На заседании Правительства под председательством Премьер-министра Олжаса Бектенова рассмотрен проект Программы совместных действий Правительства, Национального Банка и АРРФР по макроэкономической стабилизации и повышению благосостояния населения на 2026–2028 годы. О ключевых направлениях нового документа доложил заместитель Премьер-министра – министр национальной экономики Серик Жумангарин.Приоритетом Программы определено повышение реальных доходов населения за счет качественного роста экономики и снижения инфляции.По итогам 10 месяцев текущего года экономика Казахстана демонстрирует рост на уровне 6,4%. Драйверами развития выступают реальный сектор (+8,2%), транспорт (+20,7%), строительство (+15,1%) и автомобилестроение (+13,3%). В планах на 2026–2028 годы – удерживать рост ВВП на уровне не ниже 5% ежегодно.В 2026–2028 годах Правительство планирует обеспечить рост экономики на уровне не ниже 5% в год. При этом меняется подход к оценке развития: внедряется декомпозиция роста по потенциальному ВВП.«Правительство будет таргетировать не просто рост в отраслях, а учитывать вклад фундаментальных факторов: человеческого капитала, технологий и производительности труда. Приоритетом станет наращивание долгосрочной производственной способности. Это приведет к постепенному устранению разрыва между ростом ВВП и ростом заработной платы», — отметил Серик Жумангарин.Для запуска нового инвестиционного цикла внедряется принцип «заказ на инвестиции» и запускается Национальная цифровая инвестиционная платформа. Для приоритетных проектов стоимостью свыше 29,5 млрд тенге будут заключаться соглашения, гарантирующие стабильность законодательства в течение 25 лет.Ключевая роль отводится Холдингу «Байтерек», который трансформируется в Инвестиционный холдинг страны. Он сосредоточится на 15–20 системообразующих проектах. В портфеле на 2026 год приоритеты распределены следующим образом:42% – химическая и нефтегазохимическая промышленность;19,6% – транспорт и логистика;12,1% – энергетика.Для реализации этих задач в 2026–2028 годах Холдингу будет выделено до 1 трлн тенге.Для стимулирования роста инвестиций будут приняты системные меры по запуску нового инвестиционного цикла. Планируется задействовать национальную цифровую инвестиционную платформу, которая упрощает процесс инвестирования и обеспечивает прозрачность на всех этапах реализации проектов.Также внедряется новый подход, в основе которого заложен принцип «заказ на инвестиции». В приоритетных отраслях для инвестиционных проектов стоимостью свыше 29,5 млрд тенге будут заключаться соглашения об инвестициях, гарантирующие стабильность законодательства в течение 25 лет. Для привлечения иностранных инвестиций также будет использован потенциал МФЦА. В разработку и реализацию проектов ГЧП особой значимости будут привлекаться МФО. В результате доля инвестиций в основной капитал в 2028 году увеличится до 21 % к ВВП.Для укрепления устойчивости госфинансов будет проводиться контрцикличная фискальная политика. Дефицит бюджета планируется сократить к 2028 году до 0,9% к ВВП, а госдолг удерживать на уровне не выше 26%. Правительство сохранит статус внешнего нетто-кредитора.В рамках антиинфляционных мер особое внимание уделят регулированию электронной торговли.Будут приняты меры по раскрытию информации о комиссиях на маркетплейсах.Внедряется практика «двойных цен»: дифференциация стоимости товара при оплате в рассрочку и без нее.Серик Жумангарин озвучил решения по тарифной политике. Вице-премьер объявил о приостановке повышения коммунальных тарифов для всех групп потребителей до конца 1 квартала 2026 года.В этот период будет проведена ревизия исполнения монополистами инвестиционных обязательств. В дальнейшем, в 2026–2028 годах, на модернизацию 30 тыс. км инженерных сетей планируется привлечь порядка 3 трлн тенге.Продолжится работа по оптимизации квазигоссектора. This year marks the 190th anniversary of the birth of Bakhtybai Zholbarysulу. Особое внимание будет уделено снижению инфляции, проведению сбалансированной тарифной политики, увеличению экспорта и снижению импортозависимости.С учетом того, что устойчивое развитие экономики возможно только при слаженных действиях всех ответственных госорганов, Премьер-министр Олжас Бектенов дал ряд поручений ответственным ведомствам.Министерствам национальной экономики, сельского хозяйства и торговли поручено усилить работу по контролю, снижению уровня инфляции, минимизации влияния внешних факторов на рост цен и обеспечить соблюдение предельного вклада тарифов на коммунальные услуги.В условиях действия моратория на повышение цен на горюче-смазочные материалы усиливается диспаритет цен с соседними государствами: проще говоря, казахстанский бензин и дизель намного дешевле, чем у соседей, поэтому министерствам энергетики, торговли, финансов совместно с министерством внутренних дел, Агентством финансового мониторинга и Пограничной службой необходимо будет обеспечить жесткий контроль за балансом топлива и перетоками нефтепродуктов.Министерствам сельского хозяйства, торговли и промышленности для стабильности цен на продовольствие следует повышать обеспеченность внутреннего рынка отечественной продукцией. Приоритетом является стабилизация цен на продукты питания, особенно на которые сегодня наблюдается высокая импортозависимость, через активное использование стабфондов, форвардных договоров, субсидий и соглашений с торговыми сетями. Министерству торговли совместно с акимами необходимо выявлять непродуктивных посредников, а центральные и местные органы – обеспечивать своевременное исполнение мер по контролю инфляции.
