From January 1, 2026, pension benefits from UAPF are exempt from IITs 12.01.2026
Effective January 1, 2026, according to the new Tax Code, income in the form of pension benefits and lump sum pension benefit payments for housing/medical expenses (LSPBP) from the UAPF is exempt from individual income tax (IIT), with the exception of pension benefits made to non-residents of the Republic of Kazakhstan.How was it?Previously, all pension benefits, including LSPBP from the UAPF, were considered income subject to IIT at a 10% withholding rate. Pension contributions were transferred to individual pension savings accounts before tax, and IIT was withheld upon payment. Adjustments and tax deductions were taken into account.When using lump sum pension benefit payments for housing/medical expenses, IIT was also withheld. There were two options for withholding: immediately upon receipt of the LSPBP or deferred until scheduled payments were made.How will this be implemented starting January 1, 2026?IIT is not withheld from all types of pension benefits, except in cases where the beneficiary is a non-resident of the Republic of Kazakhstan, and will not be withheld from the LSPBP.The changes also include the cancellation of accrued IIT obligations from the LSPBP for housing/medical expenses deferred until retirement, effective January 1, 2026, but do not provide for a refund of previously paid taxes.Individuals belonging to socially vulnerable groups are entitled to tax deductions up to 882 times the monthly calculated indicator in effect as of January 1 of the relevant financial year for taxable income in the form of lump-sum pension benefit payments. These include individuals with disabilities of the first, second, or third groups; one parent or guardian of a child with a disability; one adoptive parent or foster parent of orphans; combat veterans; and other categories. A full list of eligible individuals is available in Article 404 of the Tax Code of the Republic of Kazakhstan. If recipients in this category paid the IIT immediately when using the LSPBP, they can submit a corresponding application and supporting documents to the UAPF for recalculation and reimbursement of the IIT in accordance with the new Tax Code within three years from the date of receipt of the LSPBP.What else will change?The changes also include the abolition, effective January 1, 2026, of tax deductions on voluntary pension contributions made to one's own account, which are applied to income subject to withholding tax at source in the amounts established by the Tax Code.However, the provision that voluntary pension contributions transferred by a tax agent to the UAPF for an employee are not considered personal income (and therefore not subject to IIT) remains in place, while such expenses are deductible for employers when calculating corporate income tax. The founder and shareholder of the UAPF is the Government of the Republic of Kazakhstan represented by the State Institution Committee of State Property and Privatization of the Ministry of Finance of the Republic of Kazakhstan. Trust management of UAPF pension assets is carried out by the National Bank of the Republic of Kazakhstan. In accordance with the pension legislation, the UAPF attracts compulsory pension contributions, employer’s compulsory pension contributions, compulsory occupational pension contributions, voluntary pension contributions, as well as carries out enrollment and accounting of voluntary pension contributions formed at the expense of the unclaimed amount of guaranteed compensation for the guaranteed deposit, transferred by the organization carrying out mandatory guarantee of deposits, in accordance with the Law of the Republic of Kazakhstan "On mandatory guarantee of deposits placed in second-tier banks of the Republic of Kazakhstan", ensures the implementation of pension benefits. The village of Zhalgyztal, located 45 kilometers from the city of Arkalyk, Kostanay region, demonstrates stable positive dynamics of socio-economic development.The total area of the village is 81,912 hectares, of which 20,544 hectares are arable land and 21,207 hectares are pasture lands.According to the results of last year, there are 580 heads of cattle, 937 horses and 933 heads of small cattle in Zhalgyztal. There are 20 peasant farms, 6 limited liability companies and 2 individual entrepreneurs registered in the village.The field of education in the village is steadily developing. The T. Aubakirov Basic Secondary School began the 2025-2026 academic year with 39 students. The school has a mini-center with 16 children. Kazakhstan’s Guardsmen Detained Nearly 18,000 Offenders 10.01.2026
On January 10, the Republic of Kazakhstan marks the Day of the National Guard of the Ministry of Internal Affairs, a professional holiday of servicemen standing guard over public order, citizens’ safety, and the rule of law. On this date, the results of service and combat activities over the past year are traditionally summed up.As is known, among the key tasks of the National Guard of the Ministry of Internal Affairs of the Republic of Kazakhstan are participation, jointly with internal affairs bodies, in maintaining public order, ensuring public security, as well as monitoring and supervising the behavior of persons held in institutions of the penal enforcement system.In 2025, while ensuring public order, servicemen of the law enforcement troops carried out 3,308 patrol and guard service missions and took part in securing 985 socio-political and other mass events across the country.During the performance of duties, nearly 18,000 offenders were detained and delivered to internal affairs bodies, including more than 700 persons with signs of criminal offenses. In the course of patrol and guard service, 308 units of bladed and firearms were seized, and 153 cases of narcotic substance seizure were recorded.Special attention in the activities of the National Guard is paid to ensuring the security of penal enforcement institutions. Guard units provide security for 39 penal institutions and one industrial facility, as well as escorting convicts and detainees along 10 railway and 25 road routes.Since the beginning of the year, 132 attempts to throw prohibited items over the main fences of penal institutions have been prevented. In addition, 45 attempts to transport prohibited items through transport checkpoints and 25 attempts to carry them through checkpoints of penal institutions were identified. During these incidents, about 100 civilians were detained.As a result of the measures taken, a total of 1,441 mobile phones, 689 SIM cards, 724 stabbing and cutting objects and bladed weapons, narcotic substances weighing about 2.7 kilograms, around 70 liters of alcohol-containing liquids, as well as cash totaling 423,797 tenge and 300 US dollars, were seized.In 2025, escort units transported about 75,000 convicts and detainees and ensured the conduct of more than two thousand court proceedings. For the first time, and under heightened security requirements, air escort operations for persons under special control were organized three times.The achieved results confirm the high level of professional training, discipline, and responsibility of the personnel of the National Guard of the Ministry of Internal Affairs of the Republic of Kazakhstan. Mons, 9 January 2026 — Ambassador of Kazakhstan to Belgium Roman Vassilenko held a meeting with the Rector of the University of Mons (Université de Mons — UMONS), Professor Philippe Dubois. The parties discussed the expansion of cooperation in higher education, academic mobility, and applied scientific research.UMONS is one of Belgium’s leading research-oriented universities, with around 12,000 students, international academic programmes, and active scientific cooperation with partners in more than 50 countries. The university is represented in global academic rankings based on indicators of international publications and cooperation, and is recognised for the quality of its scientific citations and joint research initiatives.Ambassador Vassilenko noted that Kazakhstan is shaping an open academic environment and increasingly attracting foreign universities. Today, the country hosts around 40 foreign and joint universities, as well as double-degree programmes, creating broad opportunities for international mobility of students and researchers.“Kazakhstan is interested in practical forms of cooperation — from academic mobility to applied research and technological interaction. We see interest from Belgian students and professors, and view this dynamic as promising,” the Ambassador stressed.UMONS already cooperates with Kazakhstani universities in the field of academic mobility. Starting in February 2026, five UMONS students will spend a semester at Al-Farabi Kazakh National University, studying languages, culture and participating in inter-university academic programmes. Kazakhstani students, in turn, are currently studying at UMONS at the Faculty of Languages.Professor Dubois highlighted the university’s interest in broadening cooperation: “We are interested in developing partnerships with Kazakhstani universities not only in exchanges, but also in science. UMONS has international experience in research projects, and we see potential for expanding such cooperation with Kazakhstan.”Following the talks, the Kazakh delegation visited Materia Nova, an applied research and technology transfer centre established within UMONS. The centre specialises in the development of innovative materials, coatings and polymers, as well as in transferring technologies to industry.
