Minister of Foreign Affairs of the Republic of Kazakhstan Yermek Kosherbayev held talks with Minister of Foreign Affairs of the State of Israel Gideon Sa’ar, who arrived in Astana on an official visit.During the meeting, the sides discussed the current state and prospects for the development of political dialogue, trade, economic and investment ties, cooperation in the field of tourism, as well as the exchange of experience in science, education and healthcare. He also noted that Kazakhstan ranks among global leaders in digital technologies according to the UN Online Services Index and the World Bank GovTech Maturity Index, and invited Israeli companies to engage in active cooperation.In turn, the Israeli Foreign Minister confirmed readiness to expand cooperation across the full spectrum of areas of mutual interest, emphasizing the importance of strengthening bilateral economic and cultural-humanitarian ties.Following the 12th round of political consultations, Memoranda of Cooperation on diplomatic training and public diplomacy were signed, as well as a Memorandum of Intent to conclude an Agreement between the Government of the Republic of Kazakhstan and the Government of the State of Israel on visa exemption for holders of national passports in order to promote tourism exchanges.As part of the visit, a business forum involving business circles of both countries was also organized, during which meetings were held in B2B and B2G formats. Prospects for the implementation of joint projects in priority areas such as high-tech agriculture, water resource management and digital technologies were discussed.Diplomatic relations between Kazakhstan and Israel were established on 10 April 1992. In August 1992, the Embassy of Israel was opened in Kazakhstan. In May 1996, the Embassy of the Republic of Kazakhstan was opened in the State of Israel.Trade turnover between Kazakhstan and Israel for January–November 2025 amounted to 162.4 million US dollars (exports – 92.1 million US dollars, imports – 70.3 million US dollars).This is the first visit of G. The State Corporation “Government for Citizens” informs about the launch of a pilot project for providing the public service “State Registration of Rights (Encumbrances) to Real Estate” in an online format. The project is being implemented jointly with JSC “Kazakhstan Housing Company” as part of the reengineering of the process for providing rental housing with a right of purchase.The project provides for online submission of applications and the conclusion of electronic contracts for rental housing with a right of purchase through the portal of JSC “Kazakhstan Housing Company”. All documents required for the state registration of rights and encumbrances are sent to the system “Unified State Real Estate Cadastre”.Within the framework of the project, the process of оформing rental housing with a right of purchase is carried out sequentially: from submission of documents and registration of the lease, removal of encumbrances (after full payment of the redemption value), to registration of ownership rights in the name of an individual.The pilot project is aimed at automating and simplifying the provision of public services in the real estate sector. The project is intended for citizens registered on the waiting list for state housing, including socially vulnerable groups of the population, public sector employees, and workers of city-forming enterprises. On the extension of the pilot project "Salyq cashback" to pay rewards on fiscal checks of cash registers 27.01.2026
The State Revenue Committee informs about the extension of the pilot project "Salyq cashback" from January 1, 2026. The project is aimed at paying remuneration for fiscal checks of cash registers issued by micro and small businesses.  From January 26, 2026, the city of Aktobe (Aktobe region) will join the project.     In 2025, the Salyq cashback project showed positive results: the number of scanned checks increased by 26%, and their total amount increased by 32% compared to the previous year. The project was implemented in 48 districts of 12 regions: East Kazakhstan, Kostanay, Akmola, Karaganda, Mangistau, Zhambyl, Turkestan, Almaty, West Kazakhstan, North Kazakhstan, as well as in the regions of Zhetisu and Ұ Lytau.      For reference: in 2025, 573,937 checks were scanned for a total of 7.6 billion tenge. The amount of accrued cashback amounted to 152 million tenge.      Anyone can take part in the Salyq cashback project. On Amendments Related to Electronic Invoices 27.01.2026
Within the framework of the Tax Code of the Republic of Kazakhstan, the following key amendments related to electronic invoices shall enter into force as of 1 January 2026:Mandatory confirmation by the recipient of amended, additional, and cancelled electronic invoices (EI):       Amended, additional, and cancelled electronic invoices are subject to mandatory confirmation by the recipient - a VAT payer - in the Electronic Invoice Information System (EI IS). An amended or additional EI shall be deemed issued, and a cancelled EI shall be deemed cancelled, only upon confirmation by the recipient of such electronic invoices.       For recipients who are not VAT payers, automatic confirmation is provided upon expiration of the prescribed period in the absence of any response.Expansion of the range of entities obliged to issue electronic invoices, including:      VAT payers:      In accordance with the provisions of the Tax Code of the Republic of Kazakhstan, when acquiring works and services from a non-resident, if the place of supply is recognized as the territory of the Republic of Kazakhstan, the taxpayer is obliged to issue an electronic invoice on behalf of the non-resident.      Non-VAT payers:      a taxpayer applying a special tax regime based on a simplified declaration;      a taxpayer - in respect of medical services, the sale of medicines, medical devices, components of medical devices, as well as technical assistive (compensatory) devices, in accordance with the legislation of the Republic of Kazakhstan on social protection;    a law office - in respect of legal assistance rendered by an advocate who established a law office independently or jointly with other advocates, under contracts concluded by such law office.     At the same time, it is noted that the Tax Code of the Republic of Kazakhstan has abolished the requirement to issue an electronic invoice for a civil law transaction whose value exceeds 1,000 times the monthly calculation index (MCI).Biometric identification:     – upon registration of a participant in the EI IS;     – upon certification of an electronic invoice - in cases where a taxpayer risk is identified based on the risk management system in accordance with Article 93 of the Tax Code of the Republic of Kazakhstan.       The total number of biometric identifications is limited to three (3) successful confirmations, after which the taxpayer is granted the ability to further issue electronic invoices without undergoing biometric identification.Indication of a goods code in accordance with the National Catalogue in cases provided for by the Law of the Republic of Kazakhstan «On Regulation of Trading Activities».Attribution of the VAT amount to offset:      Where the VAT amount is recognized as eligible for offset, a corresponding mark is made in the EI IS prior to the submission of the VAT declaration, indicating the tax period to which the date of receipt of goods, works, or services relates.Separate indication of remuneration amounts by commission agents and freight forwarders:        When issuing an invoice by a commission agent under a contract meeting the conditions of a commission agreement, as well as under a freight forwarding agreement, the remuneration amount shall be indicated as a separate line item in the invoice.In Section B «Supplier Details», Field 9 «Date of VAT Registration» has been added. Source : https://www.gov.kz/memleket/entities/kgd-akmola/press/news/details/1150149?lang=kk

On January 23, 2026, the first meeting of the Interdepartmental Commission on Technical Regulation and Metrology this year was held under the chairmanship of A.A. Shakkaliyev, Minister of Trade and Integration of the Republic of Kazakhstan.During the meeting, the results of work for 2025 and key areas for further improvement of the technical regulation system in the Republic of Kazakhstan, taking into account integration processes within the Eurasian Economic Union, were reviewed.It was noted that technical regulation measures are a key tool for protecting the domestic market from unsafe and "gray" imports, as well as for creating equal and transparent conditions for domestic producers. In this regard, the Committee for Technical Regulation and Metrology, together with industry government agencies, is continuously working to adopt and update national technical regulations.For example, in 2025, national technical regulations for coal and high-voltage equipment were adopted, and a technical regulation for alcoholic beverages was put into effect.The updated technical regulations for coal and its processed products specify coal grades, detail conformity assessment procedures, and streamline requirements and indicators. For the first time, a technical regulation has been adopted on the safety of high-voltage equipment used in the generation, distribution, and transmission of electricity, including switchgear, transformers, electrical machines, and capacitors.The positive experience of implementing national technical regulations in the construction industry was particularly noted. The introduction of technical regulations for construction products, approved in 2023, ensured equalization of certification conditions between domestic and foreign manufacturers and eliminated discrimination against Kazakhstani companies.National standards (ST RK) adopted for the implementation of technical regulations serve as an effective tool for protecting state interests and expanding the country's export potential. For example, in the cement industry, the adoption of ST RK 3361-2022 has increased cement production to 14.4 million tons, and the production of granite curbs and paving slabs by 30%.Based on the accumulated positive experience, it is proposed to develop a similar development algorithm, creating a fully-fledged technical regulation ecosystem for national technical regulations for high-voltage equipment and coal.Overall, work on the adoption, implementation, and enforcement of technical regulations will continue on a systematic basis. Special attention was paid to standardization issues during the meeting. Over 4,000 current national standards are aimed at developing economic sectors. In 2025, 61 standards were approved as part of the National Standardization Plan, and 274 interstate standards were adopted as national standards. At the initiative of businesses, 23 ST RK were developed. The President said that it is necessary to protect citizens' personal data. – News about the publication of citizens' personal data in the information space often appears. In order to maximize the protection of personal data, this work must be carried out systematically, – said Kassym-Jomart Tokayev. The Head of State touched upon the issue of combating cybercrime. – Cybercrime is on the rise in the world. Every year, thousands of our citizens become its victims. Currently, only one fifth of fraudulent crimes on the Internet are solved. This is a very low figure. It is necessary to fundamentally reconsider the methods of combating cybercrime. To cope with the digital threat, law enforcement agencies must be one step ahead. We need to think ahead and find ways not to be left behind, - said the President. Kassym-Jomart Tokayev called the mass digitalization of migration processes a very urgent issue. – We need to massively digitize migration processes. This is a very urgent issue. We have been discussing it for a long time, and rightly so, with few positive results. A difficult situation is currently developing in the world. It would not be wrong to say that large-scale migration is taking place around the world. For foreigners who want to settle, Kazakhstan is a convenient country for both moving to other countries and settling down. UAPF announces the planned termination of the pension asset trust management agreement with Halyk Global Markets JSC 27.01.2026
Unified Accumulative Pension Fund JSC (hereinafter referred to as UAPF, the Fund) informs that it received on December 30, 2025, a notification from the investment portfolio manager of Halyk Global Markets JSC (a subsidiary of JSC Halyk Bank of Kazakhstan) (hereinafter referred to as IPM) on the planned termination of the Agreement on trust management of pension assets concluded between UAPF and IPM No. 17/6/18-02-21/P dated February 18, 2021 (hereinafter referred to as the Agreement), at the initiative of IPM.The notice was sent in accordance with legal requirements, according to which the Agreement may be terminated at the initiative of IPM after at least one full calendar year from the date of its conclusion. A full calendar year in this case means the period from January 1 to December 31, 2026, inclusive.[1].In the event of termination of the Agreement on its own initiative, the IPM shall notify the authorized body, the UAPF, and the custodian responsible for the accounting and custody of pension assets of the termination of the Agreement no later than one calendar year prior to the planned termination date and shall simultaneously post a corresponding announcement on its corporate website. In the presence of such notification, the UAPF will not accept new applications from contributors to transfer pension assets to the IPM's management.[2].IPM returns the pension assets held under trust management in full, in the form of cash, to the National Bank of the Republic of Kazakhstan (hereinafter referred to as the NBRK). IPM will fully reimburse any negative difference, if any, between the nominal return on pension assets received by IPM and the minimum value of pension assets that existed as of January 1 of the year following the full calendar year in which IPM managed the pension assets, i.e., in this case, as of January 1, 2027.[3].Within 5 working days after the date of reimbursement of the negative difference, if any, the individual entrepreneur returns the pension assets to the UAPF custodial account in the National Bank of the Republic of Kazakhstan on the basis of the pension assets acceptance certificate.[4].Thus, the current procedure guarantees the safety of contributors' pension savings, ensures their return to the management of the National Bank of the Republic of Kazakhstan, and eliminates any financial risks for pension system participants. All pension savings previously transferred to the IPM continue to be managed by Halyk Global Markets JSC under the current terms until they are transferred to the management of the National Bank of the Republic of Kazakhstan. A new digital service for voluntary property and liability insurance is now available in the eGov Mobile app. The project was implemented by National Information Technologies JSC in collaboration with Insurance Broker Tumar LLP and is aimed at expanding the range of digital services available to citizens.The new product enables users to arrange insurance protection for their residential property and liability to neighbours completely online. The service covers the most common household risks, including fire, explosion, and damage caused by flooding. The service is provided in the form of a monthly subscription, which ensures flexibility and accessibility for users."The “Tumar Home” service is now available in eGov Mobile, enabling citizens to manage the protection of their property on their own. The decision to obtain insurance remains with the user, while the team at NITEC JSC, together with its partners, has ensured a convenient and secure integration of the service into the mobile application ecosystem” said Daulet Bekmanov, Chairman of the Board, NITEC JSC.How to use the “Tumar Home” service. Budapest, January 22, 2026 - The international exhibition “Attila,” held at the Hungarian National Museum as part of Hungarian Culture Day, welcomed guests from Kazakhstan, including Berik Abdigaliuly, Director of the National Museum of the Republic of Kazakhstan, Akhan Ongaruly, Director of the «A.Margulan» Archaeology Institute, and leading researchers from the institute.The opening ceremony was attended by Hungarian Minister of Culture and Innovation Balázs Hankó, Ambassador of the Republic of Kazakhstan to Hungary Abzal Saparbekuly, President of the Turkic Academy Shahin Mustafayev, Secretary General of «TÜRKSOY» Sultan Raev, President of the Hungarian National Museum Gábor Zsigmond, President of the Magyar-Turan Fund András Zsolt Bíró, as well as museum heads and scholars from several countries, including Azerbaijan, Turkey, Uzbekistan, and Mongolia.Organised as a result of international cooperation, the exhibition features more than 400 unique historical artefacts collected from 64 museums in 13 countries. The exposition covers a historical period of approximately 1,600 years, ranging from the Hunnic era to the present day, showcasing the figure of Attila and the heritage of the Huns. Notably, archaeological artefacts from the Hunnic era found in Kazakhstan were also displayed as part of the exhibition.As part of the exhibition, an international academic conference titled “European Huns and the Latest Advances in Steppe Archaeology” was held, attended by leading archaeologists and researchers from Kazakhstan, Hungary, Turkic countries, and Mongolia.Within the framework of the exhibition, an international scientific conference titled "The European Huns and the Latest Results of Steppe Archaeology" was held.
