On the implementation of the republican environmental program "Taza Kazakhstan" in the Zhitikarinsky district 02.12.2025
On December 2, 2025, the head of the Internal Policy Department of the Akimat of the Zhitikarinsky district, M. A. Dzhetenov, met with students at the Zhitikarinsky Polytechnic College.Within the framework of the republican environmental program "Taza Kazakhstan", the participants were presented the main directions of work on the improvement and sanitary maintenance of the district.This year, a set of measures has been implemented in the Zhitikarinsky district to green the city, repair monuments, install small architectural forms and develop street infrastructure.Landscaping has been completed, more than 3.8 thousand seedlings have been planted, sanitary pruning of trees has been carried out, unauthorized landfills have been eliminated, container sites have been installed and infrastructure for the removal of bulky waste has been created.The 109 call center is functioning in the city, thanks to which residents promptly report landscaping problems - over 800 requests have been received in 10 months.Special attention is being paid to the development of public spaces: playgrounds and sports grounds have been installed, a major renovation of a rural stadium has been completed, and work is underway to restore apartment buildings for socially vulnerable categories of citizens. The street lighting was upgraded and the pillars were painted.In 2025, 51 dilapidated buildings were dismantled, which is significantly higher than planned. Social partners also make a great contribution to the improvement — the district's enterprises actively support the renovation of monuments, the creation of alleys and public areas.Examples of schoolchildren's participation in the environmental program are highlighted separately. In the Abay region, the Department of Trade fined nine entrepreneurs for defrauding consumers 02.12.2025
This year, the Department of Trade and Consumer Protection of the Abay Region of the Ministry of Trade and Integration of the Republic of Kazakhstan identified violations related to consumer fraud and held nine entrepreneurs accountable under Article 190-1 of the Administrative Code. These violations include underweighting, underweighting, short-changing, misleading consumers about the properties or quality of goods, and other types of deception. As a result, the entrepreneurs paid fines totaling 452,000 tenge.Furthermore, five entrepreneurs were fined 108,000 tenge for the lack of a "consumer corner" in their retail outlets."It can be said that this year the department has systematically worked to protect consumer rights, particularly under Article 190 of the Administrative Code. Ensuring fire safety during the heating period of 2025-2026 01.12.2025
Since the beginning of the heating period of 2025-2026, which started on October 1, 2025, 85 fires have been registered in the Kostanay region. Due to timely preventive measures and the active work of civil protection authorities, the situation remains stable.The main causes of fires are violations of the rules for the installation and operation of electrical equipment, improper installation and use of heating furnaces, careless handling of fire, as well as other and unidentified causes.A set of preventive measuresTo increase the level of fire safety, the Department of Emergency Situations of Kostanay region is implementing a Plan for preventive work in the residential sector for the heating period of 2025-2026.As part of the second stage of the fire safety month, a repeated 100% house-to-house inspection of socially vulnerable segments of the population was carried out.For reference:7,429 families are registered, including:3,165 large families,1,049 single pensioners,1,424 representatives of low mobility groups of the population,290 orphaned children.Types of heating:2,334 — central,3,261 — solid fuel,1,834 — gas.During the rounds, the basic rules of fire safety were explained to residents, QR codes with instructional videos were handed over, briefings and preventive conversations were conducted.Information work and public educationTo raise public awareness, the Emergency Department sends weekly SMS messages through the 112 number with reminders about the safe operation of heating systems. Audio clips and information messages about the rules of fire safety in everyday life are broadcast daily on TV and radio channels.Special attention is paid to the education of children and adolescents. Classroom hours and thematic classes on the safe handling of fire and household appliances were held in all educational organizations of the region.This year, 65,192 copies of visual materials aimed at preventing children's pranks with fire have been distributed. Conducted:1,139 interactive and open lessons (85,380 students enrolled),1,962 briefings,3,225 lectures and talks (over 104,000 students were enrolled).As part of the popularization of the profession of a rescuer and firefighter, 421 excursions to the Department's museum and fire stations were organized. Children are taught the rules of fire safety and the procedure for dealing with a fire.For practical skills training, 1,341 evacuation trainings were organized, in which more than 63,764 people took part.Support for socially vulnerable families and work with organizationsExplanatory work was carried out with the heads of organizations serving multi-family residential buildings to prevent unauthorized persons from accessing basements and attics.With the participation of local executive bodies and volunteers, the Department provided targeted assistance to socially vulnerable families. In Karaganda, five retail chains and 32 wholesale suppliers were punished for unjustified increases in trade markups on social goods 01.12.2025
Wholesale suppliers of goods to the Karaganda region, Milk Group LLC and Dep Plus LLC, inflated the trade markup on butter by 22.6% and 26.3%. Sultan Kamal LLC sold 2.5% fat kefir with a 43.2% markup, and Kadomets LLC sold Category C1 chicken eggs with a 25% markup. Er-Ai 2012 LLC increased the established markup on buckwheat by 12%.Vegetable suppliers Nadirov LLC and Marsh LLC inflated the markup on potatoes to retail chains by 5% and 20%, respectively. As a result, the Department of Trade and Consumer Protection of the Ministry of Trade and Integration of the Republic of Kazakhstan for the Karaganda Region brought all these retailers to administrative responsibility under Article 204-4 of the Code of Administrative Offenses of the Republic of Kazakhstan.Since the beginning of the year, 155 retailers have been held administratively liable in the Karaganda region as part of state oversight. Of these, 142 unjustifiably inflated markups on socially important food products, 10 were found to have price discrepancies, and three failed to comply with retail store operating hours. As a result, 40 entrepreneurs were issued warnings, and 115 were fined over 5 million tenge.To prevent unjustified price increases on socially important products and eliminate ineffective intermediary chains, a regional commission to investigate intermediary schemes is operating in the region. Since the beginning of the year, the Department of Trade and Consumer Protection in the Karaganda Region has received 2,528 complaints about consumer rights violations. Residents of the region most frequently complained about household services, including cosmetics, furniture manufacturing, car and appliance repair, and housing and utilities."Since the beginning of 2025, the regional department has conducted 36 unscheduled inspections on consumer rights issues. As a result, 16 administrative fines have been imposed on entrepreneurs who violated consumer rights, and 10 warnings have been issued. A total of 84,241,047 tenge have been returned to consumers since the beginning of the year," reported Abzal Rakhymbaev, Head of the Department of Trade and Consumer Protection in the Karaganda Region.Furthermore, during the first 10 months of 2025, the department acted as a third party in 24 lawsuits related to consumer rights protection. In November, the department reviewed a collective complaint from city residents regarding the quality of entrance cleaning services and the actions of the individual entrepreneur providing the service. During the inspection, specialists determined that consumers were provided with incorrect information about the actual service provider, and the contract termination procedure was not followed.Since the rights of more than 10 citizens were violated in a single matter, the department filed a pre-trial claim in accordance with Article 5, Section 8 of the Law "On the Protection of Consumer Rights."On November 4, the service provider was sent demands to terminate the contract, stop charging residents who refused the service, and provide accurate information about the service provider. According to the official response dated November 6, the contract was terminated, and all charges ceased as of December 1. More than 90 businesses presented fresh produce totaling over 332 tons, offering residents affordable prices and a wide selection.A total of 38 tons of meat products were sold, including 14.7 tons of beef at 3,000-3,200 tenge per kilogram, 6.7 tons of horse meat at 3,000 tenge, 4 tons of pork at 2,200-2,500 tenge, 1.5 tons of lamb at 2,700-3,000 tenge, and 11.4 tons of poultry at 900 tenge per kilogram.Flour enjoyed steady demand, selling 39 tons, with first-grade flour priced at 160 tenge per kilogram and premium flour at 200 tenge. Pasta sold at 13 tons at 260 tenge per kilogram. Also sold were 144,000 chicken eggs at 450 tenge per dozen.Potatoes sold at 55 tons at 150 tenge per kilogram, and fruits and vegetables at 84 tons, including carrots at 150 tenge and cabbage at 90 tenge per kilogram. Specifically, over 20 tons of rice, 10 tons of melons, 25 tons of vegetables, 30 tons of potatoes, over 2 tons of meat and dairy products, 2 tons of groceries, as well as melons, tomatoes, cabbage, fish, meat, and dairy products were delivered to the fair from the Karmakshy district in 45 vehicles. ST RK ISO 14068-1 "Climate Change Management. Transition to Net Zero. Part 1: Carbon Neutrality" and ST RK IWA 42 "Guidance on Carbon Neutrality." They create a framework for responsible emissions management and the implementation of science-based climate solutions. A supermarket in Petropavlovsk has been held administratively liable for listing prices in rubles 28.11.2025
In the North Kazakhstan Region, a resident of Petropavlovsk filed a complaint with the Department of Trade and Consumer Protection regarding a violation of pricing laws. She alleged that a price tag at one of the city's supermarkets listed the price in Russian rubles, rather than in the national currency, the tenge.Following the complaint, Department specialists conducted an unscheduled inspection of the retail outlet, which confirmed the violation: the price tags did indeed contain information in foreign currency, which is contrary to the requirements of Kazakhstani law, which requires that prices for goods and services be listed exclusively in tenge. Following the inspection, the supermarket owner was held administratively liable. Furthermore, the Department issued an order to rectify the identified violations and ordered the store's management to bring the price tags into compliance with legal provisions.Such incidents not only mislead customers but also violate their rights. As part of the Third European Union – Central Asia Economic Forum, held in Tashkent on November 26–27, a working meeting was held between Zhanel Kushukova, Vice Minister of Trade and Integration of the Republic of Kazakhstan, and Nurlan Kulbatyrov, Deputy Director General of QazTrade, and Pamela Coke-Hamilton, Executive Director of the International Trade Centre (ITC).The talks were constructive and confirmed the high level of partnership between Kazakhstan and ITC, which is developing with the support of the European Union through long-term programs to facilitate trade, digitalize processes, and strengthen regional connectivity.This collaboration includes the Ready4Trade Central Asia and Ready4Trade: Path to Prosperity through the Trans-Caspian Transport Corridor programs, aimed at developing trade, digitalizing procedures, and strengthening regional connectivity in the region.Discussion of the Results of the Second Phase of Ready4Trade Central AsiaThe parties reviewed the key achievements of the second phase of the Ready4Trade Central Asia project, funded by the European Union. On November 26, a working meeting with representatives of 80 major retail chains and local governments was chaired by Minister of Trade and Integration Arman Shakkaliyev. Participants discussed measures to ensure price stability for food products during the period of increased seasonal demand traditionally observed before the New Year holidays.The Minister noted that maintaining stable prices is important for the comfort of citizens and sustainable market development. To support uninterrupted food supplies, a "green corridor" has been established, allowing for faster delivery of goods to the domestic market. State support mechanisms are also in place to ensure timely replenishment of stocks.During the meeting, a new stage of the "Bereke Fest" campaign was announced, scheduled to take place before the holidays. This campaign has previously helped reduce the cost of a number of products and increase their availability. On November 27, Arman Shakkaliyev, Minister of Trade and Integration of the Republic of Kazakhstan, met with the owners and managers of large markets. Representatives from approximately 100 markets, as well as specialists from the Ministries of Agriculture, Emergency Situations, Health, Internal Affairs, the State Revenue Committee, and local executive bodies, participated in the meeting.The Minister emphasized that modernizing the markets is important for both businesses and residents. Upgrading the infrastructure will improve sanitary and fire safety standards and create a comfortable environment for shoppers and sellers. The modernization project is being carried out jointly with central and local authorities. The 4th International Consumer Goods Exhibition, NFA Expo-2025, has opened in Almaty. This year, 127 companies from nine countries—Kazakhstan, China, Italy, Turkey, Russia, Belarus, Latvia, and Uzbekistan—are participating. Today, a solemn event dedicated to the Day of Agricultural Workers was held in our region. The meeting brought together leading experts from the agricultural sector, representatives of business and local authorities.The governor of the region congratulated the countrymen on their professional holiday and stressed the importance of the work of rural workers. "Today we honor those who work for the benefit of their native land, value work and serve their country," he said.In his speech, the head of the region recalled the strategic objectives outlined by President Kassym-Jomart Tokayev at the last forum in Astana. Special attention is paid to the development of agriculture as a key sector of the economy, the digital transformation of the agro-industrial complex, the modernization of infrastructure and the active involvement of business in rural development.Technical re-equipment of enterprises continues in Kostanay region, projects for processing agricultural products are being implemented. On behalf of the Head of State, new initiatives are being introduced to support agricultural enterprises. Thus, in 2025, 207 billion tenge was allocated to the industry, which is 60% more than last year and twice as much as in 2023. Thanks to government support, a record 7 million tons of grain were harvested, the highest figure in the last decade.The Preferential Leasing program has been successfully operating since 2024. This year, 250 billion tenge has been allocated in the republic, which allowed agricultural enterprises to purchase 960 pieces of machinery and equipment worth 34 billion tenge. By the end of 2025, the volume of gross agricultural output in the region will exceed 1 trillion tenge.The mayor stressed that the economy is based on people, and rural development should be comprehensive. In the last three years, about 254 billion tenge has been allocated from the regional budget to create comfortable conditions for villagers — twice as much as in the previous three years. As part of this work, high-quality drinking water is provided, houses, schools, kindergartens, medical institutions and sports facilities are being built.Separately, the head of the region noted the contribution of agricultural enterprises and entrepreneurs to the development of their native villages. Examples include Ayan—ozat LLP (Kostanay district), Alexandrovskoye LLP, Altynsarino LLP (Kamystinsky district), Miras Agricultural Complex (Uzunkol district), Frunzenskoye LLP (Denisovsky district). These enterprises are actively involved in landscaping, housing construction, sports and cultural infrastructure, introducing modern production technologies and increasing yields.Special attention is paid to the development of dairy cattle breeding and the construction of modern high-tech farms. From 2025 to 2027, 93 investment projects worth 383 billion tenge are planned to be implemented in the region, the creation of 11 fattening grounds, 16 irrigation projects and 3 vegetable storages, as well as 18 projects in the processing industry, which will provide about 3,000 new jobs."Your work always commands special respect. Kazakhstan will begin labeling four new product groups to combat the shadow market 27.11.2025
Kazakhstan has expanded the list of goods subject to mandatory labeling. The corresponding order was published by the Ministry of Trade and Integration of the Republic of Kazakhstan. The list includes four new product groups: brewing products, motor oils, light industry goods, and saiga derivatives.Digital labeling is the process of applying a unique Data Matrix code to each product, which is recorded in the product labeling and traceability information system. The code allows for tracking of the entire product journey—from production or import to sale to the end consumer. The system ensures market transparency: businesses operate in a competitive environment on equal terms, and consumers receive reliable protection against counterfeit and low-quality products."Expanding the list of goods will improve the level of control over their circulation and reduce the scale of illegal trade and counterfeiting. The introduction of new rules will create conditions for the sustainable development of legal businesses, strengthening the economy, and protecting consumer rights," noted Asset Nusupov, Vice Minister of Trade and Integration of the Republic of Kazakhstan.Mandatory labeling of saiga derivatives (horns) will come into effect on December 1, 2025. The introduction of a saiga derivative labeling system using modern identification tools will enable tracing the origin of the horns, prevent illegal trade, and ensure control over legal stocks of derivatives. The state thus plans to reduce poaching.Mandatory labeling of brewing products and motor oils will be implemented in stages, beginning on February 1, 2026. Labeling of light industry products will also be introduced in stages. The first stage will begin on December 1, 2026. It should be noted that one of the priority areas in the trade sector is ensuring transparency and a level playing field for all market participants, as well as guarantees of quality and safety for consumers. The digital labeling system serves as an effective tool for achieving these goals.As a reminder, three product groups are currently subject to mandatory labeling: tobacco products, footwear, and pharmaceuticals. Over 7 billion items have been labeled to date.
