"A clean country is a strong region: Taza Kazakhstan in Kostanay region" 13.01.2025
Kostanay residents continue to support the Taza Kazakhstan program, initiated by the President of the country K.-Zh. Tokayev in early April 2024. The purpose of this initiative is to increase environmental awareness of the population and improve the state of the environment in various regions of the region. As part of the program, the region continues to hold creative, large-scale events: educational campaigns, round tables, seminars, etc., aimed at raising environmental awareness of citizens.Cooperation with local enterprises and public organizations plays an important role in the implementation of the program. Thus, representatives of the business community, youth, athletes and ethno-cultural associations actively participate in the events. On January 13 of this year, within the framework of the national program "Taza Kazakhstan", the challenge "Let's remove the snow together" was launched in Kostanay region. The Head of State has repeatedly stressed the importance of caring for nature, noting that environmental responsibility is not only the task of every citizen, but also one of the key factors for the sustainable development of the country. Taza Kazakhstan is an important part of the state environmental policy aimed at improving the state of the environment and increasing the level of ecological culture in society. So, in order to provide useful and necessary snow removal assistance in winter, volunteers and activists of the Youth Resource Center went to the Balbobek kindergarten in the city of Tobyl.Armed with wide shovels and brushes, the eco-activists cleared the snow from the playgrounds, and also put the kindergarten territory in order. This initiative is planned to be distributed throughout the district, passing the baton to youth and public organizations, government agencies and enterprises. Thus, the action not only helps to maintain cleanliness, but also strengthens the unity of the nation, educates the youth with a sense of patriotism. After all, cleanliness and order are the responsibility of every citizen," the organizers emphasized.Residents of the city of Rudny, within the framework of the republican environmental program "Taza Kazakhstan" at the Rudn Territorial Center for Social Services, held an event with the participation of recipients of special services in a hospital for people with neuropsychiatric diseases. The lesson began with an instructor's conversation about the need to preserve the purity of nature in his native land. As part of the occupational therapy, the children made feeders for wintering birds. During the event, a musical warm-up was held for the participants, contests and games were played. The children were very happy to hang their own hand-made feeders on the territory of the center. Now, when attending classes, the wards will have the opportunity to take care of the conservation of the number of birds."The importance of holding the national action "Taza Kazakhstan" is felt by every citizen of the Republic of Kazakhstan. And this event showed that fostering a sense of responsibility, patriotism and hard work in children will bear fruit in the future," the occupational therapy instructor emphasized."Thanks to such initiatives, a new culture and a new social ethic are taking root in the country. We can say that this is true patriotism and caring for the Motherland. Through such deeds, a new quality of our nation is being formed," the President said in his Message to the people of Kazakhstan.A master class "creation of products from recycled materials" was organized in the city of Gitikara. The beginning of the master class was a conversation with the younger generation about the problem of increasing the amount of plastic garbage and landfills of household waste. The children were told about the most important environmental topics: about the human attitude to nature, about the possibilities of plastic recycling in the modern world, and also introduced the children to the fractions of packaging and the rules of their sorting. For accessibility, the children were shown examples in pictures and videos. The completion of the master class was a practical lesson with day care students on making bird feeders from recycled materials."Each participant of the event made a significant contribution to improving the environmental situation of our city. After all, the main task of a modern person is to find the most rational and environmentally safe ways to deal with plastic waste, as well as learn how to apply them in life," the organizers of the event noted.Such an unusual method of recycling has become an interesting and useful game for children, as well as an example of how important it is to protect and appreciate nature, promote and support environmental campaigns, drawing people's attention to the problems of environmental pollution. It should be noted that in 2024, more than 11 billion tenge was allocated for landscaping and improvement of settlements.According to the results of all the work carried out, the provision of street lighting amounted to 90%, the installation of fences in 90 villages, with a total length of 67.8 km.Over the past period of 2024, government agencies and private organizations, peasant farms, youth, volunteer and non-governmental organizations, deputies of maslikhats, representatives of the KSK, AXIS were involved. More than 263 thousand people received public services thanks to the CCC in 2024 10.01.2025
As a result of the introduction of a digital Family card (hereinafter referred to as OTC) in 2024, more than 642 thousand people were sent SMS messages for the proactive provision of public services. At the same time, 263 thousand people used the opportunity to receive benefits or payments without applying. The digital map of the family is formed on the basis of data from all existing information systems of state bodies. Today, it contains information about 20 million citizens of Kazakhstan or more than 6 million families. The main goal of implementing the CCC is to ensure equal access of Kazakhstanis to the state support system. In this regard, the social code of the Republic of Kazakhstan establishes a digital map of the family as a tool for determining medium and long-term tasks and directions of social policy. Also, the OTC is a daily "electronic notification" about the rights of citizens to receive some kind of guaranteed state support depending on their social status.Currently, the CCC allows Kazakhstanis who have the right to receive state support measures to formalize 10 types of benefits and social benefits without any applications. These are social benefits paid in case of loss of working capacity; social benefits paid in case of loss of work, social benefits or benefits for loss of breadwinner, benefits for parents (guardians) raising a child with disabilities, disability benefits, benefits for large families, benefits for mothers with many children awarded the "Altyn Alka" and "kumis Alka" necklaces, targeted social assistance, as well as a lump sum payment for burial. Also, through the OTC, automatic notifications about the possibility of receiving pension payments, the expiration date of the status when granting or extending the status of "Kandas" and employment measures for unemployed people were implemented. When the right to receive state support measures is established, an SMS message is sent to the potential recipient from the Unified Contact Center 1414. The citizen who received the notification must answer him about his consent. Drawing up an application and assigning a social benefit or payment is carried out in automatic mode, after which the funds are transferred to the recipient's bank account. We note that in order to avoid the risk of fraud, it is necessary to respond to SMS received from the Unified Contact Center 1414.For all questions, please contact the Call center at 1414. S. Zhakupova reported on the events planned by the Ministry of Labor within the framework of the Year of Working Professions 09.01.2025
Minister of Labor and social protection of the population Svetlana Zhakupova spoke at a meeting of the Government of the Republic of Kazakhstan about a set of measures planned for 2025 in order to fulfill the instructions of the head of state to hold the Year of working professions. At the beginning of the speech, the minister noted that working professions remain the basis of the Kazakh labor market. 4.8 million people, or 52% of all working citizens, have vocational or technical education. This is about 2.3 million people, they work in the specialty of 2.2 thousand workers. The high demand for such specialists is confirmed by a large number of vacancies – over the past year it amounted to more than 270 thousand vacancies. Working personnel are more in demand in such areas as transport, trade, industry, agriculture."Our forecasts, developed on the basis of actuarial models, show that in the coming years the need for working personnel will only increase. In the next 6 years, it is planned that the total demand for personnel will be 1.6 million people, of which more than half will belong to workers with vocational education, of which about 400 thousand are working specialties. These include drivers of specialized equipment, plumbers, welders, workers of construction specialties and technical directions," Svetlana Zhakupova said.According to him, in order to effectively plan the training of personnel, including working professions, an innovative project navigator has been developed."The platform already makes it possible to predict the need for personnel, as well as synchronize the demands of the labor market with the training of specialists in vet organizations.Based on the indicators of job creation, the size of the wage fund, timely payment of wages and social contributions, we can evaluate the effectiveness of projects. To date, 755 investment projects with the creation of 150 thousand jobs are being monitored," Svetlana Zhakupova said. The minister noted that the analysis revealed a significant gap between the needs of the labor market in different regions and specific graduates of college students (vet). The largest gap is observed in the construction industry and industry. At the same time, there is an uneven distribution of personnel shortages by region. We have also completed integration with the information systems of the Ministry of Finance, and after receiving data from them, we will be able to synchronize the training of personnel with projects implemented at the expense of the state budget, – added The Head of the Ministry of Labor. To ensure the quality of Personnel Training, 1.6 thousand professional standards for working professions have been updated. On their basis, 87% of educational programs have been updated. Using the standard of the European Union countries, an electronic skills bank has been created, which includes more than 12 thousand skills."This year, another 100 professional standards are being developed and updated. The assessment of qualification recognition began on the basis of 4 independent centers. This year we plan to open 5 more such centers, including 2 according to international standards," Svetlana Zhakupova said.To choose a professional career and manage your own career trajectory, the Career Compass project is being implemented. At the request of employers, vocational training and on-the-job training are actively developing. This year, about 12 thousand people will take such courses. For the acquisition of practical skills by students, a functionality has been launched on the Electronic labor exchange that allows you to find a place for industrial practice. Today, 643 courses are available on the online training platform, 410 thousand people have been trained.According to the action plan for the year of working professions, it is planned to develop a Mentoring Institute, hold a job fair and train students and TVE students in job search and employment skills. The head of the Ministry of Labor also spoke about the measures implemented by the department together with social partners to strengthen the protection of the rights of employees.Improving the mechanisms for the Prevention of occupational injuries through digital monitoring in the field of Occupational Safety and health, the introduction of an integrated assessment of occupational risks with the assignment of a risk class to enterprises, as well as strengthening the requirements for training and testing the knowledge of those responsible for Occupational Safety and health and specialized organizations."We also plan to consider the issue of strengthening administrative responsibility for violations of Occupational Safety and health," Svetlana Zhakupova added. To ensure transparency and legality of labor relations, it is planned to introduce mechanisms for declaring Labor Relations, which provide for the placement of the staffing table by employers, the transfer of procedures for concluding labor and collective agreements to electronic format. As part of cooperation with the International Labor Organization, a joint action plan will be implemented to promote the principles of decent labor, which provides for recommendations for improving legislation."Last year, we approved a methodology for setting the minimum wage, taking into account international standards. This year we plan to ratify the convention of the International Labor Organization No. 131 "on the establishment of the minimum wage with special consideration of developing countries".For the implementation of these measures, the ILO Project Office will be created, the directions of its work have already been determined," Svetlana Zhakupova said.In conclusion, the head of the ministry noted that in recent years the Ministry has created a developed system of support for citizens and business in the field of Labor. It integrates a wide range of online services and solves a wide range of tasks, from job search and ensuring safety at work to the development of professional skills, including working professions."One of the most important projects in the field of working professions is the digital map of the Enterprise. This will allow us to identify risks in enterprises in advance and implement preventive measures in real time. The model uses data on more than 60 indicators, such as financial, social and labor. This allows us to pay special attention to working professions associated with high risk.Combining the digital map of the enterprise with the digital map of the previously created Family opens up new opportunities. The employer can automatically identify risks, taking into account the social well-being of employees at the enterprise. For example, if a worker needs housing, his family has many children, or there is a member in it who has been granted the status of a person with a disability, the employer can find out this and provide appropriate support. For business, the digital map of the Enterprise is a tool for the practical implementation of the principles of social responsibility aimed at improving the well-being of employees," the minister concluded.Source : https://www.gov.kz/memleket/entities/enbek/press/news/details/914292
In 2024, about 97,000 applications for disability were considered in correspondence format. 09.01.2025
As part of the implementation of a pilot project on the correspondence format of medical and social expertise to establish a disability group in 2024, more than 96.9 thousand applications from all regions of Kazakhstan were considered, which accounted for 37.4% of the total number of people with disabilities who underwent an examination. To date, the examination in correspondence format is carried out according to 30 nosological forms. In 2023, over 76.4 thousand applications were considered in correspondence format, which is 30.4% of the total number of people with disabilities who passed the examination. As previously reported, at the sixth meeting of the National Council of Public Trust, the Head of State instructed to create the most favorable conditions for people with special needs, to exclude their going to authorities and paperwork, as well as contact between service providers and service recipients. In order to fulfill this assignment, the Ministry of Labor and Social Protection of the Population of the Republic of Kazakhstan, together with the Ministries of Health and Digital Development, Innovation and the Aerospace Industry, is piloting a project on the correspondence format of medical and social expertise (hereinafter - ITU) in all 20 regions of Kazakhstan. To receive disability group identification services, the applicant only needs to contact the polyclinic at the place of residence and undergo the necessary examination, the rest of the processes take place without his participation due to the integration of information systems.Transfer to an absentee examination:- removes administrative and bureaucratic barriers;- ensures transparency of ITU expert decisions;- provides an opportunity to receive disability services and determine social protection measures for persons with disabilities without leaving home;- eliminates direct contact of the service recipient with the service provider, thereby minimizing corruption risks.Source : https://www.gov.kz/memleket/entities/enbek/press/news/details/915018
