Urban transformation of Shymkent: facts and figures 05.08.2025
Shymkent, which yesterday surprised with the scale of construction, today is already showing results. The results of the first half of 2025 clearly demonstrate: a large-scale construction, modernization and improvement program has entered the phase of active implementation. The focus is on providing housing, modernizing social and engineering infrastructure, renovating and increasing the seismic resistance of the housing stock. And all this is not isolated projects, but a consistent policy of forming a new quality of the urban environment. Bozaryk: from a wasteland to a promising residential area When it comes to urban development, it is the Bozaryk microdistrict that becomes a symbol of how, in a matter of years, a territory can be transformed from an underdeveloped area into a large-scale growth point. From 2023 to 2025, 81 residential buildings with a total area of almost 300 thousand square meters will be built here - this is more than 3,700 apartments for Shymkent families. Already entered: - 18 houses in 2023 - 704 apartments, - 27 houses in 2024 - 1134 apartments. Construction of another 16 of the 36 remaining houses is planned to be completed by the end of 2025. It is important that not only housing construction is being carried out in parallel, but also engineering infrastructure, landscaping of courtyards, and landscaping of territories. In Bozaryk itself, 6 out of 8 city infrastructure projects are being implemented - these are water and heat supply, sewerage, and electrical networks. Housing stock renovation One of the indicators of efficiency and quality control is identified defects. Since the beginning of 2025, 50 defects have been identified and eliminated. For comparison: in 2024, 656 defects were identified, which contractors eliminated within the framework of warranty obligations. A roadmap has been drawn up and approved for the demolition of 66 dilapidated and outdated apartment buildings with subsequent resettlement of residents. As part of the renovation program, residents of 10 buildings (113 apartments) were resettled. Since 2021, technical inspections have been carried out on 233 apartment buildings: 68 of them require seismic strengthening; * 67 are recognized as emergency; 98 are in stable condition. What else is being built: from a school to a stadium Shymkent is betting on social and cultural infrastructure. In his speech, President Kassym-Jomart Tokayev thanked President of Turkmenistan Serdar Berdimuhamedov for the initiative to convene the conference, and also expressed gratitude to UN Secretary-General António Guterres for his commitment to addressing the problems and realizing the opportunities of landlocked developing countries (LLDCs). - More than two decades ago, Kazakhstan took a leading role by hosting the First UN Conference on Landlocked Developing Countries, which marked the beginning of its long-term continuous participation in this process. During this historic event, the Almaty Programme of Action was adopted, which for the first time included the issues of the LLDC Group in the global development agenda. Today, we have gathered in Avaza to make new efforts to further advance the goals we face, - the Head of State emphasized. The 32 landlocked developing countries represent more than half a billion people, he said, many of whom still face barriers to accessing finance, technology and global markets. – Limited regional transport links remain the main challenge for landlocked countries. This problem entails a number of economic difficulties, including high transit and trade costs, as well as vulnerability to geopolitical factors. These restrictions affect the well-being of citizens and reduce competitiveness. They are further aggravated by conflicts, economic sanctions, supply chain disruptions and growing global mistrust. Nevertheless, Kazakhstan believes that LLDCs should be considered as equal and promising partners in shaping the global agenda. The voices of landlocked developing countries should be louder, our cooperation should be deeper, and our collective ambitions should be bolder, – said Kassym-Jomart Tokayev. The head of state noted that Kazakhstan fully supports the Avaza Action Programme as a roadmap towards an inclusive and sustainable future. "This important undertaking should receive political support from transit countries, international development organizations and financial institutions. Innovative financial mechanisms are needed to stimulate investment in key sectors such as transport, energy and digital infrastructure," the President said. Kassym-Jomart Tokayev named climate change as another pressing problem. – Many LLDCs face water shortages, melting glaciers, desertification and other extreme weather events. Addressing these challenges requires coordinated regional efforts and active international support. At the same time, I believe that measures to combat climate change should remain balanced and inclusive, and meet the countries’ justified development needs. To strengthen our joint efforts to combat climate change, I invite you to the Regional Environmental Summit, which will be held in Astana in partnership with the United Nations in April next year, – said the Head of our State. He said that Kazakhstan, together with its partners, is making significant efforts to strengthen regional connectivity, advance digital transformation and promote long-term sustainable growth. – We prioritize the development of transport corridors and transit infrastructure along the North-South and Middle Corridor routes. Our long-term goal is to create a unified network of rail, road, aviation and logistics centers. This will strengthen Kazakhstan’s position as a Eurasian transit hub, which currently accounts for almost 85% of overland cargo shipments between Asia and Europe. We are also investing in digitalization. Kazakhstan has established the Alem.AI Artificial Intelligence Center in Astana and recently launched a supercomputer. At the same time, from January 1, 2024, standard tax deductions (up to 882 MCI[1]) are applied to the taxable income of such people in the form of LSPBP. This means that recipients belonging to this category can apply with a corresponding application and supporting documents to the UAPF to apply for recalculation and refund of IIT within three years from the date of receiving LSPBP. However, those who withdrew LSPBP in 2021-2022 for various reasons did not have time to do this. Now, in connection with the adoption of amendments and additions to the Tax Code of the Republic of Kazakhstan, from July 15, 2025, the limitation period established for such appeals from individuals has been increased from 3 to 5 years. Who and how can exercise this right Current questions about the UAPF 1) What changes have been made to the current Tax Code of the Republic of Kazakhstan regarding the limitation periods for refunding individual income tax? As is known, when using lump-sum pension benefit payments (LSPBP) for housing or medical treatment in accordance with the current tax legislation, it is possible to pay individual income tax (IIT) at the depositor's choice: immediately upon receipt of LSPBP or deferred until retirement. At the same time, from January 1, 2024, persons belonging to socially vulnerable categories have the right to standard tax deductions (up to 882 MCI[1]) from income in the form of LSPBP. However, many people, when withdrawing LSPBP, paid IIT immediately upon making the payment. In this case, recipients belonging to socially vulnerable groups can apply with a corresponding application and supporting documents to the UAPF for recalculation and return of the withheld IIT. Previously, the deadline for filing such documents was three years and those who withdrew LSPBP in 2021-2022 for various reasons did not have time to do this. On July 15, 2025, amendments and additions were made to the current Tax Code, which extended the limitation period established for such appeals by individuals from 3 to 5 years. 2) Who is eligible for IIT recalculation and refund? The list of individuals entitled to recalculate taxable income and IIT is determined by the current Tax Code of the Republic of Kazakhstan. These are persons with disabilities of the first, second or third groups, one of the parents or guardians of children with disabilities, one of the adoptive parents, foster parents of orphans, veterans of military events and other categories. The full list of persons is specified in Article 346 of the Tax Code of the Republic of Kazakhstan. 3) Where should I go? Recipients of pension benefits who, when determining taxable income under the LSPBP, standard tax deductions, if they have the right to apply them, were not applied, must urgently contact the nearest branch of the UAPF with an application and supporting documents for the application of standard tax deductions for recalculation of income and reimbursement of IIT 4) How will IIT be refunded if applied for on time? Once the standard tax deduction is applied, the IIT will be returned to the beneficiary's IPSA if it was withheld. Procedure for discharge of microloan obligations in case of MFO's discontinuation 05.08.2025
Agency of the Republic of Kazakhstan for Regulation and Development of the Financial Market reminds that discontinuation of a microfinance organization, including in case of revocation of its license, does not imply cancellation of the borrowers' obligations. Obligations to repay microloans remain in full.Borrower's debt remains valid to the former MFO or to a new creditor in case of assignment of rights of claim. In case of transfer of the debt to another creditor, the borrower must be notified of new details and debt repayment procedure.Citizens should take a responsible approach to processing the microloans. It is important to remember that along with the microloan, borrowers undertake the obligation to repay it with interest. Before approaching an MFO for a microloan, it is also important to make sure that the company operates legally. You can check whether the MFO has a valid license on the Agency's website.Borrowers have not only obligations but also relevant rights. In case of disputes with MFOs, you can contact microfinance ombudsman for a free consultation and protection of your rights.In 2024, 29 microfinance organizations (MFOs) ceased their operations in the Republic of Kazakhstan, 17 of which ceased their operations on a voluntary basis and 12 were discontinued by decision of the authorized agency.
