In 2025, it will be 10 years since the Republic of Kazakhstan joined the World Trade Organization. During this time, the country has established itself as an active and responsible participant in the international trading system.Kazakhstan's foreign trade volume increased from $76.5 billion in 2015 to $134.7 billion in 2024. Exports increased from $45.8 billion to $77.6 billion. Today, about 98 percent of Kazakhstan's foreign trade is carried out with WTO member countries.Kazakhstan's participation in the WTO has also contributed to the growth of the country's investment attractiveness. Foreign direct investment increased from $4.1 billion in 2015 to $12.7 billion in 2024. This was made possible by the consistent implementation of a policy of transparency and predictability in business regulation.A significant milestone for Kazakhstan was the chairmanship of the 12th WTO Ministerial Conference in Geneva in 2022. This event is recognized as one of the most successful in the history of WTO conferences. Following the conference, more than ten key decisions were made that contribute to the development of world trade.In September 2024, the First Trade Policy Review of Kazakhstan was held in Geneva. Following its results, WTO member countries highly appreciated Kazakhstan's efforts to reform trade policy. In particular, simplification of procedures, increased transparency, diversification of the economy and contribution to strengthening the stability of the global trading system were noted.Membership of the Republic of Kazakhstan in the WTO provides the country with access to a dispute resolution mechanism, which allows it to effectively protect national economic interests and prevent the introduction of unilateral trade restrictions. Due to this, other states consider Kazakhstan as a WTO member and apply appropriate procedures within the framework of the multilateral system, rather than unilateral measures.Significant changes were made in the field of customs administration. As part of the implementation of the WTO Agreement on Trade Facilitation, Kazakhstan has introduced electronic declaration, the Single Window system and switched to automatic data processing. The new model of customs posts and the principle of post-control have reduced the time for completing procedures from two days to 20 minutes.WTO membership has become an important factor in the modernization of Kazakhstan's economic policy. On August 15, 2025, a meeting on combating the illegal import of chicken eggs and their sale on the domestic market was held under the chairmanship of Aidar Abildabekov, Vice-Minister of Trade and Integration of the Republic of Kazakhstan.The meeting was attended by representatives of the Ministry of Agriculture of the Republic of Kazakhstan, the State Revenue Committee of the Ministry of Finance of the Republic of Kazakhstan, the Committee for Veterinary Control and Supervision of the Ministry of Agriculture of the Republic of Kazakhstan, the Committee for Sanitary and Epidemiological Control of the Ministry of Health of the Republic of Kazakhstan, the Committee for Technical Regulation and Metrology and the Trade Committee, as well as territorial divisions of the above structures and the Departments of Trade and Consumer Protection of the Ministry of Trade and Integration of the Republic of Kazakhstan.The meeting discussed the development of effective and prompt mechanisms for responding to cases of illegal import of products, strengthening border controls, and preventing violations in the sale of chicken eggs on the domestic market.In order to ensure the protection of the domestic market, authorized government agencies are implementing a set of systemic measures. As a result of interaction with the Union of Poultry Farmers, about six cases of suspected illegal import of chicken eggs intended for sale on the domestic market were identified. Based on the results of the work carried out, measures were taken in accordance with the norms of the current legislation in three cases, verification activities are currently ongoing in one case, and violations were not confirmed in two cases.“Illegal import of chicken eggs poses a direct threat to food security, distorts the competitive environment and undermines confidence in the measures taken by the state,” noted Vice Minister of Trade and Integration of the Republic of Kazakhstan Aidar Abildabekov.On February 17 of this year, the Ministry of Trade and Integration, together with the Ministry of Agriculture, the Union of Poultry Farmers, the Industry Association of Egg Producers and the Union of Retail Networks, signed a Memorandum of Cooperation, providing for coordinated actions to stabilize prices for chicken eggs.As part of efforts to protect the domestic market and support domestic producers, a ban on the import of chicken eggs into the territory of the Republic of Kazakhstan for a period of 6 months was introduced on April 4 this year. EAEU countries simplify passage of heavy vehicles 19.08.2025
The member states of the Eurasian Economic Union have begun working together to simplify the procedure for processing and issuing special permits for the passage of heavy and large-sized vehicles during international road transport along roads included in the list of Eurasian transport corridors and routes.Recall that on December 29, 2024, at a meeting of the Board of the Eurasian Economic Commission, an Action Plan was approved to harmonize the procedures for processing and issuing special permits for the passage of heavy and large-sized vehicles along Eurasian transport corridors (Order of the Board of the EEC dated December 23, 2024 No. 214).The adopted plan provides for the implementation of 5 key areas:- determining the maximum possible agreed terms for issuing special permits;- determining the maximum possible agreed terms for early (before the planned start date of the trip) submission of an application;- determining the validity period of a special permit;- determining a standard application form;- convergence of requirements for the minimum list of information and documents submitted to obtain a special permit.The implementation of these measures is aimed at simplifying and accelerating the process of obtaining special permits, making it more transparent, predictable and convenient for participants in international transportation.Thus, establishing clear deadlines for registration allows carriers of the EAEU countries to plan routes in advance and avoid protracted waits. A simplified application format with a minimum amount of mandatory information reduces the administrative burden and facilitates faster submission of documents.For example, today the parties have agreed on the following deadlines for issuing special permits:- if there is no need to coordinate the route - within 24 hours of working time; - if it is necessary to coordinate the route - within 10 working days;- in the event of an emergency - within 3 hours. The International Trade Centre (ITC), in partnership with the Ministry of Trade and Integration of Kazakhstan and QazTrade JSC, conducted a field mission to key border and seaport facilities from 28 July to 1 August 2025. The objective was to diagnose operational bottlenecks at critical border crossing points. This border assessment was carried out under the EU-funded "Ready4Trade Central Asia: Fostering Prosperity through the Trans-Caspian Transport Corridor" project, implemented by ITC.The mission team visited major border checkpoints with Uzbekistan and the seaport of Aktau. As part of ITC’s structured, multi-step diagnostic process, which combines expert analysis, field-level assessments, and the development of an evidence-based position paper, the on-site visit enabled experts to observe clearance procedures in real time, conduct structured interviews with customs and other border regulatory agencies, and hold in-depth consultations with freight forwarders, customs brokers, transport operators, and traders.Initial findings reveal recurring challenges in risk management workflows and the electronic queuing system, highlighting the need for improved coordination, system interoperability, and enhanced data-sharing protocols. The insights gathered will inform actionable recommendations to streamline procedures and align operational practice with Kazakhstan’s ongoing digitalization and harmonization reforms.The mission also emphasized the need for more predictable border crossing times and stronger interagency collaboration. These issues reflect broader structural and procedural gaps in digital integration, infrastructure, and traffic management that require targeted reform measures."The effectiveness of cross-border trade starts with a clear understanding of the situation on the ground," said Madina Kazhimova, Deputy Director of the Foreign Trade Activities Department at the Ministry of Trade and Integration of Kazakhstan. "The field audit helps identify not only technical but also institutional barriers that hinder the smooth movement of goods. TSA recipients will be able to buy essential products at reduced prices via a digital voucher 08.08.2025
A pilot project is being implemented in Kazakhstan to provide digital food vouchers, which will allow recipients of targeted social assistance (TSA) to purchase socially significant food products (SSFP) at a discount. The main principle of the project is based on the current price stabilization mechanism, the so-called "revolving scheme", within the framework of which retail outlets are provided with preferential repayable loans to replenish working capital. In exchange, stores are obliged to sell SSFP to TSA recipients at alternative prices, up to 15% lower than market prices. The pilot project is starting in the city of Akkol in the Akmola region. In the future, it is planned to expand to the cities of Kokshetau and Pavlodar. The digital voucher is provided through the "Social Wallet" service, integrated into the eGov Mobile mobile application. The TSA recipient only needs to activate the voucher and present the QR code at the store checkout, then the discount is applied automatically. The voucher size is calculated individually: one monthly calculation indicator is provided for each family member, which is equivalent to 3,932 tenge. Thus, a family of four receives a voucher for about 16 thousand tenge, the discount on the SZPT can reach up to 15% of the market price. The project is financed from the stabilization fund: 35% is directed to preferential lending to entrepreneurs, 65% to forward purchases of products from domestic producers and farmers. Thanks to this, a stable supply of stores with socially significant products at reduced prices is ensured, domestic producers are supported and an effective mechanism of social support is created. A monument to national memory has been unveiled in Kostanay region 06.08.2025
A historical and cultural event of global significance took place in the Amangeldy districtOn August 5, 2025, the grand opening of the "Wall of National Memory" took place in the Tazh Torgai tourist complex, located in the Amangeldy district of the Kostanay region. It is a unique project of particular importance in the history of Kazakhstan. This significant object is officially registered in the international book of records Global Book of Records.The main goal of the project is to revive the historical memory of the people, to pass on to the younger generation knowledge about outstanding personalities and fateful events that left their mark on the history of the country. The wall depicts episodes of the Kazakh people's struggle for freedom, key stages in the formation of the national spirit, as well as the names of ancestors who ruled in foreign lands and rest there forever.The length of the wall is 35 meters, the height is 3 meters 80 centimeters. This is not only an example of architectural art, but also a spiritual center that nurtures national self-awareness.The author and patron of the project is a well-known public figure, president of the Telep charity foundation, Honorary Citizen of the Amangeldy district Sapar Yskakuly Yskakov. Thanks to his initiative and contribution to the development of national spirituality and historical self-awareness, the monument was brought to life.The opening ceremony was attended by honorary guests of the republican and international level, historians, representatives of the intelligentsia, media workers and bloggers. As part of the implementation of the instructions of the President of the country, the Akim of the Kostanay region Kumar Aksakalov got acquainted with the progress of construction of residential buildings and infrastructure facilities in the new microdistricts "Astana" and "Baiterek" of the city of Kostanay.Recall that the Head of State emphasized: "Affordable housing is not a dream, but our duty to citizens." Construction, installation and commissioning works are ongoing at the site, and the project is undergoing state examination.“The implementation of such a large-scale project is not only an improvement in housing conditions, but also a new impetus for the socio-economic development of the region. Government-supported business: how entrepreneurship is developing in Kostanay region 26.07.2025
To date, 67,949 small and medium–sized businesses operate in the region, employing 164.3 thousand employees, which is 3.2% more than last year (April 1, 2024 - 159.2 thousand people).The output of SMEs in the 1st quarter of this year also increased by 15.5% and amounted to 515.9 billion tenge (April 1, 2024 – 446.7 billion tenge).In general, more than 30% of the region's economy is provided by small and medium–sized businesses (the share of SMEs in the gross regional product is 30.2%).The positive dynamics of these indicators is greatly facilitated by the implementation of state support measures. Thus, within the framework of the Comprehensive Entrepreneurship Development Program for the 1st half of this year, 135 business projects for a total amount of loans of 15.9 billion tenge were provided with preferential lending conditions due to government subsidization of part of the interest rate and the provision of guarantees by Damu Entrepreneurship Development Fund JSC and a special Guarantee fund to cover the shortage of collateral. Projects implemented in rural areas account for 26%.In addition, work is underway to provide enterprises, including those located in the Industrial Zone in Kostanay, with the missing engineering and communication infrastructure. To date, 7 such projects are being implemented with a total cost of 486.3 million tenge, including in the Dzhangelda, Kostanay and Mendykara districts.In order to develop entrepreneurial potential in regions remote from the regional center, the Business-Komek Regional Lending Program was launched in 2023 at 1% per annum, which has no analogues among all government support tools. Two projects are being implemented – the construction of a Localization center for the production of automotive components (on the territory of the Industrial Zone in Kostanay) and the reconstruction of the sewing workshops of the Bolshevichka factory. Currently, 66 representatives from our region are on the Register of Social Entrepreneurs. Forests and green spaces of Kostanay region: a vector for landscaping and sustainability 21.07.2025
The forests of our region are of great ecological, climatic, economic and social importance.The Akimat of Kostanay region manages 462.0 thousand hectares of the state forest fund, including the forested area of 207.5 thousand hectares. Over the past 3 years, the total area of the state forest fund has been increased by 4.3 thousand hectares (from 457,718 hectares to 462,009 hectares), due to the transfer of reserve lands to the lands of the forest fund for logging operations.There are 6,188 hectares in the category of lands of the state forest fund "green zones of settlements and health facilities" around Kostanay, including 4,502 hectares covered with forest.During the period 2021-2024, 55.4 million seedlings were planted on the plots of the forest fund on an area of 8.7 thousand hectares, as part of the implementation of the Comprehensive Forest Reproduction Plan for 2021-2027. The planting plan for 2025 is 19.2 million seedlings on an area of 2.9 thousand hectares. In the spring of this year, 14.5 million seedlings were planted on an area of 2.9 thousand hectares. In autumn, it is planned to plant 4.7 million seedlings on an area of 0.8 thousand hectares.Work continues to eliminate the consequences of a large forest fire in 2022 in the territory of the Auliekolsky district. During the period from November 2022 to July 2025, logging was carried out on 61.7% of the area, and 34.8% of the forested area covered by the fire was also developed.In total, 2.9 million pine seedlings on 432 hectares were planted on the area of Gary.
