On March 18, 2026, the Ethics Commissioner of the Ministry, in collaboration with the Legal Department, conducted a training seminar aimed at enhancing the legal literacy of civil servants, strengthening standards of official ethics, and fostering an anti-corruption culture.During the seminar, civil servants were briefed on the fundamental rights and obligations established by the legislation on public service, as well as the basic standards of official conduct while performing their duties.Special emphasis was placed on compliance with legal requirements and norms of official ethics during inspections. The inadmissibility of exceeding official authority, imposing excessive demands, and the necessity of strictly adhering to the principles of legality, objectivity, and proper interaction with the entities under inspection were highlighted.The rules of conduct for civil servants during official business trips were also explained. The need to observe anti-corruption restrictions, the inadmissibility of using one's official position for personal gain, and the importance of refraining from receiving any advantages, gifts, or other benefits were noted.Particular attention was paid to the requirements for maintaining labor discipline and the behavior of civil servants in the run-up to holidays and weekends. At the latest meeting of the Eurasian Economic Commission Board, held on March 13 in Moscow, the EAEU technical regulation "On the Safety of Paint and Varnish Materials" was adopted. The Kazakh delegation was headed by Deputy Prime Minister - Minister of National Economy Serik Zhumangarin.The document was developed by the Ministry of Industry and Construction of Kazakhstan and will come into force on January 1, 2028. The technical regulation establishes mandatory safety requirements for paint and varnish materials placed on the Union market, as well as labeling requirements, which must be applied across the EAEU member states.Its scope covers paints, varnishes, primers, primer-enamels, water-dispersion paint materials, drying oils, decorative plasters, and other types of products. The new document tightens safety requirements for paint and varnish materials concerning human health. In particular, it prohibits the use in their production of heavy metals such as mercury, cadmium, the metalloid arsenic, volatile organic compounds banned in the Union countries, and defines maximum permissible levels of lead content. Also, before being placed on the market, paint and varnish materials must undergo sanitary-chemical, toxicological, odorimetric, and other types of tests and assessments to ensure the products do not pose a threat to human health during their use in households and construction.The meeting also decided to introduce labeling for certain types of packaged confectionery products. The list includes chocolate and other cocoa products, gingerbread, sugar confectionery without cocoa, sweet dry biscuits, wafers, flour and bakery products with sweetening additives, candied fruits, nuts and vegetables, and others. As with other categories of goods subject to labeling, its introduction is not simultaneous for all EAEU countries; each state independently decides on the timing and mechanism of its implementation after discussions with businesses and an analysis of infrastructure readiness.Furthermore, the program for the development of integration in the field of EAEU statistics for 2026–2030 was approved. Аким Костанайской области Кумар Аксакалов проверил строительство поликлиники в поселке Заречный Костанайского района.Глава государства отметил, что система здравоохранения остаётся одним из ключевых приоритетов на этапе обновления страны.В текущем году на сферу здравоохранения области выделено 129,4 млрд тенге, что в 1,6 раза больше по сравнению с 2022 годом.На сегодняшний день в области действуют 440 медицинских организаций.Важным вопросом остается оказание качественных медицинских услуг именно в сельской местности. Доля сельского населения по области составляет 36% или более 296 тыс. человек.За последние 3 года на селе построено 34 объекта первичной медицинской помощи, в том числе 11 объектов в вашем районе.Они оснащены УЗИ-аппаратами, лабораториями, реабилитационным оборудованием и физиоаппаратами. Чего раньше на уровне села не было.Сегодня в селе Заречное Костанайского района ведётся строительство поликлиники, рассчитанной на 250 посещений. Вот уже шестой год действует Соглашение о пенсионном обеспечении трудящихся государств-членов Евразийского экономического союза от 20.12.2019г. (далее – Соглашение), регулирующее отношения в сфере пенсионного обеспечения граждан государств-членов ЕАЭС[1]Напомним, что одной из основных целей Соглашения является формирование и реализация пенсионных прав трудящихся государств-членов ЕАЭС на тех же условиях и в том же порядке, что и граждан государства трудоустройства. История20 декабря 2019 года прошло заседание Высшего Евразийского экономического совета, на котором главами государств-членов ЕАЭС было подписано Соглашение.С 01.01.2021г. после ратификации Соглашения всеми государствами ЕАЭС, их граждане, работающие в других странах ЕАЭС, формируют, сохраняют и реализовывают свои пенсионные права наравне с гражданами страны, в которой они трудоустраиваются. Каждое государство-член ЕАЭС теперь платит пенсию по своему законодательству за стаж работы, приобретенный трудящимся на его территории после 01.01.2021 г. Если стажа работы трудящегося, приобретенного на территории одного государства-члена, недостаточно для возникновения права на пенсию (за исключением накопительной пенсии), то учитывается стаж работы, приобретенный в других странах ЕАЭС, в том числе до вступления Соглашения в силу, за исключением случаев, когда такой стаж работы совпадает по времени. Стоит отметить, что граждане стран ЕАЭС должны официально оформлять трудовые отношения с работодателями в странах трудоустройства, то есть в обязательном порядке своевременно заключать трудовые или гражданско-правовые договоры. Реализация Соглашения в КазахстанеВ Казахстане Соглашение распространяется на правоотношения по уплате пенсионных взносов в ЕНПФ и на пенсионные выплаты из ЕНПФ по законодательству Республики Казахстан при достижении пенсионного возраста или при установлении инвалидности 1,2 групп бессрочно. Например, если гражданин Казахстана приобретёт стаж работы (например, 3-5 лет) на территории страны члена ЕАЭС после вступления в силу Соглашения, то при возникновении права на пенсию по условиям пенсионного законодательства страны трудоустройства (достижение пенсионного возраста, наличие определённого трудового стажа), страна, в которой трудился мигрант, назначит пенсию за отработанный трудовой стаж именно в этой стране. При этом гражданин Казахстана будет вправе подать заявление с документами на назначение и выплату пенсии в компетентный орган страны ЕАЭС или в ЕНПФ, как компетентному органу в Республике Казахстан.Перечень документов для назначения и выплаты пенсии трудящемуся регулируется национальным законодательством каждого государства-члена ЕАЭС.  Компетентные органыКомпетентными органами в Республике Казахстан по подтверждению трудового стажа трудящихся государств-членов ЕАЭС являются АО «ЕНПФ», Комитет регулирования и контроля в сфере социальной защиты населения Министерства труда и социальной защиты населения Республики Казахстан и их территориальные подразделения.ЕНПФ предоставляет сведения о стаже работы с 1 января 1998 года на основании данных об уплате обязательных пенсионных взносов, имеющихся в информационной системе.           Также в ЕНПФ можно обратиться по следующим вопросам:прием и обработка сведений и документов,принятие решений о назначении/об отказе в назначении пенсии,организация выплаты/доставки пенсии.Подробная информация на сайте enpf.kz  в разделе «Услуги»Для подтверждения стажа до 1998 года необходимо обращаться в Комитет регулирования и контроля в сфере социальной защиты населения Министерства труда и социальной защиты населения РК. Соглашение в цифрах             В рамках реализации Соглашения в Казахстане по состоянию на 01 января 2026 года:по 105 029 трудящимся-гражданам государств-членов ЕАЭС, осуществляющим на территории Казахстана трудовую деятельность на основании заключенных с работодателями трудовых, гражданско-правовых договоров, были перечислены пенсионные взносы в ЕНПФ.При этом по законодательству Казахстана в случае отсутствия открытых счетов в ЕНПФ для учета пенсионных взносов данные счета в ЕНПФ открываются автоматически при поступлении первого отчисления, то есть в беззаявительном порядке;ЕНПФ были приняты и исполнены заявления о назначении пенсионных выплат от 291 граждан государств-членов ЕАЭС, из них:266 трудящимся пенсионные выплаты назначены в связи с достижением пенсионного возраста по законодательству Казахстана;25 наследникам назначены пенсионные выплаты в связи со смертью трудящихся;компетентными органами Российской Федерации и Кыргызской Республики в сфере пенсионного обеспечения назначены:26 гражданам Казахстана, осуществлявшим трудовую деятельность на территории Кыргызcтана и Российской Федерации на основании трудового договора и перечислявшим страховые взносы в их пенсионную систему, пожизненные пенсии по возрасту/по старости/по инвалидности;4 гражданам Казахстана пенсии по случаю потери кормильца в связи со смертью 2 граждан Казахстана.Как показывает статистика, несмотря на сравнительно небольшой период действия Соглашения, гражданам государств-членов ЕАЭС дана возможность реализовать свои пенсионные права в странах ЕАЭС, а это значит, что основная цель принятого документа достигнута. [1] Евразийский экономический союз, членами которого являются Армения, Беларусь, Российская Федерация, Кыргызстан и КазахстанSource : https://www.gov.kz/memleket/entities/enbekshikazakh-shelek/press/news/details/1188738?lang=kk
