The workshop was organized in cooperation with the Directorate for Health and Food Safety of the European Commission.The event is attended by representatives of the Committee for Veterinary Control and Supervision of the Ministry of Agriculture of the Republic of Kazakhstan, as well as specialists from Turkey, Azerbaijan, Georgia, Pakistan, Tajikistan, Uzbekistan and Armenia.At the opening of the seminar, Vice Minister of Agriculture of the Republic of Kazakhstan Amangali Berdalin noted the importance of observing high food safety standards to increase exports of Kazakh products to the EU. Expressing gratitude to the European partners for their support, the Vice Minister stressed that the knowledge gained at the seminar would help improve the quality of products and expand its presence in the international arena.The participants of the event discussed important issues related to EU requirements for imported animal products, including sanitary and phytosanitary measures, microbiological safety, as well as acceptable levels of pesticides and medicines. The draft reform of the phytosanitary control system was presented in the Government 16.11.2024
Deputy Prime Minister Serik Zhumangarin listened to the proposals of the Ministry of Agriculture on improving the effectiveness of the phytosanitary control system in Kazakhstan.Specialists, equipment, laboratory equipment and the Internet at the posts are key elements of the proposed reform of the phytosanitary system in Kazakhstan. The system of phytosanitary inspection in the regions is divided into two main areas: plant protection (control of locusts and other dangerous pests, plant diseases) and plant quarantine (control of export-import quarantined products). Territorial inspectors are responsible for plant protection, and quarantine inspectors are responsible for phytosanitary control at the border. With an annual increase in the volume of work, the number of quarantine and territorial inspectors is not growing. Moreover, there is an acute shortage of phytosanitary specialists on the ground. "Currently, out of 77 existing phytosanitary quarantine posts, five are not monitored at all due to the lack of specialists, and 22 posts do not have attached inspectors, inspectors from district or regional inspections are sent there. The shortage of full–time quarantine inspectors is more than 150 people, and more than a hundred territorial plant protection inspectors. Also, for effective work, it is necessary to create modular or stationary laboratories at border checkpoints," Vice Minister of Agriculture Yermek Kenzhehanuly said.More than half of the fleet of equipment in territorial inspections, which is necessary for timely detection of locust outbreaks and control, is worn out. At least 86 pieces of equipment are needed to upgrade. There are not enough quarantine laboratories. In particular, there are only 18 laboratories operating on the basis of the Republican Plant Quarantine Center, while the number of examinations conducted is growing annually: 27 thousand in 2022, 28 thousand in 2023, and already 30 thousand in 9 months of 2024."Due to the lack of Internet at 32 phytosanitary quarantine posts, documents are issued in paper form. In addition, without the Internet, specialists will not be able to access the EASU system to verify documents that have arrived and crossed the border," Yermek Kenzhehanuly explained. The meeting also announced a draft reform of the structure of the phytosanitary service aimed at improving the effectiveness of control of locusts and dangerous plant diseases.In order to increase transparency and traceability of veterinary and phytosanitary documents between Kazakhstan and Russia and in the perimeter of the EAEU countries, integration between the Unified Automated Management System and information Systems of the EEC and the Russian Federation is being completed. Vice Minister of Agriculture Baghlan Bekbauov noted that thanks to integration, Russian specialists will be able to see in their information system information about issued veterinary and phytosanitary accompanying documents (phyto/veterinary certificates), have access to a single database of permits for import, export, transit of controlled goods, as well as to the register of organizations and persons engaged in production, processing, storage of goods. Thus, after the integration of information systems, the problem of verification of phyto and veterinary certificates will be solved."Work has already been carried out on the test connection to the National Gateway and messages have been successfully delivered to the EEC circuit. Work is underway to refine the functionality. It is planned to join the EEC information system this year," Baglan Bekbauov said. Chairman of the Internal State Audit Committee of the Ministry of Finance Yerzhan Mynzhasarov held an online meeting with residents of the Almaty region, during which he presented information on positive trends in the activities of the committee, best practices of internal state audit and measures to combat corruption.In particular, Yerzhan Tlekovich dwelled in more detail on the effectiveness of the "Electronic Internal State Audit" component based on a risk management system.Thus, representatives of the committee conducted 465 electronic audits in the amount of 170.2 billion tenge in nine months this year and implemented 758 measures aimed at preventing corruption. He also stressed that the main goal of the committee is to prevent financial irregularities and a complete transition to remote inspections through digitalization of audit procedures.In addition, E. Minister of Finance of the Republic of Kazakhstan Madi Takiev presented the draft law "On the Republican budget for 2025-2027" at the plenary session of the Mazhilis of the Parliament of the Republic of Kazakhstan. During the discussion of the bill, amendments were made aimed at improving the quality of life of the population and the development of the regions.Revenues to the budget of the Republic of Kazakhstan in 2025 will amount to 21.7 trillion tenge (an increase of 1.2 trillion tenge compared to the current year's plan). At the same time, the deficit will gradually decrease: in 2025, this indicator is projected at 2.7% of GDP, by 2027 the decrease will amount to 1.9% of GDP.Budget expenditures, taking into account revenues and deficits, are planned for 2025 at the level of 25.8 trillion tenge with an increase of 1.7 trillion tenge compared to the previous year."During the discussion of the bill, a number of amendments were made aimed at improving the quality of life of the population and the development of the regions. Of these, additional expenses are provided for the provision of clean drinking water, the development of heat and electricity systems, transport infrastructure, ICI, regional development, as well as the implementation of the Auyl - el besigi project. Also, expenses are provided for salary increases for employees of creative teams, provision of medical services within the framework of the GOBMP, conducting an anti-corruption examination," commented Minister of Finance of the Republic of Kazakhstan Madi Takiev.The largest item of expenditure is the social sphere - the share of total expenditures in 2025 will be 38%. It is planned to allocate 9.8 trillion tenge in this direction (an increase of 862 billion tenge by the current year).The first priority is social security and provision of social assistance to the citizens of the country. Thus, the costs of social benefits for 2025 are provided in the amount of 6 trillion tenge, taking into account the indexation of social benefits and an increase in the number of recipients of payments.The second priority is the development of education. In 2025, expenses in this area will amount to over 1 trillion tenge with an increase of 73 billion tenge to the level.The third priority is healthcare. An increase in the coverage of the population with medical care within the framework of GOBMP and MSHI, taking into account the growth of the population and the increase in the number of patients. Expenditures on the healthcare system for 2025-2027 will amount to 7.6 trillion tenge, of which in 2025 – 2.4 trillion tenge with an increase of 180 billion tenge.In general, the volume of expenditures on the GOBMP in 2025 is planned in the amount of 1.6 trillion tenge. 675 billion tenge is provided for the CSHI, of which 668 billion tenge (11.7 million people) is used to pay state contributions.The fourth priority is tourism. The expenses of the republican budget for the development of tourism and sports in 2025 are planned in the amount of 141 billion tenge, for culture and information - 165 billion tenge.In 2025, 7.5 trillion tenge will be allocated to the regions at the expense of the republican budget, taking into account the amendments of deputies of the Mazhilis of the Parliament of the Republic of Kazakhstan, with an increase of 405 billion tenge.It is planned to allocate 568 billion tenge for the development of the transport industry, where 423 billion tenge is provided for the development of the road industry.137 billion tenge is provided for effective water resources management (an increase of 51 billion tenge or 59% compared to the current year), 68 billion tenge will be allocated to this area in 2026, 54 billion tenge in 2027.Expenditures of law enforcement agencies for 2025 are planned in the amount of 2.7 trillion tenge with an increase of 109 billion tenge. "2.1 trillion tenge is provided to support the development of the real sector of the economy in 2025. The draft law was widely discussed in the Mazhilis. The document was reviewed at 22 meetings of Working Groups and Committees of the Parliament. The answers to more than 250 questions of deputies are presented. A lot of work has been done with all factions. An extended meeting of the AMANAT faction was held. The issues raised by the deputies, in particular the needs of the regions, were taken into account as much as possible. Astana, October 23, 2024 – A solemn meeting dedicated to the Republic Day was held at the Ministry of Foreign Affairs of Kazakhstan, at which Minister Murat Nurtleu congratulated the staff of the department on the holiday.In his congratulation, the Foreign Minister stressed that the Declaration of Sovereignty of Kazakhstan, adopted on October 25, 1990, became an important milestone on the way to independence of our state. Astana, October 22, 2024 – Deputy Minister of Foreign Affairs of the Republic of Kazakhstan Alibek Bakayev held a meeting with Ambassador of the Republic of Singapore to Kazakhstan, Zulkifli Baharudin.The parties highly valued the outcomes of the state visit of President of Kazakhstan Kassym-Jomart Tokayev to Singapore in May of this year and agreed to continue implementing the agreements reached during the visit.“Singapore remains one of Kazakhstan’s key partners in Southeast Asia. Kazakhstan is focused on further strengthening trade and economic ties with Singapore. Last year, the volume of bilateral trade amounted to 1.8 billion US dollars, and we are confident that we can increase this figure by improving the quality of mutual trade,” noted Bakayev.The Deputy Minister paid special attention to strengthening bilateral cooperation with Singapore, covering key areas such as trade and economic, investment and transport-logistics partnerships.Additionally, the parties exchanged views on current global and regional issues and discussed collaboration within multilateral frameworks.The Singaporean diplomat was awarded a certificate of appreciation from Deputy Prime Minister – Minister of Foreign Affairs of Kazakhstan Murat Nurtleu for his significant contribution to the development of bilateral relations. Communiqué of the 9th Meeting of the High Level Working Group on the Caspian Sea Issues 16.11.2024
Astana, October 22-23, 2024 – As agreed by the parties, the 9th Meeting of the High Level Working Group on the Caspian Sea Issues was held.The delegations of the Republic of Azerbaijan (led by Samir Sharifov), the Islamic Republic of Iran (led by Alireza Jahangiri), the Republic of Kazakhstan (led by Zulfiya Amanzholova), the Russian Federation (led by Mikhail Petrakov) and Turkmenistan (led by Myrat Atajanov) took part in the negotiations.The meeting was chaired by the head of the Kazakhstan delegation Zulfiya Amanzholova.The parties continued the discussion on the methodology for establishing straight baselines in the Caspian Sea.Within the framework of the meeting, the parties carried out a review of cooperation in the Caspian Sea, discussed preparation for the next meeting of the ministers of foreign affairs of the Caspian states in Turkmenistan, as well as the progress of the negotiation process on the drafts of five-party documents.Delegations expressed their gratitude to the Republic of Kazakhstan for the high level of organization of the meeting.The next Meeting of the HLWG will be held in Turkmenistan on dates agreed through diplomatic channels.
