Emotional Releases in East Kazakhstan as Amnesty Grants Freedom 28.07.2025
Emotional Releases in East Kazakhstan as Amnesty Grants FreedomA 72-year-old Kazakhstani man burst into tears in the courtroom upon his release. He was among those freed in the East Kazakhstan region under an amnesty, having been convicted of a drug-related crime. The pensioner had served seven months in a penal colony, with his release originally scheduled for 2026. His joy was so profound that he couldn't hold back his tears upon hearing the news of his freedom in the courtroom."I haven't seen him for a long time, and now he's here, with me! It's a miracle!" shared the amnestied man's sister, embracing her brother tightly. In the East Kazakhstan region, 18 individuals have already gained freedom thanks to a large-scale amnesty granted in honor of the 30th anniversary of the Constitution. A total of 405 convicted individuals in the region are eligible for the amnesty; 44 will be fully released, while 361 will have their sentences reduced. So far, 234 cases have been submitted to the courts, with 31 already reviewed.Among those recently freed is a 39-year-old man who spent his recent birthdays behind bars for failing to pay child support. He's set to be released under the amnesty just before his next birthday."To celebrate this day at liberty, surrounded by loved ones – it's a feeling that can neither be bought nor described with words. Now, I will definitely get a job and diligently pay alimony. My children need to know that their father has changed and is ready to take responsibility for their upbringing and support," the man confessed. The Department of the Penal System (DUIS) for the East Kazakhstan region emphasized that amnesty is not merely a reduction of a sentence; it's a new chance, the beginning of a new life, and a symbol of hope for a better future."Amnesty is not just a legal procedure. It's an act of humanism on the part of the state, giving people who stumbled in the past a real chance for correction. We see how people change, how they value this second chance. A birthday spent free, after long years of deprivation of liberty, is priceless. It is not only their personal happiness but also a step towards strengthening society, where everyone has the right to correction and a new life," stated Tleubergen Konekbayev, Deputy Head of the DUIS for the East Kazakhstan region and Justice Colonel.Source : https://www.gov.kz/memleket/entities/duis-vko/press/news/details/1041363?lang=kk

200 entrepreneurs punished for inflating prices on socially important goods in Shymkent 26.07.2025
In Shymkent, more than 200 entrepreneurs have been held accountable since the beginning of the year for unjustified price increases on socially important goods, 15 of them for meat. This was reported by the city's agricultural department. According to the agency, hundreds of retail outlets have been checked as part of monitoring compliance with pricing policies for socially significant goods. Note that beef (shoulder brisket with bones) is on the list of 19 socially significant products whose prices are subject to control. "Today, there are about 60 social retail outlets in Shymkent, in addition, agricultural fairs are held weekly, where beef with bones is also sold at a stable price - from 3,200 to 3,300 tenge per kilogram. The products are supplied directly from livestock farms in the Turkestan region," said Talgat Mekambayev, head of the department. He also stressed that prices for pulp are not subject to regulation. According to the head of the department, within the framework of contracts concluded with the Kaskasu-S and Baiterek farms, the selling price is 2,620 tenge per kilogram. In addition, within the framework of the “revolving scheme” mechanism, contracts have been concluded with the Magnum and Gramad retail chains, which allows for the sale of beef (shoulder-chest part with bones) at a fixed price of 2,590 tenge per kilogram. The agricultural department also noted that meat with a maximum commercial price of 3800-4000 tenge/kg is also present on the market. At the same time, prices remain stable in certain sales locations. Officials explain the rise in prices in some private retail outlets by a number of factors - from seasonal demand to rising feed prices and export growth. Nevertheless, there is no rush or shortage of meat in the metropolis, - the head of the department noted. The Akimat called on city residents to focus on such retail outlets, where the cost of socially significant products is regulated and controlled.
Cleaning of rivers and canals continues in Shymkent 21.07.2025
On July 21, 2025, systematic and large-scale work on cleaning rivers and canals began in Shymkent. This measure is being taken to prevent flooding in the city, preserve natural resources, stabilize the ecosystem, and create a comfortable environment for residents. Water channels in various districts of the city are being cleaned, and waste and silt that impede the free flow of water are being collected and removed. The bottom and banks of the channels are being cleaned, and water permeability is being restored. Such initiatives play an important role in ensuring the long-term environmental safety of the city. This work is carried out in stages under the supervision of the Zailiy Environment Department, and detailed reports are provided for each cleaning period. For example, information on the volume of garbage, the length and condition of the cleaned canal, the number of equipment and employees used is constantly recorded and analyzed. Such a systematic approach to work indicates that the maintenance of the city's infrastructure has reached a new level. Previously, such cleaning operations were mostly carried out on a seasonal basis in the spring, but today this has become a regular and planned activity. Many rivers and canals of the city, including such important hydro-structures as Koshkar Ata, Karasu, Badam and Retteushi Canal, are being cleaned. Recently, the accumulated garbage and silt have been making it difficult for water to flow and increasing the risk of emergency situations. Now these canals are being cleaned and brought into a clean and orderly state. Carrying out such cleaning work is not just a technical issue, it is an important step that directly affects the safety, health and attitude of residents to nature. The city administration, in turn, constantly warns residents not to throw garbage into the canals. This is because household waste thrown into the canals not only affects the quality of the water, but also disrupts the city's microclimate, the habitat of animals and plants. In addition, when garbage decomposes, it can emit an unpleasant odor and cause the spread of various infectious diseases. Therefore, it is emphasized that this is the shared responsibility of not only the authorities, but also each resident. The impact of such measures on the ecosystem is enormous. First, water quality improves. Second, favorable conditions are created for plants and animals near the water. Third, despite the increase in air temperature in the summer, the air humidity near rivers and lakes is maintained, and the natural balance is not disturbed. Fourth, these works will contribute to the formation of an ecologically sustainable city for future generations. Compared to previous years, the cleaning work undertaken in 2025 is being carried out in a particularly organized manner. For example, in 2022-2023, such measures were mainly held only in the Saturday format. Although the cleaning campaigns carried out at certain periods gave short-term results, they could not become a long-term solution. Starting this year, this work is being carried out at a professional level, based on a specific schedule and report. Responsible institutions for each district have been identified, and equipment and specialists have been assigned to specific sites. The main thing is that there is confidence that these initiatives will not stop and will continue throughout the year. The city's residents are also beginning to understand the importance of this work. Many people are voluntarily participating in cleaning activities and contributing to environmental protection. This is a sign of the growth of environmental culture. Schoolchildren, youth organizations, and public foundations are becoming more active. Such solidarity shows that the city is on the right path for development. In short, the cleaning of rivers and canals in Shymkent is a systematic initiative of ecological, social and infrastructural importance. It is aimed not only at preserving the city's ecosystem, but also at improving the quality of life of residents. This is not just a cleaning measure, it is a sign of compassion for nature, a good step taken for the future. Clean water canals are the guarantee of a clean future.
Measures to prevent enzootic diseases in Shymkent: impact on the ecosystem and comparison with past experience 24.07.2025
On July 23-24, 2025, explanatory work was carried out with residents in Shymkent to prevent enzootic diseases. This event was jointly organized by the Department of Agriculture and Veterinary Medicine of the city akimat, the Veterinary Service MCC, and the Al-Farabi district akimat. In particular, at meetings held in the Tekesu microdistrict, specialists announced that disinfection work would begin on August 10. Enzootic diseases are chronic or seasonal epidemics that occur regularly in a given area and are transmitted among animals. They can also pose a threat to human health, especially if the disease is contagious or transmitted by vectors (for example, insects). Therefore, measures to prevent such diseases are of great importance for the safety of ecosystems, people, and animals. During the event, residents were informed about the importance of cleaning barns from animal droppings, grass clippings, and other organic waste, as well as disinfection rules and sanitary requirements. Veterinary specialists emphasized the need for mechanical cleaning, the correct use of disinfectants, and the need to keep barns dry and ventilated. Such educational work is not new for the city of Shymkent. Similar preventive measures have been organized before. For example, in 2023, disinfection was carried out in the territory of the Karatau district against tuberculosis, brucellosis and anthrax, and more than 150 livestock pens were sanitized. In 2024, during the work carried out in the Abay district, not only pens but also open pastures were cleaned, and special biothermal pits were restored. A distinctive feature of the 2025 outreach is the increased participation of residents. Previously, veterinary workers often conducted outreach on paper or via text messages, but this year's meetings are being held face-to-face. This method allows for an effective dialogue with residents, answers to questions, and builds trust. In addition, these events are considered an effective tool for increasing environmental literacy. Disinfection is not only a disease prevention measure, but also an environmental measure that has a positive effect on the city's ecosystem. Timely cleaning of livestock pens and yards reduces soil pollution, prevents the reproduction of various harmful microorganisms and insects. The accumulation of waste is one of the main factors that leads to the destruction of the ecosystem, pollution of groundwater and the spread of unpleasant odors. In addition, such measures will improve the sanitary and hygienic conditions of the city and positively affect the quality of life of residents. The disinfection of children's playgrounds, areas near schools and hospitals is a contribution to the health of society as a whole. Compared to previous years, the attitude towards ecology and sanitation is currently changing. This is a reflection of the shared responsibility of both residents and local authorities. For example, while previously residents only took action in the event of an outbreak, now they are beginning to understand that disease prevention is more important. Such changes are the result of constant steps aimed at the stability of the urban ecosystem and the creation of a clean environment. According to the plan, starting from August 10, large-scale disinfection of livestock premises, disinfection against harmful insects, and sanitary control will be carried out throughout the district. At the same time, the city administration calls on individuals and legal entities to clean their premises in a timely manner, strictly observe veterinary regulations, and responsibly approach safety requirements in animal husbandry. In conclusion, the measures taken to prevent enzootic diseases in Shymkent are an important step not only for those involved in livestock farming, but also for society and the environment as a whole. Disinfection and compliance with sanitary requirements are a strategic measure aimed at maintaining the balance of the ecosystem and improving the quality of life of city residents. A clean environment is the key to a healthy society.
