On March 17 of this year, the Department of Control and Documentation Support of the Ministry of Trade and Integration of the Republic of Kazakhstan, as part of the implementation of the 2026 Action Plan for the implementation of the Concept for the Development of Language Policy in the Republic of Kazakhstan for 2023–2029, held a seminar on the topic "Features of Preparing Documents in the State Language."Newly hired civil servants of the Ministry participated in this seminar. Kazakhstan sent a business mission to Mongolia for the first time in seven years 18.03.2026
Kazakhstan is returning to the Mongolian market with a business mission for the first time in the last seven years. This is not just another business trip; it is a signal of a reassembly of export strategy and a search for new points for non-resource exports.The trade and economic mission will take place in Ulaanbaatar with the participation of the Ministry of Trade and Integration and the national operator QazTrade. However, it is precisely such markets that are becoming a priority for Kazakhstan today; the most important thing here is understandable logistics. By the end of 2025, trade turnover between the countries exceeded $133 million, with Kazakhstan's exports amounting to $123 million. According to QazTrade estimates, in the medium term, trade volume could grow almost fourfold, reaching up to $500 million. Export Without Raw Materials About 90% of Kazakhstan's exports to Mongolia are finished products. Mongolia buys from us what is needed every day. This includes flour and grain, oil, sweets and beverages, as well as construction materials, metal, and fuel. Separate demand remains for mining equipment, chemical products, and packaging. Who is Entering the Market The trade mission includes Kazakh companies with full export readiness. QazTrade has preliminarily conducted market analysis and worked out potential areas of cooperation. The delegation includes producers of food and beverages, construction materials, and medical equipment. This is not about negotiations "for the future," but about the direct entry of businesses into the market with ready-made offers. Agrarian and Industrial Alliance Kazakhstan's strength is the processing and export of grain. Just last year, the country harvested a record crop of 27.1 million tons. Mongolia, in turn, has a developed livestock sector. This creates a basis for complementary cooperation, from the supply of raw materials to joint processing and entry into third markets. "This business mission for Kazakhstan is not a one-time trip. We will continue to work systematically. We view Mongolia not just as a sales market, but as a full-fledged partner. On March 18, 2026, the Ethics Commissioner of the Ministry, in collaboration with the Legal Department, conducted a training seminar aimed at enhancing the legal literacy of civil servants, strengthening standards of official ethics, and fostering an anti-corruption culture.During the seminar, civil servants were briefed on the fundamental rights and obligations established by the legislation on public service, as well as the basic standards of official conduct while performing their duties.Special emphasis was placed on compliance with legal requirements and norms of official ethics during inspections. The inadmissibility of exceeding official authority, imposing excessive demands, and the necessity of strictly adhering to the principles of legality, objectivity, and proper interaction with the entities under inspection were highlighted.The rules of conduct for civil servants during official business trips were also explained. The need to observe anti-corruption restrictions, the inadmissibility of using one's official position for personal gain, and the importance of refraining from receiving any advantages, gifts, or other benefits were noted.Particular attention was paid to the requirements for maintaining labor discipline and the behavior of civil servants in the run-up to holidays and weekends. The EAEU has adopted new technical regulations on the safety of paints and varnishes 18.03.2026
At the latest meeting of the Eurasian Economic Commission Board, held on March 13 in Moscow, the EAEU technical regulation "On the Safety of Paint and Varnish Materials" was adopted. The Kazakh delegation was headed by Deputy Prime Minister - Minister of National Economy Serik Zhumangarin.The document was developed by the Ministry of Industry and Construction of Kazakhstan and will come into force on January 1, 2028. The technical regulation establishes mandatory safety requirements for paint and varnish materials placed on the Union market, as well as labeling requirements, which must be applied across the EAEU member states.Its scope covers paints, varnishes, primers, primer-enamels, water-dispersion paint materials, drying oils, decorative plasters, and other types of products. The new document tightens safety requirements for paint and varnish materials concerning human health. In particular, it prohibits the use in their production of heavy metals such as mercury, cadmium, the metalloid arsenic, volatile organic compounds banned in the Union countries, and defines maximum permissible levels of lead content. Also, before being placed on the market, paint and varnish materials must undergo sanitary-chemical, toxicological, odorimetric, and other types of tests and assessments to ensure the products do not pose a threat to human health during their use in households and construction.The meeting also decided to introduce labeling for certain types of packaged confectionery products. The list includes chocolate and other cocoa products, gingerbread, sugar confectionery without cocoa, sweet dry biscuits, wafers, flour and bakery products with sweetening additives, candied fruits, nuts and vegetables, and others. As with other categories of goods subject to labeling, its introduction is not simultaneous for all EAEU countries; each state independently decides on the timing and mechanism of its implementation after discussions with businesses and an analysis of infrastructure readiness.Furthermore, the program for the development of integration in the field of EAEU statistics for 2026–2030 was approved. Аким Костанайской области Кумар Аксакалов проверил строительство поликлиники в поселке Заречный Костанайского района.Глава государства отметил, что система здравоохранения остаётся одним из ключевых приоритетов на этапе обновления страны.В текущем году на сферу здравоохранения области выделено 129,4 млрд тенге, что в 1,6 раза больше по сравнению с 2022 годом.На сегодняшний день в области действуют 440 медицинских организаций.Важным вопросом остается оказание качественных медицинских услуг именно в сельской местности. Доля сельского населения по области составляет 36% или более 296 тыс. человек.За последние 3 года на селе построено 34 объекта первичной медицинской помощи, в том числе 11 объектов в вашем районе.Они оснащены УЗИ-аппаратами, лабораториями, реабилитационным оборудованием и физиоаппаратами. Чего раньше на уровне села не было.Сегодня в селе Заречное Костанайского района ведётся строительство поликлиники, рассчитанной на 250 посещений. Стоимость проекта – 3,3 млрд тенге.Трехэтажная поликлиника, площадью 4,7 тыс. м2, будет оснащена рентген аппаратом, флюорографом, маммографом, аппаратом ультразвуковой диагностики, лор – комбайном, стоматологической установкой, биохимическим анализатором.Новая поликлиника будет обеспечивать полный цикл амбулаторной помощи от первичного приёма до комплексной диагностики.Будет организован приём по широкому спектру специалистов, включая кардиологов, хирургов, онкологов, невропатологов, эндокринологов и других профильных врачей, с отдельным акцентом на детей.Поликлиника будет разделена по функциональным группам:- общие помещения для посетителей;- отделение общеврачебной практики;- дневной стационар с отделением реабилитации;- отделение консультативно-диагностической помощи;- лаборатория, биохимическая группа;- общие помещения;- функциональная диагностика;- кабинет ультрозвуковых исследований;- рентгенофлюорографический и рентгеномаммографический кабинеты;- центральная стерилизационная.Здесь будут трудиться порядка 300 человек.Стоит отметить, что сейчас поликлиника вынуждена размещаться в приспособленных помещениях.Ввод новой поликлиники позволит получать медицинские услуги в шаговой доступности, сократив выезд населения в областной центр.Source : https://www.gov.kz/memleket/entities/kostanay/press/news/details/1184558?lang=kk

Preparation for the spring flood period 16.03.2026
The head of the region, Kumar Aksakalov, reviewed the work on the timely and high-quality clearing of Kostanay streets from snow ahead of the spring flood season.During the winter period, 313 thousand tons of snow were removed from the city. This is 3 times more than during the same period last year (95 thousand tons). The main load falls on 5 snow disposal sites, whose current fill level ranges from 60% to 90%.In the Kostanay-2 district, there are 44 residential buildings located in a potential flooding zone. Over 40 thousand tons of snow have already been removed from this area."Currently, our main task is to maximize the speed of snow removal from streets, courtyards, intersections, and areas where there is a risk of meltwater accumulation. To ensure the free flow of meltwater, special attention must be paid to cleaning storm drains, ditches, and drainage channels," noted Kumar Aksakalov.To handle meltwater, 110 km of stormwater system is operational, of which 4.9 km are located in the Kostanay-2 district. Furthermore, there are 5 hydraulic structures ensuring water discharge into the Tobol River."The work must be carried out systematically and in an intensified mode. It is important to utilize all necessary equipment, organize round-the-clock monitoring, and respond promptly to problematic areas. The effectiveness of this work determines the safety of residents, the uninterrupted operation of the city's infrastructure, and the city's readiness for the spring period. Working trip of the head of the region to Kostanay region 13.03.2026

This year, 45 billion tenge from these funds have been allocated to our region.As part of preferential lending for spring field work through financial institutions, including second-tier banks, it is planned to allocate 173 billion tenge.Agricultural producers have been allocated 73.3 thousand tons of diesel fuel at a price of 281 tenge per liter.Over the past three years, the structure of the region's sown areas has changed significantly. The volumes of grain legumes increased by 84.4%, oilseeds — by 32.1%.LLP "Boris-Romanovskoye" has 10.3 thousand hectares of agricultural land at its disposal, including 9.7 thousand hectares of arable land and 565.7 hectares of pastures. According to the crop structure for 2026, 3.6 thousand hectares are allocated for wheat, and 3.1 thousand hectares for oilseeds. The area under oilseeds has been increased from 1.8 thousand hectares in 2024 to 3.1 thousand hectares this year.Since the start of the "Taza Kazakhstan" campaign, more than 400 public spaces have been improved and over 250 children's and sports grounds have been installed in the region. About 600 unauthorized dumps have been eliminated, and over 1,250 old and abandoned buildings have been demolished. In addition, over 277 thousand trees and seedlings have been planted. This year, it is planned to plant another 77.3 thousand seedlings in the settlements of the region. During the spring greening, over 30 thousand trees and shrubs have already been planted. The repair of 37 apartment buildings, the installation of 31 children's playgrounds, and the demolition of dilapidated emergency houses are also planned," noted the head of the region.As part of corporate social responsibility and the development of rural infrastructure, LLP "Boris-Romanovskoye" provided sponsorship assistance for the creation of a 0.5-hectare park area in the village of Pavlova. The total investment in the project amounted to 25 million tenge, of which 20 million tenge are sponsorship funds. As part of the project, asphalt pedestrian paths will be built, two modern gazebos and a stage for cultural and mass events will be installed. A mini-football field with artificial turf for active recreation and sports will also be equipped. LLP "Rozumovich" built 21 houses with 33 apartments for rural residents at its own expense from 2021 to 2025. In addition, the "Orkeniet" development center, a mini-market, a public bathhouse, a hotel, and a kindergarten have been built. Currently, a project for the construction of a 100-seat school has been developed.In the future, the enterprise plans to build another 15 individual residential houses. During the reception, current issues concerning support for domestic producers, import supplies, and the implementation of a new product labeling system were discussed. During the meeting, a resident of the East Kazakhstan region, Viktor Shinkeev, raised a question about the reasons for importing potatoes from Pakistan given the existence of domestic producers. According to the Vice Minister and representatives of the Trade Committee, Kazakhstan's annual demand for potatoes exceeds 2.0 million tons, while the harvested volume reaches 2.9 million tons, fully covering domestic demand. However, during the spring-summer period, when stocks of the domestic product decrease, additional imports from Pakistan and China are carried out to stabilize the market and prevent a sharp price increase. Currently, the situation on the domestic market is stable, and existing stocks are sufficient until the new harvest appears. A representative of the Association of Light Industry Enterprises of the Republic of Kazakhstan, Saltanat Abdikarimova, requested clarification on the procedure for applying international GTIN codes for the fashion retail segment and also proposed providing a transition period of at least 6 months when implementing the requirements of the National Product Catalog (NPC). According to information from ministry specialists, international GTIN codes are assigned by the GS1-Kazakhstan association, while NTIN codes are used for domestic trade turnover. In accordance with the Memorandum of January 9, 2026, the implementation of NPC requirements is carried out in stages: for importers and producers — until March 1, for retail chains — until April 1, and for small and micro-entrepreneurship entities — until July 1. A separate transition period for the fashion retail segment is not provided; however, methodological work considering industry specifics continues. This improves the standard of living and employment opportunities for residents of the regions," noted Kumar Aksakalov.In 2025, 548 rental apartments were purchased for citizens in need of housing, amounting to 7.6 billion tenge.To improve housing affordability, the construction of credit housing continues.In 2025, through the issuance of securities worth 12.1 billion tenge, 18 apartment buildings with a total area of 67.5 thousand square meters were commissioned.Otbasy Bank, under state programs, issued 1,046 loans at preferential rates of 2% and 5%, and under the "Nauryz" program — 736 loans. The total loan amount was 30.7 billion tenge.To provide additional support to citizens on the housing waiting list, an agreement was signed with Kazakhstan Housing Company in November 2025 for the implementation of rental housing with the right to purchase."To provide housing for young specialists, the 'Kostanay Zhastary' program is being implemented. Over three years, 344 loans amounting to about 5 billion tenge have been issued. The competition aimed to support the creative and professional potential of future specialists in the fields of architecture, construction, and design.Participants were tasked with developing conceptual solutions for real urban spaces. This format allowed students to go beyond the academic curriculum and apply their acquired knowledge in practice by proposing ideas for urban environment development.Projects in several areas were presented as part of the competition. One of them was the creation of an eco-quarter — a concept for improving a site at the intersection of Abay Avenue and Baimagambetov Street. Students proposed options for transforming the area into a modern public space with a square and elements of ecological improvement.Participants also presented developments in the field of smart urbanism. In the Denisovsky district, as part of the republican campaign "Snow Landing," volunteers assisted a lonely pensioner, showing care and attention to the older generation.The main goal of the campaign is to support elderly people, fostering a culture of mutual assistance and mercy in society. The initiative also aims to increase youth activity and popularize traditions of respect for the older generation.During the event, active youth from the district visited a pensioner living alone and helped clear snow from her yard and the adjacent area around her house. The Akim of the Kostanay region, Kumar Aksakalov, familiarized himself with the operation of a rehabilitation center with 60 places, intended for children with disabilities.This complex was opened last year in accordance with the instruction of the Head of State.The Public Foundation "Kazakhstan Khalqyna" allocated 1 billion tenge for equipping the center with modern rehabilitation equipment.The rehabilitation center provides a full range of special social services aimed at improving children's health and their social adaptation."Previously, in the regional center, the only rehabilitation institution with 20 beds could provide a rehabilitation course to about 400 children annually. Now, rehabilitation assistance covers at least 900 children aged from one and a half to 18 years," noted Kumar Aksakalov.The head of the region also reported that another project is being implemented. It concerns an agreement for the construction of a sports and recreation complex for people with disabilities in Kostanay with the support of the "Kazakhstan Khalqyna" foundation.
