts in the UAPF as of November 1, 2025, was 18.06 million (an increase of 1.13 million or 6.7% over the 12 months). The number of IPSAs of contributors (beneficiaries) in the UAPF as of November 1, 2025, was 12.68 million, including 11.27 million under CPC, 756,180 under COPC, and 462,230 under VPC. It should be noted that, in accordance with international practice, an IPSA is considered active if a contribution has been received into it at least once during the year. Over the first 10 months of 2025, CPCs were received on 7.03 million IPSAs, representing 57.5% of the 12.23 million IPSAs to which these contributions could have been made. This figure includes accounts opened before January 1, 2025, as well as new accounts opened during the reporting period. This figure excludes accounts of recipients who relocated abroad but did not claim their savings, deceased contributors whose heirs did not formalize the inheritance of their pension savings, military personnel transferred to full state pension provision since 2017, and other categories of contributors (beneficiaries) whose accounts should not receive contributions under Kazakhstani law. Since the consolidation of pension assets into the UAPF in 2014, as of November 1, 2025, accumulated net investment income exceeded 13.60 trillion tenge. Taking into account payments made, its share of total pension savings reached 42.3%, highlighting the significant role of investment activity in shaping Kazakhstanis' pension savings.However, returns for individual short-term periods do not reflect the true effectiveness of pension asset management, as income from interest on financial instruments and other transactions accrued over a short period of time does not always cover fluctuations in securities prices and exchange rates over a given period. Therefore, it is advisable to objectively assess investment income over a period of at least one year. The accrued investment income for the last 12 months from November 2024 to October 2025 amounted to approximately 2.82 trillion tenge, with a return of 12.58%. As of November 1, 2025, the ECPC return for the last 12 months was 7.51%.In the medium and long term, a positive real return on pension savings is ensured, outpacing the cumulative inflation rate. Thus, the cumulative investment return from the inception of the funded pension system in 1998 to November 1, 2025, was 1,062.38%, with inflation for the entire period at 925.20%.We also remind you that Kazakhstan has a unique guarantee of the safety of mandatory pension contributions, taking into account the inflation rate. Currently, systematic work is being carried out in our district to improve pedestrian infrastructure, and upgrades are underway on several streets. In this regard, today the district akim inspected the progress of pedestrian pathway construction on U. Tomanov, Kh. Zhomartov, and Ye. Koishybayev streets.According to the schedule agreed upon with contractor organizations, the pedestrian pathways on these three streets are planned to be fully completed by the end of December. Kazakhstan-Denmark Cooperation Reaches a New Level 28.11.2025
Copenhagen, 26-28 November 2025 – To strengthen political dialogue and expand practical cooperation between the Republic of Kazakhstan and the Kingdom of Denmark, Kazakhstan’s Ambassador Olzhas Suleimenov paid a working visit to Copenhagen.During the visit, a meeting was held with the leadership of one of Denmark’s largest multinational corporations – Carlsberg Group. The parties discussed prospects for expanding the company’s investment activities in Kazakhstan, modernizing production capacities, and exploring new areas of collaboration.In addition, substantive negotiations took place with the management of LEGO Group, during which the parties reviewed potential cooperation in the fields of innovation, engineering skills, and educational methodologies in Kazakhstan.As part of the economic track, the Ambassador met with the leadership of the Confederation of Danish Industry, where discussions focused on opportunities to expand trade and economic cooperation, deepen industrial partnerships, and engage Danish companies in implementing infrastructure and technological projects in Kazakhstan.A key component of the program was the series of meetings at the Ministry of Foreign Affairs of Denmark. The Ambassador held talks with Under-Secretary for Foreign Policy, Political Director Eva Barløse, as well as Director of the Department for European Neighbourhood Peter Lassen. The discussions covered the current state of bilateral relations, cooperation within international organisations, and issues related to sustainable development. The parties underlined the constructive nature of the Kazakhstan-Denmark dialogue and confirmed their readiness to further advance political, economic, and humanitarian cooperation.As part of the working visit, the Ambassador also met with the leadership of the Ministry of Taxation of Denmark. The talks focused on the exchange of best practices in tax administration, business regulation, and the digitalisation of public services.During the visit, the Ambassador attended the FC Copenhagen – FC Kairat football match, ahead of which he met with representatives of the Kazakh diaspora in Denmark. Their active contribution to promoting cultural exchanges and strengthening Kazakhstan’s positive image abroad was noted.
