The “Kazakhstan Through the Eyes of Foreign Media” Contest Celebrates Its 10th Anniversary 14.10.2025
Astana, October 2, 2025 – The Ministry of Foreign Affairs of Kazakhstan hosted the jubilee award ceremony for the winners of the 10th Annual International Contest “Kazakhstan Through the Eyes of Foreign Media”. This year, by decision of the jury, the works of journalists from Armenia, Belgium, Pakistan, the United States, and Uzbekistan were recognized as the best in various categories.More than 100 entries from 30 countries were reviewed this year, exceeding last year’s number of submissions. Главным акцентом мероприятия стали инновации в сфере цифровизации и психологического сопровождения военнослужащих.Министерство обороны продемонстрировало журналистам уникальные разработки, которые сегодня делают службу в армии более современной и технологичной. Среди новинок – пилотный проект SARBAZ+, информационный сервис ARMIA.KZ, где собрана актуальная информация о службе и быте солдат, программно-аппаратный комплекс «ГРВ-камера» для автоматизированного психологического обследования, а также цифровой консультант Ai-Sulu на базе искусственного интеллекта, работающий в формате телеграм-бота. Он позволяет военнослужащим и их семьям круглосуточно получать анонимную психологическую поддержку.Не осталась без внимания и «мобильная сумка войскового психолога» — инновационный набор для оказания экстренной помощи бойцам в стрессовых ситуациях. Завершила блок демонстрация показного психодиагностического обследования по международным методикам «PHQ-9», «GAD-7» и «Шкала субъективного благополучия», адаптированным в Казахстане.Помимо цифровых достижений журналисты смогли увидеть и традиционную сторону военной службы: демонстрацию вооружения и техники, экипировки и обмундирования, тактическую стрельбу, работу расчетов зенитных установок, преодоление полосы препятствий и многое другое. Kyzylorda's heating system is being modernized 14.10.2025
Today, at the direction of the regional akim, Deputy Akim Bakhyt Zhakhanov inspected the city's preparations for the heating season.Preparations for the upcoming important campaign are proceeding in accordance with the approved action plan.At the Kyzylorda Combined Heat and Power Plant, modernization of one generator and four power transformers has been completed. Ten steam boilers and 20 independent boilers have also been repaired.Six projects are being implemented to modernize the network in Kyzylorda. The work will be fully completed before the start of the heating season, providing more than 81,000 residents with a stable heat supply.To date, 909 multi-story residential buildings and 1,079 social facilities connected to the centralized heating system are fully operational. The upcoming season will require 139,000 tons of coal, of which 117,000 tons are earmarked for household needs and 22,000 tons for social facilities. Karaganda region is developing: new factories, jobs and comfort for people 14.10.2025
This year, 29 new production facilities are being opened in the Karaganda region. Major projects include plants for the production of steel pipes, aluminum radiators, ferroalloys, as well as new facilities in mechanical engineering. Thanks to this, more than two thousand people will get jobs.The head of the region, Ermaganbet Bulekpayev, reported to the deputies at the session of the regional maslikhat and told how the tasks set by the President are being implemented.- In the 2025 Message, the President emphasized that the country needs to develop the manufacturing industry and give the industry a new impetus. This priority is already being implemented in our field. The share of the manufacturing industry in the total volume is 76%. Mechanical engineering has also grown, the production volume of which for 8 months of 2025 amounted to 312.5 billion tenge, which is 10.5% more than in the same period last year. At the same time, the share of mechanical engineering in the manufacturing industry reached 13%. Thanks to the development of mechanical engineering in the Saran industrial zone, we managed to bring Saran out of the status of a single-industry town, creating new jobs and diversifying the economy," said the governor of the region. The region's industry has grown by 7% in eight months. Almost 645 billion tenge of investments were attracted, which is 11% more than a year ago.The unemployment rate in the region remains one of the lowest in the country, at about 4%.Active housing construction continues – 351 thousand square meters have been commissioned in eight months. By the end of the year, 1,330 waiting listers will receive apartments.New water supply networks are being built in villages and towns, gasification is being expanded and roads are being repaired. This year, the issue of clean drinking water should be fully resolved in the region. Special attention is also paid to the social sphere. More than half of the regional budget is allocated to medicine, education and assistance to those in need. This year, five new kindergartens have already been opened in the region and six schools have been built. In accordance with the instructions of the Head of State on the modernization of rural healthcare, 65 facilities have been built, and 27 more will be commissioned.- We see the result of our joint work. Both industry, agriculture, and the social sphere are showing growth. The President set the task to ensure economic growth of at least 7%. Утверждены новые правила компенсации имущественных потерь субъектов МСБ в результате ЧС природного характера 14.10.2025
Министерство национальной экономики утвердило правила компенсации имущественных потерь для субъектов малого и среднего бизнеса, пострадавших от чрезвычайных ситуаций природного характера. Документ имеет бессрочный характер. Приказ, подписанный заместителем Премьер-министра – Министром национальной экономики 26 сентября 2025 года, вступает в силу с 11 октября.Согласно правилам, учет пострадавших предпринимателей будет осуществляться региональными комиссиями при акиматах. На них возложены функции по формированию списков субъектов МСБ, определению размеров компенсаций, рассмотрению заявок на возмещение ущерба, а также контролю за приемом документов. В отдельных случаях комиссии могут направлять дела на дополнительную экспертизу.Компенсации подлежат стоимость утраченного имущества (здания, автотранспорт, оборудование), товарно-материальных ценностей (ТМЦ), а также расходы на восстановительные работы. Исключение составляют случаи, когда имущество было застраховано в соответствии с законодательством.Для ТМЦ с суммой ущерба до 10 млн тенге компенсация будет рассчитываться на основании данных органов государственных доходов о среднемесячном обороте или доходах предпринимателя. В случае несогласия с предложенной суммой ее размер может быть определен посредством судебно-бухгалтерской либо судебно-товароведческой экспертизы.Если ущерб превышает 10 млн тенге, а также по оборудованию и объектам недвижимости, размер компенсации будет определяться на основании отчетов об оценке утраченного имущества, дефектных ведомостей и проектно-сметной документации.Заявления на компенсацию будут приниматься Региональными комиссиями в течение 180 календарных дней с момента наступления чрезвычайной ситуации. В столице продолжаются разъяснительные встречи и мероприятия по обсуждению Послания Президента народу Казахстана. Так, на одной из таких встреч директор Института конституционных и политических исследований Maqsut Narikbayev University Алия Оразбаева рассказала студентам об основных задачах, обозначенных в программном документе, передает официальный сайт акимата Астаны.В обсуждении Послания Главы государства приняли участие заместитель акима Астаны Есет Байкен, заместитель ректора Maqsut Narikbayev University, доктор PHD Арман Пирзадаев, и.о. председателя правления НК «Kazakh Tourism» Даниэль Сержанов, профессорско-преподавательский состав, эксперты и студенты вуза. "Послание Президента, с которым страна ознакомилась 8 сентября, задаёт не просто стратегический курс, а фиксирует глубокие изменения в конституционном и правовом поле", - отметила Алия Оразбаева.Она обозначила основные акценты, которые напрямую будут связаны с конституционной реформой, трансформацией системы власти и развитием правовой системы."Первый ключевой акцент - новый формат Парламента. Президент поставил задачу обсудить возможность перехода к однопалатному парламенту. Сейчас функции по принятию законов распределены между двумя палатами, Мажилисом и Сенатом. Это создаёт определённый "буфер" - гражданам и экспертам сложно сразу понять, где именно возникла задержка по принятию проекта или кто несёт ответственность за конкретное решение. В однопалатной модели такого "двухуровневого фильтра" не будет. Все законопроекты обсуждаются и принимаются в одной палате, и процесс становится более понятным для общества", - пояснила директор института.В качестве примера она привели опыт таких стран, как Швеция, Дания, Эстония, которые имеют однопалатный парламент.Вторым ключевым акцентом спикер назвала финансовую самостоятельность регионов, что означает укрепление бюджетной децентрализации и перераспределение полномочий в пользу местных представительных и исполнительных органов. "В чем я вижу практическое последствие? Это то, что граждане смогут видеть, как расходуются их налоги на местах, и требовать отчётности в рамках конституционного права на обращение и участие в управлении делами государства. Это повышает не только эффективность власти, но и правовую защищённость общества", - разъяснила она.Третье, на что спикер обратила внимание студентов, - земельный кодекс и цифровой кадастр."Президент подчеркнул: "Земельные ресурсы должны распределяться открыто. Все конкурсы будут проводиться в электронном формате". Правовая ценность такой инициативы в прямом закреплении принципа гласности и равного доступа в земельных отношениях.Автоматизация процедур через цифровой кадастр исключает произвольное усмотрение должностных лиц и минимизирует коррупционные риски", - отметила Алия Оразбаева.В качестве четвертого акцента она обозначила новый Налоговый кодекс, который должен быть простым и понятным. Упрощение налоговых норм позволит снизить административное давление на предпринимателей, сделать обязательства предсказуемыми и прозрачными. Одновременно новый кодекс должен гарантировать достаточную доходную базу для местных бюджетов, чтобы регионы могли полноценно исполнять свои функции."Пятый Ключевой акцент. Президент заявил: "Прочную законодательную базу для устойчивого, прозрачного и безопасного развития отрасли должен заложить новый Строительный кодекс".Это значит, что новый Строительный кодекс введёт цифровое проектирование. Будет создана система прозрачного надзора за строительством. Во-первых, качество строительства повысится, сократятся сроки. Все процессы будут контролируемы на каждом этапе. Школы, дороги, больницы будут строиться под цифровым контролем", - перечислила глава исследовательского института.Также она выделила задачи, поставленные Президентом в части банковского законодательства и цифровых активов. По ее словам, Закон "О банках и банковской деятельности" изменят для поддержки кредитования реального сектора.  Будет принят закон о цифровых активах и цифровом тенге."Если Казахстан масштабирует цифровой тенге, как указал Президент, и создаст Государственный фонд цифровых активов, то у государства появится инструмент для целевого расходования бюджетных средств (например, стипендии, пособия, льготы). Повысится прозрачность и доверие граждан к госпрограммам, и немаловажно - привлечет инвестиции в цифровую экономику", - пояснила спикер. Упомянула она также о принципе "Закон и порядок", который Глава государства обозначил как незыблемую опору государственности. Еще одним акцентом, озвученным в Послании, спикер назвала цифровизацию и искусственный интеллект."Президент подчеркнул: новые технологии должны работать на благо общества. Преимуществ достаточно много: это и ускорение госуслуг, когда использование ИИ позволит быстрее обрабатывать документы и заявки; машинные алгоритмы исключат человеческий фактор. ИИ поможет прогнозировать социальные и экономические процессы на местах. И, конечно же, современные технологии делают страну привлекательной для бизнеса. Наш курс на цифровизацию и регулирование искусственного интеллекта соответствует лучшим мировым практикам", - отметила Алия Оразбаева в своем выступлении.В заключение она отметила, что сегодняшние студенты - будущие специалисты, которым предстоит реализовывать реформы во благо страны."Послание Президента – это дорожная карта реформ, которые меняют Конституцию, бюджетные и налоговые нормы, земельные отношения, вводят новые цифровые стандарты. Но важно понимать, что реформа – это не одноразовый акт, а постоянный процесс. Новые законы будут разрабатываться по мере появления реального общественного запроса. Following a meeting to discuss preparations for the opening of the new stadium, Regional Akim Nurlybek Nalibayev, along with Bakhytzhan Pazylkhayyr, Director of Competitions for the Kazakhstan Football Federation, visited the Central Stadium and gave instructions to the responsible officials.The Central Stadium in Kyzylorda, designed for 11,000 seats, is expected to open in the coming days. The new facility meets international standards and UEFA requirements and is equipped with the latest modern equipment.The total area of the sports facility is 20,000 square meters. In addition to the football pitch, it includes facilities for boxing, three types of wrestling (judo, Greco-Roman, and freestyle), fitness, artistic gymnastics, taekwondo, and weightlifting. All the necessary conditions have been created to ensure high-quality customer service year-round.The three-story building has the following layout: the ground floor houses training halls, the second floor houses administrative offices, and the third floor houses rooms for athletes and halls for large meetings.The stadium is ready to host large-scale international games. On the eve of the opening ceremony, the new stadium's football pitch underwent FIFA testing and received the highest category QUALITY PRO certificate.Today, the final Cup was presented to city residents at the Arai City Mall shopping center. Residents of the region will be able to see the trophy at the shopping center until October 4.The Kyzylorda Arena multi-sports complex is also under construction in the regional capital. It will include a 50-meter Olympic-standard swimming pool, a 2,500-seat arena suitable for hosting World and Asian Championships, and training facilities for Olympic sports. Construction is scheduled for completion in the second half of 2026.Regarding the extensive work undertaken to develop sports in the region, it is worth noting that 20 sports complexes have opened over the past three years. Six more sports complexes will be commissioned under the «Auyl – El Besigi» program.
