Procedure for connecting to the power supply networks 14.04.2025
In accordance with subparagraph 3) of paragraph 2 of article 6 of the Law of the Republic of Kazakhstan "On power industry" dated 9 July 2004 No. 588 GU "Territorial Department of Committee of atomic and energy supervision and control of the Ministry of energy of the Republic of Kazakhstan on Kostanay region" (hereinafter – the Territorial Department) oversees the reliability and security of generation, transmission, supply and consumption of electric energy. In order to monitor the compliance of energy transmission (energy-producing) and energy supply organizations with the order and timing of connecting consumers to the power supply networks, the Territorial Department constantly conducts legal explanatory work. Every year it becomes easier to do business in Kazakhstan. This is evaluated by the world Bank, which annually forms the Doing Business rating. On the night of October 31, 2018, another report was published, in which Kazakhstan entered the top thirty for the first time and rose from 36 to 28 place. Compared to last year, Kazakhstan managed to improve its indicators by 8 points. According to experts, Kazakhstan managed to bypass such countries as Spain, France, Poland, Portugal, Switzerland, Japan and Turkey.According to the world Bank report of the international rating "Doing Business-2019" on the indicator "Connecting to the power supply system", Kazakhstan took 76th place out of 190. To achieve this result, we managed to implement reforms that improve the conditions for connecting to the power supply system for Kazakhstani businesses. Amendments and additions to legislative acts in the field of electric power industry have been made. For example, was abolished two licensing procedures when connecting to the networks of power and significantly reduce the period of issuance of technical conditions for connection to the power supply system, the timing design approvals consumers with regional transmission organization, as well as the terms of a contract for electricity supply. For entrepreneurs, from 14 to 5 working days, the issuance of technical conditions for connecting to the electric networks of consumers with the installed capacity of electrical installations up to 200 kW has been reduced. Also, it will now be possible to coordinate design solutions with the power transmission/supply organization and conclude a contract for the supply of electric energy in three days. Previously, these procedures lasted up to 20 and 7 days. For consumers with an installed capacity of electrical installations up to 5 MW, an Appendix to the application for connection of the external power supply Scheme of the consumer is not required. In accordance with the changes made to the Rules for the use of electric energy, an energy transmission or energy — producing organization, after receiving an application from the consumer, issues technical conditions for connecting newly introduced or reconstructed electrical installations in the following terms (if technically possible): power up to 200 kW — within 5 working days; power from 200 to 1000 kW – within 10 working days, power over 1000 kW-within 15 working days. There is no fee for issuing or reissuing technical specifications. There is no need to obtain a permit for construction and installation work. Now it is enough for the designer to send an electronic notification of the beginning of work to the state architectural and construction control Department. In addition, there is no need to obtain a permit to connect to the power grid from the state energy supervision and control authority. The one-week period for concluding an electricity supply contract has been reduced to three days.In case of violation of the order and terms of connection to the power supply networks by energy transmission (energy producing) and energy supply organizations, consumers can appeal their actions (inaction) to the Department, which is located at the address: Kostanay, Gogol street, 75, room 219, tel.: 8 (7142) 50-02-60, or send an appeal through the e-government portal for citizens.Territorial Department of Committee on atomicand energy supervision and control of me RK at theKostanai regionSource : https://www.gov.kz/memleket/entities/kostanai-kalasy-akimat/press/news/details/34030?lang=kk

We are also widely considered to have the best investment climate in the region, having attracted over $300 billion in foreign direct investment since independence,” Mr. Vassilenko stated in his opening address. He stressed that besides the business climate, foreign investors have been attracted by Kazakhstan’s political stability demonstrated, among other developments, by the smooth transition of power and the election of the new President, Kassym-Jomart Tokayev, earlier this year; well-educated workforce; and the access the country provides to a fast-growing regional market of 500 million consumers.Mr. Vassilenko noted that the Ministry of Foreign Affairs of Kazakhstan, which since the beginning of this year was entrusted with attracting investment into the key sectors of the economy, is making every effort to achieve its objectives. The key forum speakers included the Chair of the Board of the Samruk-Kazyna National Welfare Fund Akhmetzhan Yessimov, Governor of the Astana International Financial Centre (AIFC) Kairat Kelimbetov, UK Minister for Investment of the Department for International Trade Graham Stuart MP, UK Prime Minister’s Trade Envoy to Kazakhstan Baroness Emma Nicholson, Chair of the All-Party Parliamentary Group on the Belt and Road Initiative Faisal Rashid MP, and the President of the European Bank for Reconstruction and Development (EBRD) Sir Suma Chakrabarti.Speaking at the plenary session, Mr. Stuart noted that “The UK is now one of the biggest foreign direct investors in Kazakhstan, showing the confidence our firms have in your dynamic economy. Hundreds of British companies have their licenses to operate in Kazakhstan with total trade between our nations worth £2.7 billion last year. Kazakhstan joined the top 30 countries with the most favourable conditions for doing business, reaching 28th spot among 190 countries.“At the heart of Eurasia Kazakhstan’s GDP has expanded four percent in the past two ears and it provides a wonderful stable platform for which we are deeply grateful for British companies to access their neighbours in the Eurasian Economic Union, China and Uzbekistan. In his opinion, this increases the involvement of citizens in the public, social, political life of the country, thereby allowing government agencies to understand the needs of Kazakhstanis. Also, a professor from America did not remain indifferent to the biometric method of obtaining public services. “This whole system is really amazing and interesting to me. That is, if you lose your identification card (identity card), you have an excellent way of the so-called “backup”, you will receive the necessary service without a document, ”he added. In conclusion, the well-known gamemaker tested the car simulator in a digital public service center and compared it with a video game, considering that a car simulator, unlike a game, aims not only to reach the goal quickly, but also to comply with the rules of the road.Let us remind you that the international technological forum “DigitalBridge” is being held in Nur-Sultan, which was attended by experts in the field of IT solutions, digital technologies, etc. from different countries.Source : https://www.gov.kz/memleket/entities/kostanai-bmalin-audany-akimat/press/news/details/33769?lang=kk
