Today, an off-site meeting was held in the Airport microdistrict dedicated to the issues of landscaping and further development of the territory. During the meeting, key infrastructure projects and the progress of their implementation were reviewed.It was reported that the first stage of the two-year landscaping project for school No. 29 has been completed. As part of this stage, comprehensive landscaping was carried out: about 500 trees and perennial flowers were planted. Next year, work will continue with the installation of additional playgrounds for children, sports areas and small architectural forms.In addition, the construction of a modern shopping and entertainment center with a total area of about 10,000 square meters continues in the neighborhood. It includes a supermarket, family and children's recreation areas, a fitness room, a food court and cinema halls. After opening, the center will create more than 150 jobs and will become a new attractive place for residents and visitors of the city.It was noted that the work on the construction of a drainage system that allows monitoring the groundwater level in the microdistrict has been fully completed.The issue of the condition of the Saucer Lake was considered separately. It was recalled that in 2017, the coastal zone was landscaped, but the cleaning of the reservoir itself was not carried out. Since 2023, the Department of Natural Resources and Environmental Management has twice held a competition at the expense of the regional budget, but the work has not been completed due to the fault of contractors. During a working trip, the district akim visited several important social facilities and inspected the quality of the ongoing construction work.The visit began with an inspection of the gas pipeline and intra-settlement gas distribution network project in the village of Dur Ongar. The gasification works, carried out for the benefit of local residents, are nearing completion. Once the project is implemented, the district’s natural gas coverage will reach 82 percent. In addition, work is underway to supply gas to the villages of Iirkol and Tõrebai bi through Dur Ongar. Project estimates and design documentation for these villages and their internal gas networks are being prepared, and measures are being taken to secure funding for construction and installation works.During the trip, the district akim also inspected the work of the “Rukhaniyat” Center, built at a cost of 1.7 billion tenge. Constructed as part of the “Year of Spirituality,” the complex includes a wedding hall, library, museum, archive, youth center, veterans’ house, and special associations for mothers. The center now provides cultural, educational, and social services to district residents and visitors. The district leader toured the facility and instructed responsible officials to further enhance the center’s operations.The construction progress of residential houses in the Täuelsizdik microdistrict was also reviewed.      Today, the Institute of Analysis and Forecasting of the East Kazakhstan region hosted a round table on the prevention of suicidal behavior, delinquency and ludomania among young people.The event was attended by sociologists, psychologists, representatives of educational institutions, the Commissioner for Children's Rights of East Kazakhstan Region, as well as specialists from specialized organizations.                                                                                                                The speaker was Senior assistant prosecutor of the region A.Zheksembayev. Ancient City of Semiyarka: International Team of Archaeologists Makes Major Discovery in Kazakhstan 20.11.2025
An international team of archaeologists, including researchers from the UK’s UCL and Durham University, as well as Kazakhstan’s Toraighyrov University, has presented the results of the first large-scale investigation of one of the most significant Bronze Age archaeological sites in Kazakhstan.The researchers have conducted the first detailed study of the ancient settlement of Semiyarka – the largest planned settlement of its kind in the region, covering approximately 140 hectares. Although the site was initially identified by Kazakh researchers in the early 2000s, the current international expedition has allowed for a comprehensive examination of the settlement.According to the findings, Semiyarka, dated to around 1600 BCE, was one of the key regional centers during the period when local nomadic communities began transitioning to more permanent, urbanized lifestyles.Project leader Dr. Miljana Radivojević (UCL) remarked: “This is one of the most remarkable archaeological discoveries in this region for decades. Semiyarka changes the way we think about steppe societies. It shows that mobile communities could build and sustain permanent, organised settlements centred on a likely large-scale industry – a true ’urban hub’ of the steppe”Today, the remains of the city include rows of rectangular earthen platforms – the foundations of multi-room houses. Researchers also uncovered the remnants of a large central structure, likely used for rituals, communal purposes, or possibly belonging to a prominent family.A key discovery was made on the southeastern edge of Semiyarka, where the team identified an industrial area dedicated to tin bronze production, the primary alloy of the Bronze Age. The archaeologists found crucibles, slag, and finished artifacts, providing the first solid evidence of complex metallurgical production in the steppe region, far beyond small-scale artisanal workshops.The settlement is located on a promontory above the Irtysh River in northeastern Kazakhstan. Its name, “Semiyarka,” derives from the network of ravines surrounding the site. The proximity to copper and tin deposits in the Altai Mountains underscores the city’s historical role as a center of production, trade, and exchange.Co-author Dr. Viktor Merz (Toraighyrov University) highlighted:“We have been surveying Semiyarka for many years with the support of Kazakh national research funding, but this collaboration has truly elevated our understanding of the site. At the plenary session of the Senate of the Parliament of the Republic of Kazakhstan, the draft law "On the Republican Budget for 2026–2028" was presented. In shaping the country’s main financial document, strategic guidelines, state objectives, and priorities for socio-economic development were taken into account.The budget draft underwent extensive discussion in Senate committees and working groups. As a result of joint efforts, additional funds were reallocated to priority expenditures. Specifically, 28.5 billion tenge were directed toward regional development, including infrastructure projects, and 57.7 billion tenge toward strengthening transport logistics. These measures aim to improve the population’s quality of life and enhance the country’s transit potential.Special attention was given to the fact that this budget is being formed for the first time under the new Budget Code. Systemic changes have been introduced, including strategic and medium-term planning, mandatory budget reviews to assess spending efficiency, and a shift toward investment discipline. Every project is now subject to evaluation for socio-economic impact and risk analysis.The expenditure part of the budget remains socially oriented. In 2026, 10.8 trillion tenge are allocated to the social sector, of which 6.8 trillion tenge are earmarked for social payments and 4 trillion tenge for human capital development. Reforms include the digitalization of benefit payments, optimization of healthcare funding with an expanded compulsory health insurance package, and increased financial autonomy for cultural institutions.For the development of the real sector, 3.6 trillion tenge are allocated, including funding for infrastructure, core industries, agriculture, manufacturing, and business support measures. A separate priority is strengthening national security: expenditures for the security sector in 2026 will amount to 3.1 trillion tenge, or 1% of GDP.According to Deputy Minister of Finance of Kazakhstan Abzal Beisenbekuly, who presented the draft law in the Senate, cooperation with Parliament enabled savings of 68 billion tenge in budget funds. Administrative expenses were reduced from 15% to 12%.
