Today, an expert discussion meeting on the topic "Constitutional Reform and National Identity" was held at the Al-Farabi City Scientific and Universal Library, one of the main spiritual centers of Shymkent. The meeting was attended by representatives of the intelligentsia, scientists, culture and language specialists, who comprehensively discussed the content of the new Constitution. The meeting was chaired by the director of the library, candidate of philological sciences Anar Zhapparkulova. In her speech, she touched upon the ideological and value foundations of the Constitution, noting that the document clearly reflects national unity, social harmony and the secular nature of the state. Candidate of Historical Sciences Kairat Anarbayev drew attention to the fact that the Preamble of the new Constitution clearly defines human rights and freedoms as the main priority of the state. He also noted that the affirmation of sovereignty, independence and territorial integrity as immutable values \u200b\u200bstrengthens the legal basis of national identity. In his opinion, the definition of the principles of Justice, Law and Order, and respect for nature at the Constitutional level marks a qualitatively new stage in the development of society. Deputy Director of the Shymkent City State Archive Bastar Eskarayev noted that special attention is paid to the preservation of historical memory and documentary heritage. Botagoz Nurkulova, Senior Researcher of the Shymkent City Museums Association, said that the protection of cultural heritage and the development of museum work are an important guarantee of generational continuity. Zhazira Dosmailova, a senior specialist at the Shymkent City Language Teaching and Methodological Center, said that a clear definition of the secular nature of the education system is an important factor for the stability of society. In addition, the clear separation of religion and state in the new Constitution was widely discussed. Experts assessed the priority given to education and science, culture and innovation in the draft Constitution as a strategic direction that links the future of the state with human capital. At the same time, it was noted that the introduction of a norm for protecting citizens' rights in the digital environment is an important decision that meets modern security requirements. At the end of the meeting, the participants called on the public to actively participate in the referendum scheduled for March 15, noting that the new Constitution is an important step in strengthening national identity.

Scheduled pension benefit: when and where to apply? 12.02.2026
Monthly pension benefits according to the established schedule from the UAPF in accordance with the Social Code of the Republic of Kazakhstan are paid to persons who have reached retirement age (men - 63 years, women - 61 years), as well as persons with disabilities of groups 1 or 2, established indefinitely, who have pension savings in the UAPF, in the manner determined by the Government of the Republic of Kazakhstan.To receive pension benefits from the Unified Accumulative Pension Fund (UAPF) through compulsory pension contributions upon reaching retirement age, as well as to receive a basic and solidarity pension from the state budget, beneficiaries must promptly contact the State Corporation "Government for Citizens" (PSC) at their place of residence. This can be done 10 days before reaching retirement age. All pension payments are made from the date of application. The date of application is considered to be the date of registration of the application and required documents at the PSC, provided that the beneficiary has reached retirement age. If they applied earlier, the date of application is considered to be the date of reaching retirement age. It is important to remember that pension benefits from the state budget and from the UAPF will not be assigned for the missed period. It is also important to apply for pension benefits from the budget in a timely manner, as their assignment requires verification of the beneficiary's work history based on the documents submitted by the recipient.It is worth noting that in order to provide a proactive service for pension benefits from the UAPF to individuals who have reached retirement age and who have pension savings in the UAPF but have not applied for their payment, the UAPF conducts an annual reconciliation with the State Corporation to determine whether these individuals have assigned old-age pension benefits and a state basic pension benefit from budgetary funds. Restructuring procedure 12.02.2026
Under the Law of the Republic of Kazakhstan "On Rehabilitation and Bankruptcy," a debtor is entitled to pursue debt restructuring in cases of temporary insolvency, provided that no court-ordered rehabilitation or bankruptcy proceedings have been initiated. To begin this process, the debtor must file an application with the court, supported by documentation evidencing their temporary insolvent status.Once the court issues a decision to apply the debt restructuring procedure, the debtor is strictly prohibited from entering into any transactions involving the alienation of property.The debtor is required to reach a formal debt restructuring agreement with all creditors within two months of the court's decision taking effect.The agreement must clearly outline the terms of the settlement, as well as the specific procedures, methods, and timelines for the debtor to fulfill their obligations to the creditor(s). A debt restructuring agreement is legally limited to a maximum term of three years.Once the debt restructuring agreement is approved by the court, the following legal consequences take effect immediately upon the entry into force of the court ruling:The accrual of interest (penalties, and fines) on all restructured debts is officially suspended;-All restrictions of state bodies on the debtor's accounts are removed without making appropriate decisions of the bodies that imposed them.;The execution of previously adopted court decisions and arbitral awards is terminated, with the exception of payments to citizens to whom the debtor is responsible for causing harm to life or health, without taking into account claims for compensation for moral damage, the deadline for payment of which came after the conclusion of an agreement on debt restructuring;The imposition of new arrests on the debtor's property and other restrictions on the disposal of their property is allowed only in cases of claims for invalidation of the transaction and the recovery of property from someone else's illegal possession brought against the debtor.In 2024, within the East Kazakhstan Region, a total of six enterprises underwent debt restructuring procedures involving a cumulative debt of 2.3 billion tenge. To date, five of these enterprises are consistently repaying their debts in accordance with the court-approved schedules. Specifics of applying Special Tax Regime for Peasant and Farm Enterprises 12.02.2026

В соответствии с подпунктом 10) статьи 44 Конституции Республики Казахстан и статьей 18 Конституционного закона Республики Казахстан «О республиканском референдуме» ПОСТАНОВЛЯЮ:1. Провести 15 марта 2026 года республиканский референдум. 2. Вынести на республиканский референдум проект новой Конституции Республики Казахстан со следующей формулировкой вопроса: «Принимаете ли Вы новую Конституцию Республики Казахстан, проект которой опубликован в средствах массовой информации 12 февраля 2026 года?». 3. Официально опубликовать 12 февраля 2026 года в средствах массовой информации настоящий Указ и проект Конституции Республики Казахстан.4. Возложить подготовку и проведение республиканского референдума на Центральную избирательную комиссию Республики Казахстан, выполняющую функции Центральной комиссии референдума, а также на территориальные и участковые избирательные комиссии, выполняющие функции территориальных и участковых комиссий референдума. 5. Правительству Республики Казахстан совместно с Центральной избирательной комиссией Республики Казахстан, другими центральными государственными и местными исполнительными органами Республики Казахстан принять необходимые меры по организации и проведению республиканского референдума. 6. Seven major investment projects have been implemented in Kostanay region 12.02.2026
The Kostanay region maintains positive dynamics of socio-economic development and is among the leading regions of the country. The instruction of the Head of State to ensure annual economic growth of at least 6% has been exceeded — the annual figure reached 8%.Over the past three years, the regional budget has increased by 1.5 times. The average salary has also grown by 1.5 times, and investments in fixed capital — by 1.6 times. During this period, the volume of attracted foreign investment reached 1.5 billion US dollars. By the end of 2025, the region's economic growth also exceeded the national average.Positive dynamics are noted in the employment sector: over 47 thousand people have been provided with jobs, and 26.4 thousand new jobs have been created. As a result, the number of families receiving targeted social assistance has decreased by 23.7%.The volume of industrial production amounted to 3.5 trillion tenge. Seven major investment projects with a total value of 322 billion tenge have been implemented in the region. The largest of them is the KIA automobile plant, where assembly of 13 models of the Korean brand has been established, creating 1500 jobs.In 2025, two more major projects were commissioned — a plant for manufacturing components for trucks and a linear production center. These projects have employed 650 people.Currently, the construction of the international transport and logistics complex "Tobyl" is underway in the regional center. The total investment volume is 64 billion tenge. Already, 6 billion tenge has been utilized, a loading and unloading platform with an area of 26 thousand square meters has been built, and 2.7 kilometers of railway tracks have been laid. The implementation of the project will increase cargo transportation volume by 20%.Investment projects are also being implemented in the agro-industrial complex. Seven modern industrial dairy farms have been opened in the region, with another 5 planned for commissioning this year. This will double milk production.Furthermore, the construction of the country's largest confectionery enterprise — the "Confectionery Capital" factory — is nearing completion.
