The Ministry of Trade presented an updated package of measures to stabilize the food market 25.11.2025
On November 24, Minister of Trade and Integration Arman Shakkaliyev held a meeting on curbing inflation. Deputy Finance Minister Yerzhan Birzhanov, representatives of the State Revenue Committee, the Financial Monitoring Agency, and deputy regional akims participated in the discussion.During the meeting, the minister noted that since the beginning of the year, food inflation for 160 key products has reached 11 percent. Meanwhile, the price index for socially important food products remains stable, remaining at a minimum of 0.1% for the first three weeks of November. Weekly monitoring, direct interaction with producers and retail chains, government oversight, and regular fairs continue to play a key role in maintaining price levels. At the meeting, First Deputy Trade Minister Aizhan Bizhanova emphasized that, to ensure the stability of the food basket, the issue of expanding the list of socially important food products is being considered. The inclusion of additional categories of vegetables, fruits, dairy, meat, and fish products is being considered. This step will expand the limited trade margin mechanism to a wider range of goods and limit the influence of intermediaries. The new list is planned to be discussed with government agencies, the Atameken National Chamber of Entrepreneurs, associations, retail chains, and importers.A list of the largest food importers and their suppliers by region has been determined. Negotiations are planned at the central and regional levels with the participation of interested bodies to develop consolidated solutions for price containment, enhancing the social responsibility of businesses, and increasing import transparency.During the discussion, Minister Arman Shakkaliyev placed particular emphasis on the work of the regions. He noted that today each region receives a detailed list of key products that contribute the most to inflation and explained the principle of the new approach. The minister said that regional analytics are key to keeping the situation under control."We have created an algorithm that allows us to see the real picture for each product. It shows where price increases are coming from, whether it's logistics, seasonality, imports, or the balance of production and consumption." This approach allows us to respond quickly and prevent unjustified price increases. This is especially important for goods that are not directly regulated. Our goal is to ensure stability in every region and ensure that every family benefits from this work," Arman Shakkaliyev emphasized. The continuation of fairs and large-scale events like "Bereke Fest" was also discussed. These provide the population with affordable meat, vegetables, and other socially important products. Following the example of the capital, there are plans to expand direct supplies of discounted meat. The simplified import procedure for fruits and vegetables from Iran, Pakistan, Azerbaijan, Uzbekistan, Tajikistan, Kyrgyzstan, and Turkmenistan was separately confirmed.Source : https://www.gov.kz/memleket/entities/mti/press/news/details/1111751?lang=kk

"With a diploma to the village": How young professionals in the Kostanay region can find housing and support at the start of their careers 25.11.2025
The region is actively implementing the "With a Diploma to the Village" program, which helps young professionals comfortably begin civil service careers in rural communities. The program, launched in October 2020 at the initiative of the Agency of the Republic of Kazakhstan for Civil Service Affairs, applies to specialists in the offices of village and rural district akims.Civil servants coming to work in rural areas receive a starting allowance of 100 MCI and a budget loan for the purchase or construction of housing of up to 2,500 MCI with a minimum interest rate of 1% per annum. An important bonus: these support measures are provided even if the settlement later changes its status from rural to urban – for two years after the change in category. For the convenience of young people, all procedures are digitalized as much as possible. You can receive a starting allowance or budget loan through the Baspana Market Real Estate Portal (otbasybank.kz/programm-bank). There, young professionals upload the necessary documents: an application form; an educational diploma; proof of employment; and, for housing loans, a marriage certificate and a credit bureau report. After submitting documents through the portal, the agreement on the provision of social support measures is signed using an electronic digital signature or a one-time password, which significantly speeds up the process. The program takes into account the real life of young professionals:- a budget loan cannot be used to purchase housing from close relatives or in which the person already lives;- the loan amount is provided against real estate collateral, and construction of the house must be completed within 12 months;- in the event of insufficient budget funds, services are provided on a first-come, first-served basis, with a reconsideration period of no more than two years. The effectiveness of the program is confirmed by the figures: from its launch until 2025, 53 young civil servants in the Kostanay region have benefited from social support measures, including 12 people in 2025 alone. The "With a Diploma to the Village" program is a shining example of how the state is creating conditions for youth professional growth, supporting social guarantees, and developing rural areas by combining social measures and modern digital technologies.Head of the Department of the Agency of the Republic of Kazakhstan for Civil Service Affairs in Kostanay Region, Chairman of the Ethics Council – E.A. Kazakhstan and the European Union: deepening economic integration and investment cooperation 25.11.2025
Brussels, 24 November 2025 — At the Press Club Brussels Europe, one of the EU’s leading media and expert platforms, a keynote address was delivered by the Ambassador of Kazakhstan to Belgium and Head of Mission to the EU and NATO, Roman Vassilenko, marking the 10th anniversary of the Kazakhstan–EU Enhanced Partnership and Cooperation Agreement (EPCA).As noted by the Ambassador, Kazakhstan became the first Central Asian state to sign and ratify this new-generation agreement, which covers 29 areas of cooperation. He highlighted the dynamic growth of political dialogue between Astana and Brussels: in 2024–2025, President Kassym-Jomart Tokayev met with the leadership of the European Council and the European Commission, the “Central Asia – EU” Summit was held in Samarkand, and an upcoming meeting of the Kazakhstan–EU Cooperation Council at the level of foreign ministers further confirms the strategic nature of the partnership. The European Union retains its position as Kazakhstan’s largest trade and investment partner: bilateral trade in 2024 reached $50 billion, EU investment since independence exceeded $200 billion, and around 4,000 European companies successfully operate in Kazakhstan.Kazakhstan continues to play a key role in Europe’s energy security, supplying 13% of the EU’s oil imports and 16% of its uranium needs. Cooperation is also expanding in the field of critical raw materials: Kazakhstan has the potential to supply 21 out of the 34 elements identified under EU legislation, and the Sarytogan Graphite project has been included in the EU’s list of strategic initiatives.Ambassador Vassilenko also emphasized the importance of developing the Trans-Caspian International Transport Route — the Middle Corridor — whose role in reshaping Eurasian logistics continues to grow. Kazakhstan hosts 13 international transport corridors, carrying 85% of overland transit between Asia and Europe. The country has invested more than $35 billion in modernizing its transport sector and plans to invest a further $15 billion by 2030.He also noted the achievements in inter-parliamentary cooperation and people-to-people exchanges, welcoming the decision of EU Member States to grant the European Commission a mandate to launch negotiations on visa facilitation and readmission — an important step toward strengthening ties between citizens of Kazakhstan and EU countries. The discussion at Press Club Brussels Europe reaffirmed the strong interest of the European expert community in Kazakhstan as a strategic partner of the EU in sustainable development, energy security, regional stability and the modernization of global supply chains. The event demonstrated that Kazakhstan and the European Union continue to build a mature, forward-looking partnership based on shared goals and a commitment to strengthening the international order.Source : https://www.gov.kz/memleket/entities/mfa-brussels/press/news/details/1111552?lang=kk
