Euroviews. Kazakhstan and the European Union: Building the next chapter of a strategic partnership 11.07.2026
The partnership between Kazakhstan and the EU is more important today than ever before, writes President of the Republic of Kazakhstan Kassym-Jomart Tokayev in an opinion article for Euronews, identifying three key strategic objectives to build the next chapter of a strategic partnership.A decade after the 2015 Enhanced Partnership and Cooperation Agreement (EPCA), the EU is today Kazakhstan’s largest trading and investment partner.Thousands of European companies operate successfully in our country, accruing profits and benefits to Europe even as they help modernise and diversify our economy.This was and is a great achievement. But is it enough in a rapidly changing world? I think not.I return to Brussels with an open motivation and a clear conviction: the partnership between Kazakhstan and the European Union matters more today than ever before. And that is why it must be strengthened.Kazakhstan-EU cooperation: Three key strategic goals for both partnersSpecifically, the next chapter of Kazakhstan-EU cooperation should aim at three key strategic goals for both partners: 1) strengthening resilience, 2) expanding connectivity of all kinds, and 3) creating new opportunities for citizens.This is necessary because previous geopolitical assumptions no longer hold. Geography and power are making a comeback.Resurgent competition is rapidly reshaping trade, technology and investment flows. Global supply chains are newly vulnerable. Trade and economic interdependence now fall prey to national security.As Europe knows well, in such circumstances countries can either retreat into rival blocs or build new partnerships of mutual respect and shared interest.Kazakhstan knows this too: our geography places us at the intersection of continents; our foreign policy seeks to connect them.Kazakhstan's connecting role increasingly backed by economic strengthThis connecting role is increasingly backed by economic strength. In 2025, Kazakhstan’s economy expanded by 6.5%, with GDP reaching $306 billion.According to the IMF’s World Economic Outlook, it is projected to exceed $360 billion in 2026. A larger and more dynamic Kazakhstan means a stronger partner for Europe at the heart of Eurasia.Every traveller understands that the more uncertain the journey, the greater the value of dependable companions.As our world grows more uncertain, Kazakhstan and Europe are already fellow travellers. Our balanced, pragmatic and constructive approach to international cooperation remains.We are still firmly committed to the United Nations Charter. We continue to privilege dialogue and the peaceful resolution of conflicts. We may not always agree, but we know each other.'Energy security is a clear example of our mutual trust'Interdependence makes resilience. Look at energy, where reliability has rapidly increased in strategic importance. Kazakhstan now supplies nearly 13% of the EU’s petroleum-oil imports and 16% of its natural uranium.Energy security is a clear example of our mutual trust, increased resilience and the capacity to deliver in a more volatile world.Why not do the same in agriculture? Food security is a growing strategic concern globally. Kazakhstan is one of the world’s major grain producers and exporters, with strong potential for European markets that need to diversify.Simultaneously, European know-how, technologies and investment can support deeper processing and higher-value-added agricultural production in our country.Similarly, the global economic transition toward sustainable growth will require unprecedented engagement. Critical raw materials, renewable technologies, energy efficiency and new industrial ecosystems are rapidly shaping future competitiveness.Here again, Kazakhstan can bring significant resources and industrial potential to the table if Europe meets it with expertise, technologies and investment. Both our economies will grow, both will be more resilient.Secure and efficient transport routes strategic arteriesBuilding on our first decade, is it not time to evolve our economic relationship from the traditional commodity-extraction-for-investment model toward a partnership that creates value at every stage through advanced processing, technology transfer, research partnerships and joint ventures?Look at connectivity. In Kazakhstan we understand that secure and efficient transport routes, like the Silk Road, have always been strategic arteries.That is why we are developing the Middle Corridor between Europe and Asia, which aligns naturally with the EU’s Global Gateway strategy.But connectivity means more than moving goods faster across borders. The Middle Corridor is better understood as the backbone of an emerging system linking Europe’s markets and economic engines with Central Asia’s resources, emerging industrial base, and logistics potential.True connectivity – think the canals, sea lanes, and highways of antiquity – has always created value through opportunity. It integrates markets, stimulates investment, supports entrepreneurship and brings societies closer together. It harnesses geography for productivity.AI, digital governance, innovation ecosystems and trusted technologiesThat is why our partnership must also now embrace the technologies that will deliver future prosperity. Artificial intelligence, digital governance, innovation ecosystems and trusted technologies are rapidly becoming central to economic competitiveness and national resilience.Kazakhstan has set ambitious goals toward becoming a more digital state through digitalising public services, developing data-driven governance, and investing in artificial intelligence.We are committed to continuing our close cooperation with European tech companies to ensure that technological progress remains inclusive, secure and human-centred.Above all, a truly strategic partnership must tangibly benefit citizens. Significant progress is being made on a visa system that will enable greater and easier travel and make a practical difference for students, researchers, entrepreneurs, and families on all sides.Raise the bar on education, science and innovationWe must also again raise the bar on education, science and innovation. Kazakhstan’s participation in Erasmus+ and Horizon Europe already shows the scale of the opportunity. We need more academic mobility and collaboration, more joint innovation and more pathways for young people.Time does not stand still for any of us. Kazakhstan enters the next decade of its EU partnership as a nation in renewal that believes that resilience begins at home.Our new constitution is the first major reset since independence. It reflects the aspirations of our next generation to live in a just and fair country based on law and order, grounded in the unwavering respect and protection of basic human rights and freedoms.It also reinforces a set of comprehensive political and economic reforms aimed at strengthening public accountability and enhancing the effectiveness of institutions under the formula “Strong President, Influential Parliament and Accountable Government”.We want our partners and investors to find new markets in Kazakhstan, but also stable rules and predictable, fair and transparent economic governance.The last decade has given us confidence that we can successfully partner. As we look to the next decade, I believe that our partnership must deliver meaningful results.The good news is that Europe and Kazakhstan already have most of the tools and inputs to enhance their partnership. Public service: status and responsibility!  The status of the civil service is determined by civil servants. In this regard, on June 22, under the leadership of the ethics representative of the Akimat of Atyrau region, F. Akhmetova held a special meeting for the teams of a number of regional departments, which was attended by employees of the Department of Economics and Finance of Atyrau region. The meeting comprehensively discussed amendments to the Law of the Republic of Kazakhstan "On Civil Service" and the draft law "On measures to further improve ethical standards and rules of conduct for civil servants", as well as legislative initiatives aimed at further improving the civil service system. Brussels, 23 June 2026 – Deputy Minister of Foreign Affairs of the Republic of Kazakhstan Arman Issetov participated in a high-level meeting marking the launch of the Connectivity Agenda Platform, aimed at enhancing cooperation among the countries of Central Asia, the South Caucasus, the Black Sea region, and the European Union.In his remarks, Deputy Minister Issetov underscored the importance of further strengthening ties between Central Asia and the European Union, as well as expanding practical cooperation in transport, energy and digital development.Particular attention was given to Kazakhstan’s role as the largest economy in Central Asia and an important bridge between Europe and Asia. Almaty Sabre Fencers Win Bronze Medals at Asian Championship 11.07.2026
The Asian Fencing Championship continues in New Delhi (India), where the men's sabre team of Kazakhstan has won bronze medals in the team competition.A significant contribution to the national team's success was made by Almaty athletes Zhanat Nabiyev and Nurmukhammed Zhailybay, who competed on the Kazakhstan team alongside Artyom Sarkisyan and Nazarbay Sattarkhan.On their way to the medals, the Kazakh sabre fencers confidently defeated the teams of Iran (45:33) and Uzbekistan (45:43), advancing to the semifinals of the continental championship. Saiga Calves Born at Almaty Zoo 11.07.2026
The Almaty Zoo has seen a new addition – two calves were born to female saigas named Stella and Aina. This was reported by the city's Department of Culture.The saiga (Saiga tatarica) is one of the oldest representatives of the animal kingdom, having survived since the Ice Age. Today, this species is protected and holds a special conservation status.According to specialists, the saiga calves are feeling well, are actively developing, and remain close to their mothers. They are currently nursing on milk and will gradually transition to a plant-based diet as they grow older.The Almaty Zoo is among the few zoological institutions that manage to regularly produce saiga offspring in captivity. Specialists note that this is an important outcome of efforts to conserve the rare species and maintain biological diversity.The calves are now about a month old. From Urban Studies to Artificial Intelligence: The Analytics School Wraps Up in Almaty 11.07.2026
Almaty has hosted the final session of the educational project "Analytics School. Almaty," implemented by the City of Almaty Department of Youth Policy with the support of the Senate of the Parliament of the Republic of Kazakhstan.The project serves as a regional extension of the "Taldau Mektebi" (Analytics School) initiative, which has been running for five years. Its goal is to foster an analytical culture, build a professional community of analysts, and develop practical solutions to pressing issues facing the country's largest metropolis.The strong interest in the project was reflected in the competitive selection process. During the application period, 218 submissions were received, from which 65 participants were selected to join the program. The cohort included representatives from the academic community, higher education institutions, government agencies, the quasi-public sector, international organizations, think tanks, the IT industry, business, and the civil sector.The educational program was hosted at the Narxoz Business School. Over six weeks, participants studied modern approaches to strategic planning, data analytics, public administration, urban studies, digital transformation, artificial intelligence, ecology, tourism, and the creative economy.Special emphasis was placed on the practical application of analytical tools and the development of solutions aimed at the sustainable development of Almaty.The project speakers included Maulen Ashimbayev, Chairman of the Senate of the Parliament of the Republic of Kazakhstan; Assel Zhanasova, Deputy Head of the Presidential Administration of the Republic of Kazakhstan; Olzhas Tuleuov, Deputy Chairman of the Agency for Strategic Planning and Reforms of the Republic of Kazakhstan; Alua Zholdybalina, Deputy Director of the Kazakhstan Institute for Strategic Studies under the President of the Republic of Kazakhstan; Dmitry Mun, Vice-Minister of Artificial Intelligence and Digital Development of the Republic of Kazakhstan; Timur Shalekenov, Head of Yandex Qazaqstan; Kairat Akhmetov, CEO of Freedom Telecom; Talgat Gazizov, Chairman of the Board of NC Kazakh Tourism JSC; Arsen Tomsky, founder of the international service inDrive; along with leading domestic and international experts.During the training, participants were divided into seven tracks: "Smart Governance of the Metropolis," "Creative Economy and Cultural Strategy," "Tourism and International Positioning," "Urban Studies and Spatial Development," "Ecology and Sustainable Urban Environment," "Digital Economy and Innovative Ecosystems," and "Sustainable Development and Partnerships."At the conclusion of the program, teams presented analytical projects and practical recommendations on key issues concerning Almaty's development. The final stage featured a project defense under the overarching concept "DATA-DRIVEN CITY in Action," where participants showcased solutions grounded in data analysis and modern urban management approaches.On the final day of the project, participants were addressed by Zhakyp Asanov, Deputy Chairman of the Senate of the Parliament of the Republic of Kazakhstan. Following the project defenses, a certificate award ceremony was held for the graduates.As the organizers noted, the "Analytics School. Almaty Launches a Program for Scientific Support of the Sports Reserve 11.07.2026
The Department of Sports of the City of Almaty has begun implementing a pilot project to introduce a system of functional diagnostics and scientific and medical support for athletes in the sports reserve.Today, an athlete's training is not only about workouts and competitions. It is equally important to understand how the body handles physical loads, whether it has enough time to recover, and whether there is a risk of overtraining or injury. That is why modern methods of sports science are becoming an essential part of athlete preparation worldwide.As part of the program, athletes undergo comprehensive examinations using cutting-edge methods of sports medicine and functional diagnostics. During the examination, specialists assess heart function, the respiratory system, endurance levels, and the body's ability to recover after physical exertion. To this end, modern sports diagnostic technologies are employed, including body composition analysis using the InBody device, electroencephalography (EEG), as well as ergospirometry testing with continuous wireless ECG monitoring in real time.The project is being implemented at the Trinity Corp. Center for Sports Medicine and Diagnostics. Thanks to the agreements reached, Almaty athletes now have the opportunity to undergo comprehensive examinations under special conditions. Diagnostics are performed using specialized equipment commonly used in sports medicine for the objective assessment of athletes' functional status.The first participants in the program are students of the Specialized Boarding School for Gifted Children in Sports. Currently, 133 young athletes are undergoing in-depth diagnostics. By the end of the year, more than 200 athletes from Almaty's sports reserve, who are set to take part in national and international competitions, will have undergone examinations as part of the project.According to a sports medicine physician, the main value of such diagnostics lies not only in assessing the athlete's current physical fitness."Modern sports diagnostics make it possible to timely detect signs of overtraining, insufficient recovery, and risks that could lead to a decline in athletic performance or injury.     From May 17 to 22, 2026, the city of Semey hosted the Abay Regional Akim's Prize Folk Games, bringing together the region's strongest athletes. The competition included various disciplines, in which participants demonstrated a high level of training, fortitude, and the will to win.Representatives from the city of Kurchatov performed particularly well, winning prizes in several sports.In arm wrestling, team coach Galina Ivanovna Almukhambetova excelled, taking first place in the +65 kg weight category, demonstrating confident technique and outstanding physical fitness.In the kettlebell lifting competition, Artem Vladimirovich Kolbasin won second place in the 78 kg weight category, demonstrating endurance and consistent results throughout his performance. A new service, “Tax Reporting Forms to Be Submitted,” has been implemented in the Taxpayer Cabinet.Under this service, taxpayers, except for individuals who are not individual entrepreneurs, are required to specify the tax reporting forms they intend to submit to the tax authorities.This functionality of the information system enables the automatic generation of a zero-value tax return if the taxpayer fails to submit the required tax reporting form within the established deadline.If an entrepreneur has taxable objects and information that must be reflected in the tax return, they are required to submit an additional tax return, since the system will have already generated an automatic initial or regular zero-value return.To enter information into the “Tax Reporting Forms to Be Submitted” service, taxpayers must log in to the Taxpayer Cabinet and, through the profile menu, navigate to the “Tax Reporting Forms to Be Submitted” section.- Click the “Add” button and select the required form from the list.- Complete the mandatory fields.- Confirm the accuracy of the information, sign, and submit the data.Please note that the completion requirements vary depending on the form selected.
