Copenhagen, 28-29 October 2025 – Mr. Olzhas Suleimenov, Ambassador of Kazakhstan, paid a working visit to Denmark, during which he participated in the 75th Session of the World Health Organization (WHO) Regional Committee for Europe and held meetings at the Danish Ministry of Foreign Affairs.The main theme of the anniversary session, held under the motto «Back to Basics», was the adoption of the second European Programme of Action of WHO for 2026–2030, aimed at strengthening sustainable health systems in the face of global challenges.Speaking at the plenary session, Ambassador O. Seminar Held in Ridder: Key Changes in the New Tax Code – 2026 30.10.2025
On October 30, 2025, a large-scale seminar dedicated to the new Tax Code of the Republic of Kazakhstan, which comes into effect on January 1, 2026, was held in the city of Ridder by the Department of State Revenue for the East Kazakhstan Region.The event took place at the Ridder Agrarian and Technical College and brought together representatives of the local business community and the public.Participants were introduced to the new provisions regarding corporate income tax and the procedure for paying advance payments, as well as to changes in the taxation of the subsoil use sector.The rules for VAT registration and the procedure for refunding excess VAT were also presented.Speakers from the Department of State Revenue provided detailed explanations of the key changes related to individual income tax, social tax, property taxes, and tax administration.The new Tax Code provides for a large-scale simplification of tax administration: the volume of tax reporting is reduced by 30 percent, tax benefits are optimized, and procedures for debt collection, deferral, and installment payments are simplified.The existing special tax regimes have been reduced from seven to three: for self-employed individuals, under a simplified declaration, and for peasant or farm enterprises.The social tax deduction for persons with disabilities has been increased from 882 to 5,000 MCI, which is a significant benefit for socially vulnerable groups of the population.A key task of the Department is to ensure timely and comprehensive communication with taxpayers.“The new Tax Code contains a number of important changes that every entrepreneur should understand before it comes into force,” noted representatives of the Department.In conclusion, it was emphasized that holding such seminars allows taxpayers to prepare in advance for working under the new tax legislation.During the open dialogue, participants received answers to all their questions regarding the changes in the new Tax Code.Source : https://www.gov.kz/memleket/entities/kgd-vko/press/news/details/1096260?lang=kk

The outcomes of the State Revenue Department of East - Kazakhstan region for 9 months 2025 30.10.2025
On October 30, Sairankan Kabysh, Deputy Head of the State Revenue Department of East Kazakhstan region, spoke at the Regional Communications Service of East Kazakhstan Region, and presented the Department's activity outcomes for 9 months of 2025.For 9 months of 2025, tax revenue receipts to the state budget amounted to 336.3 billion tenge.The growth rate, compared to the corresponding period in 2024, totaled 192.3% for the state budget, representing an absolute increase of 161.4 billion tenge.Sayrankan Kabysh, Deputy Head of the SRD of EKR, noted the industries provided the largest revenues: manufacturing industry – 28.6% (96.3 billion tenge), wholesale and retail trade – 15% (50.4 billion tenge), mining industry – 13.5% (45.3 billion tenge), construction – 8.4% (28.1 billion tenge).v Then the speaker focused on the issues of control and prevention of violations. « In the East Kazakhstan Region, from June 18 to September 16, 2025, a total of 110 raid inspections were conducted at tourism facilities. The inspections covered: the presence of cash registers or a three-component integrated system; the availability of equipment (devices) designed to accept payment cards; registration with the tax authorities; and the availability and authenticity of identification tools and accounting and control stamps, along with the presence of a license. A total of 148 administrative offenses were identified. Warnings were issued in 104 cases, and fines amounting to 6.3 million tenge were imposed by the courts in 39 cases.Furthermore, counterfeit products were seized: tobacco totaling 125.8 thousand units and alcohol totaling 947.6 thousand units – said the Deputy Head of the SRD of EKR.During his speech, he discussed in detail the process of working with tax debts of individuals. Following the deadline for the payment of transport and property taxes (April 1, 2025), debts totaling 1.09 billion tenge were incurred. As of the current date, 600.6 million tenge has been recovered, leaving a balance of 490.4 million tenge owed by 38,607 taxpayers.Within the framework of a Memorandum of Cooperation with the justice and police authorities, 789 joint raids were conducted, resulting in the repayment of 17.6 million tenge in debts. Additionally, efforts are underway to collect debts from employed debtors, from whom 7.5 million tenge has been recovered.Since the beginning of October, there has been an increase in property tax arrears—from 483.5 million to 506 million tenge. Recovery orders are currently being issued against debtors, and materials are being sent to private bailiffs for enforcement.In summary, the speaker urged citizens to pay their taxes on time to avoid penalties and restrictive measures. Pension assets generate stable income: 3.11 trillion tenge over 12 months 30.10.2025
As of October 1, 2025, the return on pension assets held in trust by the National Bank of the Republic of Kazakhstan and formed through compulsory, compulsory occupational, and voluntary contributions over the past 12 months was 14.11%, with an inflation rate of 12.90%. Accrued investment income for the period from October 2024 to September 2025 reached 3.11 trillion tenge.The return on pension assets from employer’s compulsory pension contributions (ECPC) over the past 12 months was 8.44%. It is important to note that the return on pension assets over short periods does not reflect the actual effectiveness of their management. This is because, over a short period, income from financial instruments and other transactions is not always able to offset fluctuations in securities prices and exchange rates. Therefore, it is advisable to objectively evaluate investment results over a period of at least one year. Thus, a positive real return (exceeding cumulative inflation) on pension savings is ensured in the medium and long term. Thus, the cumulative investment return since the inception of the funded pension system in 1998 as of October 1, 2025, was 1,063.15%, with inflation for the entire period at 920.56%. As of October 1, 2025, net investment income accumulated since 2014 (following the consolidation of pension assets into the UAPF) amounted to 13.62 trillion tenge. Taking into account payments made, its share of the total pension savings of contributors (beneficiaries) is 42.8%, demonstrating the significant role of investment activity in the structure of citizens' savings. We would also like to remind you that Kazakhstan has a unique guarantee for the safety of compulsory pension contributions, taking into account the inflation rate. In the event of a decrease in returns in a particular period, affecting the contributor's accumulated returns upon the entitlement to benefits, compensation for the difference is guaranteed by the state.The entire system of investment management and accounting of pension assets is transparent: each contributor can view their investment income in their personal account on the enpf.kz website or in the mobile app.Information on the investment management of UAPF pension assets and the financial instruments in which UAPF pension assets are invested is published on the official UAPF website (www.enpf.kz) in the "Statistics and Analytics/Investment Management of Pension Assets" section.  UAPF was founded on August 22, 2013 on the basis of GNPF APF JSC. The founder and shareholder of the UAPF is the Government of the Republic of Kazakhstan represented by the State Institution Committee of State Property and Privatization of the Ministry of Finance of the Republic of Kazakhstan. Trust management of UAPF pension assets is carried out by the National Bank of the Republic of Kazakhstan. In accordance with the pension legislation, the UAPF attracts compulsory pension contributions, employer’s compulsory pension contributions, compulsory occupational pension contributions, voluntary pension contributions, as well as carries out enrollment and accounting of voluntary pension contributions formed at the expense of the unclaimed amount of guaranteed compensation for the guaranteed deposit, transferred by the organization carrying out mandatory guarantee of deposits, in accordance with the Law of the Republic of Kazakhstan "On mandatory guarantee of deposits placed in second-tier banks of the Republic of Kazakhstan", ensures the implementation of pension benefits.
