HIGH-SPEED INTERNET COVERAGE IN ALL COUNTRIES 07.07.2025
Residents of the settlements of Shymkent "Shanyrak", "Turdyabad", and "Bazarkakpa" can now use high-speed Internet, digital television, and high-quality cellular communications thanks to advanced GPON technology. One of the main advantages of GPON (Gigabit passive Optical Network) is a stable data rate, as well as protection from external interference. Thanks to this, the Internet works quickly and uninterruptedly even in remote areas. The technology allows data to be transmitted over fiber at speeds of up to 1 Gbit/s. Today, about 1,500 houses in the “Shanyrak”, “Turdyabad” and “Bazarkakpa” microdistricts in Shymkent have been connected to the technology, covering more than 7,150 residents. Work on providing fiber-optic internet to remote settlements of Shymkent began in 2021. Of the 81 settlements connected to the city from South Kazakhstan, now Turkestan region, 52 are located there. This year, fiber-optic internet is planned to be provided in 20 settlements, and next year in 25 settlements. Thus, remote settlements will be provided with fast internet. It should be noted that no funds were used from the local budget for the construction of optical Internet. "All work is financed by private investors. Memorandums have been signed with six providers that will provide high-quality Internet access, and we will help overcome infrastructure issues and administrative obstacles. As for Beeline, this year it will connect the residential areas of "Turdyabad", "Shanyrak", "Bazarkakpa", "Sairam" and "Abdulabad" to the Internet using GPON technology.

MEASURES FOR CHILD SAFETY HAVE BEEN STRENGTHENED IN SHYMKENT 05.07.2025
In Shymkent, comprehensive preventive work is being carried out to prevent children from accidentally falling from the windows of multi-storey buildings. This year, 3 such incidents have been recorded so far: 2 children died and 1 child was injured. Last year, there were 4 incidents during this period (3 injuries, 1 fatality). In 2024, a total of 8 incidents were recorded, including 1 child died and 7 children were injured. Experts say that children under the age of 7 cannot fully appreciate the dangers of having a window open or covered with a mosquito net. The main cause of accidents is insufficient supervision by adults, especially when entrusting a child to older children or elderly relatives. In order to raise public awareness, 4 speeches were organized on local and national television channels, and 22 radio broadcasts were broadcast. In addition, a special video clip is being prepared. Since the beginning of the year, 159 house inspections have been conducted in crowded places and among residents of multi-story buildings, covering more than 2,650 people. 22 meetings have been held and more than 1,060 leaflets have been distributed. Specific recommendations were given at these meetings to prevent children from falling out of windows. In addition, explanatory work is being carried out regularly on social networks (WhatsApp, Instagram, Telegram), and the "5 Steps" memo developed by the Department is being sent to chat rooms of parents and home committees, along with district employees. Together with local executive bodies, 103 safety blockers have been installed on the windows of 62 houses since the beginning of the year. On June 26, an extraordinary meeting of the Commission for the Prevention and Elimination of Emergency Situations was held on the issue of "Measures to Prevent Children from Falling Out of Windows." Problematic issues were considered and instructions were given to strengthen the safety of children. According to the legislation, ensuring the safety of the child is the direct responsibility of the parents. Article 127 of the Code of Administrative Offenses of the Republic of Kazakhstan provides for administrative punishment for failure to fulfill these obligations. Also, Articles 119 and 141 of the Criminal Code of the Republic of Kazakhstan provide for criminal liability for failure to fulfill relevant obligations in cases where the life and health of the child are at risk. The Shymkent City Emergency Department recommends that residents not leave children unattended, install special locks on windows, and observe all safety measures.
