In accordance with the order of the Acting Minister of Industry and Construction of the Republic of Kazakhstan dated November 2, 2025 No. 506, amendments were made to the Order of the Minister of Industry and Construction of the Republic of Kazakhstan dated 09/02/2025 No. 342 "On certain issues of regulating the import of certain types of stone products into the territory of the Republic of Kazakhstan".Thus, according to the amendments, a ban was imposed on the import of certain types of stone products from third countries to the territory of the Republic of Kazakhstan by all modes of transport for a period of three months (code of the commodity nomenclature of Foreign Economic Activity of the Eurasian Economic Union: 6801000000 - paving stones, curbs - stones and slabs for paving made of natural stone, ✅6802931000 - polished, decorated or otherwise processed granite, other than carved, with a net weight of 10 kg or more, ✅6802939000 - granite for monuments or construction). Ensuring fire safety during the heating period of 2025-2026 01.12.2025
Since the beginning of the heating period of 2025-2026, which started on October 1, 2025, 85 fires have been registered in the Kostanay region. Due to timely preventive measures and the active work of civil protection authorities, the situation remains stable.The main causes of fires are violations of the rules for the installation and operation of electrical equipment, improper installation and use of heating furnaces, careless handling of fire, as well as other and unidentified causes.A set of preventive measuresTo increase the level of fire safety, the Department of Emergency Situations of Kostanay region is implementing a Plan for preventive work in the residential sector for the heating period of 2025-2026.As part of the second stage of the fire safety month, a repeated 100% house-to-house inspection of socially vulnerable segments of the population was carried out.For reference:7,429 families are registered, including:3,165 large families,1,049 single pensioners,1,424 representatives of low mobility groups of the population,290 orphaned children.Types of heating:2,334 — central,3,261 — solid fuel,1,834 — gas.During the rounds, the basic rules of fire safety were explained to residents, QR codes with instructional videos were handed over, briefings and preventive conversations were conducted.Information work and public educationTo raise public awareness, the Emergency Department sends weekly SMS messages through the 112 number with reminders about the safe operation of heating systems. Audio clips and information messages about the rules of fire safety in everyday life are broadcast daily on TV and radio channels.Special attention is paid to the education of children and adolescents. Classroom hours and thematic classes on the safe handling of fire and household appliances were held in all educational organizations of the region.This year, 65,192 copies of visual materials aimed at preventing children's pranks with fire have been distributed. Conducted:1,139 interactive and open lessons (85,380 students enrolled),1,962 briefings,3,225 lectures and talks (over 104,000 students were enrolled).As part of the popularization of the profession of a rescuer and firefighter, 421 excursions to the Department's museum and fire stations were organized. Children are taught the rules of fire safety and the procedure for dealing with a fire.For practical skills training, 1,341 evacuation trainings were organized, in which more than 63,764 people took part.Support for socially vulnerable families and work with organizationsExplanatory work was carried out with the heads of organizations serving multi-family residential buildings to prevent unauthorized persons from accessing basements and attics.With the participation of local executive bodies and volunteers, the Department provided targeted assistance to socially vulnerable families. If the delivered goods do not match the completed order, the recipient of the services has the right to refuse acceptance. According to the provisions of the Law of the Republic of Kazakhstan "On Consumer Rights Protection", in case of detection of non-conformity of goods during operation, the recipient has the right to return the goods within 14 calendar days. UAPF JSC (hereinafter referred to as UAPF) presents a report on the management of pension assets by the National Bank of the Republic of Kazakhstan (hereinafter referred to as NBRK) and investment portfolio managers (hereinafter referred to as IPMs) on the website enpf.kz in the section “Indicators - Investment Activity”.As of November 1, 2025, the total volume of pension assets managed by the NBRK and IPM amounted to 25,827.24 billion tenge. The volume of pension assets formed through employer’s compulsory pension contributions (hereinafter referred to as ECPC), held in trust by the NBRK, amounted to 641.00 billion tenge.Pension assets under IPM management amounted to over 80.53 billion tenge Investment portfolio of pension assetsmanaged by the National Bank of the Republic of Kazakhstan The National Bank, as the trustee of the UAPF pension assets, pursues a balanced investment policy: investing in various types of financial instruments across currencies, countries, sectors, and issuers.The main investment areas for pension assets formed through CPC, COPC, and VPC, as of November 1, 2025, are as follows: government securities of the Ministry of Finance of the Republic of Kazakhstan - 42.08%, bonds of quasi-public companies - 9.26%, foreign GS – 2.29%, bonds of second-tier banks of the Republic of Kazakhstan - 2.23%, deposits of the National Bank of the Republic of Kazakhstan – 2.10%, shares and depositary receipts of issuers of the Republic of Kazakhstan - 1.94%, IFI - 1.24%,.The investment portfolio broken down by currencies in which financial instruments acquired through CPC, COPC, and VPC are denominated, as of November 1, 2025, looks like this: investments in national currency – 57.50%, in US dollars – 42.50% of the pension asset portfolio.An analysis of the income received shows that interest income on securities, including deposits and reverse repo transactions, amounted to 1,628.93 billion tenge; foreign currency revaluation income, excluding assets under external management, amounted to 64.57 billion tenge; income from assets under external management, including exchange rate revaluation, amounted to 610.06 billion tenge; and other income amounted to 5.35 billion tenge. The market revaluation of securities was negative. Accrued investment income for the last 12 months from November 2024 to October 2025 amounted to approximately 2.82 trillion tenge, with a return of 12.58% and an inflation rate of 12.60%. The ECPC's investment portfolio as of November 1, 2025, is as follows: government securities of the Ministry of Finance of the Republic of Kazakhstan – 97.59%, cash in investment accounts – 0.25%, and deposits of the National Bank of the Republic of Kazakhstan – 2.16%.The ECPC's investment portfolio includes only financial instruments denominated in the national currency.As of November 1, 2025, the ECPC's return over the past 12 months was 7.51%.As a reminder, pension savings are long-term investments. Therefore, it is advisable to analyze investment income over a period of at least one year. In certain periods, a decrease in return may be observed due to exchange rate volatility, changes in the market value of financial instruments, and the impact of inflation. Diversification of the investment portfolio, whereby income from some instruments offsets temporary losses from others, ensures the safety and sustainable return of pension savings over the long term. In Karaganda, five retail chains and 32 wholesale suppliers were punished for unjustified increases in trade markups on social goods 01.12.2025
Wholesale suppliers of goods to the Karaganda region, Milk Group LLC and Dep Plus LLC, inflated the trade markup on butter by 22.6% and 26.3%. Sultan Kamal LLC sold 2.5% fat kefir with a 43.2% markup, and Kadomets LLC sold Category C1 chicken eggs with a 25% markup. Er-Ai 2012 LLC increased the established markup on buckwheat by 12%.Vegetable suppliers Nadirov LLC and Marsh LLC inflated the markup on potatoes to retail chains by 5% and 20%, respectively. As a result, the Department of Trade and Consumer Protection of the Ministry of Trade and Integration of the Republic of Kazakhstan for the Karaganda Region brought all these retailers to administrative responsibility under Article 204-4 of the Code of Administrative Offenses of the Republic of Kazakhstan.Since the beginning of the year, 155 retailers have been held administratively liable in the Karaganda region as part of state oversight. Of these, 142 unjustifiably inflated markups on socially important food products, 10 were found to have price discrepancies, and three failed to comply with retail store operating hours. As a result, 40 entrepreneurs were issued warnings, and 115 were fined over 5 million tenge.To prevent unjustified price increases on socially important products and eliminate ineffective intermediary chains, a regional commission to investigate intermediary schemes is operating in the region. In accordance with its operating procedure, the commission closely collaborates with other government agencies."To identify unjustified price increases, we, together with the Department of State Revenue, regularly analyze electronic invoices from key market participants and, as part of this collaboration, constantly monitor the movement of goods from the manufacturer to the supermarket shelf," said Abzal Rakhymbayev, Head of the Department of Trade and Consumer Protection of the Karaganda Region.Since the beginning of the year, the commission has held 57 meetings. Since the beginning of the year, the Department of Trade and Consumer Protection in the Karaganda Region has received 2,528 complaints about consumer rights violations. Residents of the region most frequently complained about household services, including cosmetics, furniture manufacturing, car and appliance repair, and housing and utilities."Since the beginning of 2025, the regional department has conducted 36 unscheduled inspections on consumer rights issues. As a result, 16 administrative fines have been imposed on entrepreneurs who violated consumer rights, and 10 warnings have been issued. A total of 84,241,047 tenge have been returned to consumers since the beginning of the year," reported Abzal Rakhymbaev, Head of the Department of Trade and Consumer Protection in the Karaganda Region.Furthermore, during the first 10 months of 2025, the department acted as a third party in 24 lawsuits related to consumer rights protection. In November, the department reviewed a collective complaint from city residents regarding the quality of entrance cleaning services and the actions of the individual entrepreneur providing the service. During the inspection, specialists determined that consumers were provided with incorrect information about the actual service provider, and the contract termination procedure was not followed.Since the rights of more than 10 citizens were violated in a single matter, the department filed a pre-trial claim in accordance with Article 5, Section 8 of the Law "On the Protection of Consumer Rights."On November 4, the service provider was sent demands to terminate the contract, stop charging residents who refused the service, and provide accurate information about the service provider. According to the official response dated November 6, the contract was terminated, and all charges ceased as of December 1.
