New cultural centers are being built in the villages of Koptogai, Birlik, and Azgyr in the Kurmangazy District; Karabau, Miyaly, Zhangeldin, and Mukyr in the Kyzylkoga District; Zhana Karaton, Akkiiztogai, and Koshagyl in the Zhylyoi District; and in the village of Naryn in the Isatay District, according to the Regional Communications Service.In recent years, the region has placed particular emphasis on developing the cultural sector. Servicemen of the National Guard of the Ministry of Internal Affairs of the Republic of Kazakhstan took part in the nationwide command-and-staff exercise “Ort–2026,” held in the Kostanay Region. The large-scale event was aimed at improving interagency coordination in the prevention and suppression of wildfires. On the first day of the exercise, the Republican Operational Headquarters was established at the “I-Qostanai” Smart Center in Kostanay with the participation of representatives of the law enforcement troops. The practical phase was conducted in the Amankaragai Forestry Area of Altynsarin District, Kostanay Region. The exercise, which was carried out in several regions of the country, involved a Mi-171E helicopter of the National Guard, around 20 units of military equipment, and approximately 200 servicemen. Together with representatives of other security agencies, they practiced response procedures for forest fire emergencies. “Using the helicopter, we demonstrated the detection of fire hotspots, aerial firefighting operations, and the conduct of rapid response measures. Funds were transferred to authorized operators for subsequent crediting to applicants' bank accounts.Of the total number of completed applications, 187,597 applications, totaling approximately $33.39 million, were for housing improvements, and 110,298 applications, totaling $19.70 million, were for education expenses.As a reminder, recipients of targeted savings (TS) may use the entire amount or a portion of it. Unused funds remain in the targeted savings account (TSA).The most popular method for improving housing conditions was replenishing housing construction savings for further accumulation (183,436 applications completed, totaling approximately $32.72 million). Funds were also used as down payments for mortgage loans to purchase housing (1,425 applications, totaling $232,770), and for the purpose of acquiring housing through civil law transactions (final settlement), totaling 989 applications, totaling $156,590.The largest amount of funds under the TS for education was allocated to pay for educational services at educational institutions located in the Republic of Kazakhstan, either in installments (for each academic period or academic year) or in full (for the entire term of study) (101,899 applications, totaling $18.51 million, were completed). When considering cases involving family relations, child support obligations, adoption, issues related to determining a child's nationality, and other matters, the Constitutional Court consistently relies on the constitutional principle of ensuring the best interests of the child.The legal positions formulated in the Constitutional Court’s normative resolutions and final decisions contribute to the improvement of legislation and law-enforcement practice, the elimination of legal uncertainty, and the strengthening of guarantees for the protection of children's rights. Despite the diversity of the legal relationships under consideration, they are united by a common approach: in regulating matters affecting the rights and legitimate interests of children, priority must be given to ensuring the well-being of the child and safeguarding his or her interests.✅ In its Normative Resolution No. 18-NP dated June 1, 2023, the Constitutional Court found unlawful the requirement to undergo molecular genetic testing prior to applying to a court. The requirement was deemed inconsistent with the State’s obligation to ensure the best interests of the child and was subsequently abolished.✅ In its Final Decision No. 46-NP dated June 28, 2024, the Constitutional Court identified legal uncertainty in the calculation of child support payments for individual entrepreneurs. The Court emphasized the need to take into account the payer’s actual income, since errors in determining the amount of child support directly affect the interests of the child. Following the decision, a mechanism for calculating child support based on both the income and expenses of an entrepreneur was established.✅ In its Final Decision No. 49-NP dated July 23, 2024, the Constitutional Court declared unconstitutional a provision of the Code on Marriage (Matrimony) and Family concerning adoption. The Court noted that legislative mechanisms must be aimed at creating the most favorable conditions for a child’s upbringing and development within a family environment that meets the child’s interests and needs. The relevant legal provisions were subsequently brought into conformity with the Constitution.✅ In its Final Decision No. 58-NP dated December 24, 2024, the Constitutional Court highlighted the need for more comprehensive regulation of child support recovery under multiple judicial acts. Subsequently, the Supreme Court introduced corresponding amendments to its normative resolution, thereby strengthening guarantees for the protection of the property interests of children.✅ In its Normative Resolution No. 70-NP dated April 16, 2025, the Constitutional Court declared unconstitutional a provision of the Code on Marriage (Matrimony) and Family due to the absence of alternative mechanisms for determining and changing a child’s nationality in cases where the parents are unknown or their nationality cannot be established. The Court emphasized the need to take into account real-life situations affecting the rights and legitimate interests of children.✅ In its Final Decision No. 80-NP dated May 18, 2026, the Constitutional Court stated that differences in the application of administrative detention to parents are determined not by gender, but by the degree of a parent’s actual involvement in ensuring continuous care for a child, and therefore do not constitute discrimination. The representatives of Kazakhstan achieved a historic success at the world championship.The adult national team won two gold medals among the brown belts thanks to the victories of Alinur Kuatuly and Seilkhan Bolat. Batyr Tenizbai became the bronze medalist of the championship.We are particularly proud of the achievement of the young Karaganda athlete Asanali Abayev, who wrote his name in the history of national sports, becoming one of the first IBJJF champions from Kazakhstan.Asanali competed in the Juvenile 1 division in the 53.5 kg weight category among the blue belts. On the way to the championship title, he had four intense fights, demonstrating a high level of preparation, character and the will to win. In the final, the Kazakhstani met with a strong opponent from Brazil.
