The Head of State: "As a just state, we must take into account the proposals of every citizen that are useful for the common cause" 14.10.2025
"Parliament is an important structure that embodies our independence and statehood. This is a truth that will never change, and will remain so in the future." In general, the main goal of the reform and the direction of the work to be carried out in accordance with it were widely discussed in the Address. All the work to be done before the referendum must be carefully thought out and carried out seriously. I believe that qualified specialists should openly express their opinions and give effective suggestions. In order for the final decision, that is, the public opinion, to be correct, every opinion expressed on this issue must be thoroughly checked, analyzed, and comprehensively analyzed. This is a very important issue. Therefore, the Working Group must fulfill its duties in accordance with a truly professional attitude. In particular, it is necessary to analyze and study all the opinions received through the portals "e-Otinish" and "e-Gov". As a just state, we must take into account the proposals of every citizen that are useful for the common cause. Each amendment to the Constitution must be carefully thought out and prepared. It is necessary to delve deeply into the meaning of each article, each norm, that is, we need to clearly identify legal and procedural issues. In addition, many other issues may arise. In short, the task before us is very large. Great confidence is being placed in the working group. I wish you good luck and success in your endeavors!
Kassym-Jomart Tokayev: "About 40 articles of the Basic Law will be changed" 14.10.2025
"For me, as the head of state, Parliament is the main pillar of the political system in our country. Therefore, it will first be necessary to make a number of changes to the Constitution." About 40 articles of the Basic Law will be changed. Then, at least 10 constitutional laws and more than 50 codes and laws will need to be amended. This can be considered a task equivalent to adopting a new Constitution. Of course, it is impossible to do all this work under your feet, in one go. Careful preparation is required. "Therefore, I would like to express my thoughts on some conceptual aspects of the upcoming reform."
Head of State: "The transition to a unicameral Parliament is fully consistent with international trends" 14.10.2025
"As you all know, our country is undergoing major changes in various directions. As a country, we are implementing political, socio-economic reforms. These changes must continue. We cannot stand still. It is important to continue implementing the strategy of radical modernization of our state in accordance with the concept of "Strong President - Influential Parliament - Accountable Government." This means that the effectiveness of the presidential system of power in our country will be preserved. "In general, the transition to a unicameral Parliament is fully consistent with international trends. Two-thirds of the world's countries have such a parliamentary system. Right now, what we need is a common position and a reasonable, weighty proposal. Therefore, we will carefully study and consider all opinions and proposals in detail."

In my address, I clearly stated that this issue should be comprehensively discussed in the civil sector, among experts, as well as in the current Parliament. Today, at our first meeting, we have representatives of the Parliament, the Presidential Administration, the Government, and political parties, as well as lawyers, scientists, and public figures. All of them are well-known citizens of the country, experts in various fields.
