Development of educational infrastructure: new schools are being opened in the region and modern standards are being introduced 13.12.2025
Systematic work on the development of the social sphere continues in the region. Special attention is paid to the modernization of the educational infrastructure and the creation of modern, comfortable learning conditions. In recent years, new schools have been actively built in the region, the material and technical base has been updated, which contributes to improving the quality of education and reducing the burden on existing institutions.Last academic year, 5 new schools were put into operation.Last academic year, 5 new schools with a total capacity of 3,360 places were opened in the region. Kazakhstan strives to increase the export production of oil and fat industry to 1 billion US dollars by 2028 11.12.2025
On December 11, a round table was held in Astana, at which the Roadmap for the development of the export of Kazakhstan oil and fat products for 2026-2028 was officially presented.Representatives of state bodies, processing enterprises, exporters, business associations and international partners took part in the event. Initiativeaimed at the formation of export potential exceeding 1 billion US dollars per year, as well as at the expansion of market opportunities for the sale of products with high added valuevalue, which should become a significant contribution to the economic and social development of the country.The road map was developed using the processes, methodology and technical support of the International Trade Center (MTC) with the participation of the National Association of Oilseed Processors and JSC "Center for the Development of Trade Policy QazTrade" (QazTrade) within the framework of the project "Ready4Trade Central Asia: The Path to Prosperity through the Trans-Caspian Transport Corridor", financed by the European Union. The document is aimed at implementing the instructions of President Kassym-Jomarta Tokayev to increase the level of processing to 70%, reduce dependence on imports, develop products ready for export and ensure price stability in the domestic market.The head of cooperation of the EU Delegation in Kazakhstan, Johannes Bauer, emphasized: "Today's event marks an important milestone. Over the past year, Kazakh institutions, the private sector and experts of the MTC conducted sector diagnostics, a survey company and several rounds of consultations, as a result of which a joint and well-founded Road Map was developed, which we are approving today. The first solar power plant has been launched in Kostanay region 11.12.2025
A historic event in the field of energy development of the region took place in Kostanay region — the first solar power plant with a capacity of 22.6 MW, built by JSC Varvarinskoye, was commissioned in the area of B. Mailina. The project was implemented in accordance with the instructions of the President of the Republic of Kazakhstan to increase the volume of renewable energy and increase the share of "green" generation in the national energy system.The ceremonial launch of the facility was given by Akim of the region Kumar Aksakalov, emphasizing the importance of a new stage in the modernization of regional energy:"The launch of these power plants will significantly reduce the shortage of energy resources, create favorable conditions for attracting new investments and implementing major projects. In the Aktobe region, 116 entrepreneurs were held responsible for price violations 10.12.2025
Since the beginning of 2025, the Department of Trade and Protection of Consumer Rights in the Aktobe region has conducted a series of unscheduled inspections of trade enterprises that violated the requirements of the law on the application of marginal trade surcharges to socially significant food products. As a result of these measures, 116 entrepreneurs were brought to administrative responsibility.A detailed analysis of the formation of prices for basic social products was carried out in cooperation with the Department of Analytical Developments of the DER in the Aktobe region. Monitoring revealed serious violations. "Elit Product" LLP sold butter, eggs and flour with an excess of the maximum allowable trade markup more than five times. For repeated violations during the year, the company was fined 10 MRP under article 204-4, part 2 of the Code of Administrative Offenses of the Republic of Kazakhstan. Individual entrepreneur "Kazbergenova" also increased the trade allowance - 3.5 times higher than the established norm. As a repeat offender, the entrepreneur is held liable under the same article and fined 10 MRP. LLP "NuroptTorg" allowed an excess of trade allowance by 3.5 times, for which it received a fine in the amount of 5 MRP according to article 204-4, part 1 of the Code of Administrative Offenses of the Republic of Kazakhstan.For each identified fact, an administrative protocol was drawn up, a fine was imposed and mandatory instructions were issued to bring the price in line with the legislation. The department notes that compliance with the requirements for limiting the trade allowance is an absolute obligation of all trade entities, and any violations will be stopped in accordance with the established procedure.According to the results of 11 months of 2025, the amount of imposed fines amounted to 412,860 tenge under article 204-4 parts 1 and 2 of the Code of Administrative Offenses and 141,552 tenge under article 193 of the Code of Administrative Offenses. The First Republican Forum of Student Assemblies was held in Kostanay 09.12.2025
On December 8-9 of this year, the First Republican Forum of Student Assemblies was held, dedicated to the 30th anniversary of the Assembly of the People of Kazakhstan. The event was attended by Akim of Kostanay region Kumar Aksakalov, Deputy Chairman of the Assembly of People of Kazakhstan Marat Azilkhanov, representatives of the Ministry of Science and Higher Education, the Ministry of Education of the Republic of Kazakhstan, leaders of the organization "Assembly of Zhastars", heads of student assemblies of universities and colleges of the country. The Forum has become a platform for sharing experiences and promoting new opportunities for the student community, as well as for strengthening unity and harmony among students. To date, more than 100 student assemblies have been established in Kazakhstan at universities and colleges, which actively participate in the activities of the Zhastary Assembly organization and contribute to the formation of future leaders of the country. Already, 55-70% of workers in new industries are young people under the age of 35, and this trend will only intensify in the future. The Department of Commerce is seeking a refund for Akmal's cancelled concert 09.12.2025
Since November 18, 2025, the Department of Trade and Consumer Protection for the North Kazakhstan Region has received over 100 complaints from citizens regarding the cancelled concert of singer Akmal, scheduled for October 25, 2025, in Kostanay.The customers purchased tickets through the eventticket.kz online service, confirming the conclusion of a contract for the provision of paid services electronically. However, the concert never took place, and the organizer has not refunded the consumers.After reviewing the complaints, the Department identified violations of consumer protection laws. An official notice was sent to the individual entrepreneur who organized the concert, demanding a full refund of the ticket price to all affected consumers. Entrepreneurs in Akmola region fined for selling products of dubious origin 09.12.2025
In the Akmola region, during regular inspections of the food market, instances of exceeding the permissible markup on socially important products were discovered. The inspections were carried out by the Department of Trade and Consumer Protection of the Ministry of Trade and Industry of the Republic of Kazakhstan for the Akmola region.For example, individual entrepreneur Yuldashev sold carrots with a 33.3% markup, significantly exceeding the legally permitted level. Similar violations were found at individual entrepreneur Gulyaeva T.M. at the Khutorok store for selling buckwheat with a 27% markup, at individual entrepreneur Zhanalinova at the Produkty store for selling cabbage with a 72.7% markup, and at individual entrepreneur Mirmakhmud for selling onions with a 60% markup.In each of these cases, the entrepreneurs were held administratively liable under Article 204-4 of the Code of the Republic of Kazakhstan on Administrative Offenses, with fines imposed. These measures are aimed at preventing unfair practices, ensuring trade transparency, and protecting the interests of citizens.Furthermore, in the Shortandy District, a case was discovered where prices were listed in foreign currency—products in the store were listed in rubles, which violates the law requiring prices to be listed exclusively in tenge. The entrepreneur was also fined for this violation.During the 2025 period analyzed, 216 entrepreneurs were held administratively liable in the Akmola Region, 99 of whom received warnings and 117 were fined a total of over 2.2 million tenge. The violations identified included exceeding the trade markup at the SZPT, selling goods in foreign currency, the absence of a consumer corner, and failure to respond to consumer complaints within the prescribed timeframe."We also conducted 21 purchases of products of questionable origin, and found labeling violations in 17 cases. Entrepreneurs received fines totaling over 1 million tenge. The Akmola Region continues to demonstrate the effectiveness of its consumer protection agencies. In 2025, the Department of Trade and Consumer Protection of the Akmola Region reviewed 983 citizen complaints, over 80% of which were satisfied, and refunds exceeded 82 million tenge.The department's specialists actively resolve disputes out of court, allowing citizens to promptly protect their rights and receive refunds. For example, a resident of the region was able to get 8.1 million tenge back for a used car thanks to a complaint prepared by the Department against the dealership. In another case, a buyer refused a new car due to discovered damage, after which the seller returned 28.3 million tenge.Disputes over household goods and electronics also involve the Department's intervention. A resident of the region experienced delays and defects in delivery of furniture worth 1,000,200 tenge under a contract. Specialists provided explanatory information, and the entrepreneur rectified the violations.A 70-year-old resident of the region received a refund of 34,840 tenge for a phone purchased on Wildberries. He ordered a phone advertised as a Redmi 14 for his daughter, but the product he received was not what he expected. The phone failed IMEI verification, making it unusable in Kazakhstan. Attempts to return the money directly to the seller were unsuccessful, and only a timely appeal to the Department yielded results.In another case, a consumer who was wronged when booking a resort where a deposit refund was denied was able to reach a settlement with the Department's assistance: the money was returned and an additional day of stay was provided at a discount. Gross regional product (GRP) increased by 18.8% over three years, rising from 4.2 trillion tenge in 2022 to 5 trillion tenge in 2024. The consumer was advised to file a lawsuit.During the trial, it was established that the salon was performing dermatological cosmetology procedures without a mandatory license, as they are considered medical procedures. The court ordered a full refund to the consumer."This case once again demonstrates that entrepreneurs are obligated to comply with the law, and consumers have the right to high-quality and safe services." This will create incentives for manufacturers of goods included in the expanded list of socially significant food products to increase production and expand capacity.Including goods on the list of socially significant food products exempts manufacturers and importers from the obligation to pay remuneration and retroactive bonuses to retail chains. This will reduce the final cost of products for the population and allow businesses to use the freed-up funds for development.Producers of goods on the list have access to government support measures, including discounted transportation through socially significant food products, fixed utility rates, preferential working capital, and other instruments.Proposed list of socially significant food products:1. Karabalyk district is confidently completing 11 months of 2025, demonstrating stable development of key sectors of the economy. Financial indicators, the pace of agricultural production, the renovation of infrastructure and the implementation of significant social projects indicate positive dynamics and a good foundation for the future.This year, the district's budget amounted to 7 billion tenge. In its structure, a significant share is taken by transfers: 3.4 billion — republican, 3 billion — regional. However, the main indicator of economic activity was the over-fulfillment of the plan for own income.In January–November, the district received 2.9 billion tenge of revenue with a plan of 2.6 billion tenge. The execution amounted to 111.8%, which indicates an increase in tax revenues and an increase in the efficiency of financial flow management.Small and medium-sized businesses: almost every entrepreneur is in businessEntrepreneurial activity in the Karabalyk district remains high. To date, 1,418 SMEs have been registered here, and 99% of them actually work. This is one of the best indicators in the region, which confirms the favorable business climate.Small businesses continue to play an important role in providing employment and generating revenue for the budget, being the backbone of the local economy.Agriculture: productivity gains and investmentsThe agricultural sector has traditionally remained the leading one in the structure of the regional economy. The average yield was 19.5 hundredweight per hectare, exceeding last year's figure. The gross grain harvest reached 379.3 thousand tons, which was a significant success for the region.In addition to seasonal work, investment activity is developing in the industry. Two major projects were launched in 2025.:construction of a workshop for the production of meat and bone meal with a capacity of up to 15 tons per day, the project cost is 680 million tenge;creation of a production complex for the production of mixed feed and silos for the storage of raw materials with a capacity of 108 thousand tons per year.
