Investing Pension Assets: Long-Term Safety and Real Returns 03.02.2026
The website enpf.kz presents a report on the trust management of pension assets by the National Bank of the Republic of Kazakhstan and Investment Portfolio Managers (IPMs) as of January 1, 2026. UAPF JSC (hereinafter referred to as UAPF) presents a report on pension asset management by the National Bank of the Republic of Kazakhstan (hereinafter referred to as NBRK) and investment portfolio managers (hereinafter referred to as IPMs) on the enpf.kz website in the "Statistics and Analytics - Pension Asset Investment Management" section. The total volume of pension assets managed by the NBRK and IPMs as of January 1, 2026, amounted to KZT25,948.09 billion. As of this date, UAPF's pension assets held under trust management by the NBRK, formed through compulsory pension contributions (CPCs), compulsory occupational pension contributions (COPCs), and voluntary pension contributions (VPCs), amounted to approximately KZT25,103.96 billion[1]. The volume of pension assets formed through employer’s compulsory pension contributions (ECPCs) held in trust by the National Bank of the Republic of Kazakhstan is 755.58 billion tenge.Pension assets under IPM management amounted to over KZT88.55 billion. Investment portfolio of pension assets managed by the National Bank of the Republic of Kazakhstan The National Bank, as the trustee of the UAPF pension assets, pursues a balanced investment policy: investing in various types of financial instruments by currency, country, sector, and issuer.The main areas of investment of pension assets formed through CPC, COPC, and VPC, as of January 1, 2026, are as follows: government securities of the Ministry of Finance of the Republic of Kazakhstan - 43.51%, bonds of quasi-public companies - 9.45%, deposits of the National Bank of the Republic of Kazakhstan - 4.45%, bonds of second-tier banks of the Republic of Kazakhstan - 2.48%, government securities of foreign countries - 2.12%, shares and depositary receipts of issuers of the Republic of Kazakhstan - 1.93%, microfinance organizations - 1.24%.The investment portfolio, broken down by currencies in which financial instruments acquired through CPC, COPC, and VPC are denominated, as of January 1, 2026, is as follows: investments in national currency account for 59.04%, while investments in US dollars account for 40.96% of the pension asset portfolio.An analysis of the income structure shows that interest income on securities, including deposits and reverse repo transactions, amounted to KZT1,981.23 billion, income from assets under external management, including those adjusted for exchange rate revaluation, amounted to KZT451.35 billion, and other income amounted to KZT6.14 billion. The market revaluation of securities and foreign currency, excluding assets under external management, was negative.As a result of investment activities, as well as due to the volatility of foreign exchange rates and changes in the market value of financial instruments, the amount of accrued investment income for 2025 amounted to KZT1.77 trillion, the return on UAPF pension assets distributed to the accounts of contributors (beneficiaries) for 2025 amounted to 7.43%.. The ECPC's investment portfolio as of January 1, 2026, is as follows: government securities of the Ministry of Finance of the Republic of Kazakhstan – 89.96%, deposits of the National Bank of the Republic of Kazakhstan – 7.26%, repo transactions – 2.77%, and cash in investment accounts – 0.01%.The ECPC's investment portfolio includes only financial instruments denominated in the national currency. Interest income on securities, including deposits and reverse repo transactions, amounted to KZT67.47 billion. The market revaluation of securities was negative.The accrued investment income for the ECPC for 2025 amounted to KZT45.35 billion, with a return of 5.11% for the period.As a reminder, pension savings are long-term investments. Therefore, it is advisable to analyze investment income over a period of at least one year. In certain periods, a decrease in returns may be observed due to foreign exchange rate volatility, changes in the market value of financial instruments, and the impact of inflation. Diversifying an investment portfolio, whereby income from some instruments offsets temporary losses from others, ensures the safety and sustainable return of pension savings over the long term. As a reminder, starting July 1, 2023, contributors may transfer up to 50% of their pension savings through compulsory pension contributions (CPCs) and compulsory occupational pension contributions (COPCs), regardless of the minimum adequacy threshold, to an investment portfolio manager (IPM), choosing such a company independently. Contributors with voluntary pension savings may transfer 100% of them to an IPM. UAPF was founded on August 22, 2013 on the basis of GNPF APF JSC. The founder and shareholder of the UAPF is the Government of the Republic of Kazakhstan represented by the State Institution Committee of State Property and Privatization of the Ministry of Finance of the Republic of Kazakhstan. Trust management of UAPF pension assets is carried out by the National Bank of the Republic of Kazakhstan. In accordance with the pension legislation, the UAPF attracts compulsory pension contributions, employer’s compulsory pension contributions, compulsory occupational pension contributions, voluntary pension contributions, as well as carries out enrollment and accounting of voluntary pension contributions formed at the expense of the unclaimed amount of guaranteed compensation for the guaranteed deposit, transferred by the organization carrying out mandatory guarantee of deposits, in accordance with the Law of the Republic of Kazakhstan "On mandatory guarantee of deposits placed in second-tier banks of the Republic of Kazakhstan", ensures the implementation of pension benefits. Results of the First Month of the "People’s Accountant’ Campaign” 03.02.2026
The Ministry of Finance of the Republic of Kazakhstan, together with Professional Accounting Organizations, is implementing the nationwide campaign “People’s Accountant” starting January 5, 2026. The campaign is aimed at supporting entrepreneurs and improving the quality of accounting and tax reporting.The campaign will run until June 30, 2026. Its main format is free offline consultations at the offices of the State Revenue Departments in regional centers, as well as in the cities of Astana, Almaty, and Shymkent.In January–February, consultations are held three times a week (Monday, Wednesday, Friday) from 10:00 to 13:00. Starting from March 2026, they will be held twice a week. The schedule and addresses are published on the official websites and social media pages of the Committee of State Revenues (KGR), Regional State Revenue Departments (DGR), and Local State Revenue Departments (UGD). The Unified Accumulative Pension Fund (UAPF) provides a variety of services to Kazakhstanis digitally and continues to develop them, adapting to client needs. The 24/7 availability of the Fund's services on its website and mobile app is a key factor in increasing depositor interest. From January 1, 2025, to December 31, 2025, the Fund provided 43.3 million services to the population. Of these, 27.2 million were provided electronically, and 14.7 million were automated. Thus, the share of automated, electronic, and remote services amounted to 97.9% of the total. A total of 928,700 services were provided in person, including 904,500 directly at the Fund's offices.As a reminder, all pension accounts are opened with the UAPF automatically upon receipt of the first contribution. Targeted requirements are also automatically accrued for citizens of the Republic of Kazakhstan under the age of 18, and targeted savings accounts (TSAs) are opened to record and pay out targeted savings to adult recipients of targeted savings under the National Fund for Children program. During the reporting period, the total number of automatically opened individual pension savings accounts (IPSAs) for all types of individual pension contributions, as well as notional pension savings accounts (NPSAs) for recording employer’s compulsory pension contributions (ECPCs) transferred by employers from their own funds, and targeted savings accounts (TSAs opened to record and pay out targeted savings to recipients of targeted savings under the National Fund for Children program) amounted to 1.5 million.Receiving statements from IPSA, NPSA, and TSA remains the most popular service. Since the beginning of the year, 29.3 million statements have been issued for all account types, 24.9 million of which were issued electronically and 3.7 million automatically. UAPF reminds that receiving account information through your personal account is the most convenient, reliable, and efficient way to monitor your pension savings. The service operates online 24/7, allowing you to receive up-to-date information at any time and from anywhere. Account information is available not only through the UAPF mobile app and personal account on the UAPF website, but also through the egov.kz portal or the e-government mobile app. This provides additional convenience for users who prefer to interact with government services through a unified platform. UAPF notes that, starting in 2025, the annual automatic mailing of statements will no longer be provided. However, receiving information on the status of pension savings by mail is still possible by submitting a request to the UAPF address.In addition to receiving statements in their personal account on the website and in the mobile app, contributors (beneficiaries) can use services such as making changes and additions to their details, obtaining a certificate of account availability, submitting an application for pension benefits due to the establishment of a Group 1 or 2 disability for life or upon reaching the age of 50 through voluntary pension contributions, tracking the status of a payment application, transferring a portion of pension savings to an investment portfolio manager (IPM), projecting a future pension using a pension calculator, etc. Over the past year, 85,700 contributor applications for the transfer of a portion of their pension savings to IPM trust management were accepted, 82,900 of which were in electronic format.A total of 132,900 applications for account details changes for 2025 were received, 124,300 of which were submitted at the Fund's offices.When seeking services from UAPF specialists, contributors typically receive additional consultations and advice on savings management. As part of outreach efforts, 51,300 road shows were held, attended by 1.0 million people. 43,000 materials were published in the media based on UAPF announcements.The number of contributor and beneficiary inquiries received through feedback channels (call center, website consultations, instant messaging, social media, and other communication channels) amounted to 524,000.As a reminder, any company can request a presentation and consultation on the funded pension system at its office by contacting the Fund through its website or mobile app.UAPF consulting services are available via messaging apps (chatbot on WhatsApp and Viber at +7 771 171 72 01), on the corporate website enpf.kz, and on the UAPF's official social media pages: Instagram, Facebook, VKontakte, Telegram, and Odnoklassniki. The draft new Constitution provides for the creation of the People's Council, a high consultative body representing the interests of the people of Kazakhstan. The members of the Public Council supported the proposal of the Department of Physical Culture, Sports and Tourism to approve a zero rate of tourist contribution for foreigners in 2026 in order to attract domestic and foreign tourists.The Rules for ensuring the repayment of funds to the owners of apartments and non-residential premises related to the repair and replacement of elevators, as well as major repairs of apartment buildings, were also approved. It was noted that previously there were no such rules, which made it impossible to provide citizens with appropriate support. The adoption of these rules creates an opportunity to receive assistance from the budget.In addition, issues of public interest were considered. In particular, the situation related to the possible termination of gas refueling in gas distribution units was discussed. It is noted that the main reasons for the termination of contracts are the low tariff and the unsatisfactory technical condition of the equipment. In this regard, it is proposed to send an appeal to the akimat of Ust-Kamenogorsk with a request to consider the issue of establishing a new tariff. The Akimat of the city, together with the authorized bodies, is working on possible ways to solve the problem of gas supply, including pricing issues and the technical condition of the equipment. It was noted that there are 81 gas tanks in the city, all of which are in need of major repairs. The Public Council recommended that the Department of Housing and Communal Services, Passenger Transport and Highways comprehensively study this issue, carry out the necessary calculations of repair costs, and also work out possible alternatives, including switching houses to electric stoves. Among other things, it was instructed to determine the cost of equipping one house with electric stoves, the required amount of replacement of cable lines, the estimated burden on residents per apartment, the number of affected apartments, the cost of equipment, as well as the number of citizens belonging to socially vulnerable segments of the population. It is also recommended to prepare a consolidated analytical note with the involvement of other structural divisions of the akimat and send an appropriate appeal to the mayor of the city in order to prevent social tension.The issue of implementing the recommendations of the Public Council on cleaning streets and sidewalks of the city in winter was also considered. Due to the incomplete implementation of these recommendations earlier, the issue was reviewed again. There has been an increase in the number of organizations involved in the winter maintenance of the city. In the winter period of 2025-2026, 182 units of equipment were involved, including equipment from the Taza Oskemen Nuclear Power Plant and subcontractors. At the same time, attention was drawn to continuing problems, including insufficient awareness of the public about the conditions of tenders and the unsatisfactory condition of sidewalk cleaning in the areas of Ablaketka and the Left Bank.Reports from representatives of relevant organizations were heard on all the issues considered. Заместитель Премьер-министра – министр национальной экономики Серик Жумангарин провел встречу с постоянным заместителем Премьер-министра Социалистической Республики Вьетнам Нгуеном Хоа Бинем.В ходе переговоров отмечено, что за более чем 30 лет между Казахстаном и Вьетнамом последовательно развивается политический диалог и укрепляется межправительственное и межпарламентское взаимодействие. По словам Серика Жумангарина, лидерами двух стран задан четкий вектор на дальнейшее углубление сотрудничества, прежде всего в сферах торговли, инвестиций, транспорта и логистики, АПК и информационных технологий. Казахстан нацелен на двукратное увеличение взаимного товарооборота к 2026 году и готов направить в середине текущего года торгово-экономическую миссию во Вьетнам.Отмечено, что Казахстан впервые за восемь лет экспортировал во Вьетнам более 15 тыс. тонн пшеницы. В 2025 году были запущены первые прямые комбинированные поставки казахстанского зерна с использованием мультимодальной логистики без перегрузки контейнеров, что позволило сократить сроки и затраты на доставку. Этот опыт рассматривается как важный шаг в позиционировании Казахстана в качестве надежного поставщика продовольствия в страны Юго-Восточной Азии.Экспортный потенциал также может быть расширен за счет муки, мясной и молочной продукции, а также масличных культур. В этой связи казахстанская сторона предложила активизировать согласование Соглашения о сотрудничестве в области ветеринарии и подписать его в рамках второго заседания подкомитета по сельскому хозяйству.В транспортно-логистической сфере вьетнамским партнерам предложено шире использовать инфраструктуру Транскаспийского международного транспортного маршрута («Средний коридор»), который позволяет сократить сроки доставки грузов в 3-4 раза по сравнению с южным морским маршрутом. Казахстан выразил готовность создавать оптимальные логистические условия и развивать совместные проекты, в том числе в легкой промышленности и автомобилестроении.Также отмечено, что в 2026 году планируется запуск регулярных рейсов VietJet Air по маршруту Ханой – Алматы – Прага. В этой связи предложено рассмотреть возможность открытия прямого авиасообщения между Астаной и Ханоем, а также восстановления рейса Алматы – Хошимин.Инвестиционное сотрудничество между двумя странами получает новое развитие.
