Geneva, 17-18 September 2025 – The annual WTO Public Forum took place in Geneva, serving as a central platform for discussing the future of global trade. This year’s discussions focused on pressing topics such as digitalization, sustainable development, inclusiveness, the participation of developing countries in the global economy, and the role of the WTO amid the transformation of global supply chains.As part of the forum, a panel session titled “Uzbekistan’s Accession to the WTO: Economic Value and Regional Perspective” was held. One of the keynote speakers was Ambassador Kairat Torebayev, Permanent Representative of the Republic of Kazakhstan to the WTO.In his remarks, the Permanent Representative emphasized that Uzbekistan’s accession to the WTO would be a historic milestone not only for the country itself but for the entire Central Asian region. He underlined that Kazakhstan’s experience clearly demonstrates the long-term benefits of WTO membership, noting that since Kazakhstan joined the WTO in 2015, its foreign trade turnover grew from USD 76 billion to 134 billion, exports rose from USD 45 billion to 77 billion, and foreign direct investment more than tripled.Permanent Representative Torebayev also recalled that 98% of Kazakhstan’s trade is conducted under WTO rules, providing predictability, most-favored-nation treatment, and access to international dispute settlement mechanisms. He highlighted Kazakhstan’s successful implementation of the Trade Facilitation Agreement (TFA), which led to a reduction in export procedure clearance times from two days to just 20 minutes.Speaking on regional integration, the Permanent Representative noted that developing the Middle Corridor is key to strengthening trade connectivity in Central Asia. Store management attributed the situation to a lack of knowledge of legal regulations and a shortage of staff.According to Part 4 of Article 193 of the Code of the Republic of Kazakhstan "On Administrative Offenses" (hereinafter referred to as the Code of Administrative Offenses), the sale of goods in the Republic of Kazakhstan, marked with a price tag and displayed in internal and/or external storefronts without indicating a price in tenge, or the indication of a price in a currency other than tenge during sale, shall entail a fine of six monthly calculation indices for small businesses, ten monthly calculation indices for medium-sized businesses, and thirty monthly calculation indices for large businesses.In accordance with Part 5 of Article 193 of the Code of Administrative Offenses, the action specified in Part 4 of this article, if repeated within one year of the imposition of an administrative penalty, shall entail a fine of sixty-five monthly calculation indices for small businesses, one hundred twenty monthly calculation indices for medium-sized businesses, and two hundred monthly calculation indices for large businesses.Following an unscheduled inspection, a repeat offense was identified. A report on the administrative offense was drawn up for violating the legislation of the Republic of Kazakhstan on the regulation of trade activities, imposing an administrative penalty in the form of a fine of 200 MCI under Part 5 of Article 193 of the Code of the Republic of Kazakhstan "On Administrative Offenses." As part of a large-scale information campaign to explain the new Tax Code, employees of the Department of State Revenue in Zhetisu region held an on-site seminar for entrepreneurs and residents of Aksu district.The new Tax Code, which will come into force on January 1, 2026, is designed to fundamentally change the tax system of the country. An engaging health education lesson titled “The effects of fast food on a growing body. Preventing non-communicable diseases” was held at Örken East Kazakhstan Regional Scientific and Methodological Center for Informatization and Education Development of Education Administration of East Kazakhstan region. The lesson was delivered in an interview format by an expert from Shygys Preventive Medicine Center Zhanar A. Mukhtarova. The lesson aimed to promote awareness about non-communicable diseases prevention and targeted at students from grades 5 to 11.Zhanar A. Mukhtarova began the discussion by introducing the concept of fast food. It originates from the English word “fast”, denoting food that is prepared and served quickly using standardized methods. She traced the roots of fast food back to Ancient Rome, where flatbreads with meat and vegetables served as quick meals. However, modern fast food originated in the United States at the beginning of the 20th century, when Americans began using a conveyor approach to cooking. In 1948, the McDonald brothers developed the first drive-in service, launching the global popularity of chains such as McDonald’s and Burger King.The expert outlined several reasons for the popularity of fast food:Speed: In today’s fast-paced society, people often need to have a quick snack.Affordable price: Fast food is budget-friendly, especially for students and low-income families.Convenient locations: kiosks (outlets) and fast food restaurants are easily accessible - from bus stops to shopping malls.Taste: Flavor enhancers and spices make the dishes especially appealing.Advertising: Eye-catching signs, promotions, and integration into cartoons attract young consumers.Hamburgers, French fries, hot dogs, pizza, doner kebabs, burritos and even carbonated drinks were mentioned among the popular types of fast food.Zhanar A. Mukhtarova thoroughly discussed both the advantages and disadvantages of fast food. The advantages include cooking speed, accessibility, and variety. However, the disadvantages raise serious health concerns, especially for a growing organism:High caloric content: one burger can contain around 600-700 kcal, and with French fries and soda - up to 1,500 kcal per meal. Regular consumption can lead to excessive weight gain and obesity.Low nutritional value: Fast food is low in vitamins, minerals, and fiber, while high in salt, trans fats, and preservatives.Disease risks: Overconsumption of fast food increases cholesterol levels, stresses the heart and liver, and can also lead to the development of diabetes and other non-communicable diseases.The expert also shared interesting global insights: in Japan and Korea, fast food is adapted to local traditions using rice and seafood, and in France, McDonald’s serves baguettes and coffee. French fries remain the most popular food in the world.To reduce the health risks associated with fast food, Zhanar A. Mukhtarova recommended including healthy ingredients into meals, such as salads or vegetables (for example, replacing French fries with carrots). She stressed that fast food can be consumed occasionally, but daily nutrition should be based on healthy foods like whole grains, eggs, water, natural juices, and stewed fruits.The lesson was a real discovery for the students, who not only learned about the history and popularity of fast food, but also about its impact on health. Prohibitions and restrictions within the EEUDue to the numerous questions from taxpayers regarding the existing prohibitions on the import and export of goods from Kazakhstan to the EEU countries, we will focus on this topic. The State Corporation "Government for Citizens" regularly conducts training events aimed at improving public service delivery processes and implementing modern practices.Since the beginning of 2025, the State Corporation has been implementing a series of training events that provide government employees with the opportunity to develop professional skills and deliver high-quality, transparent, and citizen-focused public services.It is worth noting that during this period, 43 training events with the participation of government representatives were held at the State Corporation's front offices. Results of the EU-UN Joint Programme Supporting Children Returned from Conflict Zones was Reviewed in Turkestan 14.10.2025
Turkestan, 19 September 2025 – Turkestan hosted the final meeting of the Coordinating Working Group for phase two of the European Union (EU) and United Nations (UN) Joint Programme to support the states of Central Asia in reintegrating citizens who have returned from conflict zones. The meeting brought together representatives of the Ministry of Foreign Affairs of the Republic of Kazakhstan, relevant government bodies, the United Nations Children’s Fund (UNICEF), the EU Delegation to Kazakhstan, international organizations, and regional akimats (regional administrations). The participants approved priorities for further cooperation and for integrating successful practices into national child-protection policies and programmes.Speaking at the meeting, Ambassador-at-Large of the Ministry of Foreign Affairs of Kazakhstan, Stanislav Vassilenko, noted that the successful completion of the second phase confirmed the effectiveness of Kazakhstan’s partnership with UNICEF and the European Union. He emphasized the steady strengthening of the national child-rights protection system and Kazakhstan’s readiness to expand the exchange of best practices domestically and with international partners. The Ambassador recalled that Kazakhstan had returned more than 700 citizens, including 526 children, from conflict zones and provided them with comprehensive support for sustainable reintegration. Today, progress is clearly visible in the children’s own achievements: in Almaty Region, a teenager won 3rd place in the “Akbota” intellectual marathon; in Zhetysu Region, a school student took 1st place in the international “Pony” competition; and in Karaganda Region, a student won 2nd place at the international English Olympiad “English Vocabulary.” These stories attest to the effectiveness of inter-agency support and rehabilitation.Deputy Head of the EU Delegation to Kazakhstan, Aaro Ylitalo, underlined that cooperation with UNICEF and the Government of Kazakhstan is aimed at creating a safe and enabling environment for children who have experienced trauma. The unified framework for monitoring the availability and quality of services for child returnees and their families has been updated and is being rolled out; data are collected through ethically safe tools with access for the competent authority. This enables evidence-based decision-making.Minimum Package of Services (MPS) of the child-protection system. A foundation for national standardization has been established: mandatory services at the local level, delineation of agency roles, unified quality standards, inter-agency protocols, and referral pathways. A system-maturity assessment indicates movement toward integration and stronger coordination.Workforce development and scaling of practices. In 20 regions, a pool of trainers on the trauma-informed approach has been formed; specialists of the Centers for Psychological Support (CPS) and Centers for Parental Pedagogical Support (CPPS) have been trained; supervisions and online consultations have been conducted; the capacities of guardianship and trusteeship bodies have been strengthened (over 500 staff trained). The case-management approach has been adopted at the national level for CPS.Innovative approaches to reintegration. In partnership with JSC “National Center for Professional Development ‘Orleu’” (NCPD “Orleu”), the “Stories Between Generations” method is being implemented: 10 master-trainers have been prepared, cascade webinars have been held for 250 teachers, and educational materials and monitoring tools for work with children have been developed.During the practical segment of the meeting, participants visited the Center for Psychological Support and the Family Support Center in Turkestan city, where they reviewed case management, violence-prevention efforts, and family accompaniment at the local level. The new Tax Code of the Republic of Kazakhstan cancels the withholding of individual income tax from pension payments from the UAPF for residents of the Republic of Kazakhstan Current questions about the UAPF 14.10.2025
1. What portion of a pension is currently taxed in Kazakhstan and what portion is not?In Kazakhstan, pension benefits from the state budget are tax-exempt, while benefits from the Unified Accumulative Pension Fund (UAPF) are taxable. According to the current Tax Code, pension benefits from the UAPF are considered income subject to individual income tax (IIT) at a rate of 10% at source. This means that pension contributions are transferred to individual pension savings accounts before tax. IIT is withheld upon payment. IIT is withheld collectively from all types of pension benefits, including compulsory pension contributions (CPC), compulsory occupational pension contributions (COPC), and voluntary pension contributions (VPC). Adjustments and tax deductions are also taken into account.However, this situation will only last until the end of 2025. As a reminder, the new Tax Code will come into effect on January 1, 2026, and, according to it, IIT will not be withheld from pension benefit payments from the UAPF. 2. What changes have been made to the new Tax Code of the Republic of Kazakhstan regarding individual income tax (IIT) on pension benefits? According to the new Tax Code of the Republic of Kazakhstan, from 01.01.2026, individual income tax (IIT) will not be withheld from all types of pension payments, as well as from lump-sum pension benefit payments (LSPBP) for housing and/or medical treatment, except for cases when the recipient is not a resident of the Republic of Kazakhstan. The changes also include the cancellation from January 1, 2026 of accrued obligations to pay IIT from LSPBP for housing/treatment, deferred until pension payments are received according to the schedule.3. Will the IIT withheld before January 1, 2026 be refunded? The provisions of the new Tax Code do not provide for the return of previously withheld IIT.Let us clarify that according to the current Tax Code, when using lump-sum pension benefit payments for housing/treatment, IIT is withheld. At the same time, there are two ways to withhold it at the recipient's choice: immediately upon receipt of the LSPBP or with a deferment until retirement. In connection with the introduction of the new Tax Code from 01.01.2026, if the contributor pays IIT earlier, it will not be returned, and the obligations for the deferred IIT will be written off.Let us note that until December 31, 2025 inclusive, the calculation, withholding and payment of IIT from pension payments and EPO from UAPF will be carried out in the current mode4. If the beneficiary has reached retirement age and is paying IIT, will the IIT deduction continue from 1 January 2026?The provisions of the new Tax Code provide for the exemption from January 1, 2026, of income in the form of pension payments, lump sum pension benefit payments from UAPF from individual income tax, with the exception of pension benefit payments from UAPF made to non-residents of the Republic of Kazakhstan. 5. How will the rules on tax deductions for voluntary pension contributions change?The changes include the abolition of tax deductions on voluntary pension contributions made in one's own favor from January 1, 2026. However, like other types of payments from the UAPF, pension benefits from the VPC will be exempt from IIT.At the same time, the rule will remain that voluntary pension contributions transferred by a tax agent to the UAPF in favor of an employee are not an individual's income (and therefore are not subject to IIT), and for the employer, such expenses are deductible when calculating corporate income tax. That is, in this case, both the employee and the employer receive tax benefits.UAPF was founded on August 22, 2013 on the basis of GNPF APF JSC. The founder and shareholder of the UAPF is the Government of the Republic of Kazakhstan represented by the State Institution Committee of State Property and Privatization of the Ministry of Finance of the Republic of Kazakhstan. Trust management of UAPF pension assets is carried out by the National Bank of the Republic of Kazakhstan. In accordance with the pension legislation, the UAPF attracts compulsory pension contributions, employer’s compulsory pension contributions, compulsory occupational pension contributions, voluntary pension contributions, as well as carries out enrollment and accounting of voluntary pension contributions formed at the expense of the unclaimed amount of guaranteed compensation for the guaranteed deposit, transferred by the organization carrying out mandatory guarantee of deposits, in accordance with the Law of the Republic of Kazakhstan "On mandatory guarantee of deposits placed in second-tier banks of the Republic of Kazakhstan", ensures the implementation of pension benefits.
