A meeting of the commission on countering terrorism was held 05.04.2025
A meeting of the commission on countering terrorism, chaired by the head of the region, Nurlybek Nalibayev, was held under the regional akim. Three issues were discussed.Marat Kurmanbayev, the head of the regional department for mobilization training, territorial, and civil defense, reported on the implementation of decisions made by the anti-terrorist center and the regional commission, as well as on the fulfillment of the list of information needs. Dinmukhamed Ermekov, the head of the regional department for religious affairs, focused on the results of information and outreach work conducted with at-risk groups. Ruslan Kayupov, the head of the regional department for social development, spoke about efforts to strengthen interethnic unity and harmony in the region. During the meeting, N. Nalibayev issued several instructions to responsible individuals regarding the discussed issues. He emphasized that interethnic relations require special attention. Construction of a new thermal power plant is proceeding at an active pace 05.04.2025
Under the chairmanship of Prime Minister Olzhas Bektenov, a national meeting was held to discuss the development of the country's fuel and energy sector. The focus was on increasing new energy sources, enhancing the capacity of electrical networks in the southern regions, and improving energy efficiency. The akim of the region, Nurlybek Nalibayev, participated in the meeting via videoconference. A 240 MW thermal power plant is currently under construction in Kyzylorda, supported by the Head of State. The project costs KZT 215 billion, and the investor, the Turkish company Aksa Energy, has already invested over KZT 137 billion. The work is 70% complete. The new thermal power plant is expected to fully meet the region's electricity needs, with any surplus supplied to neighboring areas. The connection of the gas pipeline to the facility has been completed, with KZT 15 billion allocated from the regional budget for this purpose. Following the President's visit to Qatar, an agreement was signed for the construction of a combined-cycle plant with a capacity of 1,100 MW, valued at KZT 800 billion. A land plot of 280 hectares in the Syrdarya region has been designated for this project, which is scheduled for completion in 2028. A feasibility study is currently being developed. The project will also include the construction of high-voltage power lines "Kyzylorda-Zhezkazgan" and "Kyzylorda-Shymkent," each with a capacity of 500 kilovolts. Overall, the total length of power lines in the region exceeds 10,000 kilometers, with more than 2,000 substations. The wear level of these substations is 62%. Last year, 741 kilometers of power lines and 127 substations were repaired. Concert for the day of Nauryz continued in Estonia 05.04.2025
The tour of the Kyzylorda Regional Philharmonic continued in Tallinn, the ancient capital of Estonia. The concert program “NAURYZ – CELEBRATION OF SPRING,” part of the Nauryz celebration, was presented to the Estonian audience at the Tallinn Philharmonic hall. Kazakhstan's Ambassador to Estonia, Altai Kulginov, expressed gratitude to the Akim of the Kyzylorda region, Nurlybek Nalibayev, for organizing the event. The hall was filled with around 200 attendees, including heads and representatives from 30 diplomatic missions, local residents, and the Kazakh diaspora in Tallinn. The audience warmly welcomed the performances by artists from the Aral Sea region. The program primarily showcased the traditional music and poetry of the Kazakh people. Notably, the audience responded enthusiastically to the songs and zhyrs performed by traditional artists. Each nation holds its cultural heritage in high regard, and Estonians are no exception. Folklore, being the most vibrant form of musical expression, vividly reveals the soul and character of a people.Along with the unique singing style, the sound of ancient instruments such as the dombra, sybyzgy, and sazsyrnai was unmatched. The audience experienced the vibrant colors of national chapans and camisoles, as well as the flavors of Kazakh dishes infused with the aromas of wormwood herbs from the steppe region. The board game togyzkumalak sparked great interest among Tallinn residents, with many eager to play this ancient intellectual game, which is recognized by UNESCO as part of the intangible cultural heritage of humanity. The Kazakh music festival served as a cultural bridge between Kazakhstan and Estonia. Lists of infrastructure needed for investment projects in regions to be created in the Government 05.04.2025
At a meeting of the headquarters for ensuring economic growth chaired by Vice-Prime Minister – minister of national economy Serik Zhumangarin, issues of development of east Kazakhstan and Pavlodar regions, as well as the agricultural sector, were considered.The share of agriculture in Kazakhstan's GDP is 3,9%. The task of economic growth of the industry for this year is to ensure +2% to last year's figure. For two months of this year, the volume of gross agricultural output increased by 3,2% and amounted to 434,1 billion tenge. It is planned to achieve the planned indicator through the implementation of approaches of long-term state support for subjects of the agro-industrial complex.According to Vice-Minister of Agriculture Azat Sultanov, an important factor in the availability of concessional lending for spring field work was the ability to receive loans through SEC (Social and entrepreneurial corporations)  in 2024. Now farmers can receive concessional loans for SFW through six channels: Agrarian Credit Corporation, SEC, second-tier banks, credit partnerships, regional investment centers and MFOs. To date, about 5 thousand applications have been received for a total amount of 367,3 billion tenge. And SEC are leading in terms of the volume of loans issued (39% of the total volume of funds issued).Along with this, the implementation of the guarantee program in the amount of 85% of the loan amount for spring field work for farmers with insufficient collateral base continues. For this year, 502 guarantees have already been issued for a total guarantee amount of 85,9 billion tenge, the amount of loans amounted to 101,1 billion tenge. For the entire last year, 401 applications were guaranteed for a guarantee amount of 80 billion tenge, the loan amount amounted to 94,2 billion tenge.In the field of food production, for two months of this year, there is an increase in the production of sugar (from 15,2 thousand tons to 65,6 thousand tons), vegetable oil by 26,7%, sausages by 12%, butter by 11,2%, flour by 6,8% and fermented milk products by 3,5%. For the further development of food production, a Comprehensive plan for the development of agricultural products processing is being implemented.Within the framework of the plan, 37 investment projects worth more than 30 billion tenge have already been commissioned in 2024. These are enterprises for the production of cheeses, meat products, vegetable oil, cereals, etc. In the next three years, it is planned to implement 58 investment projects worth over 176 billion tenge.«By analogy with lending for sowing work, it is planned to allocate 48,5 billion tenge at 5% per annum to processing enterprises to replenish working capital», — Azat Sultanov noted.Following the hearing of the ministry of agriculture, the Vice-Prime Minister set a task for the regions to continue diversifying sown areas, taking into account the recommendations of the ministry of agriculture.«It is necessary to switch to growing more demanded and highly profitable crops, this is almost the only way to achieve the fulfillment of the set indicator for ensuring economic growth in agriculture. Work on collecting applications for projects for processing and production of food products within the framework of the Government's order for investments is weak. All regions need to bring to the attention of entrepreneurs the possibilities of affordable lending through ACC», — Serik Zhumangarin emphasized.In the Pavlodar region, for january-february, short-term economic growth amounted to 5,9% compared to the same period last year. A pool of 85 investment projects until 2030 has been formed for 6,8 trillion tenge with the creation of more than 12,3 thousand jobs. Among them are 5 large metallurgical projects that will allow to increase the volume of production of the metallurgical industry in the region by 29,4% by 2028. This is the construction of two ferroalloy plants with a capacity of 160 thousand tons and 240 thousand tons, the Aksu Ferroalloy Plant with a capacity of 89,6 thousand tons, a plant for the production of technical silicon with a volume of 35 thousand tons, and the organization of ferroalloy production in Ekibastuz for 60 thousand tons.A significant share in the cost structure of metallurgical enterprises is occupied by electricity. At the headquarters meeting, Deputy Akim of the Pavlodar region Dauren Zhambaybek noted that the unified electricity tariff currently in place, regardless of territorial remoteness and connection point, leads to a significant increase in the cost of production and an increase in the production costs of these projects. He raised the issue of the possibility of introducing a single preferential investment tariff for the duration of the investment contract for particularly large projects. In addition, the Deputy Akim indicated the need for financing the connection of engineering and communication infrastructure (ECI) for the implementation of the PC «Kazferro Limited» project, to the industrial zone of Ekibastuz and the SEZ «Pavlodar». The Vice-Prime Minister instructed the Committee for Regulation of Natural Monopolies to consider the issue of electricity tariffs, and to include the application for ECI connection in the general list of regional needs.In the NKR, economic growth rates for the past two months have already amounted to 11,1%. For 2024-2028, a pool of 51 investment projects has been formed with the creation of more than 7,1 thousand jobs. Of these, 15 were implemented in 2024, and it is planned to commission another 11 for 87 billion tenge this year, with the creation of more than 1,1 thousand jobs.Deputy Akim of NKR Rustem Kurmanov raised a number of issues that arose during the implementation of investment projects.First of all, the connection of the necessary engineering infrastructure to subzones and the expansion of the list of priority activities of the special economic zone «Qyzyljar», where 21 participants are registered. Another is the construction of a landfill for solid household waste in Petropavlovsk. This year, the service life of the existing landfill expires, and therefore it is necessary to build a new one. NU Researchers Develop Innovative Material for MicroelectronicsNew ultra-flexible conductive polymers have the potential to significantly enhance the efficiency of miniature electronic devices, from smartwatches to medical sensors.A team of researchers at Nazarbayev University (NU) has pioneered a novel template-free synthesis method for synthesizing multifunctional three-dimensional polymers. This breakthrough enables the development of various porous composite materials, opening new possibilities for high-performance energy storage systems, sensors, and other cutting-edge technologies.According to Professor Nurxat Nuraje, the project's lead researcher, this newly developed material will allow the creation of compact and highly efficient energy storage devices: «Micro-energy storage solutions are critical for the future of wearable electronics. Our polymers outperform traditional materials and c and provide a scalable, cost-effective solution for miniaturized energy storage applications that could be produced right here in Kazakhstan».The new material is ideal for wearable gadgets such as smart bracelets, biosensors, and other devices requiring flexibility and deformation resistance. It maintains its properties even when bent or twisted, making it an attractive solution for modern compact electronics.Researcher Guldana Zhigerbayeva explained the unique properties of the material:«As a materials science engineer, my goal is to develop scalable methods that serve as a universal platform for smart material development. The key advantage of our new technology is its versatility and simplicity. Unlike existing methods for synthesizing porous polymers, our approach does not require additional techniques, crosslinking agents, or dielectrics. This significantly simplifies the process and reduces production costs. Our developments are already being used in flexible energy storage, gas sensors, and hydrogen generation systems, proving the effectiveness of this method. The scalability of the synthesis also makes industrial application possible».The work of the Kazakhstani research team in the field of polymer nanocomposites is an important step towards the creation of efficient flexible energy storage devices and materials of the future. Currently, the team is applying their novel synthesis method to develop other composite polymers used in hydrogen production, water purification, sensor technology, and various renewable energy and environmental protection projects. The Government considered the economic development of East Kazakhstan and Abad regions, the growth potential of the IT industry 05.04.2025
The Government hosted a meeting of the Headquarters for Ensuring Economic Growth, chaired by Serik Zhumangarin, Deputy Prime Minister of the Republic of Kazakhstan – Minister of National Economy. Issues concerning the economic development of the East Kazakhstan and Abai regions, as well as the growth potential of the IT sector, were addressed.Akim of Abai Region, Berik Uali, provided information on the main indicators of the region's economic growth. Over the first 2 months of this year, growth was recorded in agriculture (102,3%), construction (112,7%), domestic trade (109,5%), transport (107,1%), and communications (108,9%). The volume of attracted investments since the beginning of the year amounted to 31 billion tenge, of which 83,8% were non-budgetary funds.A pool of 27 investment projects totaling 2,7 trillion tenge, creating 8,4 thousand jobs, has been formed in the region. Eight projects worth 30 billion tenge, creating 747 new jobs, are planned for implementation this year. These include the sunflower oil refining, bottling, and packaging plant of «Qazaq Astyq Group» LLP (7,1 billion tenge), the production expansion of «Semaz» LLP (10 billion tenge), the production of paper and cardboard products by «Kazpoligraph» LLP (6 billion tenge), two irrigation projects involving the installation of 18 sprinkler machines, the construction of a gold recovery plant for the development of the «Rodnikovoye» deposit by Eastern Gold LLP, and others.At the Headquarters meeting, the Akim of the region highlighted an issue with the project to construct the Eurasia Agro Semey LLP meat processing plant, specifically regarding the financing required to connect high-voltage power lines to the facility. Following the Headquarters meeting, this issue was included in the task list for the implementation of investment projects in other regions with similar requests.In the East Kazakhstan Region (EKR), where industry accounts for 40% of the gross regional product (GRP), efforts are actively underway to diversify the economy. The most promising areas, ensuring maximum productive employment, population income, and tax revenues from Small and Medium-sized Businesses (SMBs), include tourism, processing of industrial and agricultural products, digitalization, and infrastructure. For 2025, the region's Key Performance Indicator (KPI) for investment in fixed assets is set at over 1,65 trillion tenge (2024 – 768,2 billion tenge). Over the first two months, 81,7 billion tenge in investments have already been attracted to the region. The region's investment portfolio consists of 111 projects worth 1,4 trillion tenge, creating over 7 thousand jobs. This year, the completion of 9 projects totaling 101,7 billion tenge (688 jobs) is planned. Among them are the modernization of foundry production at «VOSTOKMASHZAVOD» JSC (33,8 billion tenge), the construction of a gold recovery plant by «Kaskad-N» LLP (9 billion tenge), the second phase of oil production by «AltynShyghys» LLP (8 billion tenge), and others.The region's Akim, Nurymbet Saktaganov, voiced a number of barriers hindering the development of investment projects in the region. For example, «Bukhtarma Cement Company» LLP saw its cement production decrease by 22,8% over the year due to increased costs for railway tariffs and electricity. The company is requesting a temporary reduction in electricity tariffs and railway transportation charges during the period of equipment modernization. The Deputy Prime Minister instructed the Committee for Regulation of Natural Monopolies to explore all possible solutions to the issue.Also underway in the region is a project for the reconstruction and modernization of a particleboard production plant. The project will create over 500 jobs and contribute to the development of the woodworking industry, as the region's current demand for laminated particleboard is fully met by imports. The enterprise is already facing challenges with raw material supply. The Akim of the region raised the possibility of allocating raw materials directly from the State Forest Fund to the domestic producer. The Deputy Prime Minister instructed the Ministry of Ecology and Natural Resources to address this issue promptly.The Akim also raised several other issues concerning projects in tourism, the construction of a cascade of small hydropower plants (HPPs), and the agro-industrial complex (AIC), which will now be handled by the relevant government departments.The share of information and communication services in Kazakhstan's Gross Domestic Product (GDP) at the end of last year was 2,2%, and the physical volume index of the sector grew by 12,9%. Over the first 2 months of this year, strong growth was observed in the provision of Internet access services – up 13,1% compared to the same period last year. The number of mobile and fixed internet subscribers is growing, and the volume of consumed internet traffic is increasing by an average of 15-20% per year. To achieve the sector's economic growth target of 11% in 2025, the Ministry of Digital Development, Innovations and Aerospace Industry (MDDIAI) plans to sign several investment agreements this year. Furthermore, a series of projects in the telecommunications sector are envisioned, which will enable the achievement of the planned growth rate for the industry.As noted by Malik Olzhabekov, Vice-Minister of Digital Development, Innovations and Aerospace Industry, the country's IT sector is currently developing dynamically. The number of IT companies increased from over 17,9 thousand in 2023 to over 18,6 thousand in 2024. The number of trained IT specialists has exceeded 100 thousand people in recent years. The export of IT services surpassed the half-billion-dollar mark in 2023. According to preliminary data, this figure will reach $700 million in 2024. The volume of IT services provided grew from 946 billion tenge in 2022 to approximately 1,5 trillion tenge in 2024.
