Kostanay region continues to implement one of the most significant investment projects in the history of the Kazakh industry — the construction of a KIA car manufacturing plant. Floods of 2025: all risks removed 05.04.2025
This was stated today at a meeting of the operational headquarters by Akim of Kostanay region Kumar Aksakalov.Thanks to careful preparations carried out within the framework of the instructions of the Head of State, the region managed to effectively cope with the flood situation and avoid threats to the population and infrastructure in 89 rural settlements and 3 cities.This year, more than 7.5 billion tenge was allocated for flood prevention measures, which is three times the amount of funds allocated last year. This made it possible to significantly strengthen the protective structures, as well as purchase the necessary equipment and materials. In particular, 860 million tenge was allocated for the purchase of equipment.One of the main areas of work was the installation and repair of engineering facilities. In 2025, 57 kilometers of protective shafts were built, 168 culverts were installed, and 20 kilometers of new storm sewers were laid. In addition, 27 hydraulic structures were repaired. All protective structures have fulfilled their functions in full.To successfully complete all the activities, more than 3,000 people and 800 pieces of equipment were involved in the training. In particular, large—scale snow removal was carried out - more than 1.2 million m3 of snow was removed, which effectively reduced the load on the storm and drainage systems. Pumping out more than 250,000 cubic meters of water from the most vulnerable areas played an important role.Special attention was paid to the construction of a 30-kilometer diversion canal, which was completed in October 2024 and provided protection from possible water threats in the Karasu district. The canal has played a key role in preventing lakes from pooling and excessive flooding of territories. Today, the water flow through the canal is 12.2 cubic meters per second, which makes it possible to effectively control the water level and prevent the threat of floods. The volume of water that passes through the canal is about 1.1 million cubic meters. m per day, and at the moment the volume of waste water has exceeded 700 million cubic meters.At the same time, a new 110 kW 15 km long power transmission line was laid around the Lake Alabota flood zone. Power lines have also been restored in the southern regions of the region, ensuring reliable power supply even in the most vulnerable areas. In total, 693 power transmission poles were restored in the territory of Amangeldy, Dzhangeldy districts and the city of Arkalyk.Results: success of flood prevention measuresAs a result of all the work carried out, the flood period passed without flooding, damage and consequences for the population. Protective structures, purchased equipment and well-coordinated work of all services ensured a high level of safety for residents of the region.In addition, volunteers, military personnel and local residents played an important role in the successful training. All these efforts have made it possible to minimize risks and effectively cope with the flood situation.Akim of the region Kumar Aksakalov thanked all the residents, volunteers and services who participated in the preparation and security of the region. The Higher School of Artificial Intelligence and Informatics at the Seoul National University of Science and Technology has been established at Korkyt Ata Kyzylorda University.On March 12, a meeting with the management of the Spanish company Roca Group was held in Astana with the participation of the Prime Minister Olzhas Bektenov, where plans for joint work were discussed. As a result, the share of entrepreneurship in the economy will reach 21%. At a meeting of regional activists, the head of the region, Nurlybek Nalibayev, introduced the new head of the regional department of culture, archives, and documentation, Zhanmurat Seilov. Zhanmurat Seilov was born in 1985 in the Zhambyl region. He graduated from Taraz State University, named after M.Kh. Dulati, with a degree in History, Law, and Fundamentals of Economics, and from the International Kazakh-Turkish University, named after H.A. Yassawi, with a degree in State and Local Government. He began his career as an inspector in the office of the Akim of the Kyzylorda region. Over the years, he headed the city department of entrepreneurship, industry, and tourism, as well as the offices of the city maslikhat and the Akim of Kyzylorda. He also served as deputy akim of Kyzylorda and head of the regional department of physical culture, sports, and tourism. Since September 2024, he has held the position of deputy head of the office of the Akim of the Kyzylorda region. Товарооборот между Казахстаном и Китаем по итогам прошлого года увеличился на 6,8% и досрочно достиг $43,8 млрд. Главами двух государств в прошлом году на заседании ШОС была поставлена задача довести этот уровень до $80 млрд.В 2024 году взаимный товарооборот между Казахстаном и провинцией Шэньси КНР составил $382,3 млн, что в 2,4 раза больше по сравнению с аналогичным периодом предыдущего года ($157 млн).Визит Министра торговли и интеграции РК Армана Шаккалиева в качестве главы бизнес-делегации в Сиань (КНР, провинция Шэньси) способствует дальнейшему углублению торгово-экономического и инвестиционного сотрудничества с провинцией Шэньси, которая является ключевым транспортно-логистическим узлом на экспортном маршруте в Юго-Восточную Азию.В первый день визита, 1 апреля, состоялась встреча с секретарем парткома КПК, председателем собрания народных представителей провинции Шэньси Чжао Идэ.«После проведения заседания Шанхайской организации сотрудничества мы с моим китайской коллегой обсуждали, как мы это можем сделать, и единодушно пришли к выводу, что нужно менять парадигму. Отмена визы до 30 дней даст большой импульс развитию туризма и бизнес-сотрудничества между нашими странами», - подчеркнул Министр торговли и интеграции РК.Стороны обозначили, что между нашими странами активно развивается сотрудничество по ряду направлений, в том числе – в транспортном секторе. В прошлом году через Казахстан было отправлено около 300 поездов из Китая в Европу, за первые два месяца 2025 года оправили более 111 поездов.Укрепляется сотрудничество в сфере образования и науки, в вузах КНР учится более 400 студентов из Казахстана, филиал Северо-западного политехнического университета Китая на базе КазНУ им. Аль-Фараби уже принял 56 аспирантов.Были обсуждены приоритетные направления сотрудничества между нашими странами. В первую очередь, будет продолжено развитие железнодорожного сообщения между Китаем и Европой.«В рамках первого направления мы можем расширить товарооборот в сфере торговли: автомобилями, альтернативной энергетики и сельхозпродукции посредством железнодорожного сообщения по направлению Китай – Европа. Нам еще можно развивать сотрудничество по расширению наших складов за рубежом. Второе направление – сельское хозяйство», - предложил Чжао Идэ.Он пригласил вузы Казахстана подключаться к альянсу университетов ШОС и к альянсу профессиональных университетов «Один пояс – один путь».Кроме того, будет расширено сотрудничество в сфере гуманитарно-культурного обмена. В этом году из провинции Шаньси будет отправлен первый культурно-туристический поезд из города Сиань в Алматы и планируется проведение фестиваля искусства «Шелковый путь».Секретарь парткома отметил, что в июне 2025 года второй саммит Китая в Центральной Азии будет проводиться в Астане, в рамках которого планируется проведение собрания Делового Совета Китая.В завершение встречи Министр торговли и интеграции РК пригласил представителей бизнеса КНР посетить экспортно-импортную выставку в Астане с 11 по 13 июня, которая приурочена к проведению саммита. New production facilities in Kostanay region: investments, technologies, jobs 05.04.2025
Today, Akim of Kostanay region Kumar Aksakalov visited KamLitKZ LLP, an enterprise that implements large industrial projects in the region. Last year, an iron foundry was launched here, and now the construction of a second plant is being completed, which will produce the main gears of the drive axles for trucks. The average age of employees is 27 years old, mostly young professionals work here. Personnel are trained on the basis of local educational institutions, including Kostanay Highway College. Modern technologies and access to the international market The new plant will produce up to 74,000 main gears per year. The production process is based on precision stamping technology, which ensures high strength and durability of the parts. All the equipment is supplied by leading European manufacturers from Italy, Spain and Germany. KamLitKZ products are aimed at the CIS and European markets, which will expand the export potential of the region. The development of the machine–building sector is one of the priorities of Kostanay region. The meeting focused on two key agenda items: ensuring gender equality and equal opportunities for men and women, as well as combating violence against women.The event was attended by members of the Mazhilis of Parliament, representatives of the Human Rights Commission under the President, the National Human Rights Center (Office of the Commissioner for Human Rights), relevant government agencies (the Ministry of Culture and Information, the Ministry of Labor and Social Protection, the Ministry of National Economy, the Ministry of Internal Affairs, the Ministry of Health, etc.), Kazakhstani non-governmental organizations working in the field of women’s rights, as well as observers from international organizations, including UNDP and UN Women.The meeting opened with a report by Lira Raisova, Deputy Chair of the Youth and Family Affairs Committee of the Ministry of Culture and Information. She emphasized Kazakhstan’s commitment to justice and inclusivity, as well as its active promotion of global initiatives to ensure gender equality. It was noted that Kazakhstan’s international partners recognize its significant contribution to the implementation of the Generation Equality Forum’s Action Coalitions and the Beijing+30 Process.Participants were informed that Kazakhstan has undertaken significant efforts to improve national legislation in the interests of women. It was highlighted that on June 16, 2024, the Law on “Ensuring Women’s Rights and Children’s Safety” came into force, making Kazakhstan the first country in the CIS who introduced advanced measures to combat violence against women and children.During the discussion of the first agenda item, Sayat Kenebayev, Director of the Department for Social Sector Development, Law Enforcement, and Special Agencies at the Ministry of National Economy, presented key measures to expand women’s economic rights and opportunities. These included the gradual increase of women’s representation in the governing bodies of state-owned companies to 30%. Target indicators were set to enhance female representation at decision-making levels – both in executive positions and in boards of directors. It was noted that by the end of 2024, women accounted for 48.1% of small and medium-sized business owners, demonstrating their growing contribution to the economy.Azhary Suleimenova, a representative of the National Human Rights Center, briefed participants on a Special Report prepared by the Ombudsman’s Office on combating domestic violence. She highlighted the issue of insufficient crisis center coverage in remote regions. Strengthening interagency coordination was proposed to enable timely identification of at-risk families and provide targeted assistance. Additionally, the importance of working with offenders was emphasized – expanding and continuing correctional programs for aggressors.During the meeting, Aselgul Alibayeva, a representative of the Ministry of Internal Affairs, provided details on the implementation of new legislative measures. It was noted that the April 2024 law significantly strengthened mechanisms for protection against domestic violence. The Criminal Code was amended to reinstate liability for battery and intentional infliction of minor harm to individuals in a helpless or financially dependent situation – provisions most frequently applied in cases of domestic violence. According to the Ministry of Internal Affairs, at the President’s instruction, special police units for the protection of women and children from violence have been reinstated, and a new institution of female investigators for handling sexual crime cases is being introduced.Among the new legislative measures discussed at the meeting, particular interest was drawn to the President’s initiative to introduce a separate article in the Criminal Code establishing liability for the abduction of individuals for the purpose of forced marriage (commonly known as “bride kidnapping”). The proposal to introduce this separate article was supported by the General Prosecutor’s Office, and work is currently underway with relevant government agencies to draft the necessary amendments.Overall, the discussion took place in an open and constructive atmosphere. Representatives of government agencies and NGOs engaged in a candid exchange of views, identified existing problems, and proposed specific recommendations for their systematic resolution.The “Human Dimension Dialogue Platform” Consultative and Advisory Body was established in 2013 at the initiative of the Ministry of Foreign Affairs of the Republic of Kazakhstan. The platform serves as an effective tool for promoting dialogue between the government and the civil sector.
