IAC: support for gallium production and processing of non-ferrous metals 11.07.2025
A meeting of the Interdepartmental Commission on Foreign Trade Policy and Participation in International Economic Organizations was held under the chairmanship of Deputy Prime Minister of the Republic of Kazakhstan - Minister of National Economy Serik Zhumangarin. At the meeting, it was decided to reset the export customs duty on gallium, which previously amounted to 10%. The measure is aimed at stimulating gallium production in Kazakhstan and developing export potential.Despite the fact that gallium has not been produced in the country in recent years, global demand for this metal used in high-tech industries remains stable. Kazakhstan has the necessary resource potential to enter this market and can occupy a niche in the global supply chain. This, in turn, will create opportunities for the growth of export activity, increase foreign exchange earnings and expand the presence of Kazakhstani manufacturers in foreign markets. In addition, the Interdepartmental Commission supported the introduction of a ban on the export of blanks and ingots of non-ferrous metals from the territory of the Republic of Kazakhstan by all modes of transport until December 31, 2025.The ban applies to raw copper, aluminum slabs and billets, and lead ingots. This measure is aimed at providing the domestic market with strategic raw materials, preventing the export of low-value-added products and stimulating the processing of non-ferrous metals within the country.

As part of this initiative, entrepreneurs can receive up to 5 million tenge for the development of projects aimed at solving social problems. Financing is provided exclusively on a competitive basis, which ensures transparency and efficiency of selection. Special conditions for participation in the program are provided for entrepreneurs who are finalists of the "One Village, One Product" program. One of the winners of the 2024 grant competition was the Unique School of Speed Reading and Intelligence Development LLP. The goal of the program is to alleviate the symptoms of autism and accelerate the child's development in all key areas of life: social, emotional, speech and behavioral. Work with children is conducted in a playful way, which contributes to better adaptation, the formation of basic skills of self-service and interaction with the outside world. In addition, the center is actively working with parents.: They receive expert advice from specialists, training in effective strategies for interacting with their child, as well as constant feedback and support at all stages. Thanks to the grant, the entrepreneur was able to equip the center with modern equipment, purchase specialized toys and textbooks for working with children with special needs. Today, 45 children are taking classes at the Unikum Center, of which 15 are on the Denver model. A team of 12 specialists is working on the implementation of the program: speech pathologists, physical therapy coach, primary school teachers and others. In the near future, in accordance with the terms of the grant, it is planned to create additional jobs, which makes the project not only socially significant, but also economically useful for the region. Trade agreements signed with the United Arab Emirates and Mongolia 30.06.2025
On June 27, 2025, in Minsk, as part of the meeting of the Supreme Eurasian Economic Council at the level of heads of the EAEU member-states, the Economic Partnership Agreement between the Eurasian Economic Union and its Member States, of the one part, and the United Arab Emirates, of the other part, and the Interim Trade Agreement between the Eurasian Economic Union and its Member States, of the one part, and Mongolia, on the other part, were signed. Both international treaties are free trade agreements that provide duty-free trade between the parties.Within the framework of the Agreement between the EAEU and the United Arab Emirates, an agreement was reached to eliminate import customs duties on 85% of goods in mutual trade on an indefinite basis. It is noted that in addition to standard provisions in the sphere of trade regulation between the parties, the EAEU-UAE Agreement also includes advanced norms for developing cooperation in the areas of electronic commerce, sectoral cooperation, small and medium-sized enterprises, etc. At the same time, the elimination of import customs duties will be carried out progressively over various transitional periods in order to gradually liberalize mutual trade. In turn, the Agreement between the EAEU and Mongolia is an interim agreement with limited goods coverage and establishes a preferential trade regime for 367 goods items of key export interest to each party. It is noted that the EAEU-Mongolia Agreement is concluded for a period of three years with the possibility of further extension for a three-year period by agreement of the parties. As part of the establishment of a preferential trade regime with the UAE, Kazakhstani exporters are able to supply duty-free such goods as beef and small cattle meat, poultry, dairy products (milk, yogurt, cheeses), eggs, honey, vegetables, legumes (peas, beans), apples, grains (wheat, barley, oats, rice), flour, cereals, vegetable oils (sunflower, rapeseed), confectionery and chocolate, juices, water, etc., as well as chemical products (polymers, plastic products), fertilizers, paints, household chemicals (soap, detergents), products of the woodworking and light industry (fabrics, knitwear, clothing), metallurgical products (ferroalloys, rolled iron, rods, angles, pipes, metal structures and products made of ferrous and non-ferrous metals), machinery and equipment, transformers, wires, etc.Under the Agreement with Mongolia, businesses will be able to supply goods such as grain (wheat, barley, corn), poultry, dairy products (yogurt, cheese, butter), honey, vegetable oils (sunflower oil), sugar, chocolate and confectionery products, bakery products, water, juices, jams, alcoholic and tobacco products, etc., as well as metallurgical products (ferroalloys, rolled products, rods, pipes), transformers, vehicles (locomotives, cars), chemical industry products (polymers, plastic products), etc., at reduced rates of import customs duties or duty-free, including within the tariff quotas. Thus, the conclusion of free trade agreements with these partners expands the network of preferential trade agreements of Kazakhstan, thereby diversifying export directions. The establishment of the duty-free trade regime will create favorable conditions for increasing the exports of Kazakhstani products to the markets of partner countries and will be a significant step in strengthening trade and economic relations. For reference: Trade turnover between Kazakhstan and the UAE in the first quarter of 2025 amounted to $55.6 million, which is 48.8% higher than for the same period of the previous year ($37.4 million).Trade turnover between Kazakhstan and Mongolia in the first quarter of 2025 amounted to $30.1 million, which is 2.6% higher than for the same period of the previous year ($29.3 million). The agreements with the United Arab Emirates and Mongolia will enter into force after their ratification in all parties.Source : https://www.gov.kz/memleket/entities/mti/press/news/details/1026720?lang=kk

Public control is the most effective form," Kumar Aksakalov emphasized. The focus also remains on the development of social infrastructure.
