President of Slovenia Delivers Guest Lecture to Students at Nazarbayev UniversityOn March 31, as part of her official visit to Kazakhstan, the President of Slovenia, Ms. Nataša Pirc Musar, visited Nazarbayev University, where she delivered a lecture on the topic «The Decline of Multilateralism – Myth or Reality?». The event was attended by more than 200 students, faculty, and staff members of the university.The guest was welcomed by the Minister of Digital Development, Innovations, and Aerospace Industry of the Republic of Kazakhstan, Zhaslan Madiyev, the Vice Presidents of NU, Kadisha Dairova and Asel Uvalieva, as well as the Vice-Provost, Loretta O'Donnell. Prior to the lecture, Ms. Pirc Musar left a message in the university’s book of distinguished guests.In her speech, the President of Slovenia addressed crucial global issues, such as peacebuilding policies, water resources, human rights protection, environmental preservation, artificial intelligence, and gender equality. She emphasized that all of these topics require collective efforts on the international stage, highlighting the special importance of gender justice.«I would like to discuss gender equality and gender equity. The difference between them is this: equality is giving everyone the same pair of shoes, while equity is providing everyone with a pair that fits their foot. Gender equity requires many political steps. Slovenia actively defends women’s rights, particularly their representation in leadership positions. I am the first female president of Slovenia, and in the Slovenian parliament, 36% of the members are women. These numbers are gradually increasing, but there is still much work to be done», Ms. Pirc Musar emphasized.The President of Slovenia also expressed confidence in the potential for cooperation between Kazakhstan and Slovenia, especially in the fields of artificial intelligence and water resource management.«I believe that Kazakhstan and Slovenia are lands of opportunities. A meeting of the Akimat was held in Kostanay region: key issues of infrastructure development were discussed 05.04.2025
Today, under the chairmanship of Akim of Kostanay region Kumar Aksakalov, a meeting of the akimat was held, at which two priority issues were considered — the development of water supply and transport infrastructure in the region.Water supply: 100% security rateAkim of the region noted that providing the population with high-quality drinking water remains one of the most important priorities. Over the past five years, 90.2 billion tenge has been allocated to the energy and housing and communal services sectors, of which 20.7 billion tenge will be allocated in 2024 alone. As a result, the level of provision of drinking water to the rural population increased to 91.3%.This year, 22.6 billion tenge is provided for water supply, which will allow 65 projects to be implemented and provide another 24.7 thousand people with access to clean water. Special attention is paid to connecting houses to the system — on behalf of the mayor, this is a prerequisite for the implementation of all projects. So, in two years, 55 thousand houses were connected, and as of January 1, 2025, water has already been turned on in 259.4 thousand houses in the region.The head of the region also stressed the need to involve local contractors in the work — their share increased from 26% in 2023 to 60% in 2025, which contributes to job creation and the development of local businesses.Transport infrastructure: focus on southern areas and international routesIn 2024, the budget of the road industry amounted to 106.0 billion tenge, which is 42% more than last year. 1,580 km of roads and 382 streets in 103 settlements will be repaired in the region.Special attention is paid to the southern regions of the region. On behalf of the Head of State, repairs of the Torgai–Yrgyz highway will begin this year, which will provide a direct link between the western regions and the center of the country through our south. This project will be a powerful impetus for the development of Arkalyk and the surrounding areas.Another important area was the restoration of the airport in Arkalyk. Design and estimate documentation is currently being developed. After completion of the work, it is planned to launch regular flights to Kostanay and Astana, which will significantly expand the transport accessibility of the region.In addition, in 2025, the repair of the Zhezkazgan–Petropavlovsk highway section from Arkalyk to the border of Ulytau region (87 km) will be completed. A clean-up day was held in Kyzylorda region 05.04.2025
As part of the republican environmental program "Taza Kazakhstan", work was carried out in the city and settlements of the region on sanitary cleaning, improvement and landscaping of territories. Volunteers, public figures and employees of enterprises took part in the clean-up day. Squares, parks, historical cultural monuments, industrial and social facilities were cleared of garbage, 9560 willow seedlings were planted. The big tour of the masters of art from the Kyzylorda region in Europe concluded with a concert in Madrid, the capital of Spain. The birthplace of the great Cervantes and the home of passionate flamenco warmly welcomed guests from the distant Kazakh steppe. This is not surprising, as our cultures share many similarities. Spain is not only known for its hot sun, warm sea, and sandy beaches, but also for its famous festivals that attract folk music lovers from around the world. The musical traditions of the Spanish people, rooted in the Middle Ages, stem from the work of minstrels, court singers, and wandering musicians who sang about love, military campaigns, and heroic battles. Similar themes are found in the works of Kazakh akyns and zhyrau. It is no coincidence that the musical folklore of our people, represented by zhyrs and termes—lyrical and heartfelt, and sometimes lively and bold—resonated so well with the Spanish audience. The tour of our masters of art in European capitals was organized with the support of Nurlybek Nalibayev, the Akim of the Kyzylorda region. The concert program "NAURYZ - CELEBRATION OF SPRING" aimed to promote the spring holiday Nauryz and showcase the unique cultural heritage of the Kazakh people. Kyzylorda artists were welcomed by Danat Musayev, the Ambassador Extraordinary and Plenipotentiary of Kazakhstan to Spain, and Carlos Delgado, the Deputy Head of the Municipality of Leganes. The audience warmly received the performances of Kyzylorda musicians, which included members of diplomatic missions, Kazakh students studying in Spain, representatives of the Kazakh diaspora, and local residents.The program of the festive concert showcased all genres of Kazakh national art, including traditional singing, folk songs, kyui, and aitys. The vibrant Kazakh national costumes, elaborate headdresses adorned with feathers and fur, and the beautiful sounds of the dombra and kobyz transformed the concert into a true festival of folk music, sparking the audience's interest in Kazakhstan's national art and culture. The attendees also showed great enthusiasm for the national game togyzkumalak, which is popular in Kazakhstan. This ancient nomadic game, passed down through the centuries, develops creativity and logical thinking, earning it the nickname "nomad algebra" and a place on UNESCO's list of intangible heritage. The festival organizers also invited guests to sample traditional dishes such as kazy, karta, kurt, irimshik, and baursaks. Kostanay region on the way to creating the "Confectionery Capital" of Kazakhstan 05.04.2025
As part of the implementation of the President's instructions on the need to increase the share of agricultural processing, Akim of Kostanay region Kumar Aksakalov got acquainted with the preparatory work on the site of the new Confectionery Capital complex. The project is being implemented on the basis of the largest food industry enterprise in the region, Bayan Sulu JSC.Bayan Sulu JSC has been holding the position of one of the largest confectionery manufacturers in Kazakhstan for many years, producing over 300 products and employing more than 1,700 people. The company's products are in demand not only within the country, but are also successfully exported to the markets of the CIS and Europe.The new Confectionery Capital project is designed to strengthen the region's position in the food industry and significantly increase the volume of processing of local raw materials. The total investment of the project exceeds 14 billion tenge, and its production facilities will allow producing up to 16.6 thousand tons of high-quality confectionery products annually. Thanks to the implementation of the project, 260 new jobs will be created in the region, which will have a positive impact on employment.As Akim of Kostanay region Kumar Aksakalov noted, "The implementation of the Confectionery Capital project is an important step towards fulfilling the instructions of the Head of State to increase the share of agricultural processing. We strive to maximize the potential of local raw materials and provide residents of the region with new jobs. This will not only strengthen the region's economy, but also ensure the deep processing of local products."Currently, preparatory work has been completed – the old structures of the former bakery with an area of 7.6 thousand square meters on a 3.1 hectare site have been dismantled at the construction site. The main construction and installation works will begin in the second quarter of 2025, design and estimate documentation has been prepared, and state expertise has been successfully completed.The financing of the project is provided with the active support of JSC SEC Tobol, which allocated 5 billion tenge for the acquisition of shares of JSC Bayan Sulu, as well as the Development Bank of Kazakhstan, which provided a loan of 6 billion tenge for the purchase of high-tech equipment. Suppliers of the necessary equipment have already been identified, which guarantees a timely start of production.The implementation of the Confectionery Capital complex will help reduce import dependence, expand the region's export opportunities and significantly increase the production of high-value-added products. Astana, March 31, 2025 – Deputy Prime Minister – Minister of Foreign Affairs of the Republic of Kazakhstan Murat Nurtleu received the European Union’s Special Representative for Central Asia Eduards Stiprais, who arrived to Kazakhstan on a working visit.During the meeting, the parties discussed a wide range of issues of bilateral and regional cooperation, including the practical implementation of the Enhanced Partnership and Cooperation Agreement between Kazakhstan and the European Union, as well as strengthening economic ties, investment cooperation, and regional security issues.Both sides emphasized the importance of continuing dialogue within the framework of the EU Strategy for Central Asia and implementing joint initiatives in the fields of sustainable development, digitalization, and climate policy. The gross inflow of direct investment from EU countries for the period from 2005 to 9 month of 2024 amounted 200.7 billion dollars, which is 47.8% of the total gross FDI (419.5 billion dollars). Of these, in 9 months of 2024, FDI from EU countries amounted to 6.4 billion dollars or 50.4%. He graduated from the philological faculty of the Kyzylorda Pedagogical Institute named after N.V. Gogol. He began his career as a school teacher and later held senior positions in the Kyzylorda City Committee of the Komsomol, Komsomol and party bodies, the Kazakhstan-Kyzylorda TV channel, and the Kazakh Humanitarian Law University. As a deputy of the Mazhilis of the Parliament, he contributed to the adoption of several laws, including "On Mass Media," "On Advertising," "On Languages," and "On Political Parties." He studied the Alash movement and authored 10 monographs, two textbooks, and over 200 scientific articles. Doctor of Political Sciences, Professor A. Bakir received the "Ibrai Altynsarin" badge, the Certificate of Honor from the President of the Republic of Kazakhstan, and is an Honorary Citizen of Kyzylorda. Abdulla Shulenbaev was born in 1950 in Kyzylorda. He graduated from the Almaty Medical Institute, specializing in general medicine. He began his career in 1973 as a doctor at the Kyzylorda Regional Hospital, where he became the head of the department and later the director of the regional medical center. After retiring, he continued to work at the regional multidisciplinary hospital, sharing his experience with young surgeons. Over more than fifty years, A. Shulenbaev performed over 15,000 operations, saving the lives of thousands of patients. Today, he continues to work as a consulting surgeon. He has received the Certificate of Honor from the President of the Republic of Kazakhstan, the "Kurmet" Order, the "Shapagat" medal, and the "For Contribution to Healthcare" badge. Seminars on Sustainable Development Goals held in regions of Kazakhstan 05.04.2025
The Ministry of National Economy of the Republic of Kazakhstan, together with the United Nations Development Programme (UNDP) and the Economic Research Institute (ERI), held a series of seminars aimed at involving stakeholders and citizens in promoting the Agenda for Sustainable Development. The events were held in a number of cities, including Almaty, Semey, Aktau, Astana, Zhezkazgan, Petropavlovsk, Kyzylorda, as well as other regions of the country.The purpose of the seminars is to exchange views on the localization of the Sustainable Development Goals (SDGs), identify priority areas taking into account public opinion, identify current regional problems, search for sustainable solutions, and develop proactive measures for their implementation. Special attention is paid to the involvement of all categories of the population in the process of preparing the third Voluntary National Review of Kazakhstan.The events were attended by deputy akims of regions and representatives of state bodies, deputies of maslikhats, representatives of civil society and the business sector.Participants of the meetings emphasized the importance of integrating national SDG indicators into strategic and program documents at the local level, as well as systematic planning of steps for their implementation. In her speech, Director of the department for the development of the social sphere, law enforcement and special bodies of the MNE Nurgul Zhannazarova noted that the creation of regional institutional mechanisms is of great importance for improving the quality of life of the population and achieving the Sustainable Development Goals. Local executive bodies play a key role in the implementation of the Agenda until 2030, and priority areas of the review are formed taking into account the opinions of various groups of society. She added that achieving the SDGs is a common task, and we must qualitatively prepare the Review.During the discussions, participants voiced concrete proposals to strengthen monitoring of SDG implementation. Thus, seminar participants proposed to include a separate block on SDGs in the National Development Plan and regional plans within the framework of project offices, which will allow systematically tracking the impact of implemented projects on achieving the SDGs. A meeting of the mentoring council was held at the Ministry of Internal Affairs 05.04.2025
The Mentoring Council operates not only within the Ministry of Internal Affairs but also in all regional police departments. A total of 65 councils have been established across the country. Last year, 821 meetings were held with the participation of service veterans, and 207 meetings have already been organized this year.These sessions focus on improving the activities of law enforcement agencies, providing methodological and practical assistance, and ensuring compliance with laws and regulations. The Ministry upholds generational continuity, paying special attention to schoolchildren. As part of this initiative, 125 "Zhas Sakhshy" police classes have been opened in 103 schools across the country, enrolling more than two thousand students. Industrial zone of Kostanay region: the locomotive of the economy and a magnet for investment 05.04.2025

This site is provided with all the necessary ready-made infrastructure, including the main gas pipeline, water supply, sewerage, communications and electricity supply networks.Currently, 7 projects worth 97.4 billion tenge have been launched in the Industrial Zone of Kostanay with the creation of more than 1.0 thousand jobs, a significant part of the projects have been implemented in the field of agricultural machinery. 9 more projects worth 348.5 billion tenge with the creation of 3.9 thousand jobs are at different stages of implementation.At the same time, it is necessary to note the launch and implementation of new key projects in the Industrial Zone.So, in 2024, in the field of metallurgical production, KamLitKZ LLP launched a cast iron casting plant, whose activities are aimed at casting products and components made of gray cast iron, these are blocks and cylinder heads. The production meets all modern requirements, has a high level of automation and energy efficiency.The project cost is 78.2 billion tenge, with a production capacity of 45 thousand tons of castings per year and the creation of 500 jobs.In addition, KamLitKZ LLP, as part of the continued development of the enterprise's cluster, plans to launch 2 projects in the field of metallurgy this year: the production of main gears for driving axles and in-depth localization of the production of drive axle beams for trucks, with a production capacity of 74 thousand gearboxes and 90 thousand beams for trucks per year, the total volume of investments of 160.5 billion tenge with the creation of 650 jobs.In addition, in the mechanical engineering industry, in 2024, the production of cabins for Belarus tractors (MTZ Kazakhstan LLP), as well as the manufacture of bodies for vehicles (ambulances, paddy wagons, rapid response services - TEHNOPARK KZ LLP) began. By the end of the year, 250 cabs and 600 body units were produced. Serial production of springs for rolling stock has also been started since last year.As a result of these projects, in addition to increasing production volumes, the range of products is expanding due to the emergence of a new product range.Local authorities apply an individual approach to each investor in terms of communication.Thus, in 2023, the implementation of one of the key projects in the automotive sector was launched in the Industrial Zone – the construction of a new KIA full-cycle car manufacturing plant, which will have a tangible positive effect on the economic development of the region and will contribute to an increase in export potential.The volume of investments in the project is 90.0 billion tenge, with a production capacity of 70 thousand cars per year and the creation of 1,500 jobs. The plant is scheduled to be launched in the second half of 2025.With the advent of such a large global concern represented by KIA Corporation, in addition to the production of cars, a revolutionary change is expected in the system of personnel training in the field of mechanical engineering, where a new generation of domestic engineers will be raised, and everyone knows that the human capital factor is a key component in the formation of a competitive economy.Thus, the presence of Industrial Zones in the region allows investors to get convenient working conditions, including infrastructure, transport accessibility and other preferences.
