On 19–20 January 2026, a regular meeting of experts on the mutual recognition of Authorized Economic Operator (AEO) programs of the Republic of Kazakhstan and the Republic of Türkiye was held in Astana.The work on concluding an Agreement on the mutual recognition of Authorized Economic Operator programs between the Republic of Kazakhstan and the Republic of Türkiye is being carried out in accordance with the Action Plan between the State Revenue Committee of the Ministry of Finance of the Republic of Kazakhstan and the Ministry of Trade of the Republic of Türkiye on issues of mutual recognition of Authorized Economic Operator programs, signed by the heads of the customs authorities of the two countries.In accordance with the Action Plan, the measures предусмотренные at the first and second stages have been completed. UAPF announces the planned termination of the pension asset trust management agreement with Halyk Global Markets JSC 27.01.2026
Unified Accumulative Pension Fund JSC (hereinafter referred to as UAPF, the Fund) informs that it received on December 30, 2025, a notification from the investment portfolio manager of Halyk Global Markets JSC (a subsidiary of JSC Halyk Bank of Kazakhstan) (hereinafter referred to as IPM) on the planned termination of the Agreement on trust management of pension assets concluded between UAPF and IPM No. 17/6/18-02-21/P dated February 18, 2021 (hereinafter referred to as the Agreement), at the initiative of IPM.The notice was sent in accordance with legal requirements, according to which the Agreement may be terminated at the initiative of IPM after at least one full calendar year from the date of its conclusion. A full calendar year in this case means the period from January 1 to December 31, 2026, inclusive.[1].In the event of termination of the Agreement on its own initiative, the IPM shall notify the authorized body, the UAPF, and the custodian responsible for the accounting and custody of pension assets of the termination of the Agreement no later than one calendar year prior to the planned termination date and shall simultaneously post a corresponding announcement on its corporate website. In the presence of such notification, the UAPF will not accept new applications from contributors to transfer pension assets to the IPM's management.[2].IPM returns the pension assets held under trust management in full, in the form of cash, to the National Bank of the Republic of Kazakhstan (hereinafter referred to as the NBRK). IPM will fully reimburse any negative difference, if any, between the nominal return on pension assets received by IPM and the minimum value of pension assets that existed as of January 1 of the year following the full calendar year in which IPM managed the pension assets, i.e., in this case, as of January 1, 2027.[3].Within 5 working days after the date of reimbursement of the negative difference, if any, the individual entrepreneur returns the pension assets to the UAPF custodial account in the National Bank of the Republic of Kazakhstan on the basis of the pension assets acceptance certificate.[4].Thus, the current procedure guarantees the safety of contributors' pension savings, ensures their return to the management of the National Bank of the Republic of Kazakhstan, and eliminates any financial risks for pension system participants. All pension savings previously transferred to the IPM continue to be managed by Halyk Global Markets JSC under the current terms until they are transferred to the management of the National Bank of the Republic of Kazakhstan. The IPM is obligated to fully fulfill its obligations under the Agreement until its termination, including compliance with the approved investment strategy, asset safety, and reporting requirements.At the same time, we inform you that contributors have the right (no earlier than one year from the date of transfer of pension savings to the trust management of the IPM) to transfer pension savings to the trust management of the NBRK or another IPM, the criterion for the formation of the investment portfolio of which corresponds to the age of the contributor. UAPF was founded on August 22, 2013 on the basis of GNPF APF JSC.   How have pension benefit payments from the UAPF changed in 2026? The amount of pension benefits from the UAPF to pensioners who retired early, before 2026, increased by 5% effective January 1.As a reminder, benefits from the UAPF are paid in accordance with the Methodology for Calculating Pension Benefits, approved by the Decree of the Government of the Republic of Kazakhstan dated June 30, 2023. According to this method, payments to citizens retiring are calculated as follows: in the first year of receiving benefits, the amount of pension savings is multiplied by the pension savings payment rate of 6.5% and divided by 12. In subsequent years, the monthly pension benefit is increased by the pension payment indexation rate of 5%. Moreover, the monthly pension benefit from the UAPF is made in an amount of at least 70% of the subsistence minimum (hereinafter referred to as the SM), established for the corresponding financial year by the law on the republican budget (in 2025, the SM is 50,851 tenge).For beneficiaries of certain categories: individuals with permanent disability groups 1 or 2, as well as those who worked in hazardous and dangerous industries, whose savings were formed through compulsory occupational pension contributions for at least sixty months, the Methodology provides for adjustment factors that increase the monthly pension benefit amount. For individuals who meet more than one of the above conditions, the adjustment factor with the highest value is applied.Pension benefits from the UAPF are paid until the pension savings in the individual pension savings account are depleted. What is the employer’s compulsory pension contribution rate in 2026?Effective January 1, 2026, the employer's compulsory pension contribution rate (ECPC) increased to 3.5% of employee income (the ECPC rate increases annually in stages: 1.5% in 2024, 2.5% in 2025, 3.5% in 2026, 4.5% in 2027, and 5% in 2028).As a reminder, effective January 1, 2024, Kazakhstan's funded pension system was supplemented with a new component: employer's compulsory pension contributions (ECPC). According to the adopted amendments, each employer is required to transfer to the UAPF, in addition to the compulsory 10% contribution of employee income, additional contributions from their own funds for the benefit of their employees born after January 1, 1975.The amount from which the ECPC is calculated cannot be less than the minimum wage (MW) or exceed 50 times the MW established for the relevant year. Persons of retirement age, those with permanent disabilities of groups 1 and 2, military personnel, and persons born before January 1, 1975, are exempt from paying the ECPC.           What is a “special tax regime” (STR)? Effective January 1, 2026, in connection with the entry into force of the new Tax Code of the Republic of Kazakhstan and amendments to the Social Code of the Republic of Kazakhstan, updated special tax regimes (STRs) were introduced in Kazakhstan: STRs for the self-employed, STRs based on a simplified tax return, and STRs for peasant or farm households (PFHs). These regimes regulate not only the payment of taxes by self-employed citizens but also compulsory pension contributions.What is the purpose of the updated "special tax regimes" (STR)?The implementation of the STR for the self-employed, the STR based on a simplified tax return, and the STR for peasant farms aims to:expand coverage of the pension and social system through the active involvement of the self-employed and micro-businesses;simplify business operations for millions of Kazakhstani citizens;further digitalize tax administration through mobile apps and online platforms.These innovations will enable the accumulation of pension savings, ensure social security for working citizens, and create incentives for them to come out of the shadow economy. 5) What types of “special tax regimes” have been introduced? STR for self-employed individuals, including those operating using internet platformsThe STR for the self-employed, which will be implemented starting in 2026, is intended for individuals (Kazakhstan citizens, qandas) who are not individual entrepreneurs (IEs) and do not employ employees. The STR for the self-employed applies to a limited list of activities approved by the Government of the Republic of Kazakhstan.The income limit for self-employed individuals applying the STR for a calendar month must not exceed 300 times the monthly calculation index (MCI) in effect as of January 1 of the relevant financial year (3,600 MCI per year).Self-employed individuals applying this STR independently pay mandatory pension contributions (CPC) and employer mandatory pension contributions (ECPC) on their income.The STR pension contribution rates for the self-employed are:CPC – 1% of income,ECPC – 1% of income.Self-employed individuals will apply this STR using a dedicated mobile app, based on their receipts and other information on income received from other sources. На совещании были рассмотрены ход отопительного сезона, ежедневные вопросы, планы внедрения цифровых данных и искусственного интеллекта в систему управления городом, а также вопросы формирования календаря туризма. Исполняющий обязанности руководителя управления энергетики и развития инфраструктуры Ерасыл Серик доложил, что с начала отопительного сезона зарегистрировано 91 аварийная ситуация. Все неисправности оперативно устранены, жалоб от жителей не поступало. Несмотря на временные ограничения на поставки газа в январе, работа 3-го энергоцентра и коммунальных служб продолжается в постоянном режиме. Ограничений по теплоснабжению населения нет. Кроме того, в этом году в городе планируется отремонтировать более 75 км тепловых сетей, реконструировать котельные и насосные станции, объекты теплоснабжения. Кроме того, продолжается работа по цифровизации ГКП» Энергоцентр-3", в том числе внедрение электронного документооборота и автоматизация производственных процессов. Руководитель управления цифровизации Мухит Кемелов сообщил, что в Шымкенте активно развивается цифровая экосистема, реализуются различные цифровые проекты. В городе реализуются крупные образовательные инициативы в рамках «Shymkent Hub«, а также планируется запуск лаборатории искусственного интеллекта» AI LAB " совместно с Freedom Telecom. Кроме того, в рамках перехода на единую платформу» QAZTECH " ведется учет информационных систем города, организована разъяснительная работа в государственных органах и квазигосударственном секторе. Также был проведен мониторинг проектов "Smart Shymkent".
