In September 2025, the first stage of the "Reading Nation" project—a large-scale intellectual and educational initiative designed to foster a sustainable reading culture in Kazakhstan—was successfully completed in the Karaganda and Kostanay regions and the city of Shymkent. The main goal is to cultivate the habit of regular reading, starting from childhood, to develop critical and analytical thinking, and to popularize books as a key source of knowledge. The initiative is being implemented within the framework of the concept of the President of the Republic of Kazakhstan, Kassym-Jomart Kemelevich Tokayev, announced at the 3rd meeting of the National Kurultai, and sets an ambitious goal: to make Kazakhstan one of the top ten most well-read countries in the world. Over the course of a month, 189,221 participants registered to participate in the project in three regions: Karaganda region - 67,438 participants, Kostanay region - 55,281 participants, Shymkent city - 66,502 participants. Among them: 87,157 schoolchildren in grades 6–10, 34,038 teachers, 2,388 civil servants from local executive bodies, as well as 36,553 family dynasties, and 29,085 college and university students. Participants compete in six categories: Reading School, Reading Teacher, Reading Dynasty, Reading College, Reading University, and Reading Civil Servant. In the second stage, each participant will be required to read 15 books from specially selected lists compiled by experts based on their age and interests. The focus is on fostering patriotism, responsibility, and critical thinking. The lists include works from the national vote "100 Popular Books of Kazakhstani Literature," international bestsellers, and works of world and domestic classics reflecting the national cultural heritage and values. Within a month, 189,221 people from 3 regions applied to participate. 67,438 participants registered in Karaganda region, 55,281 citizens applied in Kostanay region, and 66,502 applications were received from Shymkent city. Including 87,157 students in grades 6-10, 14,049 teachers, 2,388 local government employees, as well as 36,553 families, and 29,085 college and university students. The Head of State highly appreciated the potential of integration in the energy sector. – Thanks to the trilateral gas union of Russia, Kazakhstan and Uzbekistan, a new energy system is being formed in the region. This will reliably provide the population and industry with blue fuel. I would like to specially emphasize the importance of the Caspian Pipeline Consortium. Last year, about 63 million tons of domestic oil were transported through this line. I would like to thank you, dear Vladimir Vladimirovich, for deeply understanding this problem and taking concrete measures. At the same time, we note that the eastern branch is also becoming increasingly relevant. Kazakhstan plays an important role in transporting Russian oil to China. Up to 10 million tons of oil are delivered through us per year. However, the volume of oil transported last year exceeded this figure. Judging by the growth in transit rates, there is an opportunity to increase its volume. A few days ago, an important document on cooperation in the gas sector was signed between Kazakhstan and Russia in St. Petersburg, - said Kassym-Jomart Tokayev. ✔️The President noted that cooperation with Russia in the field of nuclear energy has gained momentum in recent years. ✔️The President shared his thoughts on a number of topical areas of bilateral and multilateral cooperation between the region and Russia. He focused on the development of trade and industrial relations as the first priority. – At the first summit, we agreed to work towards creating a new model of economic cooperation. The Joint Action Plan to be adopted today includes more than 50 measures. This is a very valuable document. Therefore, it is necessary to make every effort to implement it in a timely manner. The trade volume of the Central Asian countries with Russia accounts for one third of the total trade turnover. According to the results of last year, this figure increased by 20 percent and exceeded $50 billion. More than half of this volume belongs to trade between Kazakhstan and Russia. Last year, its volume reached $28 billion. Russia has become one of the largest investors in the Kazakh economy. The investment volume exceeded $26 billion. Last year alone, the flow of direct investment from Russia increased by 33 percent and increased by more than $4 billion. This was made possible by the rapid development of industrial cooperation. 114 investment projects worth a total of $21 billion have been implemented. Currently, work is underway on 33 projects. In Shymkent, the modernization concept for the Koksay microdistrict, known locally as "Green Beam," continues. The history of this district dates back to 1915, when railroad construction began in the city and the first settlers arrived. The area was also known as "Nakhalovka" because a significant portion of the houses were built by residents without proper documentation. For decades, problems with the housing stock and crime persisted. Most of the apartment buildings in the area were built over a century ago and are now in disrepair. Following meetings with residents, Shymkent Mayor Gabit Syzdykbekov decided to modernize the district and begin the practical implementation of a resettlement program and the construction of a new district center. The initial stage of the Green Beam modernization concept is the relocation of residents from dilapidated buildings to modern apartments under the multi-apartment residential building renovation program. Today, Mayor Gabit Syzdykbekov presented keys to new apartments to eight more families who previously lived on Nurlybaev Street. The mayor congratulated the new residents on their new homes, wishing them prosperity, stability, and comfort in their new homes. The apartments, which are fully finished, match the number of rooms in the families' previous homes and are ready for occupancy. To date, 83 families have already received new housing. Following the completion of the resettlement of residents, plans are in place to construct a district administration building, a sports and fitness center, social facilities, new apartment buildings and parks, expand the existing school, and create a multifunctional shopping and logistics center. KOKSAI: 8 FAMILIES GIVEN NEW APARTMENTS 08.10.2025
The implementation of the concept of modernization of the Koksai microdistrict, popularly known as "Zelenaya Balka", continues. The history of Shagyna begins in 1915. When the construction of the railway was started in the city, residents began to settle here. The settlement is also called "Nakhalovka", because a significant part of the houses were built by citizens independently, without documents. Residents have repeatedly raised issues related to crime and housing conditions. Many of the apartment buildings were built more than a century ago and are in a dilapidated condition. The mayor, who specially visited the small district and took into account the residents' suggestions, made an important decision. The first stage of the concept is the program for the renovation of apartment buildings. Relocation of residents from old houses to new ones. To date, 83 families from 9 apartment buildings have received new housing. Today, the mayor of the city Gabit Syzdykbekov handed over the keys to new apartments to eight more families living on Nurlybayev Street. The mayor congratulated the residents on their housewarming and wished them a happy and prosperous life. Today we are implementing joint infrastructure projects. We are considering safe and convenient ways of energy transportation. The green energy corridor between Kazakhstan, Azerbaijan and Uzbekistan is an example of fruitful cooperation in this area. At the same time, we believe that special attention should be paid to renewable energy sources, primarily solar energy. In this regard, we propose to establish a Council of Best Practices on Energy Efficiency within the framework of the Organization of Turkic States. However, the development and effective use of oil and gas, uranium, coal, rare earth minerals remains the basis of Kazakhstan's energy strategy, - said the President. According to the Head of State, water scarcity, which has now become a serious problem in the world, may soon become the most pressing challenge in Central Asia. – Given that rivers and waters are a common good, we believe that new approaches are needed for their effective use. At the 12th Summit of the Organization of Turkic States, the President called economic cooperation the foundation of stability and prosperity. – We need to pay special attention to the full implementation of the development direction of the Turkic World until 2040. Today's summit should supplement this plan with concrete measures. Each member state of the organization has its own advantages and achievements. Nevertheless, specific mechanisms for implementing large-scale projects in the trade and economic sphere are proposed within the framework of the Organization. One of them is the Turkic Investment Fund. We should make the most of the opportunities of this financial organization. This year, the ministers of economy and trade of our countries will meet in Turkestan. At that time, it would be advisable to draw up a list of projects to be financed by the Fund. Integration in the industrial sphere plays an important role in diversifying the economies of our countries. In this regard, we believe that the potential of the Turkic Chamber of Commerce and Industry is great. Next year, Kazakhstan will chair this chamber. In this regard, we will propose adopting an Industrial Cooperation Program that will prioritize specific projects, - said Kassym-Jomart Tokayev. The President considers raising cooperation in the transport and logistics sector to a new level to be one of his main tasks. – Our countries are located at the crossroads of nine routes connecting East and West, South and North – Eurasia. Currently, 5 international railway corridors pass through the territory of Kazakhstan. We recently launched the second line of the Dostyk-Moyinty railway. This step will contribute to the rapid development of the Trans-Kazakhstan railway corridor. The new route will allow to increase the volume of freight transportation by 5 times. In addition, two more important railways are being built. It is clear that these projects will give a new impetus to the diversification of regional logistics. The Trans-Caspian international transport route has become a strategic part of the road network in Eurasia. Over the past 5 years, the volume of cargo transported through the Middle Corridor has increased by 6 times. Recently, the Ministers of Transport of the Organization's member states met in Almaty. At the meeting, the parties reached a number of agreements regarding this route. At the same time, we invite the Turkic states to actively participate in the modernization of the infrastructure of air hubs, railway stations and seaports along the Middle Corridor. Work is currently underway to digitize the transport and transit sector. In this regard, the use of Artificial Intelligence technology will undoubtedly be effective. Therefore, we propose to discuss the issue of creating a special Digital Monitoring Center within the Organization, involving reputable experts, - said the Head of State.
