Akim of the region Gauez Nurmukhambetov began his annual tour of the districts and meetings with residents. The first meeting was held in the Akkaiyn District.During the visit, the head of the region inspected the progress of the sowing campaign at Kraft Agro LLP and met with agricultural producers in the district. Sowing is currently 80% complete. It was noted that these results were achieved thanks to systematic government support for the agricultural sector, timely farm preparation, and the coordinated work of farmers.Particular attention was paid to business participation in the development of rural communities. In 2026, 1.1 billion tenge was allocated for social projects in the district. One example of corporate social responsibility is the construction of a fire station in the village of Tokushy. Kraft Agro LLP allocated 200 million tenge for the project. The new facility will improve safety in several communities.Akim of the region also visited the IKEA TASS Group feed mill in the village of Smirnovo, one of the district's investment projects, implemented jointly with Chinese partners. The plant's capacity is 300 tons of feed flour per shift. The company plans to build a terminal for storing and shipping products. Investment in the new project will total 1.5 billion tenge.At the district clinic, the akim inspected the facility's upgraded facilities. Last year, an ambulance was purchased for the facility, and two more units of specialized equipment have been purchased this year. Furthermore, a medical center and a residential building for specialists have been built in the village of Kamyshlovo, which will improve access to medical care for rural residents.During his visit, Gauez Nurmukhambetov also inspected the progress of major repairs on the 16.8-kilometer Astrakhanka-Smirnovo-Kiyaly-Tayinsha-Alekseyevka highway. In total, 26.8 km of district roads are planned for repairs this year.The working visit concluded with a visit to a new playground and a meeting with residents of the Akkaiyn District. The event was attended by the Chairperson of the Constitutional Court of the Republic of Kazakhstan, Elvira Azimova; Chairperson of the EAEU Court, Alexey Dronov; Judge of the EAEU Court, Natalya Pavlova; representatives of the Eurasian Economic Commission; the Prosecutor General’s Office of the Russian Federation; as well as the Ministries of Justice of the Republic of Belarus and the Kyrgyz Republic.In her address, Elvira Azimova emphasized the growing importance of the EAEU Court as a supranational judicial body ensuring the uniform application and interpretation of Union law. According to her, the relevance of Eurasian integration and integrative justice is increasing in the context of contemporary global challenges and the transformation of economic relations. These changes require national and supranational institutions to demonstrate greater responsiveness, resilience, and the ability to timely address emerging risks.Azimova noted that the sustainable development of integration processes is possible only when a balance is maintained between supranational cooperation mechanisms and the constitutional foundations of member states, with respect for their constitutional identity, national interests, and core values. Each member state retains its own priorities, primarily ensuring the economic well-being of society and citizens, which fully corresponds to the objectives of the EAEU.Special attention was given to the new Constitution of the Republic of Kazakhstan, adopted through a national referendum on March 15, 2026. Azimova stressed that the new Basic Law has strengthened guarantees of constitutional sovereignty and enshrined modern approaches to interaction with international and integration institutions. In this regard, the legal position of the Constitutional Court of the Republic of Kazakhstan remains that issues related to the implementation of international obligations and integration processes must be considered through the prism of constitutional principles and national interests; decisions within integration associations, including the EAEU, must be consistent with national constitutional provisions.Kazakhstan, as the presiding state, has identified digitalization as one of the key priorities of the Union’s work. Elvira Azimova noted that digital technologies and artificial intelligence are already having a significant impact on trade, industrial cooperation, transport and transit logistics, and other areas of cooperation provided for by the EAEU Treaty. At the same time, she emphasized the need for appropriate legal safeguards in the implementation of digital solutions. AI can enhance the efficiency of information analysis and judicial administration; however, its use in the legal sphere must remain auxiliary in nature. The adoption of judicial decisions, particularly in cases involving fundamental human rights and freedoms, remains the exclusive competence of a judge.Concluding her speech, the Chairperson of the Constitutional Court called for the further development of dialogue between the EAEU Court and the constitutional courts of member states, as well as for strengthening professional cooperation and the exchange of legal positions.
