С начала прямых выборов избрано почти 3 тысячи сельских акимов - итоги заседания Общественного совета при МНЭ 27.06.2025
В Министерстве национальной экономики РК состоялось очередное заседание Общественного совета под председательством главы Совета Эльдара Шамсутдинова и руководителя аппарата МНЭ Олжаса Сыздыкова. В рамках встречи были подведены промежуточные итоги реализации Концепции развития местного самоуправления до 2025 года, а также представлен ход выполнения проекта - «С дипломом в село».В ходе обсуждения было отмечено, что с момента внедрения механизма прямых выборов с 2021 года избрано 2 969 сельских акимов. В текущем году этот механизм начал распространяться и на уровень районов и городов областного значения - выборы будут проводиться по мере завершения сроков полномочий действующих акимов.Помимо этого, участникам заседания представили ряд инициатив, направленных на дальнейшее развитие системы местного самоуправления. В частности, продолжается совершенствование избирательного законодательства. Наряду с этим укрепляется финансовая база сельских округов: доходы бюджетов IV уровня выросли в 3,5 раза, планируется передача дополнительных налогов и сборов. Кроме того, рассматривается упрощение порядка перераспределения бюджетных средств, который позволит существенно сократить сроки принятия решений.Как подчеркнули участники, предпринимаемые меры способствуют формированию более самостоятельной и открытой модели местного самоуправления.Отдельным блоком был рассмотрен ход реализации проекта «С дипломом в село», направленного на привлечение специалистов в сельскую местность. С 2009 года мерами социальной поддержки охвачено свыше 114 тысяч человек, из них более 52 тысяч воспользовались льготными кредитами на жильё. Financial stability and social focus: The Minister of Finance presented the results of the republican budget for 2024 27.06.2025
At a joint meeting of the chambers of Parliament, the Minister of Finance of the Republic of Kazakhstan, Madi Takiev, made a report on the implementation of the republican budget for 2024, noting the key economic results and financial indicators achieved during the reporting period.According to the report, in 2024, the country's GDP grew by 4.8%, mainly due to the non-oil sector, and in the first five months of this year, growth was already 6%. At the same time, the share of non-oil revenues in the consolidated budget structure increased by 2.5 percentage points, inflation decreased from 9.8% to 8.6%, and the budget deficit amounted to 2.7% of GDP. The assets of the National Fund increased by 16% and amounted to 66.2 billion US dollars. Under the National Fund for Children program, over 7 million children have received charges of $233 per child in two years.The annual revenue plan of the republican budget has been fulfilled by 97.2% (19.6 trillion tenge). The main reasons for the shortage are a decrease in imports, postponement of the launch of major projects, and a threefold increase in VAT refunds. Nevertheless, gross VAT receipts increased by 4.8%, and due to the fight against the shadow economy, the budget received an additional 1.28 trillion tenge (+37% by 2023).Budget expenditures were executed by 97.8% and amounted to 23.6 trillion tenge. Substantial funds are allocated to the social sphere and infrastructure. 93.8 billion tenge was allocated to raise salaries for teachers, 4,557 families were provided with housing, 789 kindergartens were opened, and 100% of children from vulnerable categories were provided with free meals. 19 million m2 of housing was commissioned, more than 300 thousand people were gasified, 3.5 thousand km of water supply networks, 542 km of heating networks were modernized and new generation facilities with a capacity of more than 700 MW were built.751 billion tenge was allocated for national projects, which made it possible to build 105 schools (254 thousand places), eliminate the problem of emergency and three-shift schools, and complete the construction of 460 healthcare facilities. Additionally, in 2025, it is planned to introduce 195 medical institutions and modernize 32 multidisciplinary district hospitals.Repairs of 1.5 thousand km of the main railway network were also completed. The volume of traffic along the Trans-Caspian International Transport Route (TM) increased by 62% in 2024, to 4.5 million tons. At the same time, transit increased 4 times, and transit from China increased 28 times. Three new terminals have been commissioned at the airports of Almaty, Kyzylorda and Shymkent.The minister also reported on the efficiency of using budget funds: the amount of inefficient expenditures in 2024 decreased by 24% and amounted to 372 billion tenge. Last year, the Government prioritized support for domestic producers. Within the framework of regulated purchases, long-term and offtake contracts have been concluded with domestic enterprises in the amount of over 1 trillion tenge. Kazakhstan and Mongolia Aim to Strengthen Transport and Logistics Cooperation 27.06.2025
Ulaanbaatar, June 26, 2025 – As part of his official visit to Mongolia, Deputy Prime Minister – Minister of Foreign Affairs of the Republic of Kazakhstan Murat Nurtleu met with the country’s Minister of Roads and Transport, Borkhuu Delgersaikhan.The parties confirmed the high level of mutual understanding and emphasized the importance of deepening Kazakh-Mongolian cooperation in the field of transport and logistics.The close geographical interconnectedness of Kazakhstan and Mongolia was noted, creating objective prerequisites for expanding the partnership. Foreign Minister of Kazakhstan Pays Official Visit to Mongolia 27.06.2025
Ulaanbaatar, June 26, 2025 – Deputy Prime Minister – Minister of Foreign Affairs of the Republic of Kazakhstan Murat Nurtleu, arrived in Mongolia on an official visit at the invitation of the Mongolian side.During the visit, he met with the Minister of Foreign Affairs of Mongolia, Batmunkh Battsetseg. The two sides noted the high level of strategic partnership between Kazakhstan and Mongolia, emphasizing the steady development of high-level political dialogue and active intergovernmental and interparliamentary cooperation.“Today, Kazakh-Mongolian relations are exemplary and friendly. There are no unresolved issues between us. Ministry of Finance strengthens measures to support Kazakhstani commodity producers 27.06.2025
The Ministry of Finance is improving the legal framework in the field of public procurement to strengthen support for Kazakh producers. Thus, the Order of the Minister of Finance from June 24, 2025 № 321 amended the Rules of State Procurement.The main changes are aimed at supporting Kazakhstani commodity producers in terms of:- increasing the term of delivery of goods under the contract from 15 to 60 calendar days. This will allow to avoid failure to meet the deadline for fulfillment of obligations;- reduction of payment terms for delivered goods from 30 calendar days to 10 working days. The widespread use of drugs remains one of the most serious problems faced by all countries of the world. Drugs destroy people’s lives, serve as a source of profit for organized crime and terrorist organizations, and fuel instability in many regions of the world. According to the UN, more than 300 million people are addicted to drugs this year. The growing production of synthetic narcotic drugs is particularly dangerous.Kazakhstan supports the leading role of the UN in combating this global problem. Our country has joined all three UN conventions in the field of combating drugs. This year, for the fifth time, Kazakhstan was elected a member of the UN Commission on Narcotic Drugs for 2026-2029 and is making a significant contribution to the implementation of the global anti-drug strategy.Kazakh representatives actively participate in anti-drug operations under the auspices of the CIS, the CSTO and the SCO, interact with law enforcement agencies in Europe, Asia and the United States. The Central Asian Coordination Center for Combating Illicit Drug Trafficking, located in Almaty, exchanges information and conducts joint operations to curb drug trafficking in Central Asia and beyond.A Comprehensive Plan to Combat Drug Addiction and Drug Trafficking for 2023-2025 is being implemented at the national level. A Seminar on Improving the Country’s Investment Climate was Organized in Astana 26.06.2025
Astana, June 26, 2025 – The Ministry of Foreign Affairs of the Republic of Kazakhstan together with the General Prosecutor’s Office of the Republic of Kazakhstan organized an “Open Doors Day” seminar at the site of the “Kazakh Invest” national company. The event was attended by deputy akims and deputy prosecutors of regions, representatives of government bodies and development institutions, as well as more than 1,000 business representatives who joined the discussion online.The purpose of the meeting was to address current issues related to improving the investment climate, increasing the efficiency of support for major investment projects, showcasing the capabilities of the National Digital Investment Platform (NDIP), and working through systemic issues faced by investors.The seminar was opened by Gabidulla Ospanqulov, Chairman of the Investment Committee of the Foreign Ministry of Kazakhstan. “Creating a modern digital infrastructure for investor support is key to the accelerated implementation of projects. Kostanay region increases the pace of construction 26.06.2025
In the first five months of 2025, the construction industry of Kostanay region has shown steady growth. As it was announced at a meeting of the akimat chaired by Akim of the region Kumar Aksakalov, the volume of construction and installation work increased by 57% compared to 2024 and amounted to 75.5 billion tenge.Special attention is paid to housing construction. Since the beginning of the year, 179.5 thousand square meters of housing have been commissioned, which is 1,810 apartments. New residential districts "Astana" and "Baiterek" are actively developing, where it is planned to build more than 150 houses with full infrastructure.During the meeting, the Governor of the region emphasized the quality of the environment:"During the construction of houses, special attention should be paid to landscaping. Playgrounds and sports grounds should be made of high-quality materials only. All structures are securely installed. I personally go around construction sites and ask all akims to monitor this. Public control is the most effective form," Kumar Aksakalov emphasized.The focus also remains on the development of social infrastructure. New schools, clinics, kindergartens and sports facilities have already been built in the region, including in rural areas. 15 more social facilities are planned to be commissioned by the end of the year.8.7 billion tenge has been allocated for engineering infrastructure, and work is underway in the Kunai, Bereke, Astana and Baiterek massifs. The company is engaged in the construction of energy-efficient houses from SIP panels — lightweight, warm and inexpensive structures."One 180-square house can be assembled in 10 days. We do not use special equipment, the foundations are small, and the materials are energy efficient. In Sarykolsky and Auliekolsky districts, we did not just build — the farm staff themselves built houses from our kits," Battalov said.In addition, an electronic housing queue is being introduced in the region through the Otbasy Bank portal, which makes the process more transparent and accessible to citizens. The meeting chaired by Deputy Prime Minister Serik Zhumangarin was dedicated to the discussion of investment projects in the sphere of industry and agro-industrial complex. Akim of the region, Nurlybek Nalibayev, took part in its work in the conference call mode.It should be noted that this year the task is set to attract 86.4 billion tenge of investments to the agricultural sector of the region. According to the results of five months of the current year, the volume of investments in the production of agricultural and food products amounted to more than 4.7 billion tenge, which is 26 percent more compared to the same period last year.The Roadmap of investment projects in the agro-industrial complex of the region for 2025-2027 was adopted for the sustainable attraction of investments. It includes 30 projects that will create 295 jobs. This year it is planned to implement 14 projects with a total cost of 13.4 billion tenge. In the reporting period, industry produced almost 427 billion tenge (0.4% growth). The volume of production in the manufacturing industry amounted to 155.3 billion tenge (growth - 18.2%). To diversify the economy for 2025-2028, 89 investment projects are planned; the implementation of 27 of them began this year. One of the major investment projects in the energy sector is the construction of a combined heat and power plant with a capacity of 240 megawatts. A brick plant worth five billion tenge has been put into operation, meeting the needs of the region by 90 percent. In addition, this year it is planned to launch production facilities in the food sector - a complex for the production of bakery, pasta and confectionery products, a plant for the production of camel milk powder, as well as two industrial zones with an area of two thousand square meters each. Camel milk powder will be fully exported to China under an off-take agreement with a Chinese company. This year, three solar power plants with a total cost of 24.2 billion tenge and a capacity of 90 megawatts will be put into operation.
