Kazakhstan Calls to Uphold International Humanitarian Law 14.10.2025
New-York, September 21, 2025 – The leaders of Kazakhstan, Brazil, Jordan, China, France, and South Africa together with the International Committee of the Red Cross (ICRC), issued a statement calling for action to preserve humanity in war.In their statement, the heads of state expressed alarm over the widespread violations of international humanitarian law (IHL) in conflicts around the world and the unimaginable human suffering they cause. They called upon all states and parties to armed conflicts to adhere to IHL, particularly the rules protecting civilians, civil objects, medical staff and humanitarian workers. The heads of state also announced the organization of a high-level global meeting in 2026, dedicated to preserving humanity in war.This statement builds on the Global Initiative to galvanize political commitment for IHL. The initiative is aimed at developing practical recommendations to ensure stricter compliance with IHL and was launched on September 27, 2024, in New York on the sidelines of the 79th session of the UN General Assembly, during a meeting of the foreign ministry leadership of the six initiating countries and the ICRC. In Semey, the Severny Trade and Logistics Center (TLC) hosts weekly agricultural fairs aimed at providing residents with affordable, high-quality food products. The autumn fair "Auyl Bereke - 2025" has opened in Karaganda: over 50 tons of beef at reduced prices. 14.10.2025
On September 20th of this year, the annual traditional autumn agricultural fair, "Auyl Bereke - 2025," opened at the Global City shopping and entertainment center in Karaganda. The fair became a key event of the season, immediately attracting locals with its wide range of products and affordable prices.Meat, particularly beef, attracted particular attention, with over 50 tons of products delivered. Products are sold at prices 10-15% lower than the average market price, which is especially relevant for city residents given the current economic situation. In addition to beef, other meats, dairy and fish products, vegetables, eggs, and grains are also on offer.More than 90 agricultural producers from seven rural districts of the region, as well as processing plants from cities in the region, are participating in the fair. Over 120 tons of agricultural products were delivered during the event. TEMPORARY STORAGE OF GOODS 14.10.2025
Temporary storage of goods is the storage of foreign goods in temporary storage facilities until they are released by the customs authority or until the customs authority receives permission for the departure of goods from the customs territory of the Eurasian Economic Union.  This does not apply to goods transported by pipeline or via power transmission lines. Temporary storage warehouses and other temporary storage facilities are designated places for the temporary storage of goods.Temporary storage facilities are considered a customs control area. In order to place goods in temporary storage, the carrier or another person with authority over the goods must submit transport (shipping), commercial, and (or) customs documents containing information about the goods, their sender, recipient, country of departure, and country of destination to the customs authority.Alternatively, it’s possible to provide a document containing the registration number of the preliminary information submitted as an electronic document. Documents can be submitted to the customs authority in electronic form.The customs authority will register the documents submitted for the temporary storage of goods no later than one hour after submission. How have prices for beef and other socially important goods changed? 14.10.2025
 Since the beginning of August, Kazakhstan has seen a noticeable slowdown in food price growth. While the difference between food inflation and inflation for non-food goods and services was 4.6 percentage points in the second quarter, this gap has now narrowed to 2.9 points. In July and August alone, food prices increased by 1.2 percentage points, while in August, food inflation was only 0.5%—half that of non-food goods and three times lower than that of services.Particular attention is being paid to socially important food products. The food basket includes 160 items, of which only 19 are subject to state regulation. The price index for socially important food products (SIFP) has been 8% since the beginning of the year, but remained unchanged in August and increased by only 0.2% during the first three weeks of September.The positive trend is particularly noticeable in the vegetable category. Since the beginning of August, we have managed to reduce the rate of price growth by an average of 2.5 times. For example, potatoes, which cost 300 tenge per kilogram in July, are now selling for 184 tenge—even lower than last year's level. Carrots have fallen in price from 295 to 193 tenge, and onions from 222 to 137 tenge. Other key products have also demonstrated stability. Dairy prices have increased by only 5.3% since the beginning of the year, which is considered moderate. Buckwheat has increased in price by 8.9%, but its share of the basket is insignificant, so its impact on the overall index is minimal. Moreover, products such as horns, flour, and rice are currently cheaper than last year.At the same time, beef continues to have the greatest impact on price dynamics among socially significant products. This product traditionally occupies a significant share of the consumer basket, and price fluctuations for it have a significant impact on the household budget. It's especially important to note that this refers to shoulder-brisket beef, which is included in the list of socially significant goods and enjoys stable consumer demand. It ranks first in terms of impact on overall consumer inflation among food products, contributing approximately 2 percentage points. The overall meat price index since the beginning of the year has been approximately 25%, and for shoulder-brisket beef, which is included in the list of socially significant goods, it has been 23.6%.Comparative analysis: beef prices in Kazakhstan and neighboring countriesIn December 2023, shoulder-brisket beef cost an average of 2,506 tenge per kilogram, in September 2024 2,549 tenge, and in December of that year 2,572 tenge. Thus, the price remained virtually stable throughout the year, despite the increase in production costs associated with higher fuel and electricity tariffs. In some periods, the product was even sold below its actual cost, demonstrating the measures being taken to contain prices for important food categories.To understand affordability compared to other countries in the region, we provide comparable data. Currently, the average price of shoulder-brisket beef in Kazakhstan is 4,715 tenge per kilogram. For comparison, it is 10,180 tenge in Russia, 5,227 tenge in Uzbekistan, 5,112 tenge in Armenia, 6,070 tenge in Tajikistan, and 4,480 tenge in Belarus. Thus, compared to most countries in the region, Kazakhstan's prices remain the most affordable.What measures are being taken to contain prices?To curb prices, a ban on the export of live cattle was introduced on May 15. This has helped slow price growth: while in February-April, growth was 3% per month, in May-July it was 1.4%. However, the attractiveness of Kazakh meat prices for neighboring countries, particularly Uzbekistan, and the opportunity to export processed meat have led to a significant increase in export volumes. To date, beef exports have reached 27,000 tons, 3.2 times higher than last year.In this regard, the government has supported measures to saturate the domestic market. A decision was made to establish beef export quotas until the end of the year, with exports permitted only for meat processing plants. An initiative to establish a zero customs duty on imported beef from three countries is also being developed; the Russian Federation has also proposed a similar measure. This will help maintain a balance between domestic needs and the industry's export potential.To improve the availability of products in the regions, agricultural fairs continue to be held. Since the beginning of the year alone, more than 3,700 have been held, with farmers provided free trading space. This helps avoid unnecessary intermediaries and keep prices at an acceptable level. In addition, prices are monitored daily in retail chains and markets. The latest inspection at the Anvar, Small, and Magnum chains found that trade markups were within the normal range of 5 to 14%, with no excesses detected. The price per kilogram of beef ranges from 2,650 to 3,890 tenge, depending on the purchase price. Moreover, for other meat cuts not included in the SZPT list, prices range from 500 tenge for a soup set to 5,500 tenge for an entrecote. These items are not subject to government regulation.An important part of this work is combating unjustified markups and unnecessary middlemen. Since the beginning of the year, regional commissions across the country have held 747 meetings, resulting in the elimination of 345 unproductive middlemen. More than 2,000 administrative orders have been issued. In monitoring trade markups, the Ministry's regional departments have issued over 2,600 orders, 1,500 of which were fines totaling 56.5 million tenge, and another 1,200 were warnings. 2,200 decisions were issued for exceeding the maximum trade markup on socially important products alone, 1,000 of which were fines totaling 39.6 million tenge and 1,200 were warnings.In addition, active analytical work is being conducted. Since the beginning of 2025, approximately 9,000 price chains have been analyzed, identifying more than 823 potential violations.Thus, despite isolated challenges, overall food inflation is slowing, and prices for key social products are being maintained at a stable level. From September 20th to 21st, Astana is hosting the latest regional agricultural fair, featuring producers from the Abay and Atyrau regions.At the fair, farmers from the Abay and Atyrau regions will sell a variety of products, including meat, fish, dairy, grocery items, as well as fruits and vegetables, directly from farmers, thereby increasing food availability and supporting domestic producers.Specifically, regional producers offered approximately 400 tons of produce, including 140 tons of meat and meat products, 80 tons of fruits and vegetables, 70 tons of honey, 50 tons of melons, 25 tons of fish, 15 tons of dairy products, and approximately 20 tons of other food products.Furthermore, residents and visitors to the capital will be able to not only purchase produce directly from farmers but also enjoy a concert featuring regional performance groups. An expanded meeting of the Coordination Council of the Prosecutor's Office of the region was held in Aktobe. In pursuance of the instructions of the Head of State, a number of amendments have been introduced to the Criminal Code in order to strengthen responsibility for the commission of offenses in the field of domestic violence and the protection of socially vulnerable categories of citizens. We must confront this problem according to the dictates of the times and through digital solutions. The introduction of digital solutions into preventive work is an important condition for increasing transparency, objectivity and effectiveness of measures taken. The protection of the rights of the child and women is one of the priorities of State policy. In his report, Deputy Prosecutor of the region Aibek Tagibergen informed that the Prosecutor's office of the region has implemented a set of measures aimed at preventing domestic violence and juvenile delinquency. In particular, 1,331 dysfunctional families were visited, the rights of 763 children were protected, the police introduced 3,490 protective orders, secured alimony for 78 million tenge, 45 orphans were provided with housing according to supervision acts, and 24 more were put on the waiting list. In addition, large-scale preventive actions were organized with children, parents and teachers, reaching more than 51 thousand students through the VKS, a meeting was held with the participation of 11 thousand teachers, a regional parent-teacher meeting with the participation of 16 thousand parents, a lesson "Law and Order" was introduced in all schools and colleges in the region.     In turn, the prosecutor of the region, Marat Abishev, drew attention to the lack of coordination of the work of all state bodies.          Despite the overall decrease in crime, the number of offenses among adolescents and in the family and household sphere remains high. Therefore, since August of this year, the republican digital program "FSM Social", which employs about 3 thousand district police officers, probation officers, social workers and teachers, has been actively implemented in the region together with the akimat of the region, DP, DCPSiSU and DUIS. Today, the mobile application receives about 200 daily signals about violations and events. The information obtained helps to identify dysfunctional families, women and children in difficult situations. The system coordinates the actions of government agencies and creates a digital portrait of each family based on data from the Digital Family Card. Then an individual assistance plan is drawn up, which is sent to the relevant authorities for execution. The whole process is monitored in the mobile application "FSM Social". What Measures Are Being Taken to Stabilize Food Prices in Astana 14.10.2025
Astana is carrying out systematic work to stabilize prices of socially significant food products and to prevent their unjustified increase.Within the framework of the revolving mechanism, about 35 thousand tons of food products have been contracted. Special attention is given to vegetable products. In particular, forward contracts have been concluded directly with producers from Pavlodar, Karaganda, and Turkestan regions under the “from field to shelf” principle for the supply of around 20 thousand tons.Agreements have also been reached with producers of grocery, dairy, and meat products from Akmola, Kyzylorda, Kostanay, and Aktobe regions for about 15 thousand tons of goods. More than 120 retail outlets in the capital are involved in the distribution of these products. The Regional Commission for Investigating Intermediary Pricing Schemes in food products is actively operating. This year, 69 meetings have been held, during which the Department of Trade and Consumer Protection identified 115 cases of excessive trade markups, issuing 19 warnings and imposing 96 administrative penalties totaling 2.2 million tenge.Agricultural fairs, traditionally held annually with the participation of producers from across the country, continue to play an important role in supplying the capital’s market with fresh and affordable products. A key feature of the fairs is that goods are sold directly by farmers. This year, the fairs are being held every weekend from August 30 to October 26, with participation from 17 regions of the republic. The fairs are located at 1 Karkaraly Highway (opposite the “Kazanat” racetrack).For the convenience of residents and visitors, bus routes No. 18, 37, and 303 operate to the fairgrounds.
