Science, Education, and Business: New Horizons for Cooperation between MATE and Kazakhstan 25.06.2025
Gödöllő, 23 June 2025.The Ambassador of Kazakhstan, H.E. Mr. Abzal Saparbekuly, paid an official visit to the main campus of the Hungarian University of Agriculture and Life Sciences (MATE), one of the largest scientific and educational institutions in Central Europe specializing in agriculture and life sciences.During the visit, a meeting was held with the Rector of the University, Prof. Dr. Csaba Gyuricza. The parties discussed a wide range of possible areas for cooperation — from academic exchanges and field internships to the implementation of technological solutions and the development of joint production initiatives.Special attention was given to MATE's active involvement not only in education and research but also in the development and commercialization of applied solutions in agriculture. The university engages in seed production, the promotion of eco-friendly fertilizers and bioproducts, and the implementation of digital farming technologies — including precision agriculture systems, drone-based monitoring, and mobile laboratories. Many of these solutions are developed and tested in cooperation with Hungarian agribusiness companies and are applied both domestically and internationally. It was also noted that an important milestone in bilateral cooperation was the signing of a Memorandum of Understanding in November 2024 between the Ministry of Agriculture of Kazakhstan, Hungarian company LAC Holding, and MATE — during the official visit of the President of Kazakhstan to Budapest. The memorandum provides for the establishment of a joint corn seed production facility in Kazakhstan — one of the business initiatives at the intersection of science and the real sector. The university expressed interest in further expanding cooperation in other agricultural sectors, including potato cultivation, horticulture, livestock breeding, feed production, and agri-tech development. MATE is also exploring opportunities to localize its technologies in Kazakhstan and to jointly access markets in Central Asia. The Ambassador extended an invitation to the university’s leadership to visit Kazakhstan for direct engagement with key academic and industry partners and to explore project opportunities on the ground. Both sides expressed confidence that the combination of scientific expertise, educational capacity, and business-oriented approaches opens new horizons for sustainable and mutually beneficial cooperation.Source : https://www.gov.kz/memleket/entities/mfa-budapest/press/news/details/1023633?lang=kk

Current questions about UAPF - "Pension savings payments are waiting for their owners" 25.06.2025
1) What work does UAPF do on unclaimed pension savings?UAPF constantly carries out information and explanatory work on the need for timely application for pension benefits by both beneficiaries and heirs of deceased contributors/beneficiaries.Every year, UAPF carries out a reconciliation with the State Corporation "Government for Citizens" on persons who have reached retirement age, who have pension savings at the expense of compulsory pension contributions, compulsory occupational pension contributions to UAPF and who have not applied to UAPF for their payment, for the presence of pension benefits by age and state basic pension benefit assigned at the expense of budgetary funds for these persons in the information system of the authorized body in the sphere of social protection of the population.  2) What further steps is UAPF taking to pay out unclaimed pension savings? Based on the results of the annual reconciliation, UAPF makes pension benefit payments to beneficiaries in a proactive format through the State Corporation. That is, pensioners receiving a pension from the state budget begin to receive payments from UAPF if they have pension savings.  3) Does UAPF keep records of unclaimed pension savings? As of 01.06.2025, the total amount of unclaimed pension savings of persons who have reached the generally established retirement age is about KZT37.3 bln in 264,695 individual pension savings accounts (IPSA), of which, according to information received by UAPF from the information systems of government agencies:- 148,335 people are deceased and their pension savings can be claimed by heirs;- 59,800 people have left for permanent residence outside of Kazakhstan;- 56,560 people have not yet applied to the State Corporation (Public Service Center at their place of residence) to apply for their old-age pensions.  4) What happens to unclaimed pension savings?Pension savings are subject to UAPF accounting, continue to be invested and are held in the IPSA of the contributors until demanded by the beneficiaries or their heirs (in the event of the contributor's death). Investments for obtaining additional income are carried out by the National Bank of the Republic of Kazakhstan and private investment portfolio managers (IPM).  5) How to get unclaimed pension savings? In case if:The pensioner did not apply for savingsTo assign pension payments from the UAPF at the expense of mandatory types of pension contributions in connection with reaching retirement age, as well as the assignment of a basic and solidarity pension from the state budget, beneficiaries must contact the State Corporation "Government for Citizens" (CSC) at their place of residence. When leaving for permanent residenceForeigners and stateless persons who have left the country for permanent residence, have pension savings in the UAPF and have submitted documents in accordance with Kazakhstani legislation may exercise the right to pension benefit payments from the UAPF in connection with leaving for permanent residence outside of Kazakhstan. In connection with the death of a person with pension savingsIn the event of the death of a person with pension savings in the UAPF, his/her family members are paid a one-time payment for burial from the pension savings of the deceased person within the amount of 94-fold monthly calculation indicator established for the relevant financial year by the law on the republican budget, but not more than the funds available in the IPSA of the deceased person.Pension savings are also inherited in the manner established by the legislation of the Republic of Kazakhstan. Within 6 months after the death of a person with pension savings, his heirs must contact a notary to register the inherited property in the form of pension savings of the deceased person and obtain a certificate of inheritance. If the deadlines for applying are missed, it is necessary to contact the judicial authorities to restore the right to inheritance. The list of necessary documents for receiving pension benefits depending on the type of pension benefits and the method of application is posted on the website enpf.kz in the section "Services-Pension Benefits".Source : https://www.gov.kz/memleket/entities/aqmola-selinograd/press/news/details/1023641?lang=kk

Investor protection is a priority in supervisory activities 25.06.2025
On behalf of the Head of State, the Prosecutor's office is consistently working to support significant investment projects.Today, prosecutors are focused on 1,130 such projects worth 64 trillion tenge.Since April 2023, prosecutors have successfully resolved 800 problematic cases and provided real assistance to 1,350 investors, including foreign ones (France, Turkey, China, Singapore, etc.).The volume of their investments is over 10 trillion tenge. At the same time, a "prosecutor's filter" was introduced for key decisions of government agencies in relation to investors. This means that a government agency, without the consent of the prosecutor, has no right to verify an investor, bring him to administrative responsibility, file lawsuits, suspend his activities, revoke his license, terminate the contract and impose other restrictions. It is very important here that when approving a prosecutor, not only the "letter of the law" is taken into account, but also the importance of a reasonable approach and common sense. The "prosecutor's filter" has ensured transparency of officials' decisions and, with the support of the Head of State and members of Parliament, has been enshrined in laws this year.Prosecutors have already refused to approve more than 880 decisions, stopped 360 illegal inspections, 330 administrative proceedings against investors and about 200 prohibitive and restrictive measures.225 officials were punished for violating investors' rights. In general, investor protection measures have had a tangible effect. The number of lawsuits filed by government agencies against investors has decreased by more than a quarter. The number of cases of administrative offenses and criminal cases has almost halved. The prosecutors aim to improve the investment attractiveness of the country and ensure the protection of the rights and legitimate interests of investors. The work continues and is under special control.Source : https://www.gov.kz/memleket/entities/kostanai-kalasy-akimat/press/news/details/1023685?lang=kk

Kazakhstan joins the '50-in-5' campaign 25.06.2025
Kazakhstan has joined the '50-in-5' global campaign, which brings countries together to speed up the implementation of key components of digital public infrastructure (DPI). These technologies are forming the basis for the creation of modern, convenient, proactive public services that improve citizens' quality of life and develop the digital economy.Digital public infrastructure comprises secure and interoperable systems for digital payments, identification and data exchange. In the digital age, it has become a prerequisite for full participation in economic and social life. DPI is necessary for all countries to develop sustainable, innovative economies and ensure people's well-being.The main goal of the '50-in-5' campaign is for 50 countries to have implemented at least one DPI component by 2028. This is in recognition that exchanging experiences and jointly developing solutions using open digital products can ultimately reduce costs and accelerate transformation."In Kazakhstan, the focus of digital transformation is on people, not technology for technology's sake. To achieve this, we are creating a transparent, understandable and effective digital state, where every step is taken for the benefit of citizens and their interests. Digital solutions reduce distances, enabling us to stay closer to people, no matter where they live. Joining the '50 in 5' campaign is another important step that will enable us to reduce costs and accelerate our human-centred digital transformation in the future," said Zhaslan Madiyev, Minister of Digital Development, Innovations and Aerospace Industry of the Republic of Kazakhstan.Kazakhstan is already implementing key elements of digital public infrastructure that are operating and scaling successfully across the country. The eGov Mobile application is the central element of the digital identification system (Digital ID). This official e-government superapp provides secure authentication and remote identity verification, as well as access to a wide range of public services. Today, more than 11 million people in Kazakhstan use the eGov Mobile application, which has 5.3 million monthly active users and an average of 350,000 daily active users. The "Services" section offers 200 services, and over 82 million services have been provided through eGov Mobile since its launch. The "Digital Documents" section attracts the special attention of users, as it already contains 38 types of electronic documents, ranging from identity card to driving licence. This feature has been used over 25 million times since its launch.Smart Data Ukimet is an information and analytical platform that integrates 124 information systems of government agencies in Kazakhstan, facilitating the exchange of data between government systems. This integration makes it possible to develop proactive public services that are automatically initiated in response to citizens' real-life situations. To date, 45 proactive services have been developed, mainly of a social nature – they are focused on providing targeted assistance to citizens, including those facing difficult real-life situations. In total, such services have been provided more than 4.3 million times. They form the basis of a national data exchange system along with the e-Government Gateway and Smart Bridge.'50-in-5' is a country-led campaign to accelerate the digital agenda through the adoption of digital public infrastructure. It is coordinated in collaboration with the Bill and Melinda Gates Foundation, the Center for Digital Public Infrastructure, Co-Develop, the Digital Public Goods Alliance, and the United Nations Development Programme (UNDP), with additional support from GovStack, the Inter-American Development Bank, UNICEF, and UN Women. The '50-in-5' campaign gives countries the opportunity to share experiences with digital leaders, explore international best practices and receive technical and methodological support. For Kazakhstan, participating in this initiative provides an opportunity to strengthen national capacities in digital development and take a step towards establishing a sustainable digital infrastructure that serves the interests of every citizen. Source : https://www.gov.kz/memleket/entities/mdai/press/news/details/1023778?lang=kk

The region's share in the national volume increased from 3.8% to 4.6%.For 2025, the planned figure is 406.8 billion tenge. In the first five months, 75.5 billion tenge has already been spent, which is 157.8% of the same period last year.At the same time, a lag is observed in a number of districts. Thus, in the Auliekol district, the real volume index for the five months was 10.4%. Less active rates were also recorded in the Mendykarinsky district.Housing construction: dynamics persistAs Tleubayev reported, according to the results of five months, 179.5 thousand square meters of housing were commissioned - this is 1,810 apartments, including 1,625 in the commercial sector and 185 in the individual housing construction sector. In general, the project provides for the construction of more than 150 houses with infrastructure: schools, kindergartens, shops, a hospital, a sports complex and park areas.During the meeting, the Akim of the region emphasized the quality of the environment:— When building houses, special attention must be paid to the improvement of the territory. Playgrounds and sports grounds must be made only of high-quality materials. All structures must be securely installed. I personally visit construction sites and ask all akims to monitor this. Public control is the most effective form, — Kumar Aksakalov emphasized.Social facilities: focus on the village and youthAksakalov emphasized that housing is not only walls, but also living conditions:— Housing is a person's support. Construction should continue both in the city and in the village. The state creates all the conditions for people to be able to buy housing. This is our direct responsibility. He noted that two comfortable schools were built in Kostanay this year, and another one in the Zhangeldinsky district. The construction of a clinic in the Kostanay district, health complexes in the Sarykolsky and Auliekolsky districts, hockey rinks in the Mendykarinsky and Kamystinsky districts has been completed.Kindergartens have been opened in Kostanay and Auliekol, a children's center in Tobyl, and sports school No. 1 in the regional center. The volume of building materials production over five months amounted to 18.5 billion tenge — 9.8% more than a year ago, — he noted.Waste recycling is task No. 1The regional akim specifically focused on the issue of construction waste:— As construction volumes increase, waste also grows. This issue should be monitored.New format for recording those in need of housing: Otbasy Bank experienceAsel Askarova, director of the regional branch, spoke about the transformation of Otbasy Bank. She said that since May 24, the bank has been granted the status of a national development institute and centrally maintains an electronic queue for housing through the portal orken.otbasybank.kz.— We no longer divide people into categories. The main thing is that there is no housing on the right of ownership for the last five years or it is recognized as emergency. As of May 30, 149,045 applications have been registered throughout the country. This is a real, transparent database of those in need, — Askarova said.According to her, the system is integrated with 18 databases.
