Blocking Illegal Smartphones: How Does IMEI Verification Work in Kazakhstan? 15.02.2025
From March 24, 2025, changes to the rules for registering subscriber mobile devices will come into force. The new rules apply only to new devices imported into the country after 03/24/2025. Phones that already exist in the territory of Kazakhstan and are included in the Identification Codes Database (ICD) will automatically be included in the "white list" and will continue to operate without any restrictions. These innovations are aimed at further improving the registration system, combating fraud, protecting consumer rights, and increasing the security of using mobile devices.Today, about 3.7 million devices with duplicate IMEI codes are registered in Kazakhstan. Their illegal import poses a significant economic and social problem. Such a mobile device market makes it difficult to control the legal circulation of devices, contributes to the increase in phone theft and creates unfair competition. In order to solve these problems, new rules have been introduced to ensure an open and secure mobile device market. The main innovation is the verification procedure for mobile devicesDuring registration in accordance with the new rules, a special system checks the following parameters:The authenticity of the device's IMEI codeThe absence of the IMEI code in the GSMA international database of stolen, blocked or lost devicesThe device was legally imported into the territory of KazakhstanNote: The changes apply only to devices newly imported into the territory of Kazakhstan. Existing mobile phones that are already included in the ICD database will automatically be included in the “white list” and will continue to work without any restrictions. What lists will appear? As a result of verification, mobile devices are divided into three categories:White list - devices that have successfully passed verification, they will be registered without any restrictions.Gray list - temporarily allowed devices. Their owners must confirm that the device was imported legally within 30 days.Black list - illegally imported, counterfeit or stolen devices. They will be blocked. How will this affect users?Phones that are already in use in Kazakhstan will continue to work without any restrictions. No additional action is required.Buyers of new devices after March 24, 2025 can check the IMEI code on the imei.rfs.gov.kz website before purchasing a device. The site is currently being updated in accordance with the new rules.Owners of devices on the “gray list” can use the device for 30 days. During this time, operators will notify about the need to verify the device via SMS. The message will provide a link to a special questionnaire that must be filled out.Owners of devices imported from abroad must indicate the date of crossing the border. If the user does not pass verification within 30 days, they can complete the verification process at any time by filling out the questionnaire using the link in the message. These measures will give consumers confidence in purchasing legal and high-quality devices. Open conditions for fair competition will be created for business, and the state will strictly control imports, reduce the number of illegal phones, and reduce the level of fraud. When will they come into force? The new rules will come into force 60 days after the date of official publication - on March 24, 2025.Citizens have no reason to worry - owners of officially registered devices do not need to take any additional action. The Ministry will continue information work on the introduction of the new rules.Source : https://www.gov.kz/memleket/entities/mdai/press/news/details/936455

Digital Justice: How Kazakhstan increases legal literacy and access to legal aid 15.02.2025
“It is necessary to consistently increase the legal literacy of the population and instill human values in the consciousness of society. Every citizen must be legally accountable for his words and actions,” - President of the Republic of Kazakhstan Kassym-Jomart Tokayev. As part of the implementation of the instructions of the Head of State, the Ministry of Justice is constantly carrying out explanatory work to increase the legal literacy of the population. For example, in 2024, the campaigns “People's Lawyer”, “Justice Advises”, “Open Day”, “Days of Free Legal Aid” were launched. Last year, 1,310 consultative and explanatory events were held in all regions of the republic, covering a total of more than 100,000 people. In order to increase the legal literacy of residents of rural settlements, about 2,000 “Law Offices” were opened, which operate in the buildings of district and rural clubs, recreation centers, etc. on the basis of “Egov” corners. The offices are fully equipped with access to the "Adilet" ADL, "Zan" DB for familiarization with current regulatory legal acts, as well as access to information systems (e-otinish, "Open NKA" portal, etc.)."Each digital reform is a step towards more accessible justice, especially for people in remote regions where access to legal aid is limited.", - President of the Republic of Kazakhstan Kassym-Jomart Tokayev.A unified information system for legal aid "E-ZanKomegi" has been launched through the website Эup.kz., designed to provide and receive legal services online, and the "Zan Komegi" mobile application is also available, through which citizens can get answers to legal questions of interest to them via video call. More than 472 thousand citizens received qualified legal assistance through more than 2,000 lawyers and legal advisors in the “Zan Komegi” system. In addition, the unified notarial information system “E-notariat” operates, which allows issuing all types of powers of attorney and marital agreements, except for powers of attorney related to property management, online via video call. This service was used by 176 thousand citizens. In addition, in order to prevent illegal actions, biometric identification of clients is used, a QR-signature service is used when signing applications, and the results of the service are available 24/7 in the EgovMobile “Digital Documents” service. Thus, through this service, citizens of Kazakhstan were able to legally formalize about 168 thousand powers of attorney and 67.5 thousand marital agreements without visiting a notary.Another important achievement is the introduction of the “Board of Justice Robot”. For example, in the event of untimely payment of administrative fines up to 20 MCI, the authorized body transfers the information to the Robot bailiff, which initiates the proceedings without the participation of a private bailiff. After the case is initiated, citizens will receive an SMS message and a push notification from 1414 on EGov Mobile with detailed information about the case, thereby exempting citizens from paying an additional 25% of the fine and visiting the bailiff, since all actions are carried out online.Since the launch of the digital bailiff, more than 109 thousand enforcement cases have been initiated for the amount of 2.2 billion tenge. The amount saved in favor of citizens amounted to 550 million tenge. In 2025, it is planned to improve the work of justice bodies in order to make people's lives easier and more convenient in the digital era, as well as save time and money. Key changes:In 2025, it is planned to train more than 300 thousand citizens in legal literacy;JI - "Aiteke" assistant - a chat bot designed to provide simple legal advice and help collect documents. The competence of the robot bailiff will be expanded, and the limit on the amount of debt it can handle will increase from 20 to 40 AEC, which will allow citizens to save up to 12.2 billion tenge per year. These tools are distinguished by their simplicity, speed and accessibility, allowing them to be used at any time of the day.The measures taken will increase the legal literacy of citizens and help them better understand their rights and obligations. As a result of work on simplifying the provision of services, Kazakhstanis will save time and money, increase the accessibility and convenience of receiving these services, and eliminate administrative barriers, making the process more transparent and efficient.Source : https://www.gov.kz/memleket/entities/akimvko/press/news/details/936202
