В Сенате Парламента Республики Казахстан состоялась встреча с представителями государственных органов по вопросам формирования трансфертов общего характера на 2026–2028 годы. Под председательством главы Комитета по финансам и бюджету Султанбека Макежанова в обсуждении приняли участие депутаты Сената и представители государственных органов. С основным докладом выступил первый вице-министр национальной экономики Азамат Амрин, отметив, что с учетом подходов нового Бюджетного кодекса разработан проект закона «Об объемах трансфертов общего характера между республиканским и областными бюджетами, бюджетами городов республиканского значения и столицы на 2026–2028 годы».«Документ разработан в соответствии с нормами нового Бюджетного кодекса. Новые трехлетние трансферты общего характера направлены на решение основных задач, поставленных перед правительством, в том числе по расширению финансовой самостоятельности регионов, выравниванию доступности социальных благ и государственных услуг для населения», - добавил первый вице-министр.При этом он подчеркнул, что прогнозы доходов местных бюджетов осуществлялись с учетом изменений, предусмотренных в рамках новых Налогового и Бюджетного кодексов.«Увеличение доходов обеспечивают такие нормы, как увеличение ставок акцизов, введение прогрессивной ставки индивидуального подоходного налога 15% для доходов, превышающих определенный уровень, передача из республиканского бюджета в местные бюджеты отдельных налогов, сборов и пошлин, введение дополнительной категории доходов с целевой направленностью "Специальные поступления". Кроме того, все штрафы, ранее поступавшие в республиканский бюджет, также переданы на местный уровень», – заявил Азамат Амрин.Учтены, по его словам, и нормы, снижающие доходную часть бюджета, но обеспечивающие реальный рост доходов населения. Это увеличение размера стандартных вычетов с 14 МРП до 30 МРП, снижение ставки транспортного налога путем применения поправочного коэффициента, исключение отдельных видов плат и государственных пошлин.«Доходы рассчитывались с учетом налогового потенциала регионов. Анализ поступлений доходной части местных бюджетов показывает ежегодный стабильный рост. Темп роста налоговых поступлений за последние три года составил в среднем 127,2%. По прогнозам, доходы регионов возрастут с 10,7 трлн тенге в 2026 году до 13,3 трлн тенге в 2028 году, или на 124,3%», – резюмировал Азамат Амрин.Сенатор Султанбек Макежанов обратил внимание, что новые подходы должны учитывать минимальные инфраструктурные нормативы и региональные стандарты. In Astana, within the framework of the Extended conference on the results of the implementation of cooperation projects, the signing of the Joint agreement on the extension of the Program «Partnering in Business with Germany» for 2026–2028 took place. The Ministry of National Economy of the Republic of Kazakhstan presented draft government resolutions under the new Tax Code. The following were submitted for discussion:a list of types of activities for which the application of the special tax regime (STR) based on a simplified declaration is prohibited;list of types of activities for which the use of the STR is permitted for the self-employed.These documents were developed in pursuance of Articles 718 and 723 of the Code and are aimed at streamlining the application of special tax regimes, increasing transparency and supporting entrepreneurship.Prohibition listThe simplified tax return system combines elements of two existing regimes: the simplified tax return and the retail tax.The following people will not be able to use this mode:- business entities whose income exceeds 600 thousand MCI (2,359 billion tenge) per year;- legal entities with a shareholding of other companies of more than 25%;- organizations where the founders or participants simultaneously participate or are founders in other legal entities on the STR;- non-profit organizations;- taxpayers (individuals, sole proprietors) who are founders or participants of a legal entity applying a special tax regime;- participants of the SEZ, «Astana Hub»;- taxpayers working under joint activity agreements.The list of prohibited sectors includes industries associated with large businesses: manufacturing, construction, subsoil use, the activities of natural monopolies, wholesale trade, retail in areas larger than 2 000 square meters, telecommunications, the Internet and IT, financial and insurance services, professional agency and consulting services, R&D, etc.Of the 1 111 CEAs, the restriction will affect 795 types of activities (70% of CEAs), but in terms of taxpayers, only about 30%.The main reason is that a significant portion of transactions in these areas (more than 76% of total turnover) are transactions with large businesses that use the generally established regime: in construction - 99,9%, in subsoil use - 98,7%, in transport and warehousing - 96,7%.Who will retain the right to a simplified regime?It is proposed to maintain a simplified regime for approximately 300 types of activities aimed at the population:- retail trade in areas up to 2000 sq. m (including pharmacies);- retail trade by mail order or via the Internet, network marketing, as well as other retail trade outside of stores;- accommodation, catering, housing rental and transportation services;- light and food industry;- passenger transportation;- services in the field of pre-school and additional education, medical and social services;- household and construction work for the population;- creative industry, sports, culture;- agriculture.As a result, approximately 70% of all taxpayers will retain the simplified tax system. Small businesses focused on B2C will continue to operate under the simplified tax system, while larger businesses will transition to the general tax system.At the same time, taxpayers with a turnover of up to 40 million tenge per year will not be VAT payers when switching to the general regime.The document will reduce the unfair use of the STR, improve administrative efficiency, fairly distribute the tax burden, and create more favorable conditions for small businesses.Permit list for the self-employedA separate resolution of the Government of the Republic of Kazakhstan proposes to establish a list of activities available to self-employed individuals without registering as individual entrepreneurs, without employees, and with an income of up to 300 minimum monthly calculation indices (MCI) per month. As noted by the deputies, ratification of the Protocol will create a legal framework for regulating e-commerce, improve customs administration of e-commerce goods, strengthen oversight of compliance with technical regulations and the safety of imported goods, and increase budget revenues through the collection of customs duties and taxes.«The protocol defines the procedure for crossing the customs border for goods purchased on foreign online platforms. In this regard, it introduces the concept of «e-commerce operator» and a new type of customs declaration - the e-commerce declaration. According to Arman Kasenov, Vice Minister of National Economy of the Republic of Kazakhstan, GDP growth in the first eight months of this year was 6,5%, including 8,8% growth in the real sector and 5,1% in services. The best performing sectors were transportation, construction, trade, mining, manufacturing, and agriculture.«Fixed capital investment increased by 14,3% to 11,5 trillion tenge. The digital card of business was presented at the Ministry of National Economy at a meeting chaired by Deputy Prime Minister – Minister of National Economy Serik Zhumangarin.The digital card of business, developed by NCE «Atameken», is a modern information and analytical platform with dashboards, predictive models, and transparent statistics. It will allow for the formation of an up-to-date picture of entrepreneurship development, assess the effectiveness of support measures, analyze investment activity, and provide state bodies with the necessary tools for making informed decisions.According to the chairman of the presidium of NCE «Atameken» Raimbek Batalov, the new system will be integrated with state and departmental databases, which will ensure an objective analysis of the state of entrepreneurship in the country. The project is being implemented within the framework of the National Development Plan until 2029 and is fully funded by NCE «Atameken».For business, the DCB provides access to data on state support measures, regional priorities and their specialization, the implementation of investment projects, mandatory requirements by type of activity, as well as on product demand. On September 18, 2025, in Aktau, the first meeting dedicated to the localization of the Sustainable Development Goals (SDGs) at the regional level took place. В Министерстве национальной экономики под председательством заместителя Премьер-Министра – министра Серика Жумангарина состоялось совещание, посвящённое реализации Послания Президента Касым-Жомарта Токаева народу Казахстана «Казахстан в эпоху искусственного интеллекта: актуальные задачи и их решения через цифровую трансформацию» от 8 сентября 2025 года.Совещание прошло в развитие поручений Премьер-Министра Олжаса Бектенова, данных на заседании Правительства.Серик Жумангарин подчеркнул важность поддержания устойчивого экономического роста. Для сдерживания темпов инфляции и цен на регулируемые услуги Комитету по регулированию естественных монополий поручено в недельный срок представить предложения по пересмотру тарифов. Также будет обновлен комплекс мер по контролю и снижению уровня инфляции.Ключевым направлением определён запуск нового инвестиционного цикла. Министерство национальной экономики совместно с Министерством иностранных дел подготовит план действий по модернизации системы привлечения инвестиций. Холдинг «Байтерек» займётся анализом и структурированием перспективных проектов с участием отечественного и иностранного капитала.Особое внимание уделено развитию города Алатау как нового центра деловой активности и инноваций. Для снижения административной нагрузки Министерство национальной экономики продолжит работу по устранению барьеров для бизнеса и актуализации Реестра обязательных требований. С 3 по 5 сентября состоялся девятый многосторонний форум Северной и Центральной Азии по реализации Целей устойчивого развития (ЦУР), организованный экономической и социальной комиссией ООН для Азии и Тихого океана (ЭСКАТО).Форум открылся видеообращением заместителя Генерального секретаря ООН, исполнительного секретаря ЭСКАТО Армиды Салсия Алисджабаны. Она подчеркнула значимость запуска Регионального центра ООН по ЦУР для Центральной Азии и Афганистана, назвав его важным шагом на пути к эффективной координации региональных усилий. В работе мероприятия приняли участие представители правительственных структур, международных организаций, научных и экспертных сообществ. Казахстан был представлен делегацией Министерства национальной экономики во главе с вице-министром Асаном Дарбаевым.В своём выступлении он отметил, что в Казахстане ведётся системная работа по интеграции Целей устойчивого развития в национальные стратегии и программы. По его словам, утверждены национальные индикаторы ЦУР, которые подлежат обязательному включению в документы государственного планирования. Вице-министр подчеркнул, что согласованность стратегического и бюджетного процессов позволит эффективнее направлять ресурсы на реализацию приоритетных задач.Особое внимание на форуме уделили опыту Казахстана в продвижении ЦУР. Директор Департамента развития социальной сферы, правоохранительных и специальных органов МНЭ Нургуль Жанназарова представила подходы страны к обеспечению устойчивости городов и регионов. Она подчеркнула, что сбалансированная региональная политика способствует устранению социально-экономических диспропорций и формирует основу для гармоничного развития.В рамках форума также прошёл специализированный семинар по подготовке добровольных национальных обзоров. Здесь страны региона обменялись опытом в оценке прогресса и определении дальнейших шагов по достижению ЦУР.Казахстанский опыт представила директор Секретариата по ЦУР Института экономических исследований Бакытгуль Хамбар. Она рассказала о подготовке третьего добровольного национального обзора, где ключевой акцент сделан на принцип «Никого не оставить позади» и локализацию глобальных целей на уровне регионов.Участники семинара высоко оценили казахстанскую практику вовлечения общественности и использования данных опросов при формировании приоритетов. Заместитель Премьер-министра – министр национальной экономики Республики Казахстан Серик Жумангарин встретился со старшим вице-президентом Торговой палаты США по делам Ближнего Востока, Турции и Центральной Азии Хушем Чоксином и представителями компаний Chevron, Meta, Apple, Coca Cola, Mastercard, Amway.В ходе переговоров вице-премьер подчеркнул, что Соединенные Штаты являются одним из ключевых торгово-экономических партнеров Казахстана, а развитие двустороннего сотрудничества – приоритетным направлением внешнеэкономической политики страны.«По итогам прошлого года объем двусторонней торговли достиг 4,2 млрд долларов. При этом мы видим значительный потенциал для дальнейшего наращивания товарооборота в рамках развития взаимной торговой среды», — отметил он.Сегодня американский бизнес активно присутствует в Казахстане. В стране действует более 700 предприятий с участием капитала из США, а общий объём инвестиций с 2005 года превысил 51 млрд долларов. Среди крупнейших инвесторов – Chevron, ExxonMobil, Pfizer, General Electric, Wabtec и другие компании, вносящие весомый вклад в развитие нефтегазовой, фармацевтической, энергетической и машиностроительной отраслей. Эти показатели свидетельствуют о доверии американских партнеров к инвестиционному климату Казахстана и устойчивости стратегического партнёрства.Участники встречи обсудили широкий круг вопросов, связанных с дальнейшим углублением сотрудничества. С американской стороны были подняты темы совершенствования законодательства, норм нового Налогового кодекса, развития туризма, сокращения торговых барьеров и других направлений. Заместитель Премьер-министра – министр национальной экономики Республики Казахстан Серик Жумангарин от имени Правительства выступил на церемонии открытия VIII форума Astana Finance Days, который проходит  в Астане при поддержке Astana International Forum.Серик Жумангарин отметил, что форум Astana Finance Days стал ведущей региональной площадкой для диалога и сотрудничества, объединяющей инвесторов, бизнес и государственные структуры более чем из 70 стран.«Сегодня это не просто традиция, а символ открытости Казахстана миру, подтверждение нашей приверженности партнерству и инновациям», – подчеркнул он.Экономические показатели страны подтверждают значимость форума. За январь–июль 2025 г. рост ВВП составил 6,3%, в том числе реальный сектор вырос на 8,3%, сфера услуг – на 5,2%. Приток прямых иностранных инвестиций в I квартале составил $6,6 млрд (+6,2% к прошлому году), инвестиции в основной капитал достигли 9,9 трлн тенге (+16,1%). Эти данные отражают доверие международных партнеров и подтверждают, что Казахстан остается надежной инвестиционной площадкой.«Одна из ключевых задач, которую ставит перед нами Глава государства, это привлечение инвестиций. Перед страной стоит задача удвоения размера экономики к 2029 году. Для этого необходимо привлечь не менее $150 млрд прямых иностранных инвестиций и довести уровень инвестиций в основной капитал до уровня 23% к ВВП к 2029 году. Уже сегодня внедрены новые инструменты поддержки бизнеса, включая Соглашения об инвестициях и механизм «зеленого коридора» для приоритетных проектов», — продолжил вице-премьер.МФЦА занимает важное место в реализации поставленных целей. С момента своего создания МФЦА предлагает уникальную институциональную среду, основанную на принципах английского общего права, независимого регулирования и международных стандартов. Сегодня на площадке МФЦА зарегистрировано более 4 тыс. компаний из 85 стран мира. Это компании из разных отраслей – от управления активами и финтеха до зеленых финансов и исламского банкинга. На площадке Министерства национальной экономики РК под председательством заместителя Премьер-Министра – министра национальной экономики Серика Жумангарина состоялось совещание с участием представителей Верховного и Кассационного судов, Судебной администрации, министерств финансов и юстиции, Генеральной прокуратуры, НПП «Атамекен» и Уполномоченного по защите прав предпринимателей.Основной темой обсуждения стали проблемные вопросы налоговых проверок и камерального контроля. Участники рассмотрели порядок взаимодействия органов государственных доходов с судебными инстанциями и бизнес-сообществом, а также обозначили пути совершенствования действующей практики.В ходе совещания были подняты вопросы назначения периодических налоговых проверок по системе управления рисками, признания судами приказов о проверках административными актами, обжалования их результатов, а также возврата НДС из бюджета и начисления пени за несвоевременный возврат. В рамках рабочей поездки в Кызылординскую область вице-министр национальной экономики Бауыржан Омарбеков провел встречу с жителями Шиелийского района. Основное внимание было уделено вопросам развития инфраструктуры, социальной поддержки и стимулирования предпринимательской активности.Выступая перед населением, вице-министр рассказал о мерах государственной поддержки малого и среднего бизнеса. Среди них - субсидирование и гарантирование кредитов, реализация социальных и инфраструктурных проектов, создание новых рабочих мест и привлечение инвестиций в сельские территории.Экономические показатели района демонстрируют положительную динамику. За январь–июль 2025 года объем промышленного производства составил 43,7 млрд тенге при индексе физического объема 101,2 %. В обрабатывающей промышленности рост достиг 3,5 % с общим объемом 35,9 млрд тенге. Сельское хозяйство обеспечило выпуск продукции на 7,5 млрд тенге при ИФО 102,4 %. Существенный рост зафиксирован и в инвестициях в основной капитал – на 1 августа их индекс составил 128,8 %.Поддержка бизнеса также выражается в конкретных проектах. Так, на 1 августа текущего года в районе просубсидированы 4 проекта на общую сумму кредитов 191 млн тенге, выплаченные субсидии составили 172 млн тенге. Дополнительно прогарантированы 3 проекта на 421 млн тенге, из которых объем предоставленных гарантий составил 329 млн тенге.В ходе поездки Бауыржан Омарбеков ознакомился с рядом объектов. Среди них – малый производственный центр, открытый в селе Шиели в мае текущего года в рамках проекта «Ауыл аманаты». На его базе работают швейная мастерская и цеха по выпуску кондитерских изделий и полуфабрикатов. Также вице-министр осмотрел спортивный комплекс, капитально отремонтированный по программе «Ауыл – Ел бесігі». На развитие района по этой программе в 2023–2024 годах было направлено 1 млрд тенге, а в 2025 году предусмотрено финансирование в объеме 818 млн тенге для реализации четырех проектов.Во время встречи жители подняли вопрос участия в программе «С дипломом – в село!». Было отмечено, что интерес к ней проявляют не только молодые специалисты, но и более взрослые дипломированные граждане. Вице-министр разъяснил, что возрастные ограничения в проекте не установлены, так как ключевым критерием является профессиональная квалификация. Заместитель Премьер-Министра – министр национальной экономики Серик Жумангарин провел встречу с директором представительства Азиатского банка развития (АБР) в Казахстане Кумаром Утсавом.АБР является стратегическим партнером Казахстана. За три десятилетия сотрудничества Банк профинансировал проекты в сферах транспорта, энергетики, цифрового развития, жилищной инфраструктуры и социальной сферы на сумму более $7,5 млрд. В действующем портфеле такие  значимые для страны проекты как реконструкция автодороги «Актобе – Кандыагаш»,  участка «Кызылорда – Жезказган» трассы «Кызылорда – Павлодар – Успенка – граница РФ».Стороны обсудили ход реализации  совместных проектов в рамках государственно-частного партнерства  и новые инициативы, среди которых - строительство автодороги «Обход г. Сарыагаш», проект «Содействие инклюзивному и зеленому жилищному финансированию», Программа фискального управления и реформ финансового сектора.Отдельно подчеркнута социальная значимость проектов по строительству университетских больниц в Караганде, Актобе и Семее.Важным направлением сотрудничества является активное участие Казахстана в Программе Центрально-Азиатского регионального экономического сотрудничества (ЦАРЭС).  Казахстан присоединился к Программе в 2001 году, что позволило стране привлечь   $10 млрд в  32 проекта  преимущественно в транспортной сфере.
