Kazakhstan Actively Participated in the 43rd UNESCO General Conference 13.11.2025
Samarkand, 13 November 2025 – The delegation of the Republic of Kazakhstan is completing its participation in the 43rd session of the UNESCO General Conference, held from 30 October to 13 November 2025 in Samarkand. The event, attended by over 4500 representatives out of almost 180 Member States, has become the Organization’s largest gathering, setting strategic priorities for international cooperation in education, science, culture, information, and communication for the coming years.Kazakhstan was elected Vice-President of the General Conference, re-elected to the Intergovernmental Hydrological Programme Council for 2025-2029, and to the Bureau of the 25th General Assembly of States Parties to the World Heritage Convention, while continuing its membership in the World Heritage Committee (2023-2027) – reflecting the country’s continued recognition as an active and constructive participant in UNESCO’s work.Kazakhstan has made a significant contribution to the effectiveness of the Conference, acting as the author and co-author of a number of resolutions and initiatives.A major achievement of the session was the adoption of Kazakhstan’s resolution on enhancing cooperation with and between National Commissions for UNESCO, co-sponsored by 70 Member States. The document highlighted the central role of National Commissions in implementing UNESCO’s mandate and outlined practical measures to expand their engagement with the Organization’s Secretariat, government bodies, academia, and civil society.On 31 October, State Counsellor of Kazakhstan and Chairman of the National Commission for UNESCO and ICESCO, Erlan Karin, delivered a statement at the plenary session of the General Conference. He presented the key priorities of Kazakhstan’s state policy as outlined in President Kassym-Jomart Tokayev’s Address “Kazakhstan in the Era of Artificial Intelligence: Current Challenges and Solutions through Digital Transformation,” emphasizing the role of digitalization, education, and innovation in sustainable development. He underlined UNESCO’s leading role in promoting the ethical use of AI and noted Kazakhstan’s ongoing comprehensive national study based on UNESCO’s Readiness Assessment Methodology (RAM).State Counsellor Karin also met with UNESCO Director-General Audrey Azoulay, expressing gratitude for many years of fruitful cooperation. In recognition of her contribution to strengthening the partnership, he presented her with the Order of Dostyk (Friendship), 2nd degree, awarded by the President of Kazakhstan.On 4 November, the Kazakh delegation took part in the presentation of new publications by the Turkic Culture and Heritage Foundation, including the “Cultural Code of the Turkic World” catalogue and the “Heritage of Turkic Folklore” anthology. The event also celebrated the establishment, by decision of the 43rd General Conference, of the World Turkic Family Language Day, to be observed annually on 15 December – the day of the deciphering of the Orkhon inscriptions, the oldest monument of Turkic writing. This decision symbolizes recognition of the Turkic peoples’ contribution to global cultural and linguistic diversity. Delegates highly appreciated the multicultural performance by the soloists of the Kazakh ethno-folk ensemble “Turan”, featuring music in Kazakh, Kyrgyz, Azerbaijani, Uzbek, Turkish, Turkmen, and Hungarian languages.Kazakhstan co-sponsored the resolution to proclaim the International Day of Nomadic Heritage. In recognition of the valuable contributions of the nomadic peoples into cultural heritage of the world, it will be observed annually on 22 September – the autumn equinox – the day symbolizing harmony between humanity and nature.Speaking at a side event devoted to the Global Convention on the Recognition of Higher Education Qualifications, Vice-Minister of Science and Higher Education of Kazakhstan Talgat Yeshenkulov emphasized the importance of expanding academic mobility, research exchange, and the country’s active engagement in UNESCO’s international education initiatives.The 43rd General Conference approved the list of anniversaries with which UNESCO could be associated in 2026-2027, which includes the 100th anniversaries of opera singer Yermek Serkebayev and film director Abdolla Karsakbayev.On 6 November, the Conference elected Khaled El-Enany, former Minister of Tourism and Antiquities of Egypt, as the new Director-General of UNESCO. However, online fraud methods and techniques are also rapidly evolving. We urge you to be especially vigilant – fraudsters are actively exploiting the capabilities of rapidly developing AI, creating videos, audio recordings, and images in which people's faces and voices are replaced with real ones. For example, false advertisements and offers to invest savings in various bonds, stocks, and financial transactions are regularly distributed on social media. Also, by exerting psychological pressure and exploiting citizens' trust in official structures, fraudsters may pose as employees of government agencies, banks, law enforcement agencies, telecom operators, and other organizations, including the Unified Accumulative Pension Fund, in order to gain access to personal and financial information. On November 11–12, the 21st Kazakhstan-Russia Interregional Cooperation Forum was held in Uralsk. The event was attended by President of the Republic of Kazakhstan Kassym-Jomart Tokayev, President of the Russian Federation Vladimir Putin, members of government, regional akims, and representatives of business and expert circles.Kostanay Region was represented at the forum by Regional Akim Kumar Aksakalov, the only regional governor to speak at the plenary session. In his address, he presented the region's industrial development experience and outlined key areas for further economic growth.Industrialization and New TechnologiesThe regional governor noted that in the era of new industrialization, blue-collar jobs are once again becoming the driving force of the economy. Amidst increasing global freshwater shortages, Kazakhstan is taking an important step toward sustainable energy development. The Committee for Technical Regulation and Metrology of the Republic of Kazakhstan has approved the national standard ST RK ISO 4789:2025 "Guidelines for Wastewater Treatment and Reuse in Thermal Power Plants," identical to the international standard ISO 4789:2023. This is the first document of its kind introduced in the country, and it sets new benchmarks for water use in the energy sector.Water scarcity is becoming one of the most pressing global challenges today. Growing populations, urbanization, and industrial growth are driving enormous demand for water resources. Research shows that thermal power plants consume approximately half of all industrial water withdrawals globally, meaning that as energy production grows, pressure on water resources will only increase. Despite the rapid development of renewable energy, in 2020, 64% of the world's electricity was still generated from fossil fuels.Thermal power plants remain the largest users of water and sources of wastewater containing a wide range of chemical and organic contaminants. Their untreated discharge poses a serious threat to ecosystems and the health of water bodies. Reusing treated wastewater at thermal power plants is not just a technological solution, but a strategy that offers a double benefit: water conservation and environmental protection.Many countries are already moving in this direction. In the United States, China, Japan, and several countries, programs are being implemented under the auspices of the International Energy Agency to stimulate wastewater recycling and transition to zero-liquid-discharge systems. The implementation of the Kazakhstan standard ST RK ISO 4789:2025 reflects the same global trend. It aims to improve water use efficiency, implement advanced membrane, biological, and chemical treatment technologies, and create conditions for wastewater reuse in production cycles.This step will not only help reduce water consumption in the energy sector but also strengthen the industry's environmental sustainability, ensuring a balance between industrial development and the conservation of natural resources. The Unified Accumulative Pension Fund (UAPF) provides a variety of services to Kazakhstanis digitally and continues to develop them, adapting to client needs. The 24/7 availability of the Fund's services on its website and mobile app is a key factor in increasing depositor interest.From January 1, 2025, to September 30, 2025, the Fund provided 33.7 million services to the population. Of these, 20 million were provided electronically, and 12.6 million were automated. Thus, the share of automated, electronic, and remote services amounted to 97.9% of the total. A total of 724,400 services were provided in person, including 708,900 directly at the Fund's offices.As a reminder, all pension accounts are opened with the UAPF automatically upon receipt of the first contribution. Also, target requirements are automatically accrued to citizens of the Republic of Kazakhstan who have not reached the age of 18, and target savings accounts (TSA) are opened to record and pay out target savings to adult recipients of target savings under the National Fund for Children program.In total, during the reporting period, the total number of individual pension savings accounts (IPSA) opened automatically for all types of individual pension contributions, as well as notional pension savings accounts (CPSA) for recording employer’s compulsory pension contributions (ECPC) transferred by the employer from its own funds, and target savings accounts (TSA, opened for recording and paying out target savings to recipients of target savings under the National Fund for Children program) amounted to 1.2 million units.Receiving statements from IPSA, NPSA, and TSA remains the most popular service. UAPF notes that, starting in 2025, the annual automatic mailing of statements will no longer be provided. However, it is still possible to receive information about the status of pension savings by mail by submitting a corresponding request to the UAPF address.In addition to receiving statements in their personal account on the website and in the mobile app, contributors (beneficiaries) can use services such as making changes and additions to their account details, obtaining a certificate of account availability, submitting an application for the appointment of pension benefits in connection with the establishment of a disability of groups 1 or 2 indefinitely or in connection with reaching the age of fifty through voluntary pension contributions, tracking the status of a pension benefit application, transferring a portion of pension savings to an investment portfolio manager (IPM), forecasting future pension calculations using a pension calculator, etc. For example, since the beginning of the year, 56.4 thousand applications from contributors have been received to transfer a portion of their pension savings to the IPM trust management, of which 53.9 thousand were in electronic format.For the nine months since the beginning of 2025, 104.2 thousand applications for changing account details have been received, 98.3 thousand of which were submitted at the Fund's offices.When seeking a service from UAPF specialists, contributors typically receive additional consultations and advice on savings management. As part of outreach efforts, 38,300 road shows were held, attended by 781,400 people. National Guard Hosts Mini-Football Tournament Among Teams of the Astana Garrison 13.11.2025
In the capital, a mini-football tournament for the Cup of the Commander of Military Unit 3656 of the National Guard was held among the military units of the Astana Garrison.The competition brought together teams from the Armed Forces, the National Guard of the Ministry of Internal Affairs of the Republic of Kazakhstan, the Aviation Service of the National Security Committee, the Border Control Department of Astana, as well as the combined team “Guardsman”.
