There are 742 localities in the region, including 10 urban and 732 rural localities.To provide the population of cities and villages with basic state and Social Services, a system of regional standards has been developed, which was approved by the Joint Order of central state bodies No. 18592 "on approval of the system of regional standards for settlements" of April 26, 2019."The principles of the system of regional standards are that for urban lands the population in all cities is provided with objects and services (goods) on the principle of" "20 - minute walking distance"", and for rural areas-with objects and services (goods) based on the prospects for the development of villages (district centers, centers of rural districts, villages with a small population)."Thus, the list of objects and services (goods) for district centers consists of 32 names, centers of rural districts – 23, other villages – 11, and for the planning sector of the city – 51 names.This year, work was carried out to ensure the availability of objects and services in settlements and their compliance with the current industry standards.The criteria for determining rural localities with high and medium development potential dated September 13, 2019 were approved by Order No. 81 of the minister of national economy of the Republic of Kazakhstan.In these criteria, "Halyk" is considered as the most important parameter for assessing the priority of rural localities. Population assessment is carried out over the past 10 years.All 732 rural localities were merged into 374 rural clusters. Of these, 151 were assigned to priority clusters, where the largest village is the center and support for nearby villages.Thus, by 2024, regional standards will be implemented in all 457 priority villages, including 151 reference, 293 satellite and13-borderline.In accordance with the instructions of the head of state, given at the XVIII Congress of the Nur Otan Party on February 27, 2019, the implementation of the project "Auyl-El besigi" has begun. The main goal of the project is to improve the quality of life in rural areas, modernize the social environment of rural areas, bring them to the parameters of the system of regional standards.The implementation of the project will not only improve the quality of life of the rural population in the main rural settlements, but also develop satellite rural settlements as centers of state and social services.This year, support has been made for large settlements – district centers with a large population.Within the framework of the special project" auyl – El besigi", 44 projects are being implemented for the construction and repair of social and engineering infrastructure in the villages of Zhansugurov, Bakanas, Karabulak, Uzynagash, Saryozek, Balpyk bi, Shonzhi, covering 7 district centers.Work is underway on the construction of 4 sports and recreation complexes, 2 central district hospitals, 6 educational facilities, 32 Water, Heat Supply, Sewerage, improvement and repair of intra-village roads. Border guards again detained poachers 14.04.2025
   On behalf of the President of Kazakhstan, Kassym-Zhomart Tokayev, the punishment for poaching has been toughened, and therefore, all law enforcement agencies have been given the task of curbing these facts and strengthening the fight against illegal fishing.   But despite this, some citizens, not fearing justice, continue to engage in illegal activities, especially in border areas. However, they did not take into account one factor - the vigilance of border guards and the border population.   So, on November 4, 2019, at about 10:00 p.m., at the section of the Chilikty border commandant’s office of the Zaysan border detachment in the Arshyly area, the UAZ car was chased and detained, the driver of which refused to comply with the requirements of the border guard order to stop.   In the car were 6 citizens of the Republic of Kazakhstan. All are brought to administrative responsibility under Article 510, Part 1, Clause 1. Administrative Code of the Republic of Kazakhstan “Violation of the border regime” and a fine of 5 MCI was imposed.   During the inspection of the detained car in the back of the truck, 21 bags with the root of the plant “Fritillaria paleocanthus” (popularly called the “golden root” or “piyau”), listed in the Red Book, were found.   However, the story did not end there. 400 kg of black caviar, undeclared currency and parrots - the result of border guards over the past day 14.04.2025
   Today, at about 6 a.m., a citizen of Kazakhstan born in 1990 was detained during border control at the Zhaisan checkpoint. The reason for the detention was an attempt to illegally export black caviar and sturgeon fish with a total weight of 400 kg from the Republic of Kazakhstan to the Russian Federation (preliminary estimated cost of 156,000,000 tenge).   The offender tried to transport valuable cargo under the guise of fruit in banana boxes, covered under bags of rice, raisins and peanuts. However, vigilant border guards do not hold!   The detainee, together with the cargo, was transferred to the Department of Economic Investigations in the Aktobe region for carrying out relevant measures.    Over the past 24 hours, Khorgos border guards stopped 2 attempts to illegally export from the Republic of Kazakhstan to the Khorgos ICBC a total amount of 9,154,000 tenge. Two citizens of the Republic of Kazakhstan were detained: a man born in 1973 and a woman born in 1974. However, they did not take into account one factor - the vigilance of border guards and the border population.  So, last weekend, according to information received from members of voluntary squads, border guards of the Chundzha border detachment in the Taldysai gorge detained 9 poachers in the act. All are citizens of the Republic of Kazakhstan. The intruders had hunting weapons and a bag of cut meat with them. On 25 October 2019 the Kazakh National University named after Al-Farabi hosted presentation of the book “Onegely Omir” dedicated to the ex-Minister of Foreign Affairs, the first Permanent Representative of Kazakhstan to the UN, Ambassador Extraordinary and Plenipotentiary, Doctor of Historical Sciences Akmaral Khaidarovna Arystanbekova.“Onegely Omir” is a series of books published by KazNU named after Al-Farabi and devoted to outstanding personalities, statesmen and public figures, scientists, teachers, organizers of science and education of the Republic of Kazakhstan, who graduated this university.The book marks different periods of life and activity of A.Arystanbekova, comprises her scientific publications, autobiographical and archival materials, articles of colleagues about collaborative work. The autumn issue of “Diplomatic Herald” is published 14.04.2025
NUR-SULTAN, October 28, 2019 - The autumn issue of the “Diplomatic Herald” journal traditionally presents quality content to its readers. Just like autumn painted in different colors and motives, current issue of the journal contains exciting exclusive interviews and articles on various topics of bilateral and multilateral diplomacy. Special attention is paid to the issue of nuclear disarmament, in particular, to the Treaty on the Prohibition of Nuclear Weapons (TPNW) and Kazakhstan's initiatives in this area. The journal gives an insightful and comprehensive disclosure and analysis of bilateral and multilateral relations of Kazakhstan with Belarus, Kyrgyzstan and Brazil presented by the leadership of foreign affairs agencies of the mentioned countries. The first state visit of President of the Republic of Kazakhstan Kassym-Jomart Tokayev to China was one of the most outstanding events of this quarter. Kazakhstan-UK Intergovernmental Commission confirms focus on strengthening multifaceted cooperation 14.04.2025
LONDON, 24 October 2019 – Kazakhstan delegation led by Deputy Minister of Foreign Affairs of the Republic of Kazakhstan Roman Vassilenko continued its visit to London with high-level events targeting enhanced multifaceted cooperation between the two states.The Sixth meeting of the Kazakh-British Intergovernmental Commission on Trade, Economic, Scientific, Technical and Cultural Cooperation (IGC) chaired by Mr. Vassilenko and the UK Minister of State for International Trade Conor Burns MP took place as part of the visit. The meeting participants, including over 50 British business executives, discussed the IGC’s progress and developments over the past year and outlined the core areas for future multifaceted cooperation. Prospects for cooperation in oil and gas, finance, education, technologies and mining sectors were also discussed.“The UK is Kazakhstan’s strategic and one of the core trade and economic partners. Our bilateral trade turnover shows positive dynamics from year to year. Kazakhstan’s commitment to opening up to the British and other Western markets can be seen in our government’s continued effort to make investment and trade easier for foreign businesses. As a result, according to the World Bank’s Doing Business 2020 report which was published today, Kazakhstan now ranks 25th out of 190 countries, climbing 3 spots compared to last year,” Mr. Vassilenko said.The Kazakh diplomat called on the need for the two countries to further develop the dialogue based on “commodities-for-technologies-and-investment” exchange that is then to be followed by setting up joint ventures providing value-added services.  Minister Burns noted the growing UK-Kazakhstan cooperation in the areas of mutual interest – education, oil and gas, mining industry, finance, chemical industry, engineering, metallurgy and civil aviation.“Kazakhstan is precisely the kind of rapidly transforming and diversifying economy that our companies in the UK are aiming. Bilateral, global issues shape Kazakhstan-UK talks in London 14.04.2025
LONDON, 24 October 2019 – Kazakhstan and the United Kingdom aim to further strengthen the strategic partnership in the context of the important social and political processes taking place in the two states, including Kazakhstan’s large-scale reform programme and implementation of the long-term development strategy, as well as the UK leaving the European Union. These were discussed at the meeting between the Deputy Minister of Foreign Affairs of the Republic of Kazakhstan Roman Vassilenko and the UK Minister of State for Europe and the Americas Christopher Pincher MP.The diplomats focused on current and new topics on bilateral and multilateral agenda and touched upon the outcomes of the recent Kazakhstan Global Investment Forum 2019, the Kazakh-British Business Council and the 6th meeting of Intergovernmental Commission on Trade, Economic, Scientific, Technical and Cultural Cooperation.Mr. Vassilenko briefed his colleague on the current situation and the political changes taking place in Kazakhstan. “Kazakhstan’s modern political system is transparent, reliable and stable, and ensures constitutional continuity of power in accordance with the legislation of the Republic of Kazakhstan. We pledge to remain on the strategic course in Kazakhstan’s foreign and domestic policy,” he emphasised.The Minister of State Pincher praised the dynamics of the process of Kazakhstan’s political modernisation and reiterated the UK’s commitment to the further development of strategic partnership with Kazakhstan. Grand opening of the school-gymnasium No. 28 with the state language of instruction 14.04.2025
On November 4 of this year, the Grand opening of the school-gymnasium No. 28 was held in Kostanay.Participants of the opening ceremony were the Governor of Gorodok.Akhmetov, honorary residents of Kostanay, the pedagogical and parent community, representatives of the media.With welcoming speech to the participants were meropriyatiya the mayor of the city of Akhmetov Migrationology.In his speech,he noted that the opening of a school with the state language of instruction is an important step in strengthening the role of the Kazakh language, designated by the Head of state in the Address to the people of Kazakhstan, and in the development of education in General. In addition, he expressed confidence that the 175th anniversary of the great Abai, the 1150th anniversary of the philosopher al-Farabi, on the eve of which the opening of a new gymnasium is taking place, will become a pledge of true patriotism for high school students.Also, one of the first heads of the boarding school named after Y. Altynsarin Kopeshevbegenkazhenovich, the famous poet and playwright Shayakhmet Akylbek Kozhauly and a representative of the parent community Kydyrbek Kiyskhan addressed the participants of the opening ceremony. They thanked the mayor for the work done , for a huge contribution to the development and prosperity of the city, for caring for the younger generation.At the beginning of the summer, there were fears among the city's population that one of the schools with the Kazakh language of instruction would be closed. However, the number of schools with Kazakh language education has not decreased, but has increased, and today there are 7 of them.For a high-quality educational process, all conditions are created here, which not every school can boast of. More than 250 million tenge was allocated for current repairs and equipment of the building: 160 million tenge from the local budget and 94.7 million tenge from sponsorship funds.In a short period of time, the roof of the building was repaired, the heating and water supply system was replaced, and the facade was updated. Also, for the gymnasium, we purchased dining and musical equipment,new furniture for classes, sports equipment,installed offices for chemistry, physics, biology, choreography, robotics, etc.The design capacity of the school is 900 seats. Today, about 500 students sat at their desks, so the enrollment in the gymnasium will continue.
