Kazakhstan achieves a significant diplomatic breakthrough in the IAEA 24.11.2025
Vienna, 21 November 2025 – At the meeting of the International Atomic Energy Agency (IAEA) Board of Governors, it was officially announced that Kazakhstan has joined the IAEA Far East Regional Group.This decision marks a significant diplomatic milestone, ensuring the restoration of Kazakhstan’s full and equal participation in all of the Agency’s governance processes.Kazakhstan became the eighth member of the “Far East” regional group, joining China, Japan, the Republic of Korea, the Philippines, Vietnam, Mongolia, and Cambodia. Negotiations on accession had been underway since 2009 in Astana, Vienna, Geneva, New York, and in the capitals of the group’s member states.For many years, Kazakhstan remained one of 17 IAEA Member States not affiliated with any regional group, which significantly limited the country’s ability to participate in key governing structures.Under established IAEA practice, states outside regional groups cannot compete on equal footing in elections to the Board of Governors, nominate candidates for leadership positions in the General Conference and the Board of Governors, participate fully in key committees, or take part in regional consultations that shape fundamental Agency decisions.Since 2021, Kazakhstan has consistently advanced the initiative to restore sovereign equality among all IAEA Member States in multilateral forums, regularly placing this issue on the agendas of the Board of Governors and the General Conference. The adoption of a General Conference resolution in 2023 and the creation of the “Group of Friends” provided strong momentum to efforts aimed at eliminating imbalance and inequality within the Agency. As a result, the number of states not belonging to any regional group decreased from 17 to 12.Despite its exemplary record in nuclear disarmament and the peaceful use of atomic energy, Kazakhstan had long faced limitations in representation within the IAEA’s governing bodies. Therefore, Kazakhstan’s accession to the Far East Regional Group constitutes a historic step toward restoring the principle of sovereign equality, fully aligned with the Agency’s Statute and the General Conference Resolution GC(67)/RES/15 of 29 September 2023, initiated by Kazakhstan.Membership in the regional group paves the way for Kazakhstan to participate fully and on an equal basis in the IAEA’s decision-making processes. A Bundle in the Coal: How a Guardsman Foiled an Attempt to Smuggle 8 Phones into a Maximum-Security Facility 24.11.2025
An attempt to smuggle prohibited items into a maximum-security correctional institution in Arshaly was successfully prevented.The Operations Department received a report about a suspicious bundle discovered in a pile of coal on the grounds of the secured facility. The information was immediately acted upon.A rapid-response team, including officers from the Operations Department and Sergeant 3rd Class Nurbol Ashtaev with his service dog, was dispatched to the location.Upon arrival, the team conducted a thorough inspection of the area. During the search, they found a black bundle. After opening it, officers discovered eight mobile phones and two SIM cards intended for illegal delivery into the restricted area.Thanks to the vigilance of the guardsman and the coordinated actions of officers from the Penal Enforcement System, the attempt to smuggle prohibited items was thwarted. All materials related to the discovery have been transferred to the competent authorities for further investigation. The Government for Citizens State Corporation has launched a new service that allows citizens to receive up-to-date information on the current status and maintenance of government agency information systems.Citizens no longer need to contact public service center (PSC) staff to clarify the reasons for the temporary unavailability of individual services. All relevant information is available in the PSC mobile app, on the State Corporation's official website, and on electronic boards in public service departments.The service automatically records and displays up-to-date information on the technical condition of information systems and government databases that affect the provision of government services. This allows citizens to receive timely, reliable information on the status of government services and plan their visits to PSCs or specialized PSCs."The integrated PSC information system is the primary gateway for receiving citizen requests and exchanging information with government agency databases. The permanent exhibition «Work for the Hands – Joy for the Soul» opened at the East Kazakhstan Region Museum-Reserve. Dedicated to the traditional weaving of Russian peasants in the Southwestern Altai region in the mid-19th and mid-20th centuries, the exhibition explores all stages of the homespun cloth production process. It features over 200 exhibits from the museum-reserve's collections, collected from villages and towns across the East Kazakhstan Region: a variety of weaving tools, towels, belts, pieces of canvas, tablecloths, as well as paintings, drawings, and photographs, giving visitors a visual insight into all the intricacies of the labor-intensive fabric production process. "Current questions about the UAPF"Please explain the concept of “adequacy of pension” In the context of a changing demographic structure, an aging population, and a transforming labor market, ensuring a dignified retirement is becoming a key objective of the state's social policy. Therefore, the issue of pension adequacy is becoming increasingly important in Kazakhstan, especially given the declining share of the pay-as-you-go component of pensions and the growing role of the funded pension system.An adequate pension income is the amount of benefits that allows a person to maintain their usual quality of life after retirement without experiencing significant financial constraints. The International Labor Organization (ILO) recommends that the income replacement rate be at least 40%. The replacement rate is the ratio of pension benefits to pre-retirement earnings, i.e., the extent to which pension income replaces earned income. In Kazakhstan, this figure is currently around 41%. How can a person independently increase the adequacy of their retirement income?The adequacy of your pension income can be increased by:regular transfer of compulsory and additional voluntary contributions;transfer of pension funds to the management of a private investment portfolio manager (IPM) for more active and potentially profitable investing.Furthermore, regular compulsory pension contributions not only positively impact the total amount of pension savings and subsequent pension benefits, but also influence the amount of the basic pension paid from the state budget, which depends on total work experience. Since 1998, work experience has been confirmed exclusively by these compulsory pension contributions. Currently, the minimum basic pension is 70% of the subsistence minimum (for a total work experience of 0 to 10 years), and the maximum is 110% of the subsistence minimum (for 30 years or more of work experience). By 2027, the maximum basic pension will be increased to 120% of the subsistence minimum.All these measures not only ensure financial stability but also maintain a familiar level of consumption, leisure, and quality of life in retirement.Please tell me how I can make voluntary pension contributions? Can my employer do this? Voluntary pension contributions (VPC) can be made by both individuals and legal entities. Opening an IPSA for VPC is done without an application based on:- lists of individuals submitted by agents to UAPF when transferring VPC;- an initial contribution received by UAPF from an individual for their own benefit or for the benefit of a third party when transferring VPC. Brussels, 23 November 2025 - A new space dedicated to supporting Kazakhstanis living abroad and strengthening cultural and humanitarian ties, the Kazakh Cultural Centre has opened in the capital of Belgium. The Centre will provide children and adults with the opportunity to learn the Kazakh language, explore national traditions, and develop creative skills while maintaining a meaningful connection to their cultural heritage.Kazakhstan’s Ambassador to Belgium, Roman Vassilenko, highlighted the significance of the Centre’s opening:“The launch of the Kazakh Cultural Centre is an important step in supporting our compatriots abroad. It will contribute to preserving our language, traditions, and cultural identity, especially among younger generations,” the Ambassador noted.The idea to establish the Centre emerged in response to long-standing requests from the Kazakh diaspora. Ardak Moldanyazova, the project coordinator who works closely with Kazakhstani families in Belgium, underlined why its opening is so timely:“For many years, parents have voiced concerns that their children have few opportunities to hear the Kazakh language or learn about our traditions. Over time, we saw that some children’s connection to their culture was beginning to fade. That is why establishing such a centre is both necessary and timely. Now our families have a space where children can gradually reconnect with their linguistic and cultural roots,” she said.During the opening day, children were introduced to the basics of the Kazakh language, traditional games, national music elements, and creative activities. Families raising adopted children from Kazakhstan showed particular interest, wishing to help their children better understand their origins.The Kazakh Cultural Centre will operate on a permanent basis, offering language courses, creative workshops, dombra classes, cultural programmes, and educational initiatives.
