The development of the energy supply system in Kostanay region is gaining strategic importance. Along with traditional sources, more and more attention is being paid to renewable energy sources (RES) - wind, solar and gas.Major projects have been successfully implemented in the region in recent years. So, in 2022, a 50 MW wind farm built by the Zhel Electric company was launched in Kostanay region. And in 2023, another 48 MW wind farm from KazWindEnergy was commissioned in Arkalyk.Construction of six more renewable energy facilities is planned for the next two years. Construction of a 22.6 MW solar power plant will begin in the Beimbet Mailin area. The investor of the project, Altyn Solar Energy LLP, has already completed the design and received an expert opinion. Construction work will begin in May, with completion in the first quarter of 2026.In the same place, in the area of B.Mailin, the GPP Varvarinskoye company will build a 40 MW gas-piston power plant. The facility is expected to be commissioned in the second quarter of 2026.In Arkalyk, Aspan Energo has launched a new project for the construction of a 50 MW wind farm. Commissioning is scheduled for June 1, 2026.Two major projects are also being implemented in Kostanay region. Mars Wind and Jupiter Wind companies have begun construction of two wind farms with a total capacity of 100 MW. On May 15, 2020, a joint venture consisting of the companies Todini Costruzioni Generali S.p.A., WeBuild S.p.A., and Kazakhdorstroy LLP acting as part of the Joint Venture “Todini Impregilo Kazakhdorstroy” (hereinafter referred to as the “Claimants”) filed a Request for the International Court of Arbitration of the International Chamber of Commerce (ICC) against the Committee of Highways of the Ministry of Industry and Infrastructural Development of the Republic of Kazakhstan (hereinafter referred to as the “Committee”) arising from disputes in connection with the Almaty-Khorgos Road Project in the Republic of Kazakhstan.During the Merits phase the Claimants had asserted claims against the Committee totaling about US$ 50 million, including for prolongation costs, customs duties and taxes, inflation of tenge, changes in costs, backfilling of culverts, aborted construction of a road maintenance depot, and financing charges.On April 14, 2025, a Tribunal constituted under the ICC International Court of Arbitration in the city of Paris made its Final Award in favor of the Committee. The Tribunal rejected all asserted claims entirely.The Tribunal also accepted the Committee’s counterclaim ordering the Claimants to repay as overpayment all prolongation costs paid to Claimants during the project. It also found that the Committee is entitled, as the prevailing party, to recover the full amount of its legal and arbitration costs.The representation and protection of the Committee interests in this case is provided by the Ministry of Justice of the Republic of Kazakhstan. Восемь триллионов тенге холдинга «Байтерек» для поддержки предпринимательства и реализации ключевых национальных и инвестиционных проектов уже в этом году дадут 1,3% дополнительного вклада в реальный рост ВВП Казахстана.На заседании штаба по обеспечению экономического роста Казахстана, прошедшем в Правительстве под председательством заместителя Премьер-министра – министра национальной экономики Серика Жумангарина, рассмотрели основные экономические показатели и инвестиционные проекты холдинга «Байтерек».Как известно, для форсированного развития реального сектора экономики Правительство увеличивает капитализацию холдинга «Байтерек» на 1 трлн тенге, что даст возможность холдингу направить порядка 8 трлн тенге на поддержку предпринимательства, развитие жилищного строительства и реализацию ключевых национальных и инвестиционных проектов. На заседании штаба заместитель председателя холдинга Жандос Шайхы проинформировал об итогах первого квартала освоения выделенных средств – 1,2 трлн тенге, что выше планового показателя в 1 трлн тенге. Кроме того, объем валовой добавленной стоимости от вводимых в строй в этом году проектов, получивших поддержку через Байтерек, ожидается на уровне 521,5 млрд тенге. Самый большой инвестиционный пул проектов сосредоточен в Банке развития Казахстана – 66 проектов на 2,2 трлн тенге финансирования в этом году. Основные отрасли вложений – транспорт, логистика и связь (34%), металлургия (19%), химпром (12%). От реализации всего пула проектов ожидается за весь срок финансирования получить вклад в экономику страны в виде новых производств, товаров и услуг в размере 37,8 трлн тенге. Инвестиции в основной капитал уже в этом году составят 1,6 трлн тенге. В числе топ инвестиционных проектов БРК, планируемых к финансированию в 2025 году – завод  по производству цианида натрия в Жамбылской области, сернокислотный завод в Туркестанской, крупнейшее казахстанское предприятие по производству горячебрикетированного железа в Костанайской области и другие.  181 инвестиционный проект на 1,5 трлн тенге этого года сформирован у Фонда развития промышленности (ФРП). Основные  отрасли – развитие инфраструктуры (27%), металлургия (21%) и химпром (13%).   Объем валовой добавленной стоимости за весь срок финансирования по всем проектам ФРП ожидается на уровне 19,4 трлн тенге. Инвестиции в основной капитал уже в этом году составят 1,44 трлн тенге. В числе топ инвестпроектов ФРП, планируемых к финансированию в 2025 году, строительство пограничного ж/д перехода ТОО «Глобал Транс Компани»,   реконструкция энергоблока АО «ЕЭК», модернизация производства АО «Qarmet», строительство электрометаллургического завода ТОО «Rail Way Steel». Qazaqstan Investment Corporation планирует вложить в 2025 г. порядка 500 млрд тенге в 10 инвестиционных проектов с ожидаемым  ВДС за весь срок финансирования на уровне  2,8 трлн тенге. Инвестиции в основной капитал составят 200 млрд тенге в этом году. ТОП-5 инвестиционных проектов QIC на этот год – развитие металлургического кластера в Карагандинской области, строительство заводов по производству кальцинированной соды ТОО «АралСода» и  битума ТОО «Batys Bitum», парогазовой электростанции ТОО «Актауская энергетическая компания». Фонд «Даму» в 2025 году запланировал увеличить объем льготного кредитования МСБ до 750 млрд тенге – практически в 3 раза больше, чем в 2024-м. В 1 квартале 2025 г. уже выдано 53 млрд тенге 755 предпринимателям. Объем гарантирования займов увеличен до 1,4 тыс. млрд тенге, в 1 квартале уже предоставлены гарантии на сумму 160 млрд тенге.В части поддержки агропромышленного комплекса по состоянию на 6 мая 2025 г. Аграрная кредитная корпорация профинансировала заявки порядка 6 тыс. фермеров на 363 млрд тенге по льготной программе финансирования весенне-полевых работ с охватом посевных площадей в 5,8 млн гектаров.По итогам заседания штаба вице-премьер отметил недостаточную представленность инвестпроектов по программе экономики простых вещей – производства востребованных на внутреннем рынке товаров, позволяющих заместить дорогие импортные и тем самым сдерживать инфляцию.«Когда мы инициировали программу поддержки реального сектора экономики, то наряду с крупными проектами объявили от минэкономики заказ на инвестиции по проектам преимущественно МСБ – налаживания производства товаров бытовой химии, гигиены, сыров, консервов, колбас и другой востребованной среди наших жителей продукции. Вижу, что хорошо продвинулись по производству мяса птицы, до конца года должны выйти на полную обеспеченность уровня потребления. Для расширения доступа бизнеса к льготному финансированию Министерство национальной экономики РК запустило два новых инструмента поддержки на базе Фонда «Даму». Они позволяют компаниям любого масштаба - от малого до крупного - привлекать финансирование даже при отсутствии достаточного залога.Первое направление рассчитано на масштабные проекты стоимостью от 7 млрд тенге. Охватывает ключевые отрасли экономики, включая промышленность, энергетику, инфраструктуру и экспорт. Государство предоставляет гарантию по займам, что снижает риски для банков и делает кредитование бизнеса более доступным.Второе направление нацелено на малые и средние предприятия. Распространяется на проекты стоимостью до 7 млрд тенге и помогает предпринимателям без залога получить необходимое финансирование. На сегодняшний день подписаны соглашения с пятью банками, еще два находятся в процессе. Работа по расширению перечня партнеров продолжается.Программа уже показала первые результаты: поддержано 34 проекта на общую сумму 3,3 млрд тенге. Гарантии оформляются всего за два рабочих дня по упрощенной процедуре. Получатели - представители различных сфер: от производства и транспорта до образования.До конца 2025 года планируется поддержать 10 тысяч проектов, а к 2028 году объем гарантийного портфеля достигнет 1,4 трлн тенге. Это обеспечит ежегодную поддержку более 50 тысяч бизнес-инициатив.На сегодняшний день партнерами фонда Даму являются банки Банк ЦентрКредит, Halyk Bank, Freedom Bank, Fortebank, Bank RBK, Bereke Bank и Казахстан–Зираат Интернешнл Банк. Предприниматели могут получить гарантию фонда до 85% от суммы кредита, что делает займы значительно доступнее.Новые механизмы - это вклад в развитие устойчивой финансовой инфраструктуры, снижение рисков для банков и расширение возможностей для роста отечественного бизнеса.Напомним, данные инициативы реализуются в рамках мер по ускорению экономического роста. The volume of bilateral trade in 2024 increased by 31% year-on-year to 5.5 billion US dollars (exports – 3.3 billion, imports – 1.8 billion). Trade turnover in 2023 amounted to 4.2 billion dollars (exports – 3 billion, imports – 1.2 billion), 7.7% higher than in 2022 (4 billion). The volume of French investments in Kazakhstan’s economy amounts to nearly 20 billion dollars.
