Kazakhstan's exports to Pakistan increased fivefold in 2025 04.02.2026
Kazakhstan's exports to Pakistan demonstrated exponential growth in 2025 and became one of the most dynamic areas of foreign trade. From January to November 2025, trade turnover between the two countries reached $105.6 million, a 2.1-fold increase compared to the same period in 2024, when it stood at $48.7 million. The key driver of growth was the export component, which increased fivefold from $11.2 million to $56.4 million, significantly improving the trade balance.The increase in Kazakhstan's exports to Pakistan in 2025 is primarily due to the expansion of the product range and the commencement of shipments of a number of new items. Crude oil shipments, worth $52.9 million, contributed the most to this growth. Exports of agricultural and industrial products also increased significantly. Exports of legumes and vegetables reached $280,300, soldering equipment and machinery at $64,100, other office equipment at $48,100, plant-based weaving materials at $33,100, and auxiliary equipment for textile machinery at $22,500. Wheat shipments increased 4.6-fold to $55,100, reflecting the growing interest of the Pakistani market in Kazakhstan's agricultural products.Imports from Pakistan to Kazakhstan in January–November 2025 also showed positive dynamics, increasing by 19.9% ​​to $44.9 million. The main growth was attributed to food products and light industry products. Potato imports increased almost 94-fold to $9.28 million. Knitwear shipments increased significantly: imports of other knitwear increased more than 125-fold to $663,000, women's knitwear by 45.8% to $1.45 million, and tank tops and sweatshirts by 43.2% to $1.18 million.The results of mutual trade for January–November 2025 clearly demonstrate a qualitative shift in trade and economic relations between Kazakhstan and Pakistan. The Kazakhstan-Pakistan Business Forum has begun in Islamabad 04.02.2026
The Kazakhstan-Pakistan Business Forum has opened in Islamabad. The event is being held as part of the state visit of the President of the Republic of Kazakhstan, Kassym-Jomart Tokayev, to the Islamic Republic of Pakistan. The business forum aims to deepen trade, economic, investment, and industrial cooperation between the business communities of the two countries. The forum will be a key business platform for the visit and will facilitate direct dialogue between representatives of government agencies, the quasi-public sector, and businesses from Kazakhstan and Pakistan.The forum program includes a plenary session with the participation of heads of relevant agencies, national companies, financial institutions, and large private companies, B2B and B2C meetings, and a ceremony to exchange folders containing signed commercial documents.A total of 143 representatives from Kazakhstan are participating in the business forum, 24 of whom are from the quasi-public sector and 119 from the business community. Kazakhstan and Pakistan intend to increase mutual trade turnover to $1 billion 04.02.2026
Last year, trade turnover between Kazakhstan and Pakistan nearly doubled, reaching $105.6 million. The growth in mutual trade confirms the existence of strong preconditions for further expansion of trade and economic cooperation between the two countries.In the medium term, the parties intend to increase bilateral trade turnover to $1 billion. This issue was discussed during a bilateral meeting between Arman Shakkaliyev, Minister of Trade and Integration of the Republic of Kazakhstan, and Jam Kamal Khan, Minister of Commerce of the Islamic Republic of Pakistan, held in Islamabad.During the talks, the parties noted the need to move from isolated initiatives to a well-established mechanism for implementing agreements aimed at increasing mutual trade volumes. Arman Shakkaliyev proposed identifying specific economic sectors for increasing trade turnover, as well as measures and practical actions to achieve this.The implementation of this mechanism involves focusing on priority sectors with the greatest trade and economic potential, including agro-industrial complex and food products, chemical and petrochemical industries, metallurgy, mechanical engineering, and pharmaceuticals."To achieve the goal of increasing trade turnover to $1 billion, QazTrade and TDAP are designated as key operators for implementing these initiatives. This will ensure systematic business support, facilitate direct B2B contacts, and implement joint projects," noted Arman Shakkaliyev.In turn, the Minister of Commerce of the Islamic Republic of Pakistan supported the Kazakh initiative. В Правительстве под председательством заместителя Премьер-министра – министра национальной экономики Серика Жумангарина состоялось заседание Межведомственной комиссии по вопросам регулирования предпринимательской деятельности.В заседании приняли участие представители государственных органов, Национальной палаты предпринимателей «Атамекен» и отраслевых объединений, а также депутат Мажилиса Парламента РК Болатбек Нажметдинұлы. Одним из ключевых вопросов повестки стало рассмотрение анализа регуляторного воздействия в сфере частной детективной деятельности. Министерство внутренних дел предложило внедрить регуляторные инструменты, предусматривающие лицензирование частных детективов, установление требований к их рабочему месту, а также обязательное страхование профессиональной ответственности.Отмечено, что в настоящее время услуги частных детективов, включая поиск пропавших лиц, наблюдение и сбор доказательств по гражданским и административным делам, фактически оказываются без законодательного регулирования. Предлагаемые меры направлены на защиту прав граждан, обеспечение оказания услуг квалифицированными специалистами, а также соблюдение требований по защите государственной тайны и неприкосновенности частной жизни. Обсуждение анализа регуляторного воздействия по данному вопросу проходило на портале открытых нормативных правовых актов с 27 ноября по 2 декабря прошлого года, замечаний от общественности не поступило.Заместитель министра внутренних дел Санжар Адилов подчеркнул, что лицензирование и страхование профессиональной ответственности частных детективов являются необходимыми условиями для минимизации рисков вмешательства в частную жизнь граждан и повышения прозрачности деятельности данной сферы. По его словам, по аналогии с институтом частных судебных исполнителей эти меры будут способствовать формированию цивилизованного рынка детективных услуг, ориентированного на защиту интересов граждан.Также рассмотрены результаты анализа регуляторного воздействия в части обязанности собственников нефтебаз по оснащению резервуаров контрольными приборами учета (КПУ). Вице-министр энергетики Санжар Жаркешов проинформировал о ходе поэтапной цифровизации оборота нефтепродуктов в стране. В рамках этой работы законодательством уже предусмотрено обязательное оснащение контрольными приборами учета нефтеперерабатывающих заводов и автозаправочных станций.При этом отмечено, что действующие нормы устанавливают ответственность за реализацию и отгрузку нефтепродуктов без применения КПУ, тогда как ответственность за их отсутствие на нефтебазах при хранении и реализации топлива фактически не закреплена. В этой связи предлагается установить ответственность владельцев нефтебаз за установку и эксплуатацию контрольных приборов учета.КПУ обеспечивают автоматизированный учет поступления и отпуска нефтепродуктов, остатков топлива и движение ГСМ в режиме реального времени. В настоящее время нефтебазы в большинстве случаев остаются вне единой цифровой системы учета, что создает риски неучтенного оборота нефтепродуктов.Подчеркнуто, что отсутствие обязательного оснащения нефтебаз КПУ способствует сохранению непрозрачных сегментов рынка ГСМ, формированию серых зон и недополучению налоговых поступлений, особенно в условиях сохраняющегося ценового диспаритета с соседними странами на уровне 40–60%. Digital Development and AI: Kostanay Region Moves Toward Systemic Transformation 03.02.2026
Active work is underway in the Kostanay region in the field of digital development and the implementation of artificial intelligence. At a meeting with the participation of the head of the region, Kumar Aksakalov, key priorities for further steps were outlined, aimed at transitioning from individual digital solutions to comprehensive digital transformation focused on the regional economy, the efficiency of public administration, and the needs of residents.The year 2026, declared by the Head of State as the Year of Digitalization and Artificial Intelligence, is seen as an important stage in the transition to data-driven management and the practical application of AI. The main emphasis is on the digitalization of the real sector of the economy – industry, agriculture, housing and communal services, energy, transport and logistics, as well as the social sphere – healthcare and education. The main goal is to ensure economic growth through the introduction of digital technologies and the transition to a unified regional digital ecosystem.«In 2025, 101 industrial robots were installed at automobile plants, mining and engineering enterprises in the region, and 145 robots are now in operation. Antenna-mast structures have been installed in 44 settlements. About 14 thousand rural residents have gained access to 4G mobile internet. Over the past 3 years, we have managed to provide all 440 schools with high-speed internet. According to the results of the 2025 public monitoring, the Kostanay region took third place, and in the provision of services in electronic form – second place», – noted the akim of the Kostanay region, Kumar Aksakalov.Today, a sustainable IT ecosystem is being formed in the region. About 340 IT companies are already operating in the region. According to the results of 2025, tax revenues from their activities amounted to about 650 million tenge, which is 30% more than the previous year. At the same time, the export of IT services is growing – regional companies are entering foreign markets with their own digital products and solutions.Systematic work on the development of digital infrastructure continues. The provision of rural settlements with quality 4G internet shows a steady positive trend: if in 2022 this figure was 60%, then in 2025 it reached 76%.The digital divide in education has been significantly reduced: if in 2022 only 88 schools (19.4%) had internet with a speed of over 20 Mbps, then in 2025 high-speed internet has been provided to all 440 schools.In collaboration with the A. Baitursynuly Regional University, work on opening the Tomorrow School International School of Artificial Intelligence (France) will be completed within a month.Special attention is paid to the integration of information systems. In 2026, their consolidation and transfer to a single platform with integration into the national big data system is planned. This will create conditions for the broader application of analytics and artificial intelligence in management.In the field of public services, the Kostanay region holds leading positions: first place in online monitoring, second place in the country in the quality of electronic services, and third place in the overall rating based on the results of two studies. The level of public satisfaction remains high. Results of the First Month of the "People’s Accountant’ Campaign” 03.02.2026
The Ministry of Finance of the Republic of Kazakhstan, together with Professional Accounting Organizations, is implementing the nationwide campaign “People’s Accountant” starting January 5, 2026. The campaign is aimed at supporting entrepreneurs and improving the quality of accounting and tax reporting.The campaign will run until June 30, 2026. Its main format is free offline consultations at the offices of the State Revenue Departments in regional centers, as well as in the cities of Astana, Almaty, and Shymkent.In January–February, consultations are held three times a week (Monday, Wednesday, Friday) from 10:00 to 13:00. Starting from March 2026, they will be held twice a week. The schedule and addresses are published on the official websites and social media pages of the Committee of State Revenues (KGR), Regional State Revenue Departments (DGR), and Local State Revenue Departments (UGD). Заместитель Премьер-министра – министр национальной экономики Серик Жумангарин провел встречу с постоянным заместителем Премьер-министра Социалистической Республики Вьетнам Нгуеном Хоа Бинем.В ходе переговоров отмечено, что за более чем 30 лет между Казахстаном и Вьетнамом последовательно развивается политический диалог и укрепляется межправительственное и межпарламентское взаимодействие. По словам Серика Жумангарина, лидерами двух стран задан четкий вектор на дальнейшее углубление сотрудничества, прежде всего в сферах торговли, инвестиций, транспорта и логистики, АПК и информационных технологий. Казахстан нацелен на двукратное увеличение взаимного товарооборота к 2026 году и готов направить в середине текущего года торгово-экономическую миссию во Вьетнам.Отмечено, что Казахстан впервые за восемь лет экспортировал во Вьетнам более 15 тыс. тонн пшеницы. В 2025 году были запущены первые прямые комбинированные поставки казахстанского зерна с использованием мультимодальной логистики без перегрузки контейнеров, что позволило сократить сроки и затраты на доставку. В этой связи казахстанская сторона предложила активизировать согласование Соглашения о сотрудничестве в области ветеринарии и подписать его в рамках второго заседания подкомитета по сельскому хозяйству.В транспортно-логистической сфере вьетнамским партнерам предложено шире использовать инфраструктуру Транскаспийского международного транспортного маршрута («Средний коридор»), который позволяет сократить сроки доставки грузов в 3-4 раза по сравнению с южным морским маршрутом. Казахстан выразил готовность создавать оптимальные логистические условия и развивать совместные проекты, в том числе в легкой промышленности и автомобилестроении.Также отмечено, что в 2026 году планируется запуск регулярных рейсов VietJet Air по маршруту Ханой – Алматы – Прага. В этой связи предложено рассмотреть возможность открытия прямого авиасообщения между Астаной и Ханоем, а также восстановления рейса Алматы – Хошимин.Инвестиционное сотрудничество между двумя странами получает новое развитие. В Казахстане реализуется ряд проектов с участием вьетнамского капитала, включая строительство туристского комплекса Ak Bulak Village в Алматинской области и завода по производству продуктов питания в индустриальной зоне «Арна» города Конаев с объемом инвестиций $90 млн.Стороны подчеркнули ключевую роль Межправительственной комиссии по торгово-экономическому и научно-техническому сотрудничеству и договорились рассмотреть проведение ее очередного заседания в июне–июле текущего года. Также предложено в этом году подписать Меморандум о создании Казахстанско-вьетнамского делового совета.Нгуен Хоа Бинь отметил традиционно дружественный характер отношений между Казахстаном и Вьетнамом и подтвердил заинтересованность в дальнейшем расширении сотрудничества, включая межрегиональное взаимодействие. Constitutional reform — a concrete step defining the future vector of Kazakhstan's development 02.02.2026
Under the chairmanship of the Akim of the Kostanay region, Kumar Aksakalov, a meeting of the regional aktiv was held to discuss the draft of the country's new Constitution. The event was attended by the chairman of the regional maslikhat, heads of regional departments, territorial departments, representatives of law enforcement and special state bodies, as well as media representatives.At the V meeting of the National Kurultai, the Head of State presented his vision of the key directions of the constitutional reform.The head of the region noted that this constitutional reform is a strategic ideological step that defines the model of Kazakhstan's future development and specifies the value orientations of society.«The draft of the basic law was developed for almost six months, taking into account modern social demands and real changes occurring in the country. Conceptual changes to the Constitution are, first and foremost, aimed at strengthening the human-centricity of the state, reflecting the current values and principles of the people of Kazakhstan, as well as increasing the efficiency of the structure of the republic's political institutions.In the new Preamble, for the first time, human rights and freedoms are proclaimed as the state's main priority, and the principles of respect for the individual, responsibility, and justice are consolidated. The principle of “Human – not for the state, but the state – for the human” becomes the core of all state policy. This is a new social contract based on social justice, equal opportunities, and equality before the law», – noted the Akim of the Kostanay region.The “Law and Order” ideology initiated by the President and its consolidation in the Constitution in the form of specific norms create a solid foundation for ensuring order and stability in society. Respect for the law, a sense of responsibility, and the principle of zero tolerance for offenses are the main conditions for developing a strong and safe state.The new Constitution clearly outlines the idea of a harmonious combination of preserving national identity and modern values. Unity, harmony, and tolerance are recognized as key advantages of the multi-ethnic Kazakhstani society and are fixed as the unshakable foundation of statehood.The Akim of the Kostanay region noted that conveying the meaning and significance of the changes provided for by the draft of the new Constitution to every resident of the region and conducting explanatory work is a common task. At the same time, he emphasized his firm conviction that this reform represents an important and large-scale initiative aimed at ensuring a bright future for the country, strengthening public stability, and establishing the principles of justice.The Chairman of the Kostanay regional maslikhat, Saylaubek Yeshchanov, in turn, emphasized that this reform fully meets the modern demands and requirements of society, forming a new model of state and social structure.«The draft Constitution is not limited to just updating the current text but forms a new legal, institutional, and social architecture of the state.
