The Department of State Revenue for the Mangystau region informs that the Tax Code of the Republic of Kazakhstan dated July 18, 2025 (hereinafter referred to as the Tax Code) does not provide for a separate "luxury tax". Atthe same time, separate rules on taxation of certain categories of property of individuals have been approved.Thus, the following categories of property are defined:- cars with a purchase price of 18,000 MCI and above (excise tax is calculated at a rate of 10% of the value of the purchased vehicle);- yachts and airplanes with a purchase price of 24,000 MCI and above (excise tax is calculated at a rate of 10% of the cost of the purchased vehicle);- alcoholic beverages worth over 500,000 tenge (excise tax is calculated at 10% of the cost in tenge per liter);- tobacco products (cigars) cost over 10,000 tenge (excise tax is calculated at 10% of the cost in tenge per unit);- real estate (apartment, apartment building, etc.), the total value (the total value of all objects registered per owner) of which exceeds 450 million tenge (property tax is calculated at a rate of 2%).It should be noted that the value of real estate for the purposes of calculating the personal property tax is determined by the NAO "Government for Citizens State Corporation" (hereinafter – NAO). It is worth noting that JSC Kazakhtelecom has already successfully implemented a similar project in the Akmola region. Now digital solutions will be gradually implemented in Shymkent. He also expressed confidence that the joint project will bring significant benefits to the city and its residents. One of the activities of the state revenue authorities in East Kazakhstan region is to monitor timely and complete fulfillment of tax obligations for te calculation and payment of amounts of special payments and taxes of subsurface users.         Thus, in accordance with paragraph 3 of Article 720 of the Tax Code, special payments and taxes of subsurface users include:1) Subscription bonus;2) payment for reimbursement of historical expenses;3) alternative tax on subsurface use;4) royalties;5) the share of the Republic of Kazakhstan in the production division;6) mining tax;7) excess profit tax.         At the same time, the mineral extraction tax (hereinafter – the MET) is the main tax received by the Republican budget from the subsoil users of East Kazakhstan region.         Administration of mineral resources users according to the mineral extraction tax is carried out by cameral control of tax reporting forms 590.00 "Mineral extraction tax declaration".                  Cameral inspection of the MET Declaration is carried out in the following areas:-on the correctness of applying the weighted average selling price of minerals in calculating the tax on mining;- on the completeness of the reflection of mining volume in the "Mineral extraction tax Declaration" by comparing it with information from authorized bodies;- regarding the correct applying rates when calculating the mineral extraction tax in the Mineral Extraction Tax Declaration;- on timeliness of the submission of the Mineral Extraction Tax Declaration, in the presence of mining volumes, revealed by the analysis of information from authorized bodies;-  on completeness of the reflection of the mining volume in comparison with the volume of sales of minerals, by comparing the information contained in the MET Declaration and the EI.         At the same time, the analysis covers the entire 5-year limitation period, according to Article 48 of the Tax Code.         In this case, it should be noted that these violations lead to an additional financial burden for taxpayers including penalties, which negatively affects the financial and economic activities of business entities. Kazakh Foreign Minister Held a Meeting with the Management of Harvest Group 05.09.2025
Astana, September 5, 2025 – Deputy Prime Minister – Minister of Foreign Affairs of the Republic of Kazakhstan Murat Nurtleu held a meeting with Almaz Alsenov, Chairman of the Board of Directors of Harvest Group.The parties discussed the progress of establishing an agro-industrial cluster. At the initial stage, the investment project will cover the Zhetysu and Almaty regions, with 150 thousand hectares of pasture and fallow lands to be converted into irrigated agricultural land.
